didn't. >> we are also practicing social distancing, but thank you for saying happy birthday. i appreciate it. >> of course. from a distance. i will show you what they did in the back. but first let's get to weather because we are under a micro climate weather alert. as you saw in that other shot as well, very ominous. we need the rain. we are definitely welcoming the rain. we are expecting it. and here it is. temperatures are a little colder in the 40s and 50s. the reason why i show you why is because they're so far north. that will begin to develop making it go into the bay area. if you zoom in closer, you can already see the sierra snow coming down, but it is going to intensify and get stronger in through this afternoon over the evening hours and also into sunday. overall e expect scattered morning rain. our afternoon temperatures will drop down into the 50s. the reason they drop down is because we were in the 70s. now, rain chances will stay

overnight into sunday. i will go over rain totals, sierra snow warnings and all of that coming up in 15 minutes. a lot to go over. we'll see you in 15. thanks. a major late bipartisan vote on the coronavirus aid package that will provide emergency leave and free testing. >> the house of representatives passed the aid package titled families first. democrats and the trump administration reached a deal that includes free testing, paid emergency leave. it stems the crisis and stabilizes the financial market or is said to. the package funnels billions of dollars into the coronavirus spike, designed to help those financially hit. >> we thought it would be important to assure the american people that we are willing and able to work together to get a job done for them. >> i think this is a really good sign that shows a bipartisanship of working together that we can

overcome this virus. we have done much bigger things before. >> the vote now heads to the senate for passage. they could vote as early as monday or tuesday. and at the stroke of midnight last night, it was a last-minute scramble at airports around the world as the european travel ban went into effect at 9:00 p.m. our time pacific time. americans were racing to get home and europeans were rushing to get out of sfo. 26 countries are included in the ban. people from these countries won't be able to. >> enter the u.s. for the next 30 days. today in the bay, we were at sfo with the late night hustle. >> we were in paris and the flight was an absolute nightmare. >> reporter: the journey back from europe was a nightmare for some passengers, rushing to return before president trump's european travel ban took effect.

like brook williams and garrett miller. >> the flight going to paris, which we left on the 6th, was empty. and then coming back because of the ban it was packed. >> in an effort to slow the spread of covid-19, president trump announced wednesday that no foreign nationals from 26 european countries could enter the u.s. for the next 30 days. american citizens and permanent residents can still come back, but not without enhanced screening and directions to self-quarantine. >> so i'm actually from spain. my mom called me like this morning and she was like, i got you a ticket. you're coming to spain today. borders are closing and the situation is not getting any better. >> maria nifeels safer isolatin herself there and then staying here. >> i want to be home. i want to be by my family and in

a space where i can really isolate myself. and from the skies to the waters. it is happening once again. more than 600 people are in isolation on board a cruise ship. this is in brazil. two passengers reported coronavirus symptoms. that ship is now docked. the sick passengers are being monitored. we're told their diagnosis will determine if the entire ship gets quarantines. that leads us back here locally to the grand princess, still docked at the port of oakland. 14 international passengers remain onboard waiting to head home. what a nightmare for them. the 1,100 crew members who also remain onboard waiting for their next quarantine location. when everyone is off the ship, the vessel will be moved somewhere else in the san francisco bay. you may recall it docked there last sunday. eight firefighters are in

quarantine this morning waiting to see if they test positive for covid-19 after a firefighter did test positive for the virus on tuesday. eight firefighters from the san jose fire department are also infected by covid-19. 46 others are under quarantine. also stanford is now asking students to leave campus after an undergraduate student tested positive for coronavirus. the university says all students need to leave by wednesday. finals will now be operational. only students who meet special requirements will be allowed to stay on campus. and we have learned a second person in santa clara county has died from coronavirus, a woman in her 80s. she is the fifth california person killed by covid-19. santa clara county has the most coronavirus cases, 79 at last count. that county is now taking things

plans. amanda and kaleb originally were supposed to get married today. but they decided to tie the knot last night instead during their rehearsal dinner. the couple changed their plans because of santa clara's new limit on 100 person gatherings. they were expecting more than 200 guests at their wedding today but everything changed yesterday. >> because of all the outbreaks around here, we had to move our wedding, so we just decided to do it today instead and called up everybody that could make it and had a fun time. >> it was a great turn-out. >> yeah. we're married. >> congratulations to them. the couple started planning their wedding seven months ago. they thought that weather would be their biggest obstacle on their special day, not a glow bam pandemic. well, bless them and good to see them in such great spirits. let's check in with a look at our weekend forecast. and they also avoided some rain

