shelter in place order which started at midnight. a live look at golden gate, san mateo and bay bridges this morning. traffic is light as people are told to stay home. that also means bars and gyms are closed throughout the bay area and restaurants can only do pick yum aup and delive orders. >> governor newsom is stopping evictions and foreclosures and ordering utilities to keep the power on. another order to protect people 65 and older living in senior facilities. >> dramatic and drastic measures to curb the spread in the bay area where there are now around 300 confirmed cases. nationwide there are more than 4,400 cases with 85 deaths. and a good morning to you. i'm marcus washington on this st. patrick's day. that's a real one for us indeed. >> it is a little strange, a little different.

effect and europe not going to notice much difference until the sun comes up. see if people follow this order. you are not supposed to go outside your home unless you work in an essential business. first responders. the people who run the grocery stores for your food, the hardware stores. us in the media. we're allowed to be out here so we can show you what things are like out here right now. you can go to the grocery store but are not supposed to be going out and sightseeing. they do want to you stay at home to stop the spread of the virus. this is a video shot just after midnight. san jose police cars on patrol, i don't know if you can hear me. there's still a little bit of business as normal right now.

the question is if and how police and law enforcement would enforce the order if they catch you out. they didn't stop me and they went about their business as i am going about mine. my drive in from the east bay was on 880 i believe southbound. it was not a night and day situation with regards to traffic. there was still traffic out there and that was around 3:30, 4:00 this morning. again, you're not supposed to go out unless you go to the

hospital or a doctor. bob redell, "today in the bay." >> collectively working together we can reduce the spread of this virus. thanks, bob. leaders in san jose and san francisco will meet to talk about new relief measures. new funding for businesses. san francisco supervisors are also talking about more funding and what has to be done with the city sheltering in place. we're keeping an eye on the new impact of coronavirus, how it's having on many homeless people struggling. they are showing symptoms and in all of those cases still awaiting test results and governor newsom reported one of santa clara county's four deaths was a man homeless. california has authorized securing hundreds of hotel rooms in an effort to house the homeless during the pandemic. the white house is trying to

stop the spread of the coronavirus. >> as we combat the virus each and every one of us has a critical role to play. stopping the spread and transmission of the virus. >> they include closing schools, avoiding discretionary travel, avoiding groups of ten or more people and working from home if possible. not considering a nationwide lockdown. as we were reporting yesterday it launched its project baseline service only for those within a 50-mile radius of san mateo and santa clara counties meant to link people with symptoms to drive through testing sites. the first day was difficult with the site quickly overloading. president trump last week touted the new service believing that it will soon roll out nationwide. if you think you have a lot of questions about coronavirus

and our shelter in place, imagine what it is like for kids. it's different. they're away from schools, their regular routines and little minds are always racing. "today in the bay's" kris sanchez live this morning at her home with some ideas about, you know, how we can talk about all of this with our kids. we have to be honest with them but at their level, right? >> reporter: yeah, you have to keep it at their level and you have to keep it a little bit light. i like to stick to the science because i am not an expert. i just try to find the best possible information. that's my job so they understand that. there have been a lot of visuals and info graphics and now we have time to take a look at them. you may have seen this right now talking about why it's so important to flatten the curve. the number of people who go to the hospital at the same time if we get sick because we're not isolating ourselves. not enough resources like beds or ventilators. the more gradual curve is what happens if we stay away from

each other, we don't all get sick at the same time, we don't all go to the doctor at the same time. so if we have to go to the hospital there are enough resources for everybody. i told them this is like if everybody waits for their thanksgiving shopping, kind of the same thing. so for the younger kids i found this comic explains the coronavirus pretty well and shows what the mild cases are, how many people recover, what this means for different groups of people but in a fun way gives them powerful information to prevent the spread, washing their hands and things like that. it's cute and you can print it out. this is put together by npr. i thought this was good. it is an explanation how a virus works before school was canceled my 11-year-old science teacher explained this in class, and i'll tell you, she came home feeling better. she felt she was pretty empowered with information to understand how it's working so that we don't just feel like

