rain is returning to parts of the bay area. kari hall is timing it all out for us. as you're driving you just have to turn on the windshield wipers and turn it off. the rain around milpitas and over to sunnyvale, over to palo alto and south of san mateo so not all of us are seeing the rain and this will be moving through parts of the bay area this morning. the rest of the day is looking clear. there are some of those wet roads you have to deal with. the area you showed the radar activity is the same area we're seeing that road weather index report, the slicker roads. that may be a factor throughout the south bay. i am tracking the disabled bus and car reported around treasure island. back to our coronavirus crisis coverage.

more live team coverage from d.c. to the bay area. let's start with bob redell live for us. >> we are learning potentially thousands were exposed to the virus, now some tsa agents are under quarantine. >> reporter: they have tested positive for covid-19. unfortunately the statement doesn't answer a lot of the questions i think a lot of us want to know the answer to, namely, which security checkpoint were they working at, the one here in terminal b, at terminal a, at both of them? we don't know. how long were they contagious before they became aware they had the virus? don't know that. were they working behind the scenes or interacting and screening passengers? again, not a question answered by the tsa. they confirm they are receiving medical care and all employees they came in contact with over the past 14 days are quarantined

at home. the agency says it is working with the cdc, the california department of health. as you can imagine this kind of news has made some passengers uneasy. >> i still need to travel so the least i can do is be careful, wash my hands. >> i went through tsa and didn't have any physical contact with anyone so i am aware of that. and this is my new way to say hi. no more handshaking. >> reporter: they tell us they are aware of the situation and are following the guidance put out by the public health department as far as how to stop the spread. they are down however many employees, they are at full

"today in the bay's" tracie potts is live in washington with more details. good morning, tracie. >> reporter: hey there, kris, good morning. what's happening here in washington, they're dealing with two things, the virus and the outbreak and the spread of it and the financial impact of this virus. president trump has some ideas about how to contain that but his ideas are getting some resistance. as president trump tries to calm fears about the coronavirus -- >> it will go away. just stay calm. >> reporter: some are reluctant to pass the payroll tax cut to ease the burden on workers losing pay. >> it doesn't do a lot for

people who rely on tips. it doesn't do much for people who -- >> we want paid sick leave and emergency unemployment insurance. >> reporter: and free testing. 4 million tests should be available this week. as washington hashes out details the nation passes 1,000 confirmed cases overnight. health experts are warning to avoid large crowds. >> as a nation we can't be doing the kinds of things we were doing a few months ago. >> reporter: air travel is taking a hit. delta says more than a quarter of its reservations have canceled. thousands who were stuck on the "grand princess" cruise with sick passengers are headed to military bases for two weeks. >> i can't believe that it's happened. i've never experienced anything like this. >> reporter: new rochelle, new york, is virtually on lockdown with the national guard

delivering supplies and visits limited for 2.5 million nursing home patients. >> i feel very close to tears a great deal of the time. >> reporter: one restaurant owner is taking temperatures at the door. tracie potts, nbc news, washington. eric swalwell is introducing a bill that would let members of congress participate in committee hearings and vote remotely on bills from home. this comes as several lawmakers including senator cruz have put themselves under self-quarantine after interacting with individuals who tested positive for the coronavirus. in oakland frustration is mounting for passengers still stuck under quarantine on boorpd the princess cruise ship that had confirmed cases of coronavirus. pete suratos is live for us where passengers will once again wake up in their cruise ship

cabins. >> reporter: probably frustrated they're still on that "grand princess" cruise ship that you're seeing behind me. when they do leave or disembark they will be quarantined for quite some time. one of the places they will be quarantined, this is the travis air force base, video given to us from a passenger who arrived last night. you can see in the video people wearing masks and workers in protective gear as they're checking folks in. this is the new reality for folks for at least the next 14 days. here is where things stand according to "grand princess," the update they're giving us, more than 1,400 people have been taken off the ship since monday. folks with medical conditions were taken off first. the u.s. passengers will be quarantined for 14 days at military bases across the country. we just showed you one here in california. also will be taken to bases in georgia and texas. as far as foreigners go, they'll

