as of midnight people in sonoma county still under a shelter in place order. schools may stay closed through the summer break. newsom putting the national guard on alert. a live look at capitol hill. the senate will debate the house coronavirus bill. this as the white house is now floating a new trillion dollar stimulus package that may even mean money for every u.s. taxpayer. >> meantime, the number of confirmed coronavirus cases is growing here in the bay area and beyond. nationwide now nearly 6,000 cases and more than 100 deaths. more live team coverage in the moment, but first a track of that forecast. meteorologist kari hall tracking more rain in our area. the showers coming down as people are staying at home. if you are about to head out the door and go to work, you are going to have to drive through the rain from san francisco over to parts of the east bay. it hasn't yet made it to san

jose but we will see this line of showers making it farther to the south. as we get a closer look where it's raining now concord, fairfield, vallejo, san francisco and san mateo, we'll see that light rain continue. mike, you spotted puddles in the north bay. >> i share these pictures closely. it's right here where the radar kari showed us through san rafael, showing up in portions of the east bay, contra costa county, no problems as far as traffic flow. there's slowing getting away from the bay bridge. i'm told there's a traffic break coming up because of the crash and that may be what's going on. very light as you know. back to you. >> that's right. bay area roads, eerily empty as most bay area counties remain under the shelter in place order. >> "today in the bay's" bob redell live for us in dublin with how the second day of the shutdown is starting out. bob, what are you hearing out

there? >> reporter: well, marcus and laura, what i'm hearing behind me is traffic on 580 where you can hear the traffic is at the limit. i was just on that roadway 45 minutes ago driving over here. it's nowhere near bumper to bumper, plenty of space to maneuver. some video we shot in the south bay during the 2:00 and 3:00 hour, highway 87, 101 and i-880. this is as we enter the second day of the stay at home order to stop the spread of the coronavirus. within the past several hours a seventh bay area county joined and asking residents to shelter in place. sonoma county is under a stay at home order effective at midnight last night and for at least the next three weeks. the county is pushing back on criticism that it waited too long to join the six other counties with similar orders already in effect. county supervisor we spoke with him said it's been only four days since the county's first

confirmed case and they need to protect sonoma's life blood, the wineries, as well as the county's dairy and poultry industry. >> today everybody was crying. >> a lot of anxiety. at the end of the day stay home. it will save lives. >> reporter: now as we stand outside b.a.r.t. in dublin that transit agency is suffering as well. its initial data from yesterday ridership numbers shows that ridership yesterday, tuesday, was down 85% compared to an average tuesday in february of this year. b.a.r.t. says it could be losing $37 million a month in revenue. that's why b.a.r.t. is asking local, state and federal governments to provide them emergency stimulus. reporting live here in dublin, bob redell, "today in the bay."

>> hitting a lot of businesses hard. thanks so much. the coronavirus epidemic hitting home in a new way this morning. the bay area tourist industry is taking a huge hit. one leader in the industry sending thousands of workers home. "today in the bay's" pete suratos is live for us outside of san francisco's w hotel and, pete, i'm hearing that it abruptly shut its doors. >> reporter: that is correct. this is all happening as marriott international plans to furlough its employees as they deal with a wave of cancellations as they deal with the coronavirus outbreak. it is the largest hotel chain in the world and the plan or the announcement would be to furlough tens of thousands of employees either to reduce hours or temporary leave. as you mentioned the w hotel did close doors due to low demand. the local impact of hotels in

san francisco, a lot of money will be lost. reported that san francisco alone in 2018 generated $11.8 billion. restaurants and bars take a hit as they close the doors and reports of more than 7 million workers being impacted. reporting live, pete suratos for "today in the bay." >> people can't wait until it is over. >> thanks, pete. today the senate is expected to take up the measure. senate majority leader mitch mcconnell says it has, quote, considerable shortcomings. he also calls it necessary and urgent including provisions for free coronavirus testing, paid emergency leave, enhanced unemployment insurance and boosting food security.

