a very good morning to you. it is 7:26. i'm laura garcia. within the last few minutes the white house tweeted out a big change for tax day you need to know about. the deadline is being pushed to july 15th instead of april 15th to give americans everywhere some additional time. california is waking up under a shelter at home order. it's like the one already in place around the bay area but now covers all 40 million californians told to stay home if at all be possible. if no action is taken, governor newsom says infections will skyrocket in the next eight weeks with more than 25 million becoming infected. you can go out for groceries or gas, see your physician or check with your bank to make sure

we know in los angeles it's a manufacturing and trade center, we've got to get you the goods and the rest of america to save the country for the pandemic there's an exemption for the stores where you have to get your food, hardware stores, some very basic things. infrastructure construction continues. so there are a number of places where people can still work but they have to distance themselves right now during this critical period. >> mayor, governor newsom said something i found completely shocking and surprising. he said at the current rate of infection, it is likely -- likely that 56% of the state of california, that's 25 million people plus could have this within eight weeks that number -- i was like, does that even seem plausible >> yes all the folks we've been talking to that do the data analysis and project this and look at history, 1918, others say that is absolutely plausible, which is why we took these steps, hopefully not to get to that number there will be millions of people

who do get this, most of whom will come through this very strongly but for the folks that we care about and to the young people especially across this country, who think they are immune, they are young, this won't affect them this is coming somebody you love will be killed by your actions if you do not distance yourself. >> i think a lot of people want to know about expectations i think if someone said, well, you're going to be in this situation for weeks, it would put your mind at ease. if i knew i had to put myself in this situation for months, it would change my head but at least we'd understand where we are. what's your best guess you'll have to keep this going in your state to see results. >> experts say you won't see the results for 10 days. my expectation, the order was for a month. my for a month. my expectation is it could be twice as long as that. if you look in china, it was a two month stay at home order, and i think that's the only way

you flatten that curve. >> lastly, i just want to ask you, you had a doctor from california, ucla on yesterday, and he was talking about the equipment and shortages. he said we have enough protective equipment for two weeks. all i could think of was oh, my gosh, what happens in two weeks. as the mayor of that city, what does happen in two weeks when your hospitals run out of things that they need >> we are mobilizing everywhere. more tests, more equipment, going to rural clinics and seeing if they need the supply you saw the donations from tv shows and others we are looking everywhere, and we also manufacture a lot in l.a. we hope to help not just california but all of america, some of our apparel manufacturers, this is our time to come together as americans. there's no protective moat around any city, state, country and immigrants here folks picking the food we're eating, driving the trucks, and

coronavirus pandemic this morning italy is bracing for an extended lockdown after an ominous development in the outbreak there that country has now oveaken ito coronavirus deaths nbc's matt bradley is in rome for us matt, good morning to you. >> good morning, savannah. those soaring numbers you mentioned, they are rising even though there's been a nationwide lockdown in place for well more than a week and now we're just hearing italian media that the military might be called out to enforce that lockdown even more. today italy has passed a deadly milestone. more people dead from the virus in italy, 3,405 than in china, a much larger country where it originated last year italy with more than a third of the deaths of covid-19 worldwide. >> how does this happen to italy? why italy? >> essentially was a perfect storm.

wasn't taken seriously at the beginning. everybody thought it was a distant problem coming from china. >> in northern italy, the heart of the outbreak, army trucks were called in to carry corpses out of the city for cremation. a viral vide shows page after page of obituaries in the local paper. the health system nearly buckling under the pressure. hospital workers sharing images of daily trauma. unfortunately we can't contain the situation, says this nurse in milan there's a high level of contagion and we're not even counting the dead anymore. many health workers even falling ill themselves. >> have any doctors or nurses you know of contracted the virus? >> that i know, at least 20. >> thirteen medics have now died from the disease from one american in rome, enforced solitude back home. >> we all here in italy are fighting, a, loneliness. b, fear. but i think the worst of all of it is the uncertainty of what's to come.

yes. >> describe what life has been like for you the last few weeks. >> initially it was -- we didn't understand how serious it was. they canceled school, they canceled church, they canceled sporting events. i guess we should have known in italy if they are canceling church and school and soccer, that means there's something big going on we thought, stay home, limit our movement a little bit. then as the numbers continue coming in, we kept seeing the number of cases rise and the number of deaths rising and got a little more sad, real. but then at the same time we have two little kids in the house, so we can't just sit around feeling everything all the time we have to be hopeful for the kids so we've tried to just have a family schedule that the kids know about that we kind of stick to every day, so they can have their routine.