we're getting eat edgeen alive something we don't understand. here at home we've been journalling, which may sound hokie, maybe keep a diary and document it like a historian, what happened today, what did that mean, what does it mean for me, and surprisingly they've been sticking to it. it's been interesting to see them kind of try to put their thoughts together and put them on paper. those are the things that are helping in our family right now. at the end of the day we're just trying to keep things as normal as possible. you know your kids best. you know how to comfort them. if you have any questions that we can hem to you answer i know, laura, you're in the same boat, we're happy to help. >> exactly. we've been talking about it kind of off camera as moms as well. i think also keeping that sense of calm. i mean, remember when our children were babies and if you were anxious, it will translate to the child. if we can be as calm as we can,

comforting, explaining, we'll get through it. >> reporter: right. keep it calm. there's no need to freak out at this point if we're doing what we're supposed to be doing. information is power and keeping calm is good for our immune system, too. >> thanks a lot, kris. 5:10 for you this morning and a live look at sfo and in a few hours airport leaders plan to discuss the latest in their response to the coronavirus pandemic. it comes with a full european travel ban now in place. president trump's order went into effect at midnight. new restrictions at the u.s. border with canada start tomorrow. canada is closing travel to all noncitizens and nonresidents with a few exceptions. >> the travel restrictions announced today will not apply to commerce or trade. we will continue to ensure the supply of important goods to canada. >> the restrictions do not apply to family members of canadian citizens, foreign diplomats,

citizens or crews. to decision 2020 and the presidential race, three states are continuing plans to head to the polls today holding presidential primary electio elections -- arizona, florida and illinois. but a fourth state, ohio, has abruptly canceled. ohio's governor originally recommended the primary be postponed. but when the judge denied that request, he had ohio's health director declare a public health emergency and ordered the polls to close. it's not yet clear when the primary will be held. it's 5:11 right now. let's take a peek outside this morning. on your left san jose. on your right san francisco. everything illuminated, clear this morning after much of the bay area saw that rain. kari hall is tracking wind, this wet weather may return. >> we're going to see it off and on all throughout the day and this has been pretty beneficial for us in terms of bringing us some rainfall. let's talk about how much we've measured taking a look at a few spots i've picked out because uvas canyon had nearly 7 inches

of rain. and the anderson reservoir has had over 3 inches of rain. mt. diablo measuring over 2 inches. dublin a pretty good soaking with an inch and three quarters and san jose about an inch and a half of rain. here is a look at more rainfall totals with san francisco and oakland at about an inch. a half inch for santa rosa. we'll talk about what that means in terms of our water year if it helps us get caught up. we'll talk more about that. mike, are you seeing many commuters? >> yes, let's count them. folks, it's 5:12. right here in front of me the clock. at this time on your usual they would turn the metering lights on. it's been relatively light. today very light. i don't think we'll see a backup there until after 7:00 if we see it at all. watch for the damp roadways. some green arrows on wall street after a terrible day. in fact, the worst, and the tesla factory is still open. but why?

peninsula, and we'll all have a chance of seeing that rain today. keep that umbrella handy. we'll talk about this and the cool temperatures and when this all clears up coming up in the micro climate forecast. there you go. that prism effect on the lens, recent rain on the palo alto camera. what we expect and some notes for change. thanks so much, kari and mike. 5:16 right now. there is a big push this morning to get rid of the so-called circuit breakers that stop the markets from falling too far too fast. we've seen it happen three times now in the past week. >> scott mcgrew is bringing us a live report from his home, part of our social distancing. scott, why would they want to get rid of this safety mechanism? >> reporter: because they're not doing what they're supposed to be doing, marcus and laura. they were put in place in the late '80s as a way of sort of avoiding panic selling, the news that would come in the middle of the day, that would really shock investors.

