deaths. another tsa wtsa officers a sjc. also new for you more first responders are contracting the virus. three sheriff's deputies and a vallejo police officer all have tested positive. around the globe more than 41,000 people are infected. 460 deaths. first let's check in with kari hall and a look at the forecast. some drizzle out there. we will start out with light rain, laura, and off and on as we go into today. as we take a live look outside in the south bay looking at some cloudy skies overhead and you're talking about the drizzle this morning as we look at what's happening across the rest of the bay area we have some rain in parts of the north bay. i'll be tracking this as we go

into not only the morning but the afternoon as well. we'll talk more about that in a few minumi tracking a big conce one area in the bay. overall a great drive but we have a horrible problem southbound 17. now we're looking at the map where we're showing you southbound 17 very slow heading past highway 9. our crew, alan, our photographer got there and got information as we take a live look. slowing, just one lane open, one lane is closed for a deadly crash investigation as we're looking down, again, south. at least the freeway as one lane open. the coroner is on scene. the investigation continues. i'm going to say we're looking at at least 5:15 for any hope for a reopen. we haven't gotten that word from chp on scene. the rest of the bay obviously very clear. we'll track everything. back to you. >> thank you very much, mike.

we continue our team coverage of the coronavirus pandemic from the nation's capital to the bay area. >> first, let's get starteded with tracie potts live in washington with more of the action lawmakers are taking. tracie? >> reporter: marcus, they are actually taking action which is the news this morning after several days of the stalled financial package that would roll out checks to people all over the country sitting at home and can't get to work. while you were sleeping the senate's top democrat and the treasury secretary say that they have worked out big differences over this legislation, and we could see a deal this morning and a final senate vote as early as this evening. negotiating late into the night on nearly $2 trillion to help businesses and workers shut down by the coronavirus. >> i think it's very hard to figure out how this bill is going to trickle down to help people like myself. >> the democratic leader --

>> reporter: democrats blocked it thinking a quarter of the money was a corporate slush fund. both sides expect a deal today. >> still a couple open issues but i think we're hopeful this can be closed out tomorrow. >> i'm pleased that our two main issues, workers first, and a for hospitals are very strongly in the bill. >> reporter: as health experts predict the worst is yet to come. >> this week it's going to get bad. >> reporter: president trump wants to reopen businesses soon. >> can't keep it closed for the next -- for years. we have to open our country because that causes problems that, in my opinion, could be far bigger problems. >> reporter: it's not clear his top scientists agree. >> what the president has asked us to do is assemble all the data and give him our best medical recommendation based on all the data. >> reporter: medicine and money dominating washington as 140

million americans are told to stay inside. and with people all over the country, including the bay area, not able to go to work right now, unemployment claims are expected to soar this week. marcus? >> i'll take it from here. i know a lot of people are putting in for those claims. thanks so much, tracie. 5:04 this morning. the criteria for who will be tested for covid-19 in hayward is broadening. yesterday there were long lines. "today in the bay's" bob redell is live where the second day of testing begins in just a few hours. bob, any changes from yesterday? >> reporter: the criteria has changed so yesterday, marcus, unless you had a fever over 100 degrees, you were most likely turned away for free covid-19 testing behind me. starting in a few hours some new criteria, the city of hayward will offer a free test to anyone who meets the following. if you have that fever above 100

degrees, a shortness of breath or other respiratory symptoms. recent travel to europe or asia, recent exposure to the coronavirus, other certain chronic diseases or conditions. if you're over the age of 65. currently or recently pregnant or homeless. now here is a doctor was turned away because he did not have a fever over 100 degrees which was necessary for yesterday. >> i was hoping to get tested because my partner was exposed to somebody who tested positive, and i'm also a physician. i work in san francisco taking care of the homeless. i wanted to make sure that i'm negative so that i don't get other people sick. >> reporter: if you meet the above mentioned criteria you do not have to be a resident or get a referral. there is separate testing for first responders, health care workers with recent exposure, and the results from a lab in

