happen. a failed liftoff for the latest spacex cargo mission. >> liftoff. disregard. >> the rocket filling the sky with smoke yesterday at florida's kennedy space center. spacex says a power issue caused the rocket to auto abort. it was set to launch 60 new satellites into orbit. spacex says it's trying to figure out a new liftoff date. the very latest on the coronavirus pandemic. >> we are preaching social distancing. i'm in the newsroom this morning. we want to get you caught up on the latest dealing with the coronavirus, the number of confirmed bay area cases is growing. santa clara county still has by far the most with more than 100 cases. gilroy's mayor announcing overnight that one person there has died from the virus and we're still not sure if this is

one of the two previous deaths announced in santa clara county. >> governor gavin newsom urging seniors to stay home. also calling for wineries, bars and brew pubs to close. president trump extending the european travel ban to the uk and ireland as americans scramble to try to return home. meantime, coronavirus testing is supposed to ramp up across the nation. today people in the bay area can access a pilot screening site created by google called project baseline meant to connect high-risk people to drive-through testing centers. 6:01 right now. much more ahead with live team coverage for you. but first more rain in the forecast today. it was a pretty active weekend. we certainly need all this rain. >> it's nice to see it coming down although not all of the bay area getting as much as we're seeing in the south bay and the north bay only getting some

spotty, light showers. this is set up to still bring us more rain moving into the peninsula from the coast and working inland. we're getting some snow on the bay area peaks from mt. hamilton, santa cruz mountains and mt. diablo. we'll be tracking this along with the cool temperatures that will continue today as well as that rain. now, mike, we have lights and rain at the bay bridge. >> lights and rain. i don't know if it's light rain. pretty light but still hitting the lens and on the roadway. metering lights were turned on during the last report that i gave. it's been about 10 or 12 minutes now and the approach is very smooth. light rain makes things wet. a new crash, 242. we'll talk about why it's slow in sunol. thank you very much, mike. 6:02 right now. the rapid spread of coronavirus has elected officials taking bold steps to provide steps from the pandemic. "today in the bay's" chris pollone joins us with some of the morning's national

developments including washington's new push to get ahead of this crisis. chris? >> reporter: laura, good morning. that's right. vice president mike pence and the coronavirus task force are expected to hold a news briefing a little bit later on today. as of the last numbers that we got over the weekend there are now about 3,000 or more infections across 49 states. and the vice president adds public and private partnerships are allowing more testing to take place. u.s. senators have a big decision on their hands. take a live look at capitol hill where senators are expected to vote this week on a bill aimed at helping americans impacted by the pandemic. the bill would ensure sick leave for workers and include money for testing including people who are not insured. president trump will participate in two video teleconferences today. he, along with other g-7 leaders, will discuss a response plan to the epidemic.

and president trump, of course, declared a national emergency over coronavirus on friday. the vice president is expected to speak at 7:30 this morning. of course we'll carry it live on nbc bay area and will be streaming on the nbc bay area app. laura? >> it will be exciting to give any new information as we can. thanks for the latest from new york, chris. as soon as today coronavirus testing is supposed to ramp up across the nation. the federal government is setting up hundreds of community test sites. each will be able to test up to 4,000 people per day. health care workers and others with symptoms will take top priority. also right this minute people in the bay area can access a pilot site created by google called project baseline. it's meant to provide screening and help connect high-risk people to drive-through testing sites. it launched last night. to use it you have to live within 50 miles of santa clara and san mateo counties and be

willing to sign an authorization form. at least two bay area health branches setting up drive-through testing sites. kaiser is offering stations in parts of the east bay but it's only for kaiser members. also, stanford express care is offering drive-through for patients in its system. the first clinical trial will begin today on a vaccine meant to protect against the coronavirus. a government source says it will take place in some 2 dozen young, healthy volunteers in seattle. it is likely to take one year to 18 months. 6:05 and a live look at sfo and with president trump extending the european travel ban to the uk and ireland, even more americans are scrambling to return home like the ban that's already in effect. the new ban will not apply to u.s. citizens, legal residents and immediate family. one former nbc bay area staffer was on a plane when the news broke about the new travel restrictions. she was flying to san francisco from the uk and says that that