be flown home or will get treatment from their country. we do know at least more than 20 people on that ship tested positive for the virus that was carrying more than 3,000 passengers. now 19 of those folks that tested positive were crew members. i do want to point out they will remain quarantined and treated onboard and will dock elsewhere once passengers are taken off the ship. it's a frustrating and anxious time. one passenger still on the ship had this to say. >> and because there's movement, you're anticipating getting your name called kind of a thing. >> reporter: the california governor said passengers are being quarantined in monterey county, burlingame and san carlos. they are safe and secure and are for folks who don't need to go to a hospital. we are expecting another update

from "grand princess" and will bring that to you. stanford university now taking its coronavirus related ban on in-person classes even further extending it out into the spring quarter. university leaders made that announcement yesterday urging all campus related groups to cancel or adjust their large scale events switching to remote online instruction. some are calling it uncharpted territory. >> we have a lot of online content so it's a format i'm used to. i wouldn't call myself negatively or positively affected by it. >> stanford is offering this unusual deal for students. if they move away from on-campus housing and take their courses remotely, their room and board will be prorated. more schools are following suit and closing classrooms due to the coronavirus. starting today cal state east

bay, mission college and uc santa cruz will suspend in-person classes at least until the end of the month. plus, san francisco's archdiocese is temporarily closing schools for the next two weeks. this will affect 90 schools from up in the north bay through the peninsula. >> check out our special report understa understanding coronavirus. use your camera to scan the qr code there in the left-hand side of your screen or you can go to nbcbayarea.com. now to decision 2020. another big night for joe biden in the fight for the presidential nomination. >> big prize michigan where biden is getting more than 50% of the vote. nbc news declared biden the winner in missouri, mississippi and idaho. votes are tallied but senator

bernie sanders has a narrow lead in both states. here is the delegate count. biden with 836. sanders with 685. remember, 1,996 delegates are needed to win the nomination. the spread of the coronavirus is impacting the race. both sanders and biden canceled rallies in ohio and there will be no audience for this sunday's debate in phoenix, arizona. 5:10 now. in other news, a man convicted of killing nia wilson on the b.a.r.t. platform in oakland is scheduled to be sentenced. friends and family members of nia wilson cheered and cried. wilson was attacked by him in 2018. the jury also convicted cowell of attempted murder for that attack on her sister. another san francisco leader

is caught up in the public works scandal at city hall. mayor london breed has placed the buildings inspector on leave. they say he offered preferential treatment to developers and used his position to get jobs for his son and other family members. attorneys aren't saying if it's tied specifically to the corruption with nuru. also, homeless people in the north bay are being allowed to stay in temporary shelters. everyone living near oakmont in santa rosa were told that they would need to leave this month. but "the press democrat" reporting the supervisors are holding off on that plan for now as they look for more of a permanent solution. right now at 5:11 we've seen some rain moving through the bay

area and we've also had some light sierra snow which is some good news we're seeing some light snow today because our statewide average of the snowpack is right now only at 38% of normal and then promising news in the forecast. this shows how much snow we may see over the next week and it shows anywhere from 29 inches in south lake tahoe up to 60 inches of snow possible in kingvale. mike, you have good news. over here we're not packing it in at the bay bridge. 5:12. we see metering lights on. lighter traffic, if you're telecommuting, some schools are closed. the disabled bus and car exiting the bay bridge upper deck has cleared without incident.

good morning. right now at 5:15 let's head outside in the tri-valley, a live look outside in dublin. we have temperatures starting out in the low 50s so milder and a mix of sun and clouds. get outside and enjoy it. we'll talk about cooler air in the weekend forecast coming up in less than five minutes. and over on the right side that's northbound 101 across the golden gate bridge. they removed the cones so that crews clear and coming toward us that southbound drive. the morning commute just getting started. we'll talk about the changes we see and an issue for the south bay. good morning. a very good wednesday to you. all coronavirus all the time. darden restaurants own olive garden. they say they're going to extend sick leave to hourly workers so that sick workers stay home.

you see the big rally but half could go away in the open. the dow could lose 700, 500 points off the top. markets have been unstable lately. i know beyond worrying about coronavirus you're worrying about your 401(k). it's taken a hit. when you measure the down markets against the past year you're actually coming out okay. for instance, if you have stock in apple you're down 17% off the highs but apple stock is still up 50% compared to a year ago. it was two weeks ago today president trump introduced his coronavirus task force with vice president pence at the helm. today the president will meet with wall street executives as he continues to push for a payroll tax cut. payroll taxes are the funds that are taken out of your check to pay for your own social security and medicaid. about 1.4% for medicare.