the market is going to go where it needs to go and some traders are saying let it. a live look at the futures this morning. the number you care about is in the upper left-hand corner after a terrible day on the markets yesterday. in fact, the worst it has ever been. as you know we are in a shelter in place. bob redell has been talking about that. a lot of businesses are closed. nordstrom has said it will close its stores nationwide. still going to pay its employees. now tesla is still building cars, and you might ask why in the world is that? that has surprised a lot of people. it includes lots of employees. tesla is exempt from all of this but the business doesn't need to shut down because it involves automobiles. we need our cars so gas stations are open, auto repair shops are open, that kind of thing.

tesla technically falls into that category for better or worse and the factories are open. tesla, for its part,a memo obtained by nbc bay area says employees can stay home if they feel uncomfortable about going to work. now elon musk has often downplayed the risk of coronavirus saying the panic exceeds the danger of the virus itself pointing out, in his opinion, the cases will just be just a tenth of a percent of the population. also tweeting earlier that the concern about the virus was dumb and that far more people were hurt in car crashes. that is certainly an opinion, but let's listen to the epidemiologists and not the business leaders. in other business headlines, amazon will hire a ton of people, safeway as well, as we are trying to get those supplies. those two companies are hiring tens of thousands of people. and universal studios, which is

one of the parent companies of this television station, says it's going to release several films including "the hunt" that's been so controversial. several films in theaters and also on video on demand at the same time. so we can stay at home and watch movies. i'm not sure i'm in the mood for a scary movie, guys. >> it's funny because i had that conversation just last night about what are the movie theaters going to do, release a streaming service or something. it's interesting to see how this will work out. >> it could be tough times on them economically. thanks, scott. 5:19 for you this morning. another big name star is infected with the coronavirus. actor idris elba says he has tested positive tweeting this video along with his wife. >> listen, i'm doing okay. sabrina hasn't been tested and she's doing okay. >> the 47-year-old says that he was tested after learning someone he was exposed to tested positive.

he also says that he's isolated and so far showing no symptoms. it follows the same announcement last week for movie star tom hanks. he and his wife were just released from the hospital in australia and are now in self-quarantine. one of the biggest nights for fashion, one of the latest major events to be postponed. the met gala in new york city was supposed to happen in may, but right now it's postponed indefinitely with the metropolitan museum of art now officially closed to visitors. trending this morning, one penguin is taking advantage of all the shutdowns. take a look at this video. it was shared by chicago's shedd aquarium. >> waddling over to its names. it is closed to the public due to the pandemic. however, it has given some of the animals an opportunity to stretch their legs. >> probably never seen the whole aquari aquarium. >> look at this place. >> what are they called? >> he's reading the signs.

>> are they my cousins? >> we all need a little happy these days, right? got to look for it. >> you have to find happiness anywhere you can. >> exactly. >> some happenings with the forecast, kari, is it going to look good for us today? >> yeah, we're getting much-needed rain, and that is what we've been watching. let's talk about how we're doing in terms of the water year. it's good every single drop we can get. we're measuring it and adding it to our yearly rainfall total, and so we're looking at how much we've measured for the water year. and in santa rosa about 16 inches. but that's still about a deficit of 14 inches below normal. so we're only measuring about half of what we should have in this point of the water year. san francisco also so far measuring half of our normal amount and look at livermore. 34% of normal. we are still lacking about 8.5 inches of rain.

even though we're stuck inside, we're seeing the rain falling off and on am we cannot complain about the showers coming through. we will have a chance of rain today as we're seeing it stretching from san francisco down to about palo alto. the rest of the bay area is dry. we are going to see off and on showers continue for us today and once again we're taking in all of it as we can see the storm system still very close to the region. we're not the only ones seeing the rain. still some unsettled weather today, but there will be some breaks in between, a chance for the kids to get outside. may still be muddy out there but we will see these pop-up showers developing especially this afternoon and a slight chance of thunderstorms. so when it starts raining time to head inside. we could see another additional quarter of an inch of rain depending on where the showers set up. the rest of the forecast is looking better as the kids get a little bit more antsy. we are going to see sunshine in the forecast for thursday, the first day of spring.