menlo park are expected within 6 to 24 hours of tets isting. up to 370 tests a day between 9:00 and 6:00 here in hayward. coming up at 5:30, what the santa clara department says needs to be done to ramp down the spread of the coronavirus. reporting live, bob redell, "today in the bay." >> thank you, bob. the coronavirus, as you can imagine and you can tell there putting health care workers on edge. many are begging for protective equipment. at kaiser hospital, they are on the frontline of treating people who may be infected with covid-19. last night they held a protest to let people know they don't feel protected. here is what a nurse and vice president from the hospital had to say. all right. we were expecting to hear from them. this video is nonrelated at all to the story i'm doing right

now. it's a different accident. the governor says he's aware of the stress being felt on both sides during the health crisis. 200 sets of gowns, masks and shields are needed to address a hospital system over the course of the 90-day period. sutter health is asking for help to donate public equipment for nurses, doctors and first responders looking for brand-new n95 masks, protective goggles, gloves and hospital gowns. all the items must be in their original packaging. if you want to donate contact your closest sutter health about donation locations. as more states issue their own shelter at home orders, many businesses say they may not survive or won't have the same number of jobs as they do now. some need more workers than ever. "today in the bay's" kris sanchez joins us live with who is hiring. kris? >> reporter: this may not be the

time you're going to find your dream job but if your goal is to stay afloat during this really uncertain time there are companies that are hiring right now. let's get to those now. it's probably no surprise to you your local grocery store, pharmacies, they are hiring. cvs is adding 50,000 jobs across the country. some are temp raerp but some are full time and part time. if you already work for cvs, you'll get bonuses and other benefits for working through this time. walgreens announcing this morning, as rahel solomon toll us, they're going to be hiring. our grocery stores are hiring includes safeway, costco, walmart adding staff. walmart announcing $550 million in cash bonuses to reward workers putting in extra hours during this time as well. dollar general also hiring and they're hiring fleet workers as well. with so many of us ordering essentials online amazon is also hiring. they are adding 100,000

full-time and part-time positions and they're paying employees $2 more per hour. a lot of you are supporting your local businesses but national food chains are adding jobs like domino's and papa john's. right now the unemployment numbers do not look very good. the projections are really dire. in the u.s. 500,000 to 1 million layoffs could happen next month alone. california is estimated to lose 600,000 jobs by the end of the summer. it's good news there are some companies hiring but at the same time there are going to be so many people looking for work as we emerge from the shelter at home and our businesses don't need as many people as they did before perhaps. hoping if you need help you can go to our website, find a full link to all of the jobs that are available and the companies that are hiring. >> a lot of people may need to head back to work. right now. with the summer olympic games in

limbo more and more athletes are making it clear they would rather see the games postponed. we spoke with former cal swimming star nathan adrian who has put his training on hold. >> i think realistically it should be postponed a year until this is very controlled and a vaccine is in production or on the horizon. >> adrian says with the shelter at home order in effect he's avoided swimming. a postponement would be a relief. nbc sports, the broadcast home of the olympics, issued a statement saying it would stand behind whatever decision the ioc makes. while the ioc may not make a final decision until next month, some nations like australia and canada have already pulled out of the summer games. some ioc members seem to be getting the message. the "today" show will have a closer look following "today in the bay" at 7:00 a.m. more quarantined passengers from the "grand princess" cruise ship will be released in places

including travis air force base. that ship docked at the port of oakland 15 days ago. passengers are being released through thursday. this is according to when they first disembarked. the cdc this week reporting nearly 80 people from the ship have tested positive from the coronavirus. some passengers refusing to be tested while in quarantine. taking a live look outside this morning, walnut creek and emeryville, no traffic out there. an unintended effect on air quality, improving everywhere. scientists seeing the same thing that stay at home orders have been issued. a look for the silver lining in anything we can these days. some clouds in the sky creating some rain out there. >> it's been good, laura, to see a lot of the rain moving through in the month of march after such a dry february. that's also a plus that we've seen in our weather department

as well. some off and on showers possible anywhere across the bay area. so that is what we'll see this morning going into the afternoon and by tomorrow we're going to still see some of the rain showers lingering. so i'll have more on that and how much we may see coming up. mike tracking the commute with one major issue. we're taking you out to the scene, southbound 17. one lane is closed and one lane is open. the deadly crash blocking the right side with the investigation, an overturned vehicle overnight. still working on the details but the slowing on our maps is the problem. getting down past highway 9, past highway 9 is the big problem heading to los gatos to the santa cruz summit. the rest of the south bay moves smoothly as you would expect there and the rest of the bay. i'll give you an update coming