today. >> right. i wonder if that also played a role into doing it yesterday. but love is all that matters. >> yes, absolutely. >> now we're just -- >> we need it right now. >> we're doing a cleansing of the pollen as well with the rain because the allergies have also been picking up for a lot of folks. it is one of those things where i have been seeing the pollen climb everywhere. this is a live look at the golden gate bridge. and you can see the rain on our camera. we have already traced some rain up in the north bay. a lot of that rain still off the coast. look at san francisco. it is definitely going to be a cloudy and rainy day ahead. satellite radar right now showcasing a storm. it is going to develop moving from north to south within the next couple of hours. so today is going to be the start of the storm. then it will continue through tomorrow. you can see we have rain coming down in san francisco. i also want to turn your attention to the sierra because the sierra is expecting pretty

stormy and severe winter weather especially heading into tomorrow. i will give you a closer look at that. if you had any plans to travel, your window may be closing by the hour. right now current temperatures 53 degrees in san jose. 48 in napa and 46 in santa rosa. this is a cold storm. so our daytime highs will be significantly cooler today. we were in the 70s earli mid-50s. 56 degrees in san jose. 52 in livermore. 50s across the board. so what is the timing of the rain looking like for us right now? well, your hour by hour outlook. there we go. let's go right back to that graphic. it is showcasing a line of storms moving in right around 12:00, 1:00. then it gets stormy overnight. heading into sunday, we get another round of rain with a chance for isolated thunderstorms and a possibility of hail because it is a colder system. how much rain are we going to

see? anywhere from a quarter to over a half inch of rain for today with some of the higher totals expected in areas of the mountains. but taking this through sunday and into monday, we could see over an inch of rain in some areas, including santa cruz and down. if it stalls within the next movement coming in, that will mean higher rain totals for us. now, you snow outlook for the winter storm warning will remain in effect through the 16th. but there is also an avalanche watch. look at this. taking this all the way through sunday at 5:00, we're talking about two, three, four feet of snow expected. so tomorrow travel will be treacherous. chains will be required. they may even close some roads. cold 50s. low elevation possible around 2,000 feet, which means that

good saturday morning. it is 7:28 on this march 14th. a live look outside. some sun breaking through those clouds as we begin what will be a rainy bay area weekend. we are under a micro climate weather alert. >> yeah. and that sun is trying so hard to peek through, but eventually the rain will make its through way. we haven't seen rain rain, at least not measurable rain in a long time. look at the golden gate bridge shot right there. just remember because we haven't seen rain in so long, slow down on the roads. it could be slick especially after such a dry winter. that storm is developing to our north. and it is a cold storm. what does a cold storm mean? it means a drop in temperatures but also a chance for the development of hail and

with more than 100 people just like santa clara county. so we want to give you a picture that that could even mean your favorite restaurant. it could be little league opening day this weekend. any big party, a wedding. the list goes on. you should know that that ban runs through april 30th. all right. so we just showed you costco and trader joe's. now your favorite little neighborhood store is a mess as well. t mom and pop shops empty. sergio shows us. >> reporter: for the second day in a row customers have been flooding into super markets all across the bay area. at the international food bizarre on union street and campbell, it has been this busy from the moment doors opened until closing items. one of the most popular items, rice. >> it is like a doomsday kind of mentality. people are stocking up and they

need their provisions. >> big chains have been hectic for most of the week. >> pretty hectic in there. i mean, there is a lot of people shopping for water and chicken. basically just empty on all the shelves. >> and he took a couple pictures to send to his friends. he was surprised at how bare the shelves were. the last two days have been their busiest days ever. these are the shelves. the run on certain markets is an understandable effort to prepare for the uncertainty that may be coming with the spread of the coronavirus. but experts tell us, it's not necessary. >> for most products, the supply chain is works just fine now. food production is fine. paper good production is fine. >> reporter: and one trader joe's customer says rushing to super markets is counter intuitive. >> we're supposed to be quarantining but we're rushing to all these grocery stores and i think that's interesting. sadly car break-ins happen

all the time. but this is a break-in that really caught our attention. we want to introduce you to this wall net creek woman who said that thieves broke into two of her cars and stole her hand sanitizer. it happened on thursday. they also took a pack of wipes and a couple cell phone chargers. >> i just thought it was crazy. we're definitely in crazy times when that's what they were stealing out of their cars. even the police officers were rolling their eyes saying even coronavirus has the criminals going crazy. >> of course hand sanitizers are a hot commodity right now, sold out at every store. maybe if you have it in your car, keep it hidden. crazy reality we're in right now. for all of us parents out there, what are we going to do? three weeks with our kids at home. it's not just a challenge to teach them at home, but for many families, a challenge to feed them and take care of them. sheryl takes us there. >> reporter: amanda works

full-time at rocks on main in martinez. she has three stepchildren in the city's school district. one of them has a compromised immune system. all of the adults in their lives so with the drastic measures. >> no one can watch the kids. the health is at risk. we will have to send the grandparents to live in oregon. >> a heart ship thousands of people are facing now that schools are closing and scrambling to protect students and staff against the coronavirus. >> everybody just wants to be with our loved ones and make sure everybody is safe and everybody is healthy. to have to split up the family, to put the kids so far away from us, you know, it's scarey. >> different or difference? >> reporter: it's scary for children that attend schools. lowry is a working single mother. child care is going to be a

