good friday morning to you. thanks for joining us on the first morning of the statewide shutdown. i'm laura garcia. marcus washington has the day off. we practice social distancing. we'll have a check of your traffic and weather just ahead. the very latest on the pandemic and the entire state of california now in the stay home order. >> we need to bend the curve in the state of california. and in order to do that we need to recognize the reality. >> governor gavin newsom with a prediction of the staggering number of cases if extreme measures are not taken. new data estimates more than hatch the state could become

infected in just a matter of weeks. in the bay area there are now at least 468 confirmed cases. 14 new cases in clara county bringing the lawmakers are quickly working on a new stimulus bill aimed at helping businesses and getting cash in the hands of suddenly hurting americans. across the nation there are more than 13,000 confirmed cases and more than 200 deaths. our live team coverage is ahead but first a check of our forecast with meteorologist kari hall. a little cooler out there this morning. >> yes, we've seen upper 30s in parts of the bay area with a mostly clear sky. a live look outside in walnut creek. a lot of people already up and out the door heading to work. we've seen it dipping down to about 43 degrees there in some upper 30s in the tri-valley. as we go into the day a mostly sunny sky and our highs reaching into the low 50s.

it will be a nice day. we will see, also, a slight chance of some rain especially in the south bay. so i'll have more on that. mike is tracking that commute. have we had any issues popping up yet? >> no issues but, kari, that's a great way to phrase it. i'm still tracking the commute but we don't have a lot of volume as far as the cars go. we take a look at your maps, a very smooth drive all around the bay. we're going to zoom to the tri-valley -- actually to contra costa county. we do have a disabled vehicle. that's all i hear about. and the bay bridge toll plaza will not slow you down at all. >> all right. that sounds good. people are heeding the warning. thanks so much. our team is covering the impact from the pandemic and what is now a statewide shutdown. first let's check in with "today in the bay's" sharon katsuda live with details on governor newsom's new order and really the alarming warning that prompted it.

>> reporter: it was alarming to a lot of people but people are needing to take this seriously. we're pretty used to this but take a look. you can see it's pretty steady out here on highway 4 but lighter than usual traffic because we've been in shelter in place for days now. this affects 40 million people now statewide. governor newsom shared a staggering statistic. infections could skyrocket across the skate if no action. >> the virus will impact about 56% of us. that's a particularly large number. >> reporter: governor newsom estimated 56% infection rate is about 25.5 million people over an eight-week period. health experts say if people stay at home infections will be

prevented and the crisis can be more manageable. people can still go out for essential services such as groceries, gas or the bank. those businesses will remain open and employees in essential operations will continue to work to help combat the pandemic. you can go out for open air and exercise with your family but maintain six feet distance from others and this is all just in time for spring break. many people thinking that they could leave the bay area possibly to enjoy southern california. now that everyone is in lockdown across the state it's probably a good idea again just to stay at home. reporting live from highway 4, i'm sharon katsuda "today in the bay." >> thank you very much, sharon. on the heels of what sharon just told us, people need to social distance. what does that mean? can you go out? people still have questions. let's check in with "today in the bay's" kris sanchez live from her own home this morning.

also practicing good social distancing. >> reporter: well, laura, you've probably gotten the same questions from your kids, can we do this, can we do that, can we do this? i've never seen so many people out walking their dogs trying to get a little bit of fresh air. in san francisco yesterday just about a week into our bay area order to socially distance. our crews saw plenty of people out and about, some not observing that six-foot distance, sharing exercise equipment. mayor london breed warning against play dates and dinner parties no matter how small. the idea is to reduce your exposure. >> i'm just staying in in my apartment and just walking outside once a day to get some fresh air. frustrate to go see because i don't think people are taking it very seriously.

>> reporter: governor newsom's prediction is very grim that if we don't keep our distance more than half of us could be infected in the next two months and not all cases will be mild. as we know the sickest people end up in the hospital. if they end up there at the same time there will not be enough resources for everyone. i did leave the house for a bit yesterday to talk to some nurses who were asking for more personal protective equipment over at kaiser santa clara. they're doing their best possible effort to make sure the resources last, but getting a bit of pressure from friends and family why can't we social distance together? the idea is to limit your exposure and if one person goes on to infect three people maybe ask your friends and family, who do you expect it to be among us. paint a picture and hopefully they'll understand it's a firm no. >> it's so important, too, for everyone to heed the warning. thanks so much, kris.