right now at 5:15 a live look outside in dublin. we are going to see our temperatures starting out in the upper 40s but only making it into the mid-50s today as some rain moves in. keep the umbrella handy. we'll talk about more of that rain coming up in the micro climate forecast. and during the last shot we saw the tow truck arriving on scene so that should mean progress. we'll give you the update. thanks so much. as we've reported the senate

looks like it's much closer to a deal on a massive stimulus package. >> scott mcgrew, that has wall street much happier this morning. >> reporter: marcus and laura, we could see a 720-point jump on the open and i'm probably one of the only people who has a futures board in his living room. let me blow it up so you can see it as well. we are hoping that wall street will be happy with a deal in the senate, that stimulus bill keeps getting bigger. could be a vote this afternoon. republicans wrote money with not nearly enough oversight. chuck schumer, the leader of the democrats in the senate, has been talking constantly with treasury secretary steve mnuchin on how to put more oversight on the crash. both sides want the money, they want the stimulus. the question, the difference is where do you put the money? republicans, for instance, saying let's give it direct lip

to the american consumer, some saying let's give it to the state because then we can back up the unemployment insurance. or do we give it to the business to stop the unemployment to bin with. all of them are correct answers, we think. they're just a difference of opinion. we did get word that applications for state unemployment insurance up about 4,000%. president trump would like to see people go back to work. his daily press conference with dr. fauci noticeably absent for a second day. mr. trump said he thought america would be returning to normal in a matter of days or weeks not months though he acknowledges medical experts disagree with that. he also tweeted in all caps we cannot let the cure be worse than the problem itself. at the end of the 15-day period, we will make a decision as to which way to go. so that would be monday. it is entirely possible by this coming monday perhaps we will have slowed the virus here in

california, but we're sheltering at home. marcus and laura, you've seen the pictures of people in florida not doing any sheltering and gathering together. the argument is they haven't even begun their 15 days and if we have it solved here it would just take one person on one flight from, say, florida or another state people are out and about, and it would undo much of the hard work we're doing by this shelter in place. >> heeding the warning here, too, having to close parks just because of it and beaches. thank you very much, scott. 5:19 for you this morning. many grocery store chains are stepping up and taking action. safeway installing plexiglas barriers. some stores have taped off six-foot markers to help people. safeway, target and walmart all giving their workers a $2 raise

did you all feel that yesterday? there was a big drop in our temperatures and so we're going to have it even cooler going into today. let's get a live look outside in san francisco starting out with some clouds and we will at times see some light rain passing by. as we check out our forecast and the high temperatures for today we're reaching up to 55 degrees in morgan hill. this is about ten degrees cooler than normal and we are going to also see some upper 50s for much of the east bay, vallejo reaching 56 degrees. 55 in pleasanton, and then some mid-50s for san mateo. 55 degrees there. 55 in the mission district. the north bay high up to 55 in sonoma. looking at what's happening here. so we've seen some light showers moving by but more measurable rain in parts of the north bay and then as we go into the rest of the day off and on showers in the forecast and we talked about once again a big drop in temperatures and some rain

coming through. but the rain will be so scattered it will be hard to tell you exactly where we could see the rain and when but we do need to make sure we have the umbrellas handy going into today. at 2:00 mid-50s. we see the showers overhead. and while we get some rain the sierra will get more snow and that's going to be some great news going into the next couple of days. more than a foot of snow expected between now and the weekend. we will see several systems passing by but as our seven-day forecast shows it won't be as rainy over the weekend, but there will still be a slight chance of showers early on sunday. i'll be tracking that for you as our temperatures warm up. check out monday, 74 degrees and sunny. mike, you've been tracking the commute and we have just one incident right now you're tracking. it is a major incident, the worst thing i have to report which is a deadly crash that happened overnight, folks, on

southbound 17. we'll start with the bad news there, the person died, a roll over vehicle, a big crash. it's tough to see because chp is effectively blocking our shot. we don't want to see all the damage anyway. we see the flashing lights, though, with the tow truck arriving on scene. the flat bed tow has yet to remove the vehicle. the right lane is still blocked. the coroner, i believe, has finished the investigation there. we look at the map. highway 9 down to just past the summit heading north to the rest of the silicon valley a smooth, easy drive. the rest of the commute a smooth, easy drive. do be careful. you may see light rain as kari is talking about. 5:24 right now. our coronavirus coverage continues. still ahead next on "today in the bay" the u.s./mexico border is closed right now. the national guard is there manning it. the reason they won't be leaving for months.

