a very good morning to you. thanks so much for joining us. i'm laura garcia. >> and i'm marcus washington along with kari and mike together working on a story impacting all of us and at your home the coronavirus crisis. >> we want to get you up to speed on the very latest headlines from overnight. it is day two of the bay area shelter in place. overnight the number of people impacted by the shelter in place is over 7 million. at midnight sonoma county went into a shelter in place as well. also making news shock waves on the school front, governor gavin newsom saying parents should be

prepared for most schools across the state to remain closed for the rest of the year. and newsom saying he's putting the national guard on alert to help communities if needed. the governor emphasizing it is not a mobilization order. >> now for the latest numbers on infections. in the bay area alone 358 cases reported along with six deaths. the highest numbers are coming out of santa clara county. >> and across the u.s. now nearly 6,000 cases and 100 deaths, more live team coverage coming for you this morning. a check on the forecast. meteorologist kari hall tracking that for us. kari, still rain in our sight? >> we are seeing that rain moving through parts of the bay area starting out with light showers from the north bay into san francisco and parts of the peninsula, also moving into contra costa county as day star. as we go into late morning we

could see a break but just like yesterday we'll start to see that redeveloping for the afternoon and we may have some brief heavy downpours, a wintry mix in some areas with very chilly temperatures that remain in place. we'll get a look at the rest of the forecast with warmer air coming our way. we'll talk more about that coming up. you're tracking the roads. how is it looking? >> very light. it's 4:32. we expect light traffic again because the same restrictions in place. overnight the nimitz did see essential road work, and i point that out because folks handling our infrastructure essential to keeping life as we currently know it the way that we're able to maintain, so that's what's going on for the nimitz. still under an hour for those construction crews. smooth over the bridges at the bay bridge, the richmond bridge. light traffic all day yesterday. almost like this over here even through this spot in oakland. and, marcus, the nimitz can get very heavy. that does show the shelter in place in effect. >> thanks, mike.

now to a story every family across the bay area and the state is talking about, the coronavirus possibly shutting down public schools until fall. the governor hinting that possibility last night. kris sanchez is live for us with new guidance from the state school superintendent. kris? >> reporter: we don't yet know what this is going to mean for the millions of public schoolchildren in the bay area, my own included. i don't think it will come as a surprise the governor hinting those closures could go through the summer. the number of districts we talked with as well say it wasn't completely unexpected that the schools serve their students on this really long-term plan. the governor hinted kids would be learning at home for the rest of the year, parents started

thinking about what this would mean for them educationally and for families. >> for people who aren't as lucky or have to depend on child care or other forms of care if they don't have care and have to take off work it will affect them financially. >> reporter: so late in the evening the state superintendent pushed out guidance on what distance learning could possibly look like and how districts could go about providing that. for some that could mean teaching via teleconference, webex or zoom, printed materials as well. what we know for sure employees will continue to get their paychecks and districts will continue to provide those meals for students who depend on them. the state superintendent set up a webinar for 5,000 educators today and within hours it was nearly at capacity. so clearly a lot of people have a lot of questions, and we're trying to gather all of those answers for you. we know our kids are all in

different school districts, so it will mean different things for different people as we try to sort that out for you this morning. it happened late in the evening yesterday. we didn't even tell the kids before they went to bed because we thought we would let them enjoy the evening and gather answers before we opened the door. >> the thing about it, we all knew this was a possibility, but to actually hear the governor speak those words, gave it another meaning. kris sanchez reporting live from her home for us. it is 4:35. google's parent company making strides in ramping up this bay area drive-through testing operation. verily launched project baseline. with the assistance from the state of california. one is now open at the santa clara county fair grounds but no walk-ups are allowed. people can only qualify after taking an online screening.

verily has done less than 400 tests over the first two days. with more tsa officers testing positive for coronavirus and more now quarantined, the union is calling for more protection. the agency is already following federal osha and cdc guidance for protection. you may remember three tsa officers at san jose airport were the first to test positive. soon after another agent tested positive. nearly 50 more are now in quarantine. nationwide there are eight confirmed cases involving tsa agents and that outbreak is temporarily closing the air traffic control tower at chicago midway. three technicians tested positive yesterday. air traffic services moved to another facility with reduced flight capacity. happening today san jose mayor sam liccardo rolling out a new plan to help people during the shelter in place. his new efforts will raise funding for businesses that have closed due to the coronavirus.

the plan includes partnering with local nonprofits to establish a countywide food distribution plan to fight hunger during the current three-week lockdown. this morning our special series making it in the bay focuses on san francisco's homelessness crisis in the wake of the pandemic. so-called sweeps of homeless encampments put on pause during the crisis, according to "the examiner. "the new focus of the city's healthy streets operation center will make sure the homeless population practices safe social distancing and to ensure those who need to be isolated are quarantined during the pandemic. >> more grocery stores will open early this morning. they're creating special hours for seniors to gather essentials while keeping distance from the public. safeway says members of the most vulnerable population can now come in early from 7:00 a.m. to 9:00 a.m. on tuesdays and thursdays to get the supplies. starting today all whole foods

will open at 7:00 a.m. for seniors. zannato's is allowing them to shop first starting at 8:00 this morning. other grocery stores are also stepping up to help out. you can call ahead to find out if they're having special hours for seniors. and there's a new website offering a helping hand in east contra costa county. this is to help the elderly. brentwoodstrong.com allows volunteers to sign up to complete tasks like grocery shopping or heading to the pharmacy. senior citizens can also sign up to get that help. if you want to get the help or even need the services you can check out the website. and 4:38, our coronavirus coverage continues, still ahead for you the changes businesses and new hours for target stores. and the action lyft is taking as it tries to protect drivers from the virus. plus, new players in the nba are testing positive including former warrior kevin durant.

