thanks so much for joining us. i'm laura garcia. >> and i'm marcus washington. let's get a check of the forecast for you. kari, the rain is coming our way but today looks like we'll be able to miss that and have some good time outside. >> all that have sunshine we've been seeing throughout the week will continue today. our next storm system coming in early tomorrow morning bringing us some rain. one more day of the warm and sunny weather even early tomorrow morning. and then it becomes more widespread with heavy rain moving through as we go throughout the day on saturday. it won't be raining the whole day but it will come through in waves off and on and more widespread for sunday with parts of any area south of san francisco most likely being the target for heavier rain. we'll talk more coming up. two crashes in hayward.

one of them is a new crash. westbound 92, the toll plaza crash left some debris in the lane. then through hayward you're jammed up. a new crash at industrial and that will block your fast lanes and cause more slowing. if you're south it will ease your traffic. >> thank you, mike. back to our breaking news coverage of the coronavirus pandem pandemic. >> you're team is covering the story and the impacts from washington to the bay area. jay gray live on capitol hill where lawmakers are under growing pressure to make more test kits accessible. jay? >> reporter: yes, laura and marcus, you're right, providing those test kits and economic stimulus for workers and businesses affected and right now on the hill house lawmakers are dealing with that. they say they are very close to

a deal that they will move on to the senate. the senate has already said it will work through what was supposed to be a holiday week next week because of this pandemic. the president not ruling out the idea of declaring a national emergency which would free up billions of dollars. some help on the ground. the test kits have been a sticking point for many. getting those kits into the areas most needed and in the hands of those needed most. the u.s. officials have said they are lagging behind other countries, some testing 20,000 people a day while the u.s. 11,000 total. the president has tweeted about the situation that for decades the cdc had problems with the testing and knew that they had problems with distributing tests in these types of pandemic

situations. he goes on to say on i'm quoting here president obama made changes that only complicated things further. he says he has corrected the problems, got rid of the red tape and, again, quoting here, it's ready to go. we've been told 4 million kits should be out today. clearly the president paying attention to what has been a strong pushback on this testing procedure. >> as well he needs to. we all need answers. jay gray, thanks so much. in the meantime at midnight tonight a 30-day ban is taking effect on travel from europe. we have a look at the map of the nation that is are actually impacted here. there are 26 in all including germany, france and spain. the uk is not part of the ban. pete suratos joins us live. president trump's orders are causing mass confusion for a lot of americans just trying to come home.

>> reporter: yeah, good morning to you, causing a lot of confusion indeed following president trump's oval office address a couple days ago but since cleared up by the white house, talking about the specifics of this travel ban. you just showed that map of the european countries affected. we do know it is a 30-day travel ban for the european countries affected by covid-19. president trump said this was a move to hopefully prevent new cases coming in. the uk and ireland are exempt from the list despite both places reporting cases of covid-19. european leaders said they are unhappy, they were not consulted. the ban only applies to foreign nationals and not to u.s. citizens, green card holders. the white house clearing up this will have no impact on european

trade or goods coming into the country. you can see the ban donned impact americans. it wasn't made clear initially by the president. >> we have to figure out how to get home. >> if i wasn't in the right place in line, i would have been stuck in europe for maybe 30 days. >> reporter: american travelers will be screened at airports and quarantined if necessary but that ban will begin at 11:59 p.m. tonight. reporting live, pete suratos for "today in the bay." >> thank you for that update. two more districts announcing they will be closing schools, one on the peninsula, the other in the east bay. "today in the bay's" bob redell is live outside oakley high school. this is a campus that's already been shut down. bob? >> reporter: i'm actually outside of berkeley high school, marcus. berkeley unified decided to shut down all schools after four more

cases were announced. berkeley high behind me and the technology academy will be shut down and other campuses will be shut down starting on monday. high school teachers will use today to come up with plans for students to it continue learning at home. breakfast and lunch will be available for pickup at the technology academy and at the high school. the san mateo unified school district is shut down until monday. distance learning will begin next thursday. details to follow next week and, by the way, today was already a planned day off for those students. we have a list of all school closures. we have a full list at nbcbayarea.com. san francisco unified, the largest in the bay area will be