welcome back. 5:27. u.s. cases of coronavirus are topping 43,000 cases and to no surprise some of those florida college spring breakers are among the infected. at least five stinudents from t university of tampa tested positive. they all traveled during spring break. it's unknown how many students

have been exposed. florida is requiring anyone flying in from new york or new jersey to self-isolate for two weeks. the recent use of national guard troops to assist in the pandemic reportedly will not impact their presence at the u.s./mexico border. more than 5,000 national guard troops deployed at the border ever since president trump declared his national emergency last year. the guard tells the "l.a. times" they will remain in place through at least september. next, the top stories we're following on "today in the bay" including across the state, the lockdown remains in place but there's growing concern about large crowds in parks. plus, hundreds across the bay area are out of work amid the crisis. next, a live report on how you can sign up for unemployment benefits.

a very good morning to you. thanks so much for joining us. breaking news just in to our newsroom. the olympics officially postponed for one year. now tokyo 2021. thank you for joining us. i'm laura garcia. >> we're working on stories that impact our team as well as you at home talking about the coronavirus crisis. we want to get you the latest this half hour. the number of cases in the bay area continuing to climb. santa clara has the most with 321. there are n 17 reported deaths. a food maxx closed for cleaning after an employee tested positive and died.

the employee became infected while traveling. >> around the world 330,000 people are sick and more than 14,000 have died. also new the lockdown in wuhan, china, where the virus broke out, will be lifted on april 8th. that comes as china reported no new infections there as of late last week. >> live team coverage ahead. first meteorologist kari hall is tracking the forecast for us. we were not getting enough rain for so long and now the rain doesn't want to go away. right, i think we'll take it. we're supposed to be getting rain. right now it is a weak one and will bring in light showers. some of the more measurable rain has been in the north bay. we're watching out for that and the rest of the day. more coming up in a few minutes. mike has a heads-up for you as you head out the door. that's right.

the testing. starting today the criteria has changed. a free test to anyone who meets the following, not only if you have a fever above 100 degrees but if you have shortness of breath or other respiratory symptoms, recent travel to europe or asia, recent exposure to the coronavirus, other certain kronks diseases or conditions, over the age of 65, currently or recently pregnant or homeless. you do not need a referral from a physician. you don't have to be a resident, immigration status does not matter. separate testing for first responders and you could get results from a lab from menlo park within 6 to 24 hours of the test. up to 370 tests a day. it is free and open to the public between 9:00 and 6:00 here at tennison park. much more widespread testing. the department itself only able

to run 100 tests a day and these are tests they receive from the cdc. commercial labs are running tests but they're not required to report the negative results, only the positives. the department wants the labs to report the negative information to get a better grasp on how many people have been tested in the county, crucial for determining the rate of spread. 647 individual patients have been tested thus far. 321 of whom have tested positive. reporting live in hayward, bob redell, "today in the bay." now let's talk about social distancing. people are just ignoring to stop the spread of the virus. "today in the bay's" thom jensen live as the governor prepares to make some big changes as soon as this morning, thom. >> reporter: he does and the example is what we have right here, an empty parking lot. that's what we want to see the

governor closing all of the parking lots. all up and down the state, does not want to see scenes like we saw over the weekend where beaches were packed with people. the parking lots were packed. the thinking is that if there's no parking people will stay closer to home to get their exercise and not create more of those scenes. he would normally love to see this but it is virtually impossible to be socially distanced in these environments. >> when you're out there and you can't find parking at a beach it suggests you're not going to practice social distancing and may suggest you may want to find a new location. to make it easier for you we'll shut down all state parking lots. >> reporter: it is not just here in california. of course we've seen scenes all across the country, you were talking a few minutes ago about the spring breakers in tampa