meanwhile, the white house is on the next step. it would provide loans for small businesses and billions to other hard-hit industries and may include a check sent directly to every taxpayer, perhaps up to $1,000. home for the rest of the year, governor gavin newsom telling families schools will likely remain closed in an effort to slow down coronavirus. "today in the bay's" kris sanchez joins us with what we know so far at this point. >> reporter: hi there, laura. a lot of parents are waking up not knowing what this is going to mean for the millions of kids in the public school system here in the bay area. my family included. we went to bed not knowing exactly what this would mean. we're not the only ones who have these questions. the state superintendent tweeted after putting out guidance. i'm hosting a webinar to discuss the details. we have room for 5,000 and just after a few hours we are already

near capacity. that is how many people have questions. we plan on listening in to see what the rest of the school year might look like. the governor said that school closures could go through this year and maybe up until the fall. as soon as governor newsom hinted kids would be learning from home, parents started thinking about what that would mean educationally but what that would mean for the entire family. >> for people who aren't as lucky or have to depend on child care or other forms of care if they don't have care and have to take off work, it will affect them financially. >> reporter: the state superintendent pushed out the guidance on distance learning and how districts could go about providing that. for some that could mean teaching via teleconference and sending home printed materials. what we do know is employees will continue to get paychecks and districts will continue to

provide meals for students who depend on them. details on how some school districts are handling their distance learning up until this point. i'm going to show you some of those examples coming up in the next half hour. >> thank you very much. my kids already using zoom and cleaned out their desks before they left. thanks, kris. 5:08. leaders across the state are trying to assess where they stand fighting the pandemic including uc regents who will get an update during a scheduled teleconference. the kaiser family foundation nonprofit is holding a briefing to examine the response from the public and policymakers, and to help with making it in the bay, some bay area agencies are now halting the carrying out of eviction orders that includes deputies in san francisco, alameda and sonoma counties, evictions won't resume until after the lockdown. "the examiner" reports though

evictions are halted superior courts will still hold eviction proceedings barring the change in the current ruling. one of the highest profile companies is still fully open for business. but that might change. alameda county says tesla is not essential. tesla qualifies under the national critical infrastructure designation. founder elon musk told workers they could stay home if they wanted. the sheriff's office tweeted in part tesla will be allowed to maintain operations. immigrant rights groups are outraged i.c.e. agents are still arresting undocumented immigrants in the midst of the outbreak. dozens of organizations signed a letter to homeland security this week asking the agency to suspend operations. the "l.a. times" reports i.c.e. agents were still at work in los angeles as recently as monday equipped with masks and wipes. i.c.e. is saying the arrests will go on. now to decision 2020. joe biden a lot closer to sealing the presidential

nomination. he won all three democratic primaries held yesterday, and last night called it a very good night for his campaign. biden now has a commanding lead in delegates over bernie sanders. ohio abruptly canceled its primary due to the pandemic. the sierra interstate 80 open with no chains. there were at least 18 crashes. some areas reported getting up to 10 inches of snow. it won't help sierra ski resorts that are now closed. in the meantime, kari, look at that radar. rain again. >> reporter: rain and sierra snow. let's talk about the sierra pack. i'm seeing in the past three days showing 79 inches of snow and just a week ago we were seeing our sierra snowpack about

10% to 15% lower than this. it's really helped to boost that sierra snowpack as that snow continues to come down and we will see it continuing today while the bay area gets some rain. in the forecast some additional snowfall totals about 5 inches. heading over to mike you are hearing about a potential traffic break. folks are sheltering in place. thank you for doing your part. off the berkeley curve coming to the camera, i haven't seen a problem but they may have cleared the crash already. we'll keep tracking it. look how light the bay area bridge is as we expect. >> we don't see that often. still ahead for you at 5:25 this morning, it's not just california. the other states making the decision to cancel classes and the new overnight order for one of the biggest industries in nevada.