shut down for the next three weeks. parents were expecting the shutdown, just not so suddenly, leaving them scrambling to come up with child care. >> it's going to be difficult trying to navigate child care. >> fortunately i'm lucky. i have teenager boys. so she has somebody to be with them. >> reporter: a reminder parents should avoid having older relatives like your grandmas and grandpas providing child care. older adults are considered most vulnerable. sf unified is working on a plan to help students who rely on school meals. if your student is a high schooler and supposed to be taking the s.a.t., you will have been notified directly if the test is still on. there are a number of testing centers canceling because of the coronavirus outbreak. check your email. bob redell, "today in the bay."

>> bob, thank you. nearly 80 san jose firefighters remain under quarantine this morning. four have tested positive for coronavirus. the department is changing how they respond to medical calls, only one firefighter will go into a home with full protective gear at first. they'll screen for signs of the virus. a plan is in place to deal with a staff shortage. >> however many people are out sick. we'll replace them on overtime, on mandatory call backs. >> if there's any sign of the virus at one of the city's stations they plan to evacuate and the facility will receive a deep cleaning. >> expanding vacation time for city workers and asking private companies to do the same. the new policy is meant to ensure everyone get adequate paid time off. one employee exhausted their

existing paid leave can receive an advance. >> a pandemic unlike anything anyone has seen before and that extends to the world of sports which has now ground to a standstill. you can check out the back page, the headlines of "the new york post," the day the sports world stopped. essentially every sports related activity has been suspended or canceled and is costing billions. for the businesses and workers who depend on the teams. >> yesterday they lit the torch in greece to start the torch relay. japan's olympic minister dismissed that idea and we learned a part-time employee at s.a.p. center has tested positive to coronavirus.

a person last worked during a sharks game. taking a look outside starting off foggy. >> here is a map showing where we are seeing the lowest visibility around santa rosa. we've seen patches of fog. watch out for that fog. we'll be in and out and then sunshine for the afternoon. we'll talk about this weekend's rain coming up in a few minutes. mike, still one key area that's jammed up. over here, look, mostly green all over the bay, clearly right here. we're looking at hayward. that's the jam. it's a bad jam west 92 because of the crash, debris past the toll plaza back to 880 which was

good friday morning. it's 6:14. if you plan to go to the sierra, a forecast for squaw valley and alpine meadows. we'll see rain moving in later this evening but as temperatures drop that changes over to snow and travel basically impossible going throughout the weekend but it will be nice to watch all of that snowfall. we'll talk more about how much coming up in less than five minutes. >> and if you're choosing between the san mateo and dumbarton bridges, san mateo bridge still has the alert, west 92 crash and debris just past the toll plaza.

and good morning. happy friday the 13th. i showed you the futures as we went to break. looks like we'll have 1,000 points on the dow. i do want to quickly mention facebook and twitter found a new plot by russian activists to create fake accounts. the pentagon says it's re-examining a decision to award a huge contract to microsoft. amazon accuses the president of interfering in that decision. these numbers you saw the biggest point loss ever. i can say one positive thing, though. 1987 was twice as bad as this. we do believe the house will pass a massive rescue package today. the senate will take it up early next week. we've talked about how you can't really fight a disease with money but it could help small businesses which are already

facing uncertainty to survive a while longer. the fed injecting a $1.5 trillion into what's called the repo market. now i've seen some people on line griping about the fed giving wall street money, even people that should know better. the fed pushes cash in a complex way but it doesn't give anybody money. probably not at the top of anyone's mind right now but what would this do to house prices? nobody knows because nobody has been in the situation before. we have no idea what's ahead of us. a survey shows about half their real estate agents think there will be no effect, about 40% say a negative effect on prices. i think people just aren't going to sell because i'm not going to want to look at a new one and sell in the risk and i don't want hundreds of people in my house during an open house. i think people will stay put for