spreading the virus and so many people getting sick and other spring break partying and viruses spreading, mardi gras. and i also want to talk to people about what we're doing as we come out to pacifica and other locations. we keep harping on this but we are practicing all of toes good hygiene measures, being obsessive as we keep you up to date on this growing pandemic. thom jensen, "today in the bay." >> that's a very important point to make, keeping their distance even in the interviews. stay safe. building inspectors are prioritizing safety over blight concerns when it comes to boarded-up businesses. many restaurants and retailers like these in union square did so when governor newsom first ordered nonessential businesses closed. but taggers have since targeted some of those properties. the city's building inspections department tells the chronicle in normal times property owners might be cited but these are not normal times.

bay area families are feeling the financial stress of shelter at home order after losing their jobs and their paychecks.zoining us live. there is now help available. >> reporter: these are really tough times and the times could get even more difficult as we move forward. et projection is that california could lose up to 600,000 jobs by the end of this summer depending on how this coronavirus shelter at home order resolves itself. right now you might just be home for the duration of the shelter at home order or you might be taking care of somebody at home. some jobs will not be available. a lot of small businesses and restaurants tell us they are in deep trouble. if you are sick at this point you do have help available. first paid sick leave under california law you are allowed to use that first. if you are sick for a while you might be eligible for disability benefits. the governor ordered the waiting

period waived so people don't have to take an extra week before they can apply. if you are infected on the job, you would be eligible for workers compensation and if you are caring for a family member apply for paid family leave. if you are se-e is that $1,200 assistance check coming, we're still waiting for the feds to figure out how they're going to make that happen. of course we have all eyes on washington. if you own a strong business you can apply for expanded benefits under disaster relief. go through benefits.gov. if you need to apply for unemployment benefits you want to get that done as soon as possible. if youan't get through or you go on to the website and you can't get through that way as well keep trying because the system is overloaded with people that are potentially out of work at this point. the asset benefit and information. the site is overloaded but it will work at some point.

you have to keep at it. the perfect time to do that since we're all sitting at home anyway. kris sanchez, "today in the bay." a live look at sfo where international travel has all but dried up in the wake of restrictions here and abroad. still some international flights into the bay area and aricrivin passengers are not always heavily screened. only americans arriving from certain red flag countries are subject to thorough screenings. china, iran and anyone in the is now rampant as of now will not receive screening or be told to self-quarantine. the president announcing the october 1st deadline is being extended for the real i.d. once the deadline hits the real i.d. will be required to board u.s. flights and enter most federal courthouses.

the new deadline will be announced soon. right now we want to get a look at the commute this morning. there was that tragic accident this morning. >> it's still going on. a deadly crash. only two lanes but chp, flashing lights. the map shows a mild slowing. we still don't have word from chp but the coroner has done the report and things are moving smoothly on those speeds. overall it looks smooth. we'll talk about heading to castro valley coming up. all right, mike. cloudy skies overhead and spotty rain across parts of the bay area. a mostly cloudy start. spotty light rain and drizzle. some of the heavier rain over parts of the north bay. santa teresa in the upper 40s

the l.a. mayor says it's limited to certain at risk groups. mayor eric garcetti tweeted people eligible for testing first are those who are 65 and older, people with chronic health issues and anyone facing a mandatory two-week quarantine due to exposure to the virus. testing will happen at two locations. people can schedule a test by answering the questionnaire. the pandemic grinding the legal system to a halt. the chief justice ordered all jury trials suspended for the next 60 days because the courts are unable to operate as usual with social distancing and the difficulty of assembling juries with so many parents attending to children's schooling. there will be exceptions when there's good cause to continue or when a trial can proceed with remote technology. 5:46 this morning. and president trump is saying he wants to reopen america sooner rather than later. >> scott mcgrew, as soon as next monday.

