a very good friday morning. thank you for joining us on the first morning of the statewide shutdown. i'm laura garcia. marcus washington has the day off. mike and kari are joining us from their homes. we're social distancing as well amid this growing coronavirus pandemic. let's get a look at the weekend weather with kari. we'll have traffic with mike in just a moment. good morning, guys. good morning. and we have started out with just a few clouds moving in. >> first, gavin newsom after the statewide historic mandate.

>> there's a mutuality that requires of this moment we issue a statewide order for people to stay at home. >> the governor is warning that many of us could get the virus if we do not follow his orders. the data shows 56% of the state could get coronavirus. people of all ages are contracting the virus. these are the latest numbers from the cdc, about the age of the patients in california. 448 cases are people ages 18 to 64. 13 cases are children and more than 200 cases are people 65 and older. here is where we stand in the bay area. now at least 468 cases. as those cases grow, local hospitals are rushing to meet the demands for testing. right now let's get a check of the forecast with kari. good morning. let's head outside with a live

look in dublin where we've seen quite a few people out this morning still heading to work, and we are going to have a cool start to the day as we see temperatures that will be in the mid-40s even dropping down to 39 degrees in the next hour or so and then rising into the mid-50s as we go into the rest of the day. here is a look at our south bay temperatures reaching up to 64 degrees. it will be a little bit warmer today. also some sunshine, but then by this afternoon there could be a few spots that could still see pop-up showers. we'll look ahead to the seven-day forecast coming up. mike, you saw that live view of dublin. what else is going on in terms of traffic? that's kind of it, kari, that live view shows the tale. a smooth show of traffic all around. i want to let you know we are at home and we have the full capabilities that we would at the station. we have all the maps and updates and talking live to our s franc

280/101 interchange. traffic flowing slowly a few minutes ago. looks like a fire under the freeway is taken care of and things are moving smoothly. we'll show you the bigger shot and the entire bay is moving smoothly. we'll talk about some changes for commuters as well coming up. >> lots of change for people in the state of california as the entire state is now under a stay-at-home order. governor newsom warning the situation has the ability to overwhelm the health care system. the step, the most sweeping by any other state, designed to free up more hospital beds for patients who become infected. here is what the governor had to say. >> this is a moment we need to make tough decisions, a moment we need some straight talk. >> we'll break down more of the shutdown coming up in our next half hour. districts around the bay area are handling school closures

very differently. some sent out packets for distance learning, others have parents looking for help elsewhere. "today in the bay's" kris sanchez joins us live from her home where she's been social distancing as well with her kids, like many of us, who are home from >> reporter: i feel l should be whispering. the lucky thing is they'll sleep through just about anything including the fire alarm, unfortunately. with the statewide shelter in place being expanded to eight weeks for us and then, of course, for the rest of the state it is looking more like students are going to have to do some of their learning for the rest of the school year here at home, and districts have been trying to scramble to adapt to how this is going to work out. san jose unified sending out guidance now. they have a really large student population and many populations to serve. there are resources for parents that you can use.

you've probably heard of the nonprofit offering up free educational resources including daily schedules and curriculum for early learners through high school. the evergreen school district in san jose scrambled to send kids home with a continuous learning plan before the schools closed last friday. some of those resources are available to parents in any district. i'll post the link to this in my twitter feed so you can see that. i also found videos like this one good for getting kids exercise while cooped up. the good news it is still okay to go outside and play so long as the kids are maintaining that social distance. now some suggestions from teachers and home schooling parents. they say make sure you set a schedule and get the kids into the planning so you can say this is your plan, too. change out of your pajamas in the morning to get the day set for learning, although some say you don't really have to. it's a luxury of being at home.

set aside a quiet space where they can focus on the work you're asking them to do and keep a regular bedtime routine. i did put a question out to teachers on facebook, twitter and instagram asking what they're hoping their students will do during this break regardless of what their plan is, read, read, read, and maybe do some math but in the kitchen doing a baking project, helping with dinner, just to keep them fresh. in the meantime they say just don't stress yourself out. they don't have to do six to eight hours of schoolwork every day as if they were in a traditional classroom. home schooling parents say it's just a couple hours here and there during the day and you have to listen to your kids and let them guide you as well. we're all learning this together. i certainly was not cut out to be a teacher. my sister is the teacher in my family. i'm leaning on the resources there. >> when both of us finish this job, we start the other one, which is always ongoing. >> right on to the next.