the state of california has thrown a life struggling hospital on the peninsula. "today in the bay's" bob redell joins us live in daly city. bob, the state needs the hospital to stay open. they need these beds. >> reporter: last night governor gavin newsom announced the state would be sending millions a dollars of month so the state can lease the beds for the coronavirus outbreak. about $5 million for the first month and $2.7 million monthly after that not only for seton but for coast side which is a skilled nursing facility, according to "the "san francisco examiner"." those payments will ensure seton, whose owners declared bankruptcy, doesn't shut down during the health crisis and provide the bay area with additional beds that could be

used to treat patients who contract covid-19. the governor hopes the beds won't be necessary if californians follow his orders to stay home. >> if we meet this moment we can bend the curve to reduce the need to have to go out and cobble all those assets together. >> reporter: the state and san mateo county have been fight to go keep it open since it is the only hospital in daly city, a safety net for this community. the county board of supervisors approved $20 million to buy the hospital time during the negotiations for sale. reporting live, bob redell, "today in the bay." thanks for the latest, bob. 5:08. workers at a los altos senior facility are taking precautions to protect patients after a

75-year-old man tested positive. this is at the subacute rehabilitation center. it comes after five people in burlingame tested positive. a sixth person is awaiting results and we're awaiting word on how they're all doing. senate leaders begin talks today to prop up the economy. key lawmakers are supposed to meet with white house members to discuss massive stimulus package. it's still not clear if democrats will take part. the trump administration's trillion dollar proposal includes sending checks to taxpayers, it could mean up to $2,500 for a struggling family of four and open up the flow of emergency loans to businesses. >> this legislation takes bold action on four major priorities. >> we don't want these industries we

dogs, going to the park. i wanted to show you the national map because we know that there are a lot of other places dealing with a shelter in place order or kind of what we call a lockdown. and then we've seen the temperatures in some spots. take a look at where it's 30 degrees, the high temperature for today, kansas city. even new york city we're at 79 degrees over the next couple of days. there's going to be a strong cold front sweeping through. they'll go from the upper 70s to the upper 40s. here in the bay area we have some low 60s for today. and so we're going to also warm up a few more degrees before the weekend. also more rain in the forecast. mike is tracking the commute that's been light because most of us are trying to stay at home. >> that's right. and the folks on the road for the most part are being nice to each other. there are a few folks trying to

go faster than everyone else. mass transit really taking a hit. talking about b.a.r.t. it's really taking a nose in the wakestarting monday traip running at 9:00 p.m., stopping three hours earlier. weekend trains will stop at the same time. that begins a week from saturday, the 28th. b.a.r.t.'s lost 90% of its riders amid the pandemic. you see very few folks on the roadway. b.a.r.t. says it will keep an eye on ridership data to determine the hours. right now we're following the b.a.r.t. mams. they're not delayed. a couple of smaller incidents that i reported. no problem 680. a disabled vehicle getting off the bay bridge. to the south bay, the peninsula, the tri-valley, it's all good. >> that's good. people are staying in. thanks so much, mike. 5:12. coming up, the nba season is on

good friday morning. chilly temperatures to step out the door. take a look outside in san jose and in willow glen 43 degrees reaching into the upper 50s by later this morning. we'll talk about a slight chance of rain and a nice weekend for part of it. that's in the forecast coming up. and no transit delays. no school service. b.a.r.t. has talked about the changes we will see stopping at 9:00 tonight. weekends will change the following weekend. it is 5:16 right now. wells fargo bank, the latest to announce it will close branches to keep its employees and customers safe. scott mcgrew joins us now.

>> reporter: once again, this is a safety issue with wells fargo just as it was with chase bank. your money is fine. it is guaranteed by the government but some of these branches are going to have to close down. use atms and electronic banking. wells fargo will not be the only one on the east coast. branches without its drive-thrus. we don't do them on the west coast so not an option to many branches. tesla is doing what pretty much every other company has done and is shutting down effective on monday. a crucial industry, the city of fremont, the county of alameda disagreed. ford and gm, meanwhile, joining tesla in offering to build ventilators if the government asks.

the machines will breathe for patients and the fear is we will have more people that cannot breathe on their own than we do machines to do it for them. today is the last day of floor trading on the new york stock exchange. it was going that direction anyway. i used to work on the floor of the chicago board of trade and i was replaced by a computer. that was many, many years ago. you've heard of the netflix show "love is blind" where singles go into these pods and can't see each other and date by voice only. a lot of people are binge watching that. it's inspired a couple guys to create a new service called love is quarantine where you sign up with your phone number and up date other people you've never met before on the phone. here is what they're looking for. >> what are they looking for? don't point at me. were we going to hear sound? >> your name, your age, where

empty streets. he reminds people staying home, our furry friends still need quality time. i don't know how the drone picks up after the dog. you have to be a responsible dog owner, do you know what i'm saying? >> right. i was thinking about that. is it a good day for walking the dogs? whether it's raining, cold, or even if it's warm and sunny but we are going to see more sunshine today as we get out the door. here is a look at our drought monitor. we've been talking about how dry it is. the drought monitor was updated just yesterday morning and it still hasn't changed despite the fact that we've had some rain here over the past several days so we can see the areas in the tan color are now under a moderate drought and the yellow indicates where it is abnormally dry including much of the bay area. as we get a closer look we can