>> reporter: yes, quite possibly. laura, that would be the end of the 15-day period that president trump is talking about. president trump clearly wants to get america back to work. >> ameri open for business, ver. a lot sooner than three or four months as somebody was suggesting. >> reporter: now we have noticed, a fair the president has completely acknowledged he tends to be very positive in these press conferences. he was very positive about the efficacy about certain drugs. the president acknowledges he wants americans back to work in days or weeks, but that opinion is not shared by his medical experts. notably absent from that press conference was dr. fauci, who

contradicted the president in the past. on saturday after the president said he wasn't aware of doctors complaining about insufficient supplies, fauci said the administration was aware and sympathized with the doctors. in an interview with science magazine fauci said when trump speaks he does it in a way that i would not expect it because it could lead to some misunderstanding about what facts are on a given subject. fauci went on to say with this magazine interview he can't push the president away from a microphone when he makes incorrect statements, but he said the president does listen to him. the senate is inching closer to a deal to pass the largest handout in american history, nearly $2 trillion stimulus. there could be a vote in the senate as soon as this afternoon and then it goes to the house. i'll have a live interview with california congresswoman jackie speier coming up. we're updating everything happening when we're not on air.

we're doing it on twitter. follow me there. i'm @scottmcgrew. >> thank you so much, scott. 5:48. joining us on the phone to talk more about the outbreak and what the state is doing is state senator jerry hill this morning. good morning. thanks so much for joining us. >> good morning, laura. happy to be with you. >> i initially first thought of you when i heard i would be interviewing this morning talking about seton medical center because everything that was going on, that center on the verge of being shut down now acquired by the state of california to help treat the coronavirus victims. what do you think of that? >> i think it's wonderful and it certainly will sustain seton hospital for a number of months and hopefully we can keep that hospital open. it's critical to the care of the northern part of san mateo county, but i think the governor has done a phenomenal job so far. as you look at the facts as they came in the governor took action. it was timely. it was appropriate.

i think it's been measured as well. >> he's been aggressive and at the forefront trying to get things done and it sounds like the president is mentioning him very often in his addresses there. what can you tell us that you're doing, that you're able to, the state capitol building shut down. i would imagine you are working from home as well. >> i am. i have a computer, an ipad and a phone and it's going constantly. we're really trying to make sure our residents in those critical care facilities can navigate the shelter in place to make sure they get the attention they need, the information they need so they can carry on business as much as possible today. >> what about -- you know, i'm getting messages and emails from a lot of concerned hospital workers as well. are you finding any of them reaching out to your office requesting help when it comes to this lack of supply? >> well, we've heard some of

congressman eric swalwell is saying thank you. he put out a call on twitter for n95 masks to be donated to first responders. following his request 150 were donated to a hospital in the district. hospitals across the country are raising the alarm about a shortage of protective equipment during the pandemic. celebrities are now trying to deliver a message to anyone not getting it just yet. we do hear every morning as well and that's to stay at home. that includes lieutenant dangle from reno 911 and called into action by santa clarita deputies. >> stay at home and also be a delight and don't go to the store and buy up all the mac n cheese. >> i guess i need to watch the show to understand it. >> i was thinking the same thing. okay. >> snoop dogg is also trying to lead the effort. he posted a video telling everyone the longer you stay

outside, the longer we're going to be inside. >> who wears short shorts. >> obviously that guy. >> absolutely. meteorologist kari hall, i know you've been tracking what we can expect with the weather today and there's some rain in the area. yes, we will see it off and on this morning. it's also cool so make sure you're wearing a warmer jacket and you have that umbrella for today. let's get a look at where we're seeing the showers right now as we take a look at the radar. mostly across the north bay with mist and drizzle elsewhere for the bay area. a closer look we can see the rain from santa rosa down to san rafael and also extending up to the clear lake area. as we go into today we're going to see the waves of showers coming through as a cold front passes the bay area and it's going to be fairly active today as we get the possibility of light to moderate rain but overall we're not going to see any really heavy rain going into the rest of today and it will

continue into tomorrow. so we do have some waves of showers in the forecast that we'll see. a rainfall total will be from a quarter to half an inch of rain over the next few days. really great to see the rain in the forecast and as you head out the door, mike, it may be a little slick in some spots. all right. so that's what you have to watch because there freeway speeds so careful. we're watching a safety concern for folks heading south through los gatos pass here. the deadly crash which continues to progress. flat bed tow truckloading that overturned vehicle. the deadly crash involved with just this car south 17 just past the cats. that slows you on the maps. as it starts to clear we may see more slowing as they pull the tow truck onto the roadway. the crash east 580 to san leandro looks like it's clearing. back to you.