"ellen" will continue. a long time ago they used to have canned laughter. >> hoda and jen have that -- >> they should have just hit the button. >> everybody producing was watching from the audience. >> that's how a lot of shows are doing now. >> we got rid of our studio audience, too. >> we have two people right here. let's start out this morning. we have some light patchy fog in parts of the bay area that will drift around, may impact your drive to work this morning. a live look outside over the south bay as we start out with mild temperatures and willow glen at 50 degrees and mid-60s going into the afternoon. we have one more beautiful day before it cools off this weekend as this storm system approaches we could see it to the north of us. any rain around seattle and portland.

right now that will be dipping in going into tomorrow morning. so going hour by hour if you're trying to make some plans for tomorrow it starts out spotty but this is very early in the morning at about 3:00. we'll see a line of showers moving in, moving through the peninsula over to the east bay by noon and then approaching san jose. so you can see that if you're looking at your particular spot it won't be raining all throughout the day but will be off and on and we'll see it continuing into sunday as well. it looks like areas south of the golden gate bridge will have the chance of more measurable rain, the highest rainfall totals we're expecting because even as we look at the computer models this one takes it from now through wednesday and it shows that we could see 3 inches of rain for parts of the peninsula to the east bay and then looking at a different computer model showing more of the same with lighter amounts, up to 2 inches in parts of the north bay but still a significant rain and a very heavy snow. winter storm warnings up. we're going to see gusty winds

and a possibility of getting anywhere from 2 to feet of snow and then middle of week, so great news here with bay area rain, sierra snow. we may see some bay area snow on the hills. our temperatures dropping. this will be a cold storm so we may see this moving out with some light snow and dustings on our elevations above 2,000 feet. mike now watching the roads. how is it looking on our bridges? >> we have a couple bridges which have a big backup. the first one we've been tracking is the san mateo bridge. we still have the alert from chp because two of your four lanes are blocked past the toll plaza. debris has to be removed from the roadway. 880, both crashes have qulerd south of 92. slower drive coming out of san leandro and clears by industrial and that leaves you an opportunity to head by the du dumbart dumbarton. everything else is looking good.

just after 6:00, minutes after 6:00, the metering lights were turned on. you do see it's only at the berkeley curve approaching the bay bridge toll plaza. it took about 15 minutes for them to fill in all these lanes at the toll plaza. no major problems. you can avoid the bay brim toll plaza by taking your b.a.r.t. we've been talking about mass transit and b.a.r.t. talking about the numbers being really down over the last few weeks. we'll send it back to you. 6:21 right now. as we've been telling you anyone can be susceptible to the coronavirus including canada's first lady. sophie trudeau has tested positive. coming up the changes canada's prime minister is making to ensure the rest of his family remains safe. plus, nbc bay area responds. >> his phone rang with a coronavirus sales pitch. so he called us and we called the company back. i'm consumer investigator chris chmura, nbc bay area responds next. tv just keeps getting better.

welcome back, everyone. it's 6:24. the wife of canada's prime minister has tested positive for coronavirus. justin trudeau says his wife sophie is showing symptoms but is feeling okay. trudeau says he does not have the symptoms but he will self-quarantine for two weeks and work remotely. the national guard troops are now in place helping monitor the suburban new york city neighborhood shut down by the coronavirus. this is new rochelle, outside of new york city, near the bonks,

whe bronx, where a one-mile area is set up. new york governor andrew cuomo says that the area is experiencing, quote, the most significant cluster in the country. 6:25 for you right now. it's possible your phone is about to ring with an unsolicited message will coronavirus. >> row bow callers trying to capitalize on the scare. chris chmura talked to one of them so you don't have to. >> reporter: good morning, a skeptical viewer tipped us off. the caller said he worked for a canadian pharmacy and they had a coronavirus treatment to sell. we called the number a few times ourselves and listened to the same spiel. an agent who said his name was ion agreed. we went back and forth for about ten minutes. what is it your company is saying this will do for coronavirus?