executive door and concert venues. the order, like the one in effect right now here in the bay area, also limits restaurants and cafes to only takeout and delivery orders. it is the same in new jersey and louisiana announced a similar ban. >> landmarks around the country are shutting their doors, laura. >> they are stopping visits to alcatraz. in the meantime on the east coast -- >> the statue of liberty and the washington monument are among the most popular now closed because of that pandemic. 5:27. a shelter in place order across the bay area. changing lives here. we'll break down what's allowed and what's banned. plus -- >> somebody broke down and cried in the store the other day. that's pretty rare. most people are trying to stay in good spirits and doing what they can to prepare. >> grocery stores are everywhere

we're here to bring you all the day's news. >> we've never faced anything like this. it's something to be the resource for you and your family. >> we are a team through and through. we're all being asked to do this live. things on "today in the bay" will look different from here on out. we're going to get to weather and traffic in a moment. first the very latest this hour. the shelter in place includes alameda, could be t contra costd santa clara counties. surreal scenes keep playing out as people prepare for the reality we're now in. many stores are now changing their operating hours trying to keep up with the demand. all of this comes as the number

of cases spread here in the bay area. there are more than 300 infections. santa clara county also announcing two new deaths. >> more live team coverage for you in just a moment. we want to get to the forecast right now checking in with meteorologist kari hall. normally we'd be talking about all this rain in the bay area first and foremost. >> yeah, and st. patrick's day celebrations. that's not the case today. we are seeing some green on the radar as rain starts to move into parts of san francisco and the peninsula. it's been rainy for a little while. elsewhere we are staying mainly dry but from redwood city up to san mateo as well as san francisco we're seeing some light showers and will see off and on rain today, even a slight chance of thunderstorms. we're seeing that just off the coast. i'll be tracking that for you today with more updates to come. mike tracking the morning commute looking smooth. >> very smooth and, in fact, nothing to even stop you. you should slow down if europe heading to the toll plaza. look, again, this is the bay

"today in the bay's" bob redell live in san jose this morning is keeping an eye on how the order is being enforced so far. >> reporter: laura, yes, this shelter at home order which went into effect at 12:01 this morning is in effect for the counties of santa clara, san mateo, marin, coco and alameda as well as the cities of oakland and berkeley and the whole idea is you're supposed to stay home unless you work in an essential business, for example, if you're a first responder, a doctor or nurse. employees of banks, gas stations, grocery stores, hardware stores, garbage collectors, us in the media.

if you're not one of those businesses you're supposed to stay at home to stop the spread of the virus only going out for essential needs, food, seeing a doctor. you're allowed to take your dog for a walk or go out for a hike but must practice social distancing at six feet away from other people. the question, will law enforcement enforce this, and if so how. we don't know yet. we have seen police on patrol in the downtown san jose area but have not seen them pulling people over, nothing like that. a number of businesses have posted signs letting customers know they will be shut down for the next few weeks. downtown is empty right now, which is normal because it is the middle of the night. it will be interesting to see how empty it is once the sun comes up. mayor sam liccardo. >> i support the actions of the health officers to enact a shelter in place mandate.

we must move aggressively and immediately. the time for half measures is over. history will not forgive us for waiting an hour more. i appreciate that our residents have endured much already. but this is our generation's great test. our moment to stand together as a community. we need to work together to conquer this virus. >> reporter: coming up at 6:00, the mayor on why you should not be panic buying food and other goods. reporting live in downtown san jose, bob redell, "today in the bay." >> and speaking of that food there, bob, again, bay area grocery stores not a part of the shelter in place. if you need food or supplies, by all means you should be able to get them. but stores are still dealing with the overload of shoppers looking to stock up. "today in the bay's" pete suratos joining us live outside of walnut creek safeway. this hour, 5:35, they're stocking up inside right now.