we're seeing south of santa rosa down to fremont and extending over to half moon bay. i'll be tracking the rain with another update coming up in a few minutes. and we're looking at fremont 880 past the truck scales. very light traffic as is usual at 4:41. we see traffic almost at this level during the bulk of the middle of the day. talking about that flow of traffic and what you have to note. good morning. i'm rahel solomon at cnbc headquarters. here are today's top business headlines. wall street's volatile roller coaster ride likely to continue today as stocks are indicated to sell off at the opening bell after the dow rose more than 1,000 points yesterday. that was following president trump's comments the administration is seeking potentially more than $1 trillion in economic stimulus, that could also include direct cash payments to americans. the federal reserve also relaunching more programs to

provide short-term funding for businesses. now despite yesterday's gains the dow, nasdaq and s&p 500 still on pace for their worst month since october 1987. target is reducing store hours for cleaning and restocking as more people shop for essentials. stores, some of which are usually open until 11:00 p.m. or midnight, will close at 9:00 p.m. starting today. target will close cafes and eateries at stores. the retailer is adding payroll hours for staff on cleaning detail which includes sanitizing check-out lanes and touch screens about every 30 minutes. and lyft exploring partnerships with the government and health care sectors to create safer earning opportunities for drivers by having them deliver medical supplies, food and other items. lyft advocating for policy solutions in washington which could include stimulus for drivers and other workers. yesterday both lyft and uber said they would suspend shared rides to help slow the spread of the virus. kari, back to you.

wabam! i think you overshot that one. my $4 fish sandwich combo! stack it up for an extra buck. and welcome back at 4:47. we take a live look out at san francisco. we mentioned a lot of rain throughout the bay area this week. will it linger around today? you don't have to go very far for that answer. kari hall has been tracking that for us. kari on this hump day, how are we looking? i see the rain on the radar. we are seeing it on the radar not yet reaching san jose but making its way closer so it's been off and on these past few days even from the weekend so we are going to keep the showers in the forecast today as we see it still falling south of santa rosa, petaluma down to fremont. we are going to see it affecting roadways.

we are going to see wet roads, light showers moving through but a mostly cloudy sky and also very chilly temperatures to start that will be very sle to warm up today. as we go hour by hour we will see a lot of a break going into later this morning into early this afternoon. we're also going to see the showers redeveloping very much like it did yesterday. and not all of the bay area has that rain but as it moves through it did dump really heavy rain in spots and also small hail that was enough to accumulate. so that's what we could see again today as we track this system that will stay over the region, even tomorrow looks like we could still see a few isolated showers developing into tomorrow afternoon. we're not done with the rain just yet. it all depends on where that rain decides to fall today and so that's going to be where we see more of the rainfall totals. in terms of the erra could see

inches of snow but goi the way, so it's going to be a very busy weather pattern here. there will be a break in between. actually tomorrow is our first day of spring and we're going to see a slight rain chance. overall temperatures warming up to about 60 degrees and then look at how nice it will be heading into the weekend saturday, the best day with sunshine, rain returns on sunday and the rain off and on through next week. mike, you're starting in the east bay. >> i don't think we had metering lights turned on at all all day. we're watching for the unexpected. the rain might make the conditions wet because we do see that around the bay. over here highway 4 a disabled vehicle, a slow rolling vehicle trying to get to the corner.

webster, too, if you want to be safe use park, hyde or fruitvale. those bridges are always open. south bay, peninsula and across the bridges moving nicely. no delays for transit. there have been changes but that's the school service. let's check those sites. though the number of coronavirus cases is climbing in los angeles, mayor eric garcetti says so far lockdowns are not being considered. >> there is no plan to lock down this city. that is not eminent but we ask you to lock down as much of your life as you can. >> l.a. county now has 944 confirmed cases that includes 50 new cases reported just yesterday. l.a. city councilmembers approved new measures meant to provide economic relief including paid sick leave assistance and eviction pro-tensions. 4:50 right now.

the nba's latest case includes warriors favorite kevin durant. the team says four brooklyn nets tested positive. k.d. told "the athletic" he's one of the four but is feeling five. the nets were set to play the warriors when they postponed games two weeks ago. head coach steve kerr is expressing concerns some of his players may have hung out with durant before the scheduled game. the warriors players have not been tested. the lakers did play the nets and the lakers are now being tested. a passionate plea turns into an opportunity of a lifetime for an oakland a's fan. sacramento man in a's gear posted a video about how he's type 1 diabetic battling the coronavirus. he asked people to take the virus seriously and stay home. this video caught the attention of the a's president. he told him to get well so he could throw out the first pitch

and happening now the olympic flame is on its way to japan this morning. a flight carrying the torch departed from greece today. organizers scrapped a plan for a ceremonial event due to coronavirus concerns. a small reception is planned for when the plane arrives in japan friday. olympic officials do plan to still hold the games as scheduled. you can catch all of that action when it happens from tokyo begins july 24th right here on nbc bay area.