>> i told you it will reduce the risk. >> a couple red flags here, first the centers for disease control says no medicine to prevent is currently available anywhere. another red flag that canadian pharmacy was using a kansas phone number. thanks to quick web searches we discovered malaria treatment. follow the federal trade commission's advice. ignore these offers. just wait for words about prevention and treatment. click the main menu and click responds. thanks, chris. looking at the future, the dow is set to open up at 1,100

quickly approaching 6:30, isn't this reflective of our times? this is the opening bell as we're waiting for it this morning. you hear it. usually you see a crowd of people. one man standing there ringing the opening bell. the markets, in fact, are expected to be up. futures are pointing upwards after yesterday's big drop. "today in the bay" continues right now. a very good morning. i'm laura garcia. >> and i'm marcus washington. before we get to that forecast, updating you on the latest developments. we are watching capitol hill as they are moving closer to a deal to provide financial help to americans impacted by coronavirus. the number of confirmed cases across the country certainly continues to grow.

now more than 1,500 cases of coronavirus. this morning two deaths reported in florida. those are the first outside of the west coast. in total 40 americans have died. santa clara county has by far the highest number of cases. and san mateo county has 20. we want to get a look at the forecast on this friday. meteorologist kari hall is tracking that. we have one more dry day before this storm system will be moving in early tomorrow morning. we will have the warm weather, take the time line into early tomorrow morning right now at 3:00 and some of the spotty showers starting to move in. we'll see it off and on and heavier to noon tomorrow and then some off and on showers into the day on saturday as well

today. others will be shut down starting monday and they are expected to last through monday, april 6th. the district made the decision last night after the announcement of four new coronavirus cases here in alameda county. high school teachers and learning from home. breakfast and lunch still available for pickup for students at berkeley high and the technology academy at their respective campuses today. they're shutting down all of their schools until monday, april 20th. disarcina tans learning next thursday. today was already a planned day off. we have a list of all the school closures. they're also on our website. on that list san francisco unified.

want to check your inbox. bob redell, "today in the bay." now we're less than 24 hours away from a ban on some travel from europe. the move to slow down the spread in the united states. in the process americans just trying to get home. pete suratos and some details on that. pete? >> reporter: plenty of confusion following the oval office address but have since been cleared up by the white house. we'll get into the details of this travel ban and now it will work. it will affect 26 european countries that have been affected by covid-19. the president made this move to prevent new cases of covid-19 coming into the u.s. i do want to point out as a part of that list uk and ireland are exempt.

you've probably seen this in the stores and even online. empty shelves and aisles. >> "today in the bay's" kris sanchez joins us from milpitas this morning with how stores are trying to can serve their customers. it's been tough to get supplies. >> reporter: it's been really tough. i went inside this walmart store. the shelves are bare where there's disinfectant sprays and hand sanitizers used to be. they're out of other paper goods and as soon as we get stock of something it's immediately gone. this is what we have been seeing around the bay area. i saw this particular sign at my local grocery store limiting hand sanitizers over a few days my husband and i both came up empty as we tried to restock toilet paper and cleaning supplies, even dry goods like beans and rice. people have been seeing scenes like these at stores like costco

and other stores. we talked to a manager who told us yesterday was the biggest day in his trader joe's store yesterday. we talked with a psyc psychotherapist. >> it sets off the alarm bell in all of us because we're human want want to survive. >> reporter: now that anxiety is making some folks aggressive. look at this tweet from a sheriff's department. they say please don't call 911 because people are cutting in front of you in line at the store. it t for real emergencies. now the psychotherapist recommends knowing what you really need from a trusted source. the department of homeland security recommends that you have a two-week supply of food and water, prescription and over-the-counter medication and copies of your health records. i've been asking what you're experiencing where you live, make sure you join the conversation on facebook. in milpitas, kris sanchez,