opening the bell by himself. well, at least he's wearing green. you're entirely right, laura, looks like a lower opening this morning. dow futures calling for a plunge of 821 points. i feel we're really getting to be experts on the futures market. at the daily press conference secretary of the treasury steve mnuchin insisted the stock market should stay open though he acknowledged maybe with shorter hours. >> we absolutely believe in keeping the markets open. americans need to know they have access to their money. i've been on the phone with major banks, everybody wants to keep it open. >> reporter: the white house proposing the huge stimulus bill. keep in mind this would be different than the coronavirus bill. we were seeing $850 billion yesterday. now a trillion today.

we'll talk more about that as we talk about politics in half an hour. san francisco's lyft considering what new roles it could play in the crisis perhaps delivering medicine. also actively lobbying for relief money from washington like the hotels and airlines are. it's hard to say, as pete was pointing out, whether the hotels or airlines or lyft can survive to the end of this because, marcus and laura, we have no idea when the end of this is. >> you're so right. just uncharted territory that we're all kind of dealing with almost day-to-day here. >> we really are. all right, scott, thank you. well, 5:17 this morning. another update from bay area native tom hanks. he posted this photo of an old corono typewriter he's using while in quarantine. after one week symptoms for he and his wife are the same. neither had a fever. the couple tested positive in

australia where production is halted on the film he was shooting. oh, and hanks says the bad news is rita keeps feeding him. some good news trending this morning, if you're getting bored of watching netflix by yourself, there's a fix for that, google chrome called netflix party. once you download it you and your friends can get together virtually and watch netflix at the same time. it even has a chatroom. probably no surprise here but netflix reportedly seeing a big surge in viewers who are now hunkered down at home. >> sometimes people do that to get away. >> that is understandable. i still haven't had time to just sit down and watch anything but news or my kids. >> i turned it on yesterday and still didn't get to watch what i was trying to watch. all right, here we are at 5:18. a look at the forecast for you. meteorologist kari hall tracking some rain in our area. how long will it linger around? >> it's going to last for quite a while.

laura, i recommend "love is blind" on netflix. >> that's what i was trying to watch yesterday. >> hey, we can do a netflix party. >> we could. >> we're not together enough. >> not at all. >> so we can do it virtually. >> i love it. let's get a look at the rain moving through. we're tracking the showers moving through much of the bay area right now from marin county down to san francisco including much of san mateo county and then over to the east bay right now, just to the north of san jose. we'll see the rain chances continuing today. there will be very much like yesterday a break by late morning into early in the afternoon and then by 2:00 we're suddenly starting to see some activity here just popping up here and there very scattered with some of them producing heavy rain and possibly a wintry mix with some hail as well as some very heavy rain, so we'll be watching out for that chance, even a few thunderstorms possible. and even tomorrow look at the time frame.

tomorrow at 5:00 there still po and around our area because of this low that's very slow to move away. so it just depends on where that rain depp sides to set up in terms of how much additional rain we'll see, but we do still have some rain chances in the forecast for today as well as tomorrow, but there will be much more of a break from that rain and also some milder temperatures. look at the end of the week into saturday. perfect weather reaching into the upper 60s. you might want to get out in the backyard, maybe take the dog for an extra long walk. we'll have some nice conditions before that rain comes back on sunday into early next week. mike, tracking the roads, really not too much to track. >> the volume of traffic very light, as you'd imagine. only the essential work going on there. but that includes overnight road work. watch for crews. we do have rain. that's registering as wet roads. on the peninsula no problems reported. over here we have a crash reported right before 24, but