plane -- on the plane passengers had to fill out paperwork and were told to expect screenings when they landed. >> we're getting out of the plane ten at a time. it could take up to an hour. but we made it. >> she tweeted that while going through customs testers did not take anyone's temperature. they just asked if passengers had a fever or cough. the extended ban takes effect at midnight tonight. and bars, nightclubs, brew pubs, and wineries across california are now going dark. this is after governor newsom ordered them to close in the evide effort to stop the spread. we didn't see restaurants on the list. how are they affected in all of this? >> reporter: governor gavin newsom has not ordered restaurants to shut down, at least not yet. he is asking those types of businesses to cut their occupancy by half. his argument is that restaurants provide a needed service and also have takeout and delivery

and people need food. with regards to newsom's orders to shut down bars, nightclubs, brew pubs and wineries, not everyone is pleased. we spoke with a customer last night at the dublin pub who thinks the governor is going overboard pointing out there are more people in a closed environment on a public transit bus and yet those aren't shut down. tomorrow is st. patrick's day which is normally a big day for bars and pubs. >> i think it's necessary. the less people that are out there contaminating if they have the virus, the better off we are. stock up. be around your family. be smart. don't panic. just wait this thing through. >> it's smart. i think we need to try to keep less people to come in contact as much as possible. hopefully people are not panicking. >> reporter: we also spoke with the people at the winery in los

gatos. they point out they went through 9/11, the dot-com bubble burst, the recession and acknowledge, yes, this shutdown will be ditch but they're already exploring options for support from their bank and the state and federal governments. regardless of what's open and what's not, the cdc is recommending you stay away from gatherings where 50 people or more, and i want to point out behind us is a safeway. we have seen people lined up outside since 5:00 this morning with the doors opening at 6:00. i would say a good 70 people out there and when they open the doors at 6:00 they did not let everyone in at once. they probably let in maybe 20 to 30 people. safeway trying to practice social distancing as people are running in there -- getting in there to get whatever supplies, toilet paper, sanitizer, and other foods they're afraid they will be running out of. coming up at 6:30, the governor's recommendation for senior citizens. reporting live here in livermore, bob redell, "today in

the bay." all right, from the old to the young as well. let's talk about all the kids that are out of school starting today. leaving a lot of parents wondering what's next. online learning, home schooling, what are you doing with your kids and give you resources as well to help you through. "today in the bay's" kris sanchez is working from home today, in fact. her kids are off of school. i know your kids are big-time readers and you're a great mom of keeping them pretty busy. what are your plans, kris? >> reporter: yes. well, we are going to be doing a lot of reading. thankfully they're up for that. they're sleeping in the other room so it's nice to be home with them because they are feeling a little anxious. they will be out of school the next three weeks. we found that out while on the air friday. i had the weekend to kind of think about things. our school district has not pushed any online directives at this point. i'm hoping if the school closure goes beyond three weeks we will get some direction. until then we'll treat it like an extended break with time for

enrichment since they don't have all of their after school activities and what not. i do want to say there are some online course work that is available and a lot of schools have pushed out the online learning. we did get advice from the experts, you, the home schooling parents. they suggest getting the kids in on creating the plan for how this will work for the family, creating a daily schedule so they know what to expect and getting support from the school district, creating a work space where they can focus on that schoolwork if they have it, and a reminder to take breaks. the santa clara county school superintendent told us it is okay to go outside and play. >> so some physical activity, fresh air is really important. we also are encouraging young people to continue to read, to play games. there are educational materials and things available online to continue children's learning.