"today in the bay." >> we keep seeing it. thanks, kris. 6:38 for you right now. a look at that commute for you and, mike, that backup -- we haven't seen this a lot. >> until just after 6:00, that's right, marcus. we're looking at the backup for the bay bridge. that's the worst of it coming over from the east bay through this area off the maze. look at that, contra costa county mild slowing. this is light er. just past the toll plaza. they have maintained a nice clear route as well. we don't get to see it but here you go. a smooth drive across the span. i have new numbers from bay area toll authority, went over them, comparing them. let's do the cliff notes version. the volume people have been talking about very light around the bay, so light, in fact, for folks who have moved here, it hasn't been like this since the

recession. people are like, what was it like before things got crazy. that's what it's like. >> look out the window. >> very light traffic. we do not like the reason. >> that's year to year we're talking about. >> the numbers across the bridge, the coronavirus, people commuting from home. >> we'll probably see that grow with a lot of schools closing next week, too. absolutely. this weekend we need to prepare for that rain. >> we are going to have some very cool temperatures along with the showers coming in. a look at the saturday forecast. from the 70s today only to the 50s tomorrow and the waves of rain coming through. the rain looks to be so widespread going into sunday with a high of only 50 degrees near the coast and 53 degrees for the inland valleys. today will be a beautiful day for a hike but then by tomorrow unsettled weather moving in with some rain and highs only in the mid-40s.

only 54 degrees with the showers moving in tomorrow as well as sunday. the snow will be coming down so hard along with some 50-mile-per-hour winds, visibility will be near zero. if you can go there today and stay until monday that would be the best bet. as we check out napa valley for the weekend, it's going to be 70 and mostly sunny today. then by the weekend that cool air moves in with the showers that will bring our high temperature only up to 52 degrees tomorrow. i'm watching this also today's temperature trend. we'll get a look at the east bay coming up in about three minutes. looking forward to it, kari. >> 6:41. the coronavirus disrupting a lot of lives.

right now at 6:44 let's head outside with a live look outside in dublin. we have a clear start. our temperatures in the mid-40s leading into some mid-60s later today. the last warm day before the rain moves in, the weekend forecast coming up in less than five minutes. and the traffic moving in across towards san mateo and the peninsula. a smoother flow of traffic as the crash is cleared over to hayward. i'll track that one at the bottom of the screen coming up. the president says it's time to set aside politics but is attacking joe biden this morning. good morning. criticizing biden's approach to the swine flu which hit back when biden was vice president. the president tweeted sleepy joe biden was in charge of the h1n1 swine flu e thousands of people. the response was record. now, to be fair, biden has been

response to coronavirus. the president giving us a different message than we heard from his national address wednesday evening. >> we are all in this together. we must put politics aside, stop the partisanship and unify together as one nation and one family. >> the president also criticizing the centers for disease control claiming the cdc slow walked a test because it hoped there would be no pandemic. everybody hopes there won't be pandemics but the cdc works on the assumption there will be. trying to figure out if the promise has been kept. there was an interview on fox over the number of respirators. the anchor repeatedly asking the head of medicare and medicaid are there enough respirators. this one you'll see is the fourth time she asked.

>> i want to ask you one more time, are there going to be people in this country who don't get a ventilator if they need one? are you concerned the actual physical equipment needed to serve the people who get sick is out there? can you reassure everyone tonight there is not a shortage of ventilators or icu units? >> and that's why the president has taken such bold and decisive action. we're not waiting for this to get worse. we're not waiting for this to be a crisis in our health care system. >> seema verma never did answer the question. if her name sounds familiar she's the person who told san francisco police she lost 47,000 worth of jewelry after thieves broke into her government suv while parked outside san francisco's commonwealth club. we are watching what's happening in washington. working on a bailout plan. the house will move on it first we think today, and then the senate early next week. i'm @scottmcgrew on twitter. governor newsom is using his executive powers to ask for properties to be used as