throughout the state of nevada. the governor ordering that shutdown at midnight. closures are in effect for the next 30 days. on the east coast for now new york mayor bill de blasio holding off on issuing a shelter in place, but that could change in the next 48 hours. the city experiencing a surge of 100 confirmed cases with the city approaching 1,000. a lot of questions as the party seems to carry on. take a look at this, along florida beaches. many college students are on spring break right now and, as you can see, beaches there still open for business. florida's governor has ordered all groups to be ten people or less. many are still outraged believing this will cause the outbreak to spread. the governor did order bars and nightclubs closed after originally allowing them to stay open. florida already has 216 confirmed cases and seven coronavirus deaths. national parks all over the

u.s. are now shutting down. they are closed until the end of march. the yosemite lodge is closed. roads, trails, and some campgrounds are still open but shuttle service no longer running. coming up here on "today in the bay," we are waking up to day two in the shelter in place order right here in the bay area. sonoma county now adding to that list. the changes people are dealing with. plus -- >> people who aren't as lucky and have to depend on child care or other forms of care if they don't have care and they have to take off work, it's going to affect them financially. >> the governor's major announcing catching some parents and school districts off guard. and taking a live look at the bay bridge toll plaza this morning. still remaining light out there. looks like you're heeding the warning to stay home.

shelter in place and overnight the number of people impacted surpassed 7 million. that's because at midnight sonoma county came onboard. also making news shock waves on the school front. governor gavin newsom saying parents should prepare themselves for schools to remain closed until the fall. >> newsom saying he's putting the national guard on alert to help communities if needed. the governor emphasizing it is not a mobilization order. >> now to the latest numbers on the infections. in the bay area alone at least 358 confirmed cases along with six deaths. the latest numbers coming out of santa clara county. >> and across the u.s. there are now nearly 6,000 cases and 100 deaths. more live team coverage ahead. a check of the forecast, tracking the rain in the forecast. look at the rain. >> it's nice to see rain moving through. if you're heading out the door for work, it's something else

you are dealing with. some of the wet roads impacted due to the rain that's falling down all the way to san mateo county and north of san jose. we're going to see the showers off and on. there will be a break by late morning but then going into this afternoon some of the heavier rain arrives. it will be scattered but we could see a high impact from those areas that do see the rain. we'll talk more about that coming up. mike, you were looking for a crash in walnut creek. there are vehicles there but they're not blocking the lanes of traffic as far as i can see. whatever the case that's in walnut creek and is where some wet roadways and the crash was reported to be a spinout. the toll plaza has no backup, a smooth drive, damp roads. almost no traffic because there are still a good number of cars going through.

back to our coronavirus coverage as we mentioned right now. seven counties are under a shelter in place order and it is leading to empty roadways. >> this is a live look and it's interesting to see where you see the cars bottled up. a look at how day two is going so far. >> reporter: we're outside a dublin bar and what you don't see are many commuters. b.a.r.t. said its initial numbers for ridership yesterday, tuesday, shows ridership is down 85% compared to a normal tuesday, an average tuesday in february of this year. $37 million a month in revenue. the transit agency is asking

state and local governments. you can hear the traffic behind us above b.a.r.t. or the lack of, i should say. a lot more cars and trucks would be on the road. highway 87, 101 and 880 as we enter the second day of the stay at home. we bumped into two men who flew to the bay area to sell solar door-to-door. they're not going to be doing that anymore because of the social distancing. this morning they're flying back home. >> i'm not concerned. not at all. it's more of a preventive thing for me like when it comes to an unknown virus. why take a risk? and because i'm not affected doesn't mean i won't affect others who won't be as healthy. we decided to go home and obey the law and do the quarantine. >> it's always in the back of

schools, the governor hinting at the possibility last night. this morning "today in the bay's" kris sanchez is live for us from inside her home with the new guidance overnight from the state school superintendent. kris, what are we hearing from there? >> reporter: parents went to bed not knowing what this would mean for their kids in the public school system, myself included. we are getting guidance from the state superintendent of schools, tony thurman. he tweeted out after pushing out that guidance, he said i'm hosting a webinar to discuss the details. we have room for 5,000. after just a few hours we are already near capacity. a lot of educators hav questions as we examples saying some schools and districts are loading zoom and webex onto mobile devices, using google