we switch out the kids, who is going, versus who is on the phone. we're ministers here so now we're trying to do things like help some of our members find groceries and talking to people, praying with people whose relatives are in the hospital with this virus so it's pretty intense >> yeah. what is it like -- you're in northern italy, which is in the heart of the outbreak really is. are you able to leave the house at all, for example, to get groceries, something like that, step out and get fresh air if you keep your distance, or are you truly locked in your house >> so we are very lucky because we actually have a little tiny private yard outside of the house that we rent, so we can step outside and be in the fresh air. most people can't. you are allowed to go to the grocery store, though i heard that they just placed more limitations on that. i haven't even read up to know

what those are but we've gone to the grocery store once in the last three or four weeks my husband waited outside in line standing 1 meter apart from everybody. they let a certain number of people in at a time. have you to keep your distance and then you go home right away. you have to have a document that certifies you leaving the house with your name, your passport number, exactly where you live, your phone number, why you're leaving. if they stop you, they will look at all of that information and make sure you're not too far from home, you're not saying you're going to the grocery store but actually trying to go somewhere else. >> it's just unimaginable that this is happening in italy rachel, so many people are worried that the united states is just a few weeks behind italy in terms of the virus itself just in the few seconds we have, what would you americans, knowing and seeing what you're living there in italy, what would you want to tell your fellow americans this morning about this outbreak? >> i would say take it

if you're a little more than self-employed, if you have a small business, they have expanded small business loans in the federal government so you should be applying asap. i also want you to go to benefits.gov things are changing every day. different states are offering different disaster relief programs specifically, think about it, self-employed, musicians, artists, some of the most creative wonderful people who do our favorite things, we've got to take care of them. >> that $1200 check, when is anyone going to see that. >> should be the next few weeks. treasury secretary steve mnuchin they are trying to get this through. not that it will last forever but people need a cushion. >> claim or file, what are you physically supposed to do? >> go to your state's website or you want to call to get youroyn. here is the thing. there's a really good chance websites are crashing because they are overcrowded

they will be resolved. think of it like old school when you used to get a busy signal when you call someone. young people are like, what's a busy signal. think of it like that. just keep going back to the website and apply for unemployment benefits now. the sooner you apply, the sooner you get them. >> dr. john, we have questions for you. this has come up several times people want to get the message they want to know if you can get the coronavirus twice. >> people worry about passing i on as soon as they recover we don't know a lot about the coronavirus. what we do know, once you get it your immune system is primed to keep you from getting it again we think that lasts a year or longer once you're cleared you're okay to go out and about. >> getting cleared is important. there's a question here, if you have the virus and recover, can you go back to work and what's the time frame >> the time frame depends on whether you have symptoms or not. if you have symptoms and tested positive, there's criteria you have to go through two negative tests within 24 hours of each other or three

days without fever, symptoms went away more than seven days after they started, that's the way you get cleared from there once you're cleared, you can go ahead and go if you're on isolation or quarantine for 14 days, once the quarantine is over you can go. >> a question, my husband works in home service repair appliances they have been asked to continue work unless they have symptoms should he be going into people's homes? >> this is a great question i hadn't thought of. people are going into house to repair plumbing, do different things remember, you've been going into somebody's house if they are sick you don't want to go in there if you're sick you don't want to go in there. if you do go, 6' away, not getting in that distance i'm going to clean everything i touch, clean everything after i touch it if anybody looks sick, don't go in there say i'll come back when things are better. >> the government extending, more information, family first act, for people to be able to take paid leave, even if their company currently hasn't been offering it.

this is an nbc news special news report. hello everybody. we are coming on the air with today's update on the coronavirus. latest numbers as follows. more than 14,000 cases nationwide with more than a third of those in new york state alone. 205 deaths so far in this country and of course we know the numbers sadly will rise as testing ramps up. a big development today. the trump administration announced the tax filing deadline postponed by three months. no longer april 15th. now july 15th because of the crisis. today's white house briefing will be beginning in a second or two. some familiar faces are up there and a few faces we haven't seen at one of these briefings before including secretary of state governor cuomo wrapping up his briefing of new york state. doesn't quite have a shelter in place a la california, but announcing all but that at that

point and talking at one point saying, look, sending a message to young folks that may be playing pick-up basketball. you can't play basketball and stay six feet away from each other. you can. not do it well. the point being, trying to take every measure possible in new york state. read you one quote he said. he's going to continue all of these measures he's been announcing, as the cases go up he wants to tighten the valve. cases go up, tighten the valve some more. if cases keep going up, there's a point he says you've got to close the valve. we're not quite at closing the valve but it's as close as we've come yet. that's at least in new york state. and now here's the president. >> thank you very much. i had a very good telephone conversation, extremely good, with senator schumer a little while ago. we're working on various elements of the deal and the democrats are very much wanting something to happen and republicans likewise are very much wanting something to happen and i think it will.