>> reporter: yeah, good morning to you, marcus. they are definitely restocking this hour. i looked at the sign here, this walnut creek safeway, they have adjusted their hours for that specific purpose as they deal with the onslaught of customers due to everything that's taking place especially with the shelter in place. these are the images when you're going into a grocery store. i've personally seen this as i'm trying to stock up at home and you have dealt with this as well seeing the bare grocery shelves. we're seeing this from san francisco to the south bay to right here in contra costa county. of course the popular items folks are going for is the hand sanitizer, the wipes and the toilet paper. as i mentioned a drastic increase in customers. if you don't want to deal with these grocery store lines there's a grocery delivery option. i do want to caution you want to order early. a lot of those items are going on safeway.com or going on amazon. they're out of order. you want to -- or out of stock, excuse me.

so it could take a week for those to ultimately get to your doorstep. as we mentioned because of this demand there is more hiring. we know that safeway is hiring. this safeway behind me is posting things for hiring. amazon is also adding more than 100,000 workers. both of them will need all the help they can get with demand not slowing down anytime soon. >> basic things, flour, beans, rice, but it's not there so maybe i have to come back in the morning. >> i never thought all those drills we did at the hospital with mass casualties, didn't think i would see those tents up for real but they are there at stanford. >> reporter: now due to the long lines, some people are calling for special hours for seniors. we know celebrity chef tweeted out the idea. some cities are doing it in other parts of the u.s. we'll see if the bay area and various stores follow suit and possibly do the same. reporting live, pete suratos for

"today in the bay." >> it can be ditch ffficult to with the chaos. thanks, pete. governor gavin newsom is offering words of encouragement for californians as he issued two new executive orders. one aims at giving more resources to the state health agencies to places and people who actually are most at risk of contracting the virus. it's not yet clear on what that entails. the second order is to protect homeowners and renters. it authorizes local governments to halt evictions, slow foreclosures and protect against utility shutoffs. he also had this to say. >> asking people to shelter in place, to isolate at home. we certainly want that for seniors as a top priority, 65 and over. the point of gatherings is lost on all of us from a public safety and health perspective. no gatherings be considered advanced in this state. now that's the new guideline we are putting out this evening. >> governor newsom saying that california is ahead of the curve

when it comes to testing for the virus but says more work needs to be done. across the nation coronavirus testing still in the process of ramping up but there are some strides being made. about a dozen states have some kind of drive-through testing in place. in the bay area it includes locations like ones provided by kaiser and stanford health care. in most cases a doctor referral is needed. and we do know labs like labcorp quest are making it available. the white house is saying there may be 2,000 labs ready to process 2 million tests by the end of the week. for many parents it's day two of having the kids at home, some with schoolwork and some without. they may have a lot of questions given the warnings escalating yesterday. "today in the bay's" kris sanchez joining us live from home, part of social distancing. kris, let's talk about this. i know a lot of kids probably have a lot of questions. talk to us about how you're talking to your kids about

what's going on in our everyday lives now. >> reporter: we're trying to keep it age appropriate and we're trying to keep it nice and calm. laura and i were talking about that earlier, how important to be calm and thece of reason. i found visual information online in order to kind of make it a little easier to have those conversations. i want to show you this video. you may have seen it by now but it illustrates why social distancing is so important. in case you haven't seen it, it's a line of matches, each setting fire to the next one until one steps out of line. the greek doctor who posted this original idea said it's the one who stayed away that kept the others safe. back here live this is a demonstration that my neighbor did for her kids. okay, catch all of these little papers that you can, drop them all in bulk. they weren't able to catch all of them. then she said catch all of these papers and drop them much more slowly. the kids were able to then go around and be more deliberate about catching them that is to