now president trump would like to give you this money back and borrow to make up for it. now we've done this before though it was with a refund not an immediate tax cut. the other question, and we've talked about this before, it's not clear can you spend your way out of a pandemic n. a recession you want people to spend money. you can do that with a stimulus. but people with extra money in a pandemic may not go out and travel and shop no matter how much money they have. also the irs will push the tax deadline back past april 15th to give people more time to file. if there were a payroll tax cut it would in the apply to the taxes you're filing this year because that filing is for the last fiscal year. also, airbnb is getting rid of some of the fees it charges both the traveler and the host to encourage hosts to accept cancellations and make it easier on the host. i stayed at an airbnb, i'm just

back from alaska, and i want to report back to you though the nbc station in anchorage is quite good, alaskans are not worried about coronavirus. i went to a bar where they had bowls of popcorn out. i did not eat. and i talked to a tour guide and said she was going to go out and buy a whole new fleet of myself don't think -- they're certainly not panicking about it the way we are. >> when you don't have the number of cases, we have that number of cases in the bay area. it's very real. >> well, you picked a heck of a day to be off, monday. we could have used you. 5:19. new york city tourists can now literally walk on the edge. the newest hudson yard development, check this out, the newest observation deck. a brand-new view of the big apple. >> kari said nope. i am, too. it's called the edge. the tallest man made human

platform. visitors can get panoramic views from more than 11,000 feet up. i don't know. it makes me queasy. >> it does but it would be so cool. i went to the space needle. you want to do the one where you just lean, scared. >> kari? >> nope. so we're seeing light rain this morning as we check out what's happening as you get ready to step out the door. we've seen some light rain here and there. we're seeing some rain moving through saratoga and then another few spots. the rest of the picture is looking dry though we see the big storm system affecting much of southern california. it's still bringing in some waves of rain, and we'll see a chance of rain especially for the south bay going into the morning even possibly this afternoon. it's just going to stay a little bit unsettled here because of

the rain chances we'll have. but other than that most of the bay area is going to enjoy a nice, dry day and warming temperatures as we go into the rest of the week. we're going to see spotty showers passing by and then by the weekend a new storm system saturday into sunday. the potential of more significant and widespread rain for us. models showing half to three-quarters of an inch of rain which is better than nothing, right, and some low elevation snow that could affect some of our bay area peaks as the storm system winds down on monday. so we have three more days, today, tomorrow and friday. monday we're going to see highs in the mid-50s. san francisco also a big cooldown for the weekend as that scattered rain moves in.

mike, you're seeing it holding steady at the bay bridge. it's still clear at the bay bridge. no metering lights. that's indicating a lighter traffic flow around the bay. an early indicator, smooth down the east shore freeway. the crash will be marked here, a motorcycle clipped somebody as they're passing by around gilman. no one is hurt and no lanes are blocked. smooth drive. here is walnut creek. a nice drive. this band of green, talking about the road weather index saying what happened up there will leave water on the roadway. quite some time since we've had no rain. just keep that in mind this morning, back to you. >> thank you very much. >> harvey weinstein's fate will

it's 5:25 right now and event workers are suddenly looking at tough times ahead because of the coronavirus outbreak. just yesterday coachella and stage coach were both postponed until october, and that coupled with conference cancellations is leaving a lot of stagehands and other folks working in those venues scrambling to find other ways to work. one union representing stage workers is saying they may need to rely on their unemployment benefits. >> a lot of workers don't want to, it's a prideful thing, but we're going to encourage them to do that. >> workers are hoping business ramps up sooner rather than later perhaps when warmer summer weather starts to arrive. harvey weinstein is scheduled to be sentenced today.