>> reporter: now there are a lot of online resources as the superintendent mentioned. my favorite is our public library. they have a lot of online content and ebooks available. you can also order books to pick up so only one person has to go in. all the children's programming has been canceled. scholastic has free content, abc mouse, my kids use a lot of others. these are just the ones i can attest to personally. i will link that to you on twitter. i also want to know how you are managing your family's situation with the kids out of school. we are all in this together and certainly some of the best advice comes from our parent community. so hoping to hear from you and back to laura and marcus. >> we're doing whatever we can to support each other. thanks so much, kris. 6:11. time to get a look at the forecast for today. getting out and getting some fresh air is very important during this time, kari. it's difficult when it's raining and the temperatures are chilly. we've seen less rain in parts of

the north bay, but as we check out what's happening in the south bay we are seeing some of that rain moving in. we're going to see some snow in the distance on bay area peaks as we go into the rest of the day. at 10:00 a lot of the rain winding down but still some of that snow continuing for parts of our east bay hills and off and on rain. now where we do see some of the spotty showers popping up there may be some heavy downpours and some small hail. we'll be watching out for that as we go throughout the day. mike, you're tracking a delay through the tri-valley. folks are saying there is no commute but there is. for those who are still working in those agencies, thank you very much, keeping everything that we need moving. right now we do have slick roadways so it is a problem. folks have to watch out. a number of spinouts have reported throughout the morning. here in sunol a disabled vehicle is blocking a lane. south 680. some slowing coming down through pleasanton and also 84 westbound. it's a lighter flow but a

is in the newsroom. i'm in the studio. marcus, tell us where scott is. >> scott is at home, but he's still working hard for us this morning. scott, you have a look at those stocks for us this morning. >> reporter: good morning. i wish i could give you better news. it looks like it is going to be rough as we continue this social distancing and that's having a real effect on the economy as everyone or many people stay at home like i am and try to do their jobs as best they can from their homes. you saw the fed cut interest rates to zero. they have other things to do but the idea is to get as much money in as possible. during a recession or some sort of catastrophe, getting money into the economy helps because then people go out and they spend because they can borrow so cheaply. nobody is going out so it's not clear what the fed will do. as we look at the futures, the

wall street places on the open, they're looking for an opening of about 1,000 points, rather, to the negative. they had to stop offering the futures. they had to lock those down. we might see a circuit breaker on the regular trading today as well. now these circuit breakers are supposed to stop panic selling when some unexpected bit of news comes across the wire. but we're expecting everything by now. we understand the situation that we are in, and those circuit breakers may just stop trading and then not make a whole lot of difference. as for airlines, united will cut 50%. delta said that on friday that, in fact, the number of people canceling outweighed the number of booking and they had net negative passenger load. jetblue said this was worse on jetblue than after 9/11.

we're getting the numbers coming out from the box office showing it was the worst. disney was at number one but nobody really attending. i think an opportunity for a lot of people to stay home and watch the streaming services they've been paying so much money for. >> it's a good time to do that. i was doing that myself. 6:19 right now and taking a look at the forecast. look at all the green. we've been experiencing the rain throughout the weekend. meteorologist kari hall has been tracking what we can expect. so, kari, what are we expecting today from the forecast? it looks like rain is in our future. not as heavy as in the north bay and a lot lighter, too. we're seeing it shifting from san francisco over to the east bay and continuing down to the

south bay. so we are seeing the heaviest rain moving through now, even some snow as we see some light greens over san jose, but then you go up in elevation near mt. hamilton. we're seeing some snow coming down, also some snow around mt. diablo but heavy rain through the parts of the east bay. it's lighter for san francisco. as we take a look at this live view at the golden gate bridge let's talk about the rain we had over the weekend. we did have close to 6.5 inches of rain and still counting at uvas canyon. some great news for parts of the santa cruz mountains over to the anderson reservoir, close to 3 inches of rain now. over 2 inches in moraga. for san carlos almost an inch and a half there. oakland measuring an inch of rain. santa rosa about a half inch. you can see how it drops off for the north bay. we are still going to see the

heaviest rain starting to tape earp off but over parts of the east bay and the south bay snow continuing for mt. hamilton and those areas. and then going into the rest of the day still some spotty showers moving through. but what we do see may briefly drop some heavy rain and may contain small hail. as we go into tomorrow we're still in with the rain chances but it does start to become a lot less widespread and additional rainfall totals may measure up to another quarter inch of rain or so. as we go through the rest of the forecast once again our rain tapering off, only some light rain chances for tomorrow as well as early wednesday and then all clear for the first day of spring as we reach into the low 60s. mike, you're seeing the slippery roads for those drivers. >> that's right, kari. we've heard crashes and conditions it sounds like there are spinouts or loss of traction of some sort. green where it's wet, definitely slick roadways. look at the pink areas where kari has been talking about light snow perhaps in some spots, higher peaks. keep that in mind. slow the speeds even though