illustrate the pressure on the health care system. if we all show up at the same time there aren't enough resources for everybody. if we socially isolate, we flatten that curve, we show up over a longer amount of time, then if there are only 10 or 100 hospital beds, each one of us who needs one gets one. that's a powerful visual. she's also a great mom. we want to talk about what the experts say, keep it age appropriate as you're talking with the kids. listen to what they're asking. sometimes what they ask and what they want to know are different things. you could also use science. you will always have that on up side because we're not experts in anything but there are scientists out there and those are the ones that we should count on for the factual information. make sure you limit and supervise the media that they are consuming. there is so much information out there right now and it's changing so dramatically that, of course, we want to have the tv on the whole time. we want to keep checking our phones for the latest

a suspension of weekend service. i think they would agree if you are feeling sick, do not go on mass transit. that is a real big focus point. over here no delays for mass transit or for the drivers. a smooth drive around the bay. a little bit of damp roadways so watch out. the issue to the benicia bridge, kari, somebody dropped some wood at the toll plaza. we'll track that. all right. a look at our saturday forecast. our temperatures will be very nice and comfortable as we reach into the low 60s for the bay. expect a high of 64 degrees. inland, 66. we can still make plains to ns outside and go for a walk. off and on showers. if you plan to go for a hike this weekend we'll see temperatures in muir woods reaching 61 degrees. 64 on saturday. and on sunday once again that's when the rain comes in.

>> a huge change in attitude as well that we're talking about this morning from the top. president trump now acknowledging the full danger of coronavirus. scott mcgrew part of our workforce working from home this morning but still dealing with what's going on in washington. >> reporter: yes, anything, laura and marcus, i'm getting more time to spend on the phone with congressional aides, the people that are really getting these things done. we don't know who talked to the president but his change in attitude has been phenomenal towards the dangers of the virus. let me show you the contrast. i will show you two soundbites. one from just six days ago and the second was from yesterday, monday. >> and it hit the world and we're prepared and doing a great job with it. this is a bad one. this is a very bad one.

this is bad in the sense that it's just so contagious. sort of record setting type contagion and the good part is the young people do very well and helpy people do very well. very, very bad for older people especially older people with problems. >> reporter: that's really good news coming out of the president in the sense that now that he is able to acknowledge both to his followers and himself the severity of this he can provide that leadership, that presidential leadership that, of course, we all need. the president has been worried about the stock market which grew to record levels during his administration has now given up all but 2,000 of the points since he was inaugurated. we're going to talk more about what's going on there. we will talk business in about half an hour. i'm always on twitter.

5:56 for you right now. welcome back to "today in the bay." we continue our coverage of the coronavirus pandemic and right now much of the bay area and a shelter this place order as we have been reporting one of the hardest hit areas, santa clara county. joining us this morning by phone is supervisor cindy chavez. supervisor chavez, thank you for joining us this morning. >> good morning. >> here we are close to six hours in the shelter in place. how is it going so far? >> so far well. most people want to comply and understand how important it is and we're going to do our best to educate everybody in our community so they understand the reason we're sheltering in place is we want to slow the virus as much as we can.

>> most have understood that, they understood why it's so important. talk to us about the community spread because we've seen the numbers here in santa clara county arise more than any other area in the bay area. talk to us about the shelter in place and the community spreading. >> that's a really good question. the important thing for people to understand is that we can look at italy. we can look at other places in the world to know that once that it hits community spread it really spreads very, very quickly and part of the reason we're so focused on the shelter in place we do believe that's the only way to protect lives and i want to explain one way that's really critical. we have over 138 cases in our county. we have over 52 people hospitalized and remember that's

people hospitalized with the disease we didn't have before which means we're already straining our health resources. we want as few people going to the hospital so we don't have as many dying from this illness and part of what happens you just have so many people with a strained health system that we can't provide services to everyone. what we're asking everybody to do is take care of themselves, take care of their families and keep as many people out of their hospitals as we can. >> you spoke to family members yesterday. you talked about speaking to the children because seeing this on the news can be frightening not just for children but adults as well. what do you suggest for other parents as they're trying to help kids deal with all of this? >> it's been hard to explain. i have an 18-year-old, why can't i go over to my friend's house?