5:30 this morning and thanks for starting your morning with us. developments are changing by the hour. so before we get to weather and traffic, the latest of the number of confirmed cases, there are more than 1,000 cases and 30 deaths but if you look at the map on your screen you can see how many there are here at home in the bay area. 90 confirmed cases in total. santa clara county with the most and it is the only county with a bay area death. >> in the port of oakland hundreds on the "grand princess" are still waiting to disembark

and head into quarantine. that process will continue today. >> three tsa agents tested positive for the virus, possibly exposing travelers though we don't yet know when that might have happened. >> we'll have more on the team coverage of coronavirus concerns in just a moment. first let's head over to kari hall who has been tracking some wet stuff in the air. >> light rain moving through. we've seen it here and there especially in the south bay and parts of the east bay. some rain around saratoga as well as milpitas. elsewhere it's a dry start to the day. we've seen this storm system pushing up some of that rain into the bay area today. and also parts of the day yesterday. for the most part we're going to have a chance to dry out, highs near 70 inland. we'll talk more about the weekend coming up in about five minutes and, mike, still no life at the bay bridge. >> light volume of traffic. schools and businesses saying stay home, do things remotely if you can. that seems to be the case.

no metering lights and no backups at the bay bridge. the crash over there, gilman, no slowing. it's off the roadway. contra costa county on a little blip. all sports leagues limiting fan attendance with new limitations on outsiders entering locker rooms. later today the nba's board of governors will reportedly meet to talk about possible changes. meeting with san francisco mayor london breed this morning to talk about leaving the doors of the chase center open during this outbreak. last night the ws hosted the clippers and you can see from the crowd shot there were a lot of empty seats. some san francisco leaders believe the team is ignoring better judgment by allowing fans to attend not to mention those recommendations from the city to limit large gatherings. and the clock is ticking on a

decision because the warriors host their next home game tomorrow night. alameda and contra costa county, of the ten cases confirmed in contra costa county at least six are believed to come from community spread. and a live look at sfo where we're getting a better idea of the impact from the coronavirus on international travel into and out of sfo. airport leaders say passenger numbers are down 30% from the same time last year and that's international terminal. they are reducing their load by nearly 25%. this is for the next six months. back to the coronavirus crisis there are new concerns this morning for the thousands of people who recently passed through security at san jose international airport.

"today in the bay's" bob redell is live at sjc with reaction coming in. bob? >> reporter: marcus, tsa does confirm three of its officers who work here have tested positive for covid-19. they are receiving medical care and fellow employees, other agents who came in contact with them within the past 14 days have been quarantined at home. the statement does not answer some other crucial questions. for example, in which terminal or which security checkpoint do these agents work? is it here at terminal b, a or at both of them? were they working behind the scenes or interact with and screen passengers? how long were they contagious before they became aware they had the virus? those are questions we do not have answers to. the screening checkpoints do remain open. the agency is working with the cdc and the santa clara public

health department. the airport tells us they are aware of the situation and they are also following guidance on how to prevent the spread. even though the tsa is down those three agents, three officers and employees they came into contact with the security checkpoints here at mineta were staffed last night and speaking this wednesday morning i would have to say traffic does seem to be down. more to do with the broader picture of the coronavirus. it does seem like the wait times are minimal if nonexistent. bob redell, "today in the bay." we definitely want to know where and when those tsa checkers.

we've dedicated an entire section to the website,. north bay fire victims to have first priority when the wildfire agreement becomes finalized. fema filed a claim to be included in the fund tied to pg&e's bankruptcy settlement. if threatened -- it threatened to get in the way of that $13.5 billion relief fund for fire victims. it reduces the claim to $1 billion and allows victims to be paid first. any final deals still need approval from the bankruptcy judge. so the city of berkeley is breaking down barriers to help people make it in the bay. city councilmembers voted to ban landlords from asking potential renters if they have a criminal history and conduct a background check. members say this will help former incarcerated people find affordable housing. landlords, though, will still be able to check references,

employment and income status. berkeley is the second city to make the ban. the first was oakland. now to a follow-up, supervisors are moving forward with new regulations for short-term rentals like airbnb. property owners will have to receive county permits. they are expected to approve in the coming months. a deadly house shooting in orinda. the house was an airbnb listed property with owners who didn't live in the area. as of this week uber cars, you now can see those drivers in san francisco. they may not have a driver behind the wheel. listen to this. they have resumed testing of its self-driving cars in parts of the city. all tests were stopped two years ago. uber has resumed testing with two operators sitting at the

ready. all the tests being done during the daylight hours. >> the evolution of traffic. we're watching the traffic slightly build off the 880 over crossing. the main toll plaza fine. we may see metering lights turned on any second there. a little slowing up the incline as the volume funnels to fewer lanes. then through the rest of contra costa county an easy drive. a little build through highway 4. that band, a look at 101 in that area. we don't see a problem on the roadways. even the damp roads so there's grease and oil. >> well, this morning some