i spoke with, at length with mitch mcconnell and this tremendous spirit to get something done so we'll see what happens. but my conversation was have good with senator schumer. i thank you all for joining us and i'd like to begin by providing an update on what we are doing to minimize the impact of the chinese virus on our nation's students. with many schools closed due to the virus, the department of education will not enforce standardized testing requirements, very importantly, for students in elementary through high schools, for the current year. they've been through a lot, and they've been going back and forth, schools open. schools not open. it's been all standardized testing and, you know, we're not going to be enforcing that. so i think you can let the people know. i think probably a lot of the students will be extremely happy. some probably not. the ones who work hard maybe

not, but it's one of those things. unfortunate, very unfortunate circumstance. we've also temporarily waived all interest on federally-held student loans. they'll be very happy to hear that and i've instructed them to take that action immediately and today secretary devos corrected feder directed borrowers to suspend student loans and loan payments without penalty for at least the next 60 days. if we need more we'll extend that period of time. borrowers should contact their lenders but we've given strong instructions. so we've temporarily waived all interest on federally-held student loans. that's a big thing. that's going to make a lot of students very happy, and we have more to come on student loans. more good news for the students, but we'll do that at a different time. this morning the treasury department also announced it will move tax day from april 15th to july 15th.

so we're moving it out to july 15th so that people will have time and people will be able to hopefully by that time, will have people getting back to their lives. families and businesses will have this extra time to file with no interest or penalties. we're getting rid of interest and penalties. however, if you have refunds or credit you'd like to claim, you may still file. in other words, you can file early if you are owed money by the irs. other than that, we're moving it all the way out to july 15th. no interest, no penalties. your new date will be july 15th. today our team will also provide an update on our continuing effort to prevent the transmission of virus across america's borders, and i watched what's been happening in california with governor newsom and this morning with governor cuomo and i applaud them. they're taking very strong, bold

steps and i applaud them. we're all working together, working closely together including those two governors but i would say based on the call, the media was there. i think we can say with respect to every governor on the call, every governor, we had all if not all of them, and i would say you could see for yourselves that the level of respect and es spree decorps was extraordinary. nobody angry or upset. we were able to help them and that's what we're all about. we want to help. we're doing things that a lot of people wouldn't be able to do, but the relationship with governors and states is, i think, very extraordinary. especially under the circumstances where this just came upon us. we're working with canada and mexico to prevent spread of the virus across north america very closely. you heard what we did yesterday

with canada. and secretary of state pompeo will be making a statement in a little while having to do with mexico and the border. and chad likewise. chad will make a statement. a joint comprehensive effort in collaboration with our neighbors. the measure and all of those measures that we're putting in place will protect the health of all three nations and reduce the incentive for a mass global migration that would badly deplete the health care resources needed for our people, and so we are working very closely with mexico, very, very closely with, with canada, and the relationship's never been better. we're all working for the same, officials are extremely concerned about uncontrolled cross-border

movement, and that would be mostly and even beyond, but mostly during this global pandemic. every week our border agents encounter thousands of unscreened, unvetted and unauthorized entries from dozens of countries, and we've had this problem for decades, for decades. you know, sorry, but now it's -- with the national emergencies and all of the other things that we've declared, we can actually do something about it. we're taking a very strong hold of that, and we have before, but this is now at a level that nobody's ever approached. in normal times these massive flows, places burden on our health care system. we're doing a global pandemic, they threaten to create a perfect storm that would spread the infection to our border agents, migrants and to the public at large. left unchecked this would cripple our immigration system

overwhelm our health care system and severely damage our national security. we're not going to let that happen. so we have a lot of information and they'll be discussing that in a moment. to confront these public health, the centers for disease control and prevention has decided to exercise its authority under the title 42 of the u.s. code to give customs and border protection the tools it needs to prevent the transmission of the virus coming through both the northern and the southern borders. so we're treating the borders equally. the northern border and the southern border. it's being treated, they're both being treated equally. ale of people say they're not treated equally. well, they are. as we did with canada we're also working with mexico to implement new rules at our ports of entry to suspend non-essential travel. these new rules and procedures will not impede lawful trade and commerce.

furthermore, mexico has taken action to secure our own southern border and suspend air travel from europe. so we're coordinating very closely with the air travel going to mexico and then trying to come into the united states. the actions we're taking together with our northern american partners will save countless lives. at the conclusion of my remarks secretary azar, secretary pompeo, secretary wolff, we're going to be also taking some questions with tony and deborah, who you've gotten to know very well, but they'll be discussing certain things, and i think you'll find them of great interest. we're going to be providing tremendous amounts of detail over the coming days, but a lot of it will be provided right now, if you'd like to find out about it. there's been relationships that have developed with people that,

think in every case, have been impressed and very nice. we enacted legislation guaranteeing paid sick leave for workers at no cost to employers. and i think it's very important. so they get paid sick leave at no cost to employers. we're accelerating the use of new drug treatments. we're advancing legislation to give direct payments to hard-working families throughout our country americans from all walks of life are rallying together to beat the unseen enemy striking our nation. in times of struggle we see the true greatness of the american character and we are seeing that. a lot of people are talking about it. we're in 141 countries from what they're telling me, and some of those countries are really working in a unified manner.