weather department as we get much-needed rain even snow on some of our bay area peaks. if you have to drive this morning, allow some extra time to get there because we are seeing that rain changing over to snow as you go up in elevation above 2,000 feet. heavy rain in parts of the east bay especially near the delta. we're going to be watching this as we go throughout the day. more on that in a few minutes. you have a look at the dumbarton bridge. i do. this view has seen a lot less traffic. last week looking at numbers 20% down. let's look at the map. san mateo bridge saw a 10% drop as well. on the peninsula side, a half hour to clear 101 north at whipple. it is clear and so is the rest of the bay with the issue now, laura, we have to watch out for wet roadways. >> we're watching the markets. they're halted in trading right now. this seconds after they opened this morning. look how far down, almost 10%,

the dow jones industrial average down 2250 so far. it literally happened within seconds there after the opening bell. scott mcgrew is home this morning, broadcasting there. this is a tough one. we anticipated them starting down. this is a rough start. okay, i'm afraid scott may be having trouble connecting with us. the markets are frozen now. this has happened, we've seen it in the previous weeks a couple times. it will take some time before trading resumes. probably about 15-20 minutes. we'll see how they get back up again. scott, are you there? >> reporter: yeah, i am. can you hear me okay? >> yep. go right ahead. >> reporter: all right. the point you were making,

laura, was excellent, and that is when the circuit breakers click in right away, we see it at 7% and down about 9.71%, when they click in right away it's almost not very useful because we know what's bothering the markets. the circuit breakers are supposed to be functioning in the middle of the day when something terrible comes across the wire, and not something that comes right off the top. wall street really ought to be allowed to trade. they know what's wrong and they need to trade. the circuit breakers will come off in just a bit. >> all right, scott. thanks for that. the coronavirus halting everything from the stock markets to really trying to make a breakthrough this morning. >> reporter: yeah, good morning to you, marcus. that's the plan to help out folks in the san mateo and santa clara county areas. the website is project baseline. i'll show what you it looks like now. a chance to go around and see how it works if you want to get more information on getting screening. this is being put together by google's sister company, the ones that launched this site last night. when you're on this website there will be a button that will ask you about the severity of your symptoms. if you hit yes it says to seek medical attention immediately. it also sends you to the cdc website or suggests the website for more guidelines. if you hit no it will continue to ask more questions to get screening to see if there's availability for the testing. at least when i went through it this morning, there was no availability for testing. but obviously this is still in the early stages. we'll see if that changes. if you do get those results you'll eventually get them via

email and you have to be within 50 miles of santa clara and san mateo county and sign an authorization form. if you're hearing about the website this morning it sounds much different from what president trump promised during his press conference declaring the national emergency. he said this would be a nationwide website but obviously this is only catering to the san francisco bay area. they say they are working with local, state, and federal officials moving forward on this site. as i mentioned it's still in its early stages. the goal is to expand testing sites over time. reporting live, pete suratos for "today in the bay." >> more testing without exposing more people. that drive-through could do some good things here. thank you, pete. new this morning more local businesses are scrambling trying to figure out what to do after governor newsom's recommendation to make major changes to restaurants, bars and wineries. bars and wineries will close. restaurants will have to reduce capacity by half. newsom says that the measures

are one way to stop the spread of the virus. the guidelines are getting mixed reaction from bar owners preparing for an upcoming holiday. >> we believe that this is a nonessential function in our state, and we believe that it's appropriate under the circumstances to move in that direction. >> every small bar bought a lot of inventory for this day, for tuesday, and they can't get rid of the inventory. >> another recommendation from the governor, self-quarantining the elderly. we want to go to bob redell live for us in livermore. talk to us more about the self-quarantining. what is the governor suggesting with this? >> reporter: first off, marcus, it's a recommendation for people who are over 64 and older to stay at home. it's just a recommendation.