classroom to put teachers in front of students. some districts are considering preloading usb drives with content to take home and partnering with local pbs stations to put content on tv, that way that would be helpful for districts that don't have enough mobile devices to send home. also suggesting partnering with local wi-fi providers like our parent company comcast which already offered up unlimited data and an open wi-fi network that will be critical if the kids are going to be working on those mobile devices. i mentioned that pbs partnership, something l.a. unified is doing with its local pbs station. here in the bay area they will be doing the same thing. what we think that will look like and could provide the resource to you as a family. >> resources to make it through. it's just changing our lives

altogether, kris. >> reporter: right. it does show the divide between the haves and have-nots. an equity issue at this point that we're talking about when we're talking about education. kris sanchez reporting live this morning. thank you, kris. google's parent company already making strides in ramping up its bay area drive-thrdrive drive-thru testing operations. one is now open at the fair grounds. no walk-ups are allowed. people can only qualify after an online screening. so far verily has done less than 400 tests in the past two days. with more tsa officers testing positive and more quarantined the union is calling for more protections. the agency says it's following

federal osha and cdc guidance for protective gear. three tsa officers were the first to test positive. soon after another agent tested positive. nearly 50 more are now quarantined. nationwide eight confirmed cases involving tsa agents and that outbreak is temporarily closing the control tower at o'hare. three technicians tested positive yesterday. air traffic services moved to another facility with reduced flight capacity. san jose mayor sam liccardo rolling out a new plan. his new efforts will raise funds for businesses that have to close. the plan also includes partnering with local nonprofits during the three-week lockdown. >> creating special hours for seniors to gather essentials while keeping their distance from the public. safeway says members of the most vulnerable population can now come in early from 7:00 a.m.

until 9:00 a.m. this is on tuesdays and thursdays to get those supplies. starting today all whole foods will open at 7:00 a.m. for seniors and zanotto's is allowing them to shop first starting at 8:00. other grocery stores are stepping up to help. you can call ahead to find out if they're having special hours for seniors. let's get a look at the commute right now. mike, not a lot of people out there but still some movement. >> i will tell them about the hours and let them know traffic is moving smoothly. over here we are looking at i believe a crash related possibly to some of the folks there for overnight construction so that's just a note. no longer a problem, kari, through this area. the green on the sensors shows rain north of the dumbarton bridge and contra costa county. is that what you have? >> we've seen the rain moving

let's head over to mountain view. we will start out with some rain, temperatures in the mid-40s and then a break from the rain, but it could come back this afternoon. we'll talk about that and a warmer forecast coming up in about five minutes. and no delays for mass transit or b.a.r.t. as bob was talking about b.a.r.t. really taking a hit trying to give you plenty of space on cars and more space as they load up the tractor in the middle of 680 in walnut creek. even though the number of coronavirus cases is climbing in los angeles, mayor eric garcetti says so far lockdowns are not being considered. >> there is no plan to lock down this city that is not imminent

direct. kids ask what they want to know and that's information we should give them. it's important the conversation is open so that they can know whenever they have a question or they want to talk more about it they come back to you. very young children but they are safe, they are secure and it is the caretaker's responsibility to provide that safety and security and that they feel competent and confident in doing so. >> part of that is probably trying to give your children a sense of control a little bit in a situation like this. what are ways we can do that as parents? >> well, yes, in a situation kids can feel out of control it is very important to model to them exercises of how to regain

some of that control. for example, activities, focus attention on the moment with mindfulness, that's are antidotes to stress that help us anchor in what we need to do and we need to talk at the moment. there are a number of good internet sources that give good exercises. one of them is pure edge. pureedgeinc.org. they have brain breaks that can help young people and adults alike in exercising control. kids are very creative and very washing. older kids can write or do art.