quarantine sites. right now california's using a hotel in san carlos to quarantine passengers from the "grand princess" cruise ship and the office of emergency services is looking for more potential hotel sites. the governor's order also limits the number of hours state employees can work during the emergency and puts provisions in place for people who may have lost income due to the pandemic. happening today l.a. unified schools are holding an emergency meeting to consider closing campuses. yesterday the superintendent said for now it's best for schools to stay open. a few hours later the teachers union held a live stream rejecting the decision. the superintendent says there are many factors to consider before closing all schools. >> we serve a high needs population, 700,000 students spread across 700 square miles. 80% of families we serve live in poverty and a quarter of them don't have access to internet at hole. >> the san diego school district

says plans are in place for schools if the pandemic intensifies in that area. >> making it in the bay is suddenly even harder with the coronavirus pandemic. next month oakland city leaders will consider a proposal aimed at protecting people from eviction. according to "the east bay times" officials are asking alameda county courts to pause current eviction cases until then. meanwhile, san francisco assemblyman is proposing his own plan. it would temporarily ban evictions and foreclosures for residents who cannot pay the bill. >> pg&e says it will not shut off power for people who can't pay their bill because of hardship due to the outbreak. customers will be able to pay for their bills through flexible pay plans. we see a lot really coming together to help them. >> that's right. hey, look at this. taking a look at the radar, we'll see change when it comes to this weekend, rain and snow

headed our way. >> we're all excited about it. >> we need it. >> we desperately need the rain. it's been so long since we've had a good soaking in the bay area, all the rain has been very light so that's what we're expecting this weekend. off and on showers along with cool temperatures and we're starting out with some fog this morning as you get ready to head out the door. visibility now down to two miles so better than it was a little while ago when it was down to a half mile. we're not seeing that right now across the golden gate bridge but we are seeing it patchy in spots. so here is what's going on, rain in southern california moving away. this is our next storm system that will be moving in and with it comes some cooler air as it dips into the bay area. as we time it out once again today we're dry, we're feeling comfortable weather but tomorrow very early at 3:30 we're starting to see some spotty showers popping up and then it becomes more widespread, even heavier as we head to noon. we see some yellows and dark

greens here indicating some heavier rain. if you're looking at your particular spot in the bay area, it won't be raining all day. it's just going to be off and on. if you get outside in those breaks it will be coming back very soon. i think it will target areas in san francisco, to the east bay on southward with more breaks in the rain in parts of the north bay. but we'll be watching that as it also comes along with some cool air. looking at how much rain we may see. we are looking at two computer models here. one of them shows the potential of up to three inches of rain for parts of the peninsula over to the east bay. we could see just about the same as we look at the gsf model. it is showing that we are going to see some decent amounts of rain. anywhere from possibly two to

three, four feet of snow in some spots and even more as we go through next week. looking really good here after such a dry february. record setting and now into march we're going to have some february like weather with highs in the low 50s off and on rain and morning temperatures in the low 40s, san francisco 60 today. only 50 on sunday. mike, the san mateo bridge, is it looking smoother now? >> it is looking smoother and busier than a half hour ago. a smoother drive. it's spread out evenly across the flat section and the high rise with much lighter traffic flow coming off the interchange there. we have a chance to recover because of lighter traffic. the south bay also showing a little build. lighter traffic flow and being friday we, of course, have an extra light friday drive around most of the bay.

firefighters remain under quarantine this morning. city leaders announced yesterday four have tested positive for coronavirus. the department is now changing how they respond to medical calls. only one firefighters will go into a home with full protective gear first. if the patient is not critical. they'll then screen for signs of the virus. the firefighter's union says it's to deal with staff shortage. >> expanding vacation time and paid sick leave options for city workers and asking private companies to do the same. the new policy is meant to ensure anyone who becomes infected or must provide care get adequate paid time off. it is 6:58. a live look at the big board now. stocks rebounding just a bit just over 2%. rebounding after the worst day in three decades.