good morning. it is 7:45. we are waking up with a micro climate weather alert. we are tracking our first team with measurable rain with a dry winter season. look at this. this is in richmond now. not everybody is seeing rain just yet. but the system is moving from north to south. san francisco has started to see rain. here it is on satellite radar. the majority of that rain is still off the coast. it will begin its trek through this afternoon and into tomorrow. we are just starting to see the

incoming of it, the beginning stages of it. here it is in san francisco. as this begins to develop, i also want to make mention that this is a cold storm. what that will bring for us is a possibility of hail and a drop in our daytime highs. we have been in the 60s, the 70s earlier this week. today we will be topping out in the mid-50s. 56 in san jose. 52 in san francisco. and after some scattered rain i would say within the next couple of hours, we'll start to notice just a little bit stronger. so i will take you through the timing of all of this. saturday at 1:30, today at about 1:30, you can see this developing right around noon. now keep in mind, we're going to keep the chance of isolated thunderstorms and even a possibility of some small hail. advancing this time a little more forward to about 5:00 p.m., we notice some heavier pockets of rain start to develop. also just off the cruise leading

to santa cruz. some heavier rain between 5:00 and 7:00 p.m. and then some widespread rain by the evening hours. the entire bay area will see rain with that rain continuing overnight into sunday. now by about 9:00 p.m. on sunday, we'll start to notice the rain become a little bit more scattered. but the rain will continue into monday on and off with at least the chance of lower elevation snow. by lower elevation snow, i'm talking about 2,000 feet. so maybe some of our local mountains. now, if that cold front decides to kind of stall out, this is going to increase and boost our rain fall totals. but this is so far right now what the euro models are showing. some of the highers totals expected for the mountain area. taking it all the way to sunday and even through monday, we might even get nearly two inches up through the area and redwood states. sunnyville, over an inch and a half.

this will shift as that front stalls. if it does, that will boost our chance of seeing more rain. now your snow outlook, there is a winter storm warning right now and an avalanche watch. so travel is definitely not recommended. we are talking about several feet of rain -- i should say snow expected. and that snow will continue all week long. so if you have plans to come back on monday or tuesday from your sierra travel, you will want to check the road conditions. and then in san francisco and also inland areas, the rain will be continuing. we have a lot of chances for seeing more rain coming up. great. just in the nick of time. >> we need it. >> we need it. just be careful on the roads. >> definitely. thanks so much. still ahead on today in the bay, after a covid-19 death, how prepared are our nursing homes to prevent the spread of the coronavirus. we investigate the efforts to keep high risk people safe.

our investigation found that some local counties have ordered nursing homes to restrict access. while most others haven't. what used to be a check-in at his mother's nursing home. >> extremely important. >> reporter: has turned into a security check point for bruce in san francisco. she's 97, he says, and his visits are everything to her. >> there is continuity from the life she had outside. >> reporter: bruce is one of thousands of people that can't visit family in nursing home at the moment. these are people, the cdc says, who have a higher risk of serious illness from covid-19. >> i don't think that we are nearly as prepared as we should be. >> reporter: brandon is an activepy therapy supervisor at one of the bay area's largest

nursing facilities. he says short staffing industry wide continues to be a problem. alameda and santa clara county have the most beds. as of friday, san francisco, san mateo and sonoma counties issued orders banning visitors to the facilities. >> i i don't think it stops. i think it collapses. we have the resources to give you. let us help you. people are more likely to hear that than simply telling them what they have to do. >> the executive director who helps long term care with services. they are taking the outbreak seriously but agree more staffing problems means more

risk. >> it also places additional risk because if the caregiver could not know they are sick and go from one facility to another. that is why infection control is serious right now. so i think it is different all over, right? i kept three counties. there are a lot of different communities and cultures. i think they are doing the best that they can. >> reporter: over the years, nursing homes have generally received less than stellar safety scores than others. infection control is the second most common type of code violation. it is a problem brandon says that's as serious as it is socially isolating for his residents. >> i have a strong feeling that as days and weeks go on, you know, that it's, you know, going to get a little more confusing for them. >> reporter: for bruce, both he and his mother have to adjust. >> i think as long as we can talk on the phone. >> reporter: and try to trust the system while keeping in touch. >> we reached out with questions

welcome back. the airline schedules are a mess thanks to coronavirus. carriers are letting many passengers cancel their trips without penalties. chris is going to walk us through steps you can take and avoid some potential pitfalls. >> right now many airlines are bending their super strict rules about nonrefundable tickets. ordinarily nonrefundable means nonrefundable, period. right now some airlines are offering passengers who want to cancel some extra flexibility. here are a few things you need to know about how and when to cancel. plus, what you'll get. let's start with that. you might not get a cash refund. you might end up with an airline credit for the amount you pay.