we will track the backup out of oakland. >> a bay area man says he feels fine but keeps testing positive for coronavirus. rick wright is now under mandatory home isolation. >> he was onboard the "diamond princess" when passengers were quarantined in february. he got to travis air force base and tested positive for the virus. after treatment he's now home. he says he never had symptoms but test results are keeping him inside. >> i've been tested many times and need to be tested negative twice in a row snored for me to be a free man. >> the public health says it's currently sending wright's test to the cdc lab in atlanta but will soon begin using local laps. two weeks ago president trump announced his coronavirus task force. >> scott mcgrew, that task force updates us every afternoon. >> the latest from the task force has convinced health insurers to waive the cost of

coronavirus testing. people with insurance will be able to get those tests for free if those tests are requested by a doctor. there are 1,000 americans with coronavirus. 30 are dead. >> and, again, when you have 15 people and 15 within a couple days is going to be down to close to zero. that's a pretty good job we've done. >> again, it's now 1,000. president trump has been very hopeful, as we all have, that the situation is going to get better. he's saying the disease will go away like a miracle. here he is at the capitol on tuesday. >> and it hit the world and we're prepared and doing a great job with it. it will go away. stay calm. >> that is not what happened in italy. doctors reporting not only are there not enough respirators, some people with certain co-morbidity factors not being treated at all much less being

put on respirators. a federal appeals court has ruled the house of representatives can see the evidence gathered by the mueller grand jury. in criminal case that is wouldn't fly. impeachment is not a criminal case. congress was allowed to access grand jury information. why does this matter? democrats in the house suspect the grand jury evidence could provide them with new reasons to impeach again. the president pushing for tax cuts. we'll talk more about that as we talk business in about 30 minutes. the gilroy police officers who shot the gilroy garlic festival shooters were lawful and justified in doing so, the decision by the santa clara county district attorney's office. three officers confronted the 19-year-old less than a minute after he opened fire on festival

goers. officers shot him several times but after he was wounded the gunman shot and killed himself. two children and a man were killed in the shooting. new details this morning, the city of sacramento is agreeing to pay more than half a million to settle a lawsuit filed by protesters detained in the stephon clark shooting, that it includes more than 80 people including three reporters. officers were cleared of wrongdoing despite the fact clark only carried a cell phone and not a weapon when officers fired. >> a little clarity in the race to replace congressman duncan hunter. we already knew the top vote getter. now darrell issa says he has enough votes to clinch second place for the fall run-off.

issa's main opponent conceded with votes still left to be counted. >> if you think it should be anything goes when it comes to vanity license plates, check this out. a case that could open the gates to vulgar license plates. the complaint says the dmv in 2018 denied more than 30,000 requests it found offensive. but critics say the denials are based on personal viewpoints. the dmv not commenting on this one. so trending for you this morning uber is revealing the most common items passengers leave behind in cars. >> it may not come as a surprise if you've left something behind. top items, phone, wallet, keys, purses, headphones, and it seems like people in college towns might be the most forgetful, lubbo lubbock, texas, home of texas

morning a live look outside and for the most part the roads are fairly dry, but we are going to see at times some clouds moving by and a milder start as a result. we are going to start out in the mid-50s and then lead up to 64 degrees overall. we're going to have a really nice day. let's check out the high temperatures. east san jose will reach 71 degrees and 68 in cupertino. gilroy a high of 69 degrees. 72 in martinez. oakland, 69. 68 in redwood city. we're going to see upper 60s in the mission district and the north bay reaching 69 degrees in mill valley. so we're seeing still a rain chance in the forecast for the south bay through 8:00 and going into the rest of the day rain chances will go down but the chance we could see one lone isolated shower moving through and then drying out for the rest of the week. then a couple more storm systems and we'll bring in some waves of rain and some sierra snow.

for us we're looking at finally some measurable rain with the potential of half to three-quarters of an inch of rain in santa rosa. our seven-day forecast keeps it very warm and springlike from today through thursday as well as friday. then we're back to winter with off and on showers in the forecast from saturday, sunday as well as monday. this may taper off to light snow in our bay area peaks. we'll be watching that. right now you're seeing a very different look, mike. i'm well lit because of the lights. it took almost 15 minutes to build up back up to the end of the parking lot here. the fastrak lanes are holding steady. the metering lights are on. the upper east shore freeway,