>> i'm glad you're not in your pajamas. 4:36 right now. the first internal testing for coronavirus test something in place. tests are run through a machine and the results are generated at the hospital instead of being sent to a commercial lab. the hospital says this is a, quote, game changer in the fight against the pandemic. at this point it can only administer 20 test as day. it eventually plans to test 1,000 people. >> testing right now for those people who are actively sick, critically sick, with the virus. >> under the plan patients could receive the results the same day they get the test. san francisco's testing efforts are getting a big shot in the arm thanks to facebook founder mark zuckerberg and his wife. their philanthropic group is joining forces to bring more testing online. within the coming days they expect to be able to run 1,000 tests per day, more than ten

times the current number. homeless advocates are scrambling to help the homeless make it in the bay during the coronavirus pandemic. governor newsom now says the state will give local governments $150 million to help house the homeless. government leaders are trying to rent hotels and build temporary housing to isolate the confirmed cases and prevent the spread of the virus among the homeless population. 4:38 right now. for thousands of bay area hotel workers including those who still have their jobs, these already incredibly difficult times. but the latest forecast from bay area travel leaders suggest there's more pain ahead. some hotels like san francisco's w have already closed. the president of the san francisco travel association tells "the chronicle" it's likely up to half of all san francisco hotels will suspend operations within the next two weeks. industry leaders believe occupancy rates worldwide could soon fall as low as 10% due to travel bans. a san francisco supervisor

is looking to close a loophole in the emergency federal legislation for workers getting paid leave. yesterday president trump signed legislation giving workers from small or mid-sized businesses two additional weeks of paid sick leave during the coronavirus outbreak. now supervisor gordon marr wants to expand to include in larger companies with over 500 people. the board will vote on the proposed expansion plan next week. b.a.r.t. ridership continues to take a nose dive in the wake of the pandemic. starting monday trains will stop running at 9:00 p.m. that's instead of midnight. and starting march 28 weekend service will run from 8:00 in the morning until 9:00 at night. b.a.r.t. says it's lost 90% of riders amid the pandemic. the transit agency says hours will change on ridership. hundreds of cruise ship passengers still under quarantine. up next on "today in the bay," many say they don't want to be tested for coronavirus. the reason why many are

bay just as you would expect. the san antonio bridge, the live camera shows sparkling lights you might have seen on houses around the bay. what else is going on in san francisco coming up. and good morning. i'm rahel solomon. wall street will try to make back-to-back positive sessions. the dow gaining 188 points yesterday. there was some volatility trading 1,200 points from lows to highs as investors continue to try to make sense of the virus-induced business and economic slowdown. the dow still on track for its worst week since the financial crisis in 2008. oil, meantime, had its best day ever, up more than 23%. crude on pace for its worst month ever. bank of america says some

customers can ask to defer payments as support programs for consumers and small businesses impacted by the relief on a orages and home equity loans, overdraft, credit cards, small business and auto loans. the bank paused foreclosures, repossessions and convictions. walmart plans to hire more than 150,000 hourly workers citing a search in shoppers stocking up during the virus outbreak and plans to pay a special cash bonus of $300 to full-time hourly workers and $150 to part-time workers. the new employees hired through the end of may will work in walmart's stores, sam's club, distribution and fulfillment centers saying they will be temp rae temporary at first. back to you. we take a live look at the golden gate bridge. look, there are still cones out

you've made it to friday. it's been a long week. it's a beautiful start to our friday morning. i want to check in with meteorologist kari hall working from home this morning. you have the full graphics package and can tell us what's going on. good morning. good morning. and we are starting out much cooler than yesterday now that the clouds have cleared out, but we will still have a slight chance of rain in parts of the bay area. a live look in san jose we are going to see still some mostly clear skies but our temperatures have been dipping into the upper 30s. bu bundle up if you're on your way out. in the north bay our high temperatures up to 63 degrees in cupertino, 64 in gilroy, and for the east bay we're also going to have a slight warm-up today on this first full day of spring