see that parts of the peninsula, the east bay, as well as the north bay now included in a moderate drought so as we go into the weekend there will be one dre day today, all dry tomorrow and more rain coming in. that's the storm i'm pointing at that we'll see. as that approaches more scattered showers continuing so this is what it looks like as we saw it rolling in. some significant sierra snow and the next several days our seven-day forecast will be warming up just briefly and will cool down and get some waves of rain coming in through the middle of next weekend. it looks to taper off by next thursday. several days of rain in the forecast, make. it's all dry out there right

welcome back. it's 5:25. happening today the nation's second largest nurses' union is adding to the chorus of health care workers asking for testing. national health care group is demanding testing for all americans. this comes as nurses in the central valley raised concerns about a shortage of medical equipment. and yesterday dozens of nurses protested outside of kaiser permanente's facility in santa clara demanding more equipment as well. the company says it is making sure it is made readily available to its workers in the wake of increased demand. florida's governor says, quote, spring break is done. closed but he says the state will enforce the guidelines to limiting gatherings to less than ten people. still the "today" show talked to some spring breakers who just arrived in florida ready to

historic statewide mandate to stay home. >> there's a mew actuality and a recognition of our interdependence that requires of this moment that we direct a statewide order for people to stay at home. >> the data shows more than half the state could become infected in a matter of week. people of all ages are contracting the virus. 448 cases are 18 to 64, 13 cases are children. more than 200 cases are people 65 and older. as the cases grow, local hospitals are rushing to meet the demands for testing. our live team coverage ahead. let's get a check of our

forecast and kari hall, a cooler start to our morning. yes, we've seen the temperatures starting out in the upper 30s in parts of the bay area. the seven-day forecast. we have a lot more changes coming our way over the next few days. today there will only be a slight chance of rain especially in the south bay and then we'll see our temperatures reaching into the mid-60s. for the inland areas tomorrow, 70 and sunny and we are going to have such a beautiful start to the week, more rain will come in by sunday. mike tracking the roads. i know it's probably flowing pretty well. yeah, no rain and no other cars really to slow you down either. we do have issues, look to the big view. no major problems. i'm showing you traffic flowing across the richmond/san rafael. we see a mark on the map.

interesting point, i just called a hotel down in los angeles to see what they're doing after this stay at home order statewide and that hotel tells me they are still open for business. you should double-check on your reservations and make plans for your spring break accordingly. reporting live from highway 4, i'm sharon katsuda, "today in the bay." >> might be a stay-cation. 5:36 right now. out of school. districts around the bay area have been handling the school closures very differently, some sent home packages of instruction for distance learning. others have parents looking for help elsewhere. "today in the bay's" kris sanchez joins us live from her home where she's been social distancing. your kids are at home sleeping. we'll keep it down. let's talk about what's going on out there, kris. >> reporter: the fire alarm went through one time and they slept through it. that's the lucky thing for me. we're still struggling and trying to figure out how our

long-term educational needs are going to be met because we haven't gotten a lot of guidance from our district. we're in one of the bigger districts in the state and they clearly have a lot of infrastructure to worry about before they can start pushing this out. whether stay in home or shelter in place order for the entire city a lot of families will be doing some that have learning at home. we did find some resources, bay area nonprofit is offering up educational resources for early learners on through high school. scrambled to send kids home with a continuous learning plan. some of the resources are also available to parents in other districts. also videos like this one good for getting the kids exercise while they are cooped up. the good news is that it is

still okay to go outside and play so long as the kids maintain social distance. it's okay to go for a walk, also okay to walk the dog. some suggestions from teachers and home schooling parents, set a schedule and get the kids in on planning so they own that as well. change out of your pajamas. other home schooling parents say it's okay if you don't. set aside a quiet space. a designated spot to do their work and keep a regular bedtime because that will make the learning process easier. i also put this question out on my facebook page asking teachers what do you hope for that the students will do. maybe do a baking exercise and talk about math that way and at the end of the day remember you're not their teacher, you are their parent. if they need comfort, do that instead and don't battle it out over schoolwork because that will take care of it themselves.