it's not a mandate but he is reserving the right to enforce if it becomes necessary. what happens yesterday, anyone 65 or older or anyone with chronic health conditions, just over 5 million californians, asking them to stay home for their own health and safety. he suggested people have little to no visitation to seniors living in assisted living facilities. the governor issued the recommendation after a number of coronavirus cases in the state jumped 14% in one day. >> probably good, preventive medicine. >> i don't have much choice. everything is canceled and closed. maybe i'll go to the grocery store once in a while. mostly i'll self-isolate. >> we know their immune systems aren't going to work as well and number two seniors are more likely to have medical conditions that will put them at risk. >> reporter: i want to touch on something you were talking about, the governor ordering

"the grand princess" is expected to leave about 8:00 this morning. it will be temporarily anchored in san francisco bay with a crew and six international passengers. we have a live look right now at the cruise ship. it took about a week to get more than 2,500 passengers off the boat. about 21 people onboard tested positive for coronavirus. 6:40 right now. time for a look at the morning commute with mike. how is it looking? as you would expect, it's light. everyone loves the light traffic but not the reason for it. a lot of folks self-isolating.

thank you for doing your part. wet roadways will make things even lighter right now. that is creating the opportunity for our speeds above the speed limit. slick roadways contribute to a spinout. definitely a spinout here, south 101 at whipple. the crash northbound just cleared. southbound the same area. reports of a car hitting the retaining wall. it does talk about a spinout there. there are four weeks in the middle here. no reason given. south 680 approaching 24. that may be a word of caution but very light traffic through the area doesn't show slowing but wet roadways. we have this rain coming through to start out the week and this will start to move out as we go into the rest of the day and as we check out the forecast. if you plan to head to the sierra, today is not the day. we will have some better conditions going into the weekend. just keep in mind that a lot of those ski resorts are closed. we are going to see our temperatures warming up as well. by the time you get to the

we track some heavy rain and a wet commute this morning. a live look outside in walnut creek. we will start to see the rain tapering off and some sun coming up in some spots by this afternoon. still very chilly. we'll talk about this and the rest of the micro climate coming up in a few minutes. and taking a look at the big board where trading actually stopped just moments after the opening bell this morning, but as you can see right now it is back open.

the dow is down 2,700 points. 11.77% right there. we have been following this this morning. this is becoming our new normal as the stocks open every day. we're seeing most of those days they're having that halt. the next halt could come after it drops more this morning but, of course, it is back open where stocks are trading. we'll keep looking at this throughout the morning. laura? >> it will be interesting, we're expected to hear from the white house at 7:30 our time this morning. i want to check in with scott mcgrew. he's actually reporting from home this morning as we're practicing some social distancing ourselves. >> scott? >> reporter: that's right. the president has asked us to do all of these things, not just us but america in general, he's saying social distancing, work from home, and also saying relax. here's the president. >> our supply chains in america, the most powerful in the world, and they're all working very hard, working around the clock.

the stores are stocking up at a level that's beyond christmastime. >> reporter: and he is going to talk with g-7 leaders, the group of seven countries most powerful economic countries about what to do next. this will all be done by secure video link and will be talking with all 50 u.s. governors as well, again, secure video link. you mentioned that press conference that he will have this morning. we will carry that live on nbc bay area and on your nbc bay area app. in the meantime the president also tweeted over the weekend about the possibility of pardoning michael flynn, his first national security adviser, who admitted to lying to the fbi. that's something that would be big headlines as it would be on a normal day, but it's certainly not today as we continue to watch coronavirus. i'll be tweeting about what's happening in washington. nothing will stop that.

"today in the bay's" kris sanchez live to tell us how some parents are really trying to get a handle on this preparing over the weekend, in fact. >> reporter: yeah, we definitely did a little extra food shopping without the kids, of course, and we made sure we had lots of games and other activities to keep them occupied. we also -- i'm married to a news producer who was working over the weekend, and he talked to the head of emergency medicine at ucsf who had some tips for us this morning. he said we really have to focus on the social distancing, that it will be critical in flatening the spread, getting fewer people to the emergency room at the same time. he said we should limit our trips to the store whenever possible, and if we bring in

purchases, if we have the space to leave them out in the garage to sit for 72 hours, that will kind of give us a greater opportunity of avoiding bringing that virus into our home. also, come up with a quarantine plan. my older daughter who is 13 was asking how are we going to quarantine if we're a family of four living in a 1,000-square-foot home with one bathro bathroom. and the doctor says to avoid the emergency room if you can. if you have something that you need to go to the emergency room, call your doctor first. make sure that they know you are coming, and if you can resolve your medical issues without going to the emergency room, you'll want to do that. laura, i know you were doing some old school gaming over the weekend, a little game of twister. we were playing apples to apples. >> certainly want to keep the kids busy out there. >> we did a little bit of outside play.