reaching 63 degrees in martinez and 62 in livermore. for the peninsula, 60 in san mateo and 58 in daly city. and san francisco reaching 60 on the embarcadero. north bay highs reaching 64 degrees in sonoma. we are tracking more rain heading to the bay area. a look at the storm moving through on sunday. we are going to see a mostly sunny sky but look at what's happening at 2:00 to 3:00, a couple pop-up showers in the east san jose foothills and we're going to see a slight chance of some of those showers popping up. overall a chance to dry out until the rain returns by the end of the weekend when we could see the possibility of about a tenth to a quarter of an inch of rain. our seven-day forecast shows that we will see those temperatures reaching into the mid-60s, up to 70 degrees going

into saturday, sunday also looking pretty nice. expect more rain in the forecast. we only have a little bit of a window of mostly sunny skies. how is it looking for the commute? mostly clear. and that's my forecast for the roadways. we do have a couple issues as we assure folks as we work remotely we have all of our utilities at home to bring them all the information. a look at the east bay. no problems to the bay bridge. crossing into san francisco we do have an issue coming over in towards treasure island. no slowing shows up on the system. i have the arrow on the map showing a big rig reported through the 280 split. that may be an issue traveling south.

a big shot of the bay, no problems crossing the bay for the san mateo bridge. a new incident on 680. so far nothing big reported. a sparkly clear view. that's a nice way to start this friday. >> exactly. we'll look for the sparkly. 4:51, mike. a southern california city leader was admitted to the hospital to be treated for coronavirus. earlier this week steve padilla spoke about what it feels like to test positive for the deadly disease. >> this is a scary time, but it's also a time to remember what community really means. >> his daughter says he's now on a respirator. padilla said symptoms of fever, body aches, headaches and chills came very quickly. it may seem like weeks ago passengers from the "grand

princess" cruise ship are ten days into their two-week quarantine. many at travis air force base. "the chronicle" learned two-thirds of the 850 people there turned down coronavirus testing. a source tells "the chronicle" passengers don't want to get screened because testing pos it tiff would mean a further delay in their release. a government cannot force a test. vice president mike pence made reassurances, however, all would be tested. passengers onboard a disney cruise ship are in san diego after they had to skip several scheduled ports because of coronavirus concerns. those passengers did not touch dry land for two weeks. because the ships didn't stop at ports some passengers had to figure out a way to get out of san diego. >> everything is canceling out so i'm constantly rescheduling and trying gng to take me proba around three days to get to orlando.

>> generally passengers say they felt safer onboard while the outbreak was happening. 4:52. field operations are being suspended for two weeks. most census workers won't go into the field until may, and that's when they'll start knocking on doors. so far 11 million households answered the census questions. 4:53. up next on "today in the bay," nbc bay area responds. >> reporter: hours cut, furloughs, laid off, how to file for unemployment benefits. i'm consumer investigator chris chmura next. and happening now some of the "grand princess" cruise passengers outside of quarantine. they've been sent to a local hospital. when the "grand princess" docked in oakland some went to travis, others to miramar air base. a ramada inn is now helping nine passengers who tested positive, all of whom are showing little or no symptoms. more passengers may be on the way very soon.

welcome back, everyone. it's 4:56. if you find yourself suddenly out of work because of the pandemic, what do you do? chris chmura is here to answer some unemployment questions. >> reporter: good morning. we want to help you understand who is eligible, how, when, and where to apply and how much money to expect. let's do this. you'll be looking for the edd, that is the employment development department. edd told us if you get laid off, furloughed or hours are cut you are most likely eligible for unemployment benefits, one big excepti exception, though, you are not eligible if you are

self-employed. if you are eligible, let us show you the steps. edd says you have to file right away, essentially the same day you're let go if possible. here's how, online or by phone. this is the web address and the phone number you need. you cannot just show up at its office and apply in person. you must file online or by phone. a state worker will interview you to make sure you are following the rules and might require you to register with cal jobs. if approved edd says you'll receive between $40 and $450 per week for up to a year. that depends on how much you earned at your previous job and could take a few weeks to kick in, though. they're dealing with a surge in applications. request payment by debit card, which they'll send you in the mail. that's a lot of information to remember, i understand. we posted the whole process on