make sure the kids are okay emotionally and definitely don't expect them to sit still for six or eight hours. one fell out of her chair just yesterday. >> and a big thanks to all the teachers for what they do. it's 5:38. the first internal testing for the coronavirus is now in place. uc davis medical center's tests are run through a machine, and the results generated at the hospital. instead of being sent to a commercial lab. the hospital says this is a game changer in the fight against the pandemic. at this point it can only administer 20 tests a day. it eventually plans to test 1,000 people. >> testing right now is for those people who are actively sick, critically sick, with the virus. >> now under the plan patients could receive results the same day they get that test. san francisco's coronavirus

testing efforts are getting a big shot in the arm thanks to facebook founder mark zuckerberg and his wife. their philanthropic group is joining forces to bring more testing online. within the coming days ucsf he can inspects to run 1,000 tests per day, more than ten times the current number. 5:39 right now. homeless advocates are scrambling to help the homeless make it in the bay during the coronavirus epidemic. governor newsom now says the state will give local governments $150 million to help house the homeless. government leaders are trying to rent hotels and build temporary housing to isolate confirmed cases and prevent the spread among the homeless population. it's 5:39 right now. stay at home. he's what mike is doing today but continues to bring us the traffic news out there. how is it looking? it's looking very light. i didn't even drive in to the station so that's a good portion of drivers out.

we have changes for the loss of commuters on transit. let's talk about vta right now. vta has some big changes effective immediately for vta bus lines in the south bay and all in an effort to better protect drivers and operators. they will not be collected. they can enter through the rear doors only not past the driver unless they need the front door ramp for assistance. all areas around the bus operators are being taped off which will seal off access to the fare boxes and the clipper card readers and will allow those bus drivers to have a little smoother ride without as much interaction. the crash and debris at the off ramp as you watch out there getting off west 580.

our temperature trend for martinez starting out in the very cool temperatures in the low 40s. as we go throughout the day reaching the low 60s by early this rain coming up. very cool speeds, they are the speed limit. the san mateo bridge, how very smooth the drive. westbound to the peninsula. there are a couple of patterns i'm noticing on the chp report. thanks so much, mike. it may seem like weeks ago now passengers from the "grand princess" cruise ship are ten days into their two-week quarantine. "the chronicle" learned two-thirds of the 850 people there have turned down coronavirus testing. a source tells "the chronicle" passengers don't want to get screened because testing

positive would mean a further delay in their release. the government cannot force a test. before the ship docked, vice president mike pence made reassurances all would be tested. the census bureau is suspending field operations for two weeks while it searches for wa ways. they will start knocking on doors in may to remind people to fill out questionnaires. so far 11 million households answered the census questions. the president has been asked why he seems to be giving out information different from what his coronavirus team has said. scott mcgrew, our own hallie jackson was asking that question. >> reporter: yeah, among others. good morning to you. the good news is we're getting a lot of information from the government in these daily press conferences. some of which the president is attending. we're getting conflicting information.

the head of the fda had to contradict the president over whether the fda had approved a drug to fight coronavirus. the president also misspoke when he said that the drug, which is normally used for malaria, would slow the rate of infection. in fact, it is used once a patient has covid-19. now about the same time that the president was speaking nurses at kaiser permanente santa clara were demonstrating angry they don't have enough surgical masks. the president said there are many more masks coming. >> i cannot explain a gap. i'm hearing very good things on the ground. they had a ramp up, an obsolete system, and they had a system simultaneously not meant for this. a pandemic or an epidemic of this proportion.

to 65 degrees in san jose. some spotty showers coming through. the rest of the bay area is all dry, so as we check out the rest of the forecast we are going to see a chance of showers coming in as this storm system i'm pointing out moves in by the end of the weekend. it comes in on sunday, brings off and on rain until the middle of next week. as that does move in we are going to see not only rain but much cooler temperatures once again. we really only have about one good day of no rain chances, and that will be saturday as we look at the seven-day forecast. going into early next week look at how those temperatures drop off. 69 degrees on sunday to 59 degrees on wednesday. that's the story going into the middle of next week. how is it looking on the roads? we're going to plan those dog walks first of all, kari. i want to reassure folks we have

or have your prescriptions delivered whenever you need us, we're always just minutes away. walgreens. if you find yourself suddenly out of work because of the pandemic, what do you do? chris chmura is here to answer some unemployment questions. >> reporter: we want to help you understand who is eligible and how much money to expect. you'll be looking for the edd. that is the employment development department. it handles all unemployment claims. edd told us if you get laid off, furloughed or hours cut you are most likely eligible. one big exception you are not eligible if you are self-employed.

now if you are eligible let us show you the steps. edd says you have to file right away. the same day you are let go if possible. here is how. online or by phone. this is the web address and this is the phone number you need. edd says you cannot just show up at its office and apply in person. you must file online or by phone. a state worker will interview you to make sure you are following the rules. that's a state run jobs search website. if approved edd says you'll receive between $40 and $450 per week for up to a year. that amount depends on how much you earned at your previous job. it could take a few weeks to kick in, though. edd says it's dealing with a surge in applications right now. and one way they say you might be able to speed up the process is by debit card which they'll send you inhe mail.