the board games help. my kids are athletes and are used to being physically active so were super wiggly. we had to go outside. we went to the farmers market before the directives got a lot more strict about the social distancing. we thought we would be okay out in the open and away from people, but that's the last time we're going to do that for a while. we're going to stick to getting the wiggles out at the track. i've never seen two kids happier to run laps. they have a lot of nervous energy, too, so i am the comforter in chief for the time being. laura? >> and that is a good rule for a mom to play always. thanks so much. it's 6:50 right now. getting the kids outdoors could be a little spotty like these showers today, kari. it's going to be raining off and on especially in the areas we've seen that rain coming through anywhere from san francisco to the east bay on southward and so we've seen much

less rain in parts of the north bay. it's still very chilly. as we get a closer look at the chilly temperatures causing some snow as you climb in elevation above 2,000 feet we're seeing snow come down on our bay area hills, the santa cruz mountains. we're seeing that with light rain elsewhere and we are seeing the rain starting to taper off in san francisco. here is a wide look at the storm system. still the center of the low is off to our west and we can even see some lightning off the coast, the possibility of small hail and scattered showers that will continue today. a live look in san francisco as we catch a break from the rain. let's talk about how much we've measured over the weekend. uvas canyon 6.5 inches and it's still coming down there. and then on the other side anderson reservoir, we're nearly 3 inches of rain. in moraga over 2 inches. dublin an inch and a half. san jose an inch and a quarter.

for san carlos close to an inch and a half. oakland close to an inch. close to an inch in san francisco. you see in the north bay over the weekend not even a half inch of rain. so we're going to see still some rain chances throughout the morning. it will become a lot more spotty. so there will be some breaks in between and then as you notice the temperatures, we don't warm up much today and we're going into tonight still a slight chance of rain but it won't be as widespread as we're seeing right now. additional rainfall totals may reach about a quarter inch of rain but much less. and the good news we're still going to see snow coming down, 10 to 12 inches of additional snow and then going into the rest of the forecast more sunshine. the kids will have a chance to get out and play. we'll be in the low 60s on the first day of spring this thursday. mike, you're tracking the roads and now starting to see it back up. >> definitely at the bay bridge. we have the backup. metering lights turned on about an hour ago so that's late. of course the bay bridge is

seeing the same thing we're seeing all over the bay, rain. wet roads is one thing and a lighter volume in general getting over there. a slower drive between richmond and berkeley kicking in. the rest of contra costa county very light traffic flow. mild slowing through concord. earlier incidents, there may be a number of vehicles still in the roadway for south 680. no slowing showed up. i hope they get the vehicles quickly cleared. i think that's why we're late getting the update. the rest of the bay shows a smooth flow of traffic just in the last three minutes. we're seeing slowing, seeing a slowdown across the high rise span. slowing as you get through the wet roadways. still under a half hour from brentwood. laura? it is 6:53. happening now germany is conducting checks on its border with austria, luxembourg, france, switzerland and denmark to stop the spread of coronavirus. german officials say travelers with nonurgent business would be refused entry.

welcome back. it is 6:56 and you're watching "today in the bay." a little different for you that morning as you can see laura and i are practicing that social distancing. >> that's right. i'm in the studio this morning with continued news recapping the top stories for you that morning. local businesses are scrambling trying to figure out what to do after governor newsom's recommendation to make major changes for restaurants, bars, and wineries. newsom also recommending that restaurants reduce their capacity by half, but he's saying that bars and wineries need to close. he says the measures are one way to stop the spread of the coronavirus. >> we believe that this is a nonessential function in our state and is appropriate under the circumstances to move in that direction.
