bay, and getting away from the people expecting to take vta this morning. >> reporter: yeah, a lot of folks that use mass transit are bay bridge, a vehicle was cleared on broadway. essential workers at this point and don't have another choice to just police activity leftover get where they are going. and we just heard from the vta here, guys, just writing a ticket. back over to you. spokesperson and they are trying to figure out what possible as we start out, we will exposure might have been to the public. all vta train operators will have chilly temperatures, mike. stay home for the foreseeable as we go into today we will see future, until they get more a slow warmup happening. we do have a frost advisory in instructions or are effect for parts of the north bay. wanted to give you a heads up on that, because we started out with 20s and 30s, and then the lingering showers for the peninsula. we are seeing some very chilly temperatures as well as some spotty rain that will stay with us after today. we will have more on this and we will take a look ahead at the weekend knock coming up in a few minutes. >> sounds good. we will check back with you,

kari. there are now more than 1,100 coronavirus across the bay area, and the u.s. has more than $54,000 confirmed cases, and nearly 800 people have died. america's largest ever stimulus bill is one step closer to reality this morning. it will provide $2 trillion in relief for americans hit hard by the coronavirus crisis. senate lawmakers passed the bill last night and it now moves to the house for final approval. the package includes immediate relief for a lot of americans, and $1,200 for anybody making less than $75,000, and 2,400 for families making less than $150,000, and it includes $500 per child. and nancy pelosi is calling it a victory, and the president is urging quick action from the house. >> i encourage the house to pass

this vital legislation and send the bill to my desk for signature, and we will have a great signing and a great day for the american worker and for american families. >> congressional democrats were able to turn upsidedown the bill presented at the beginning of the weekend. it was a trickle down corporate bill and it's a now a bubble up workers bill. >> it will have expanded unemployment benefits for laid off workers. the house likely will not hold a vote until tomorrow at the earliest. this morning more people will descend on the free hayward testing facility that opened this week, but fewer people will be tested. sharon, explain this. what is the cause of the backup? >> reporter: well, people started lining up here as early as 4:00 a.m. this past week, and

we are exsphebgtipecting to see again this morning, and this place doesn't open until 9:00 this morning. this is how it has been the past several days, and today the plans to test only 100. yesterday they had to turn away and close the site early because they ran out of tests. >> if you have fever, we will get attest, and being over the age of 65 if you traveled outside of the country, especially europe or asia. >> the people who have been tested will have the test sent to this lab and the lab quickly turns it around so people will get their results. >> the quicker we detect the patients are positive, the quicker we can stop the spread. >> takes to four to seven hours to process. >> they are overwhelmed by all of the tests coming in now from the hayward test site. the community is working to get

the results out to the concerned bay area residents. some of the folks turned away, we interviewed them and they are frustrated and concerned about being turned away and not getting the test and continuing community spread. reporting live in hayward, i am sharon sz. some people sick with upper respiratory infections as far back as january now wonder if they had covid-19, and they are wondering if they built-up immunity to the coronavirus. and bob, i have seen a lot of people talk about this online. what does the infectious disease experts say about this? >> well, it's hard to know, marcus, because there's no covid-19 antibody test. my wife and i included were sick, and we had cold-like symptoms and we were diagnosed

with upper respiratory symptoms, and is it possible that we had covid-19 back in january and didn't know it. she pointed out the wintertime is our flu and respiratory infection season, and for somebody like me and my wife to have it, it would be possible if we just returned from china or were on a cruise ship, but more than likely she said it was one of the other local viruses. right now there are seven human coronavirus, you have covid-19, mers, sars, and four others that cause symptoms like the common cold. >> we know with the common cold virus you develop immunity, but it's not long lasting and you

can be infected over and over again. we are thinking it's like the common cold virus, and we don't know that for sure yet, and it's a big push to try and figure that out, and we need to figure out if we will need to get a vaccine, and there's a flu vaccine and a covid vaccine or something like that. >> the doctor tells us it's not hard to come up with the antibody test to see if somebody already had covid-19, but the question is how reliable are the test kits and how well do they measure real immunity, and that's something stanford university is working on right now and hope to have a reliable antibody test kit within weeks if not months. reporting live, bob redell, "today in the bay." 5:07 right now. there's a new push to limit crowds at parks across the bay

area. they are recommending all gatherings be stopped and social distancing rules be followed, something we are already doing. meantime, two coastal cities making similar moves with the same limitations in mind. half moon bay in pacifica now closing all city beach parking lots. again, this is to help avoid crowding amid the shelter at home order. governor newsom all closed state park and beach parking lots. if we just do our part and shelter at home, just a short time, two weeks more, you know, we could knock this out. >> i think people misunderstood when we said it was okay to go outside for a hike, i mean, everybody went. >> yeah, true. >> yeah, i think the rain will help keep people inside for this

upcoming weekend, so if you go out and see a lot of people there, that's not the place to hangout, right? we are saying to keep your distance and that will help prevent the spread of covid-19. we are seeing showers moving through especially near the coastline where a lot of the beaches will be closed, so no need to go. we will see a cloudy start in the south bay this morning, but we are also going to be tracking a chance of showers coming in, and so our temperatures start out in the low 40s. we're heading into the upper 40s at 10:00, and then eventually we will make it into the low 50s and then that's about it. we are not going to have a really warm day here. we will still have a chance of pop-up showers, but also expect sun mixing in with the forecast today as we go into this evening, a few spotty showers, but we will have a more widespread chance of rain for the weekend. i will have more of that in the forecast coming up, and right now mike is tracking that morning commute. >> for those who need to get out and get their essential jobs

vta president. i understand you have been up all night since the news broke. >> yeah, there are concerns for drivers, concerned husbands and wives. yes. >> how many workers here are we talking about? >> well, to the best of my knowledge it's one operator, but in the guadalupe district i know there was a timekeeper where another office personnel tested positive, and the vta self quarantin quarantined all those folks that worked with that person and sterilized that area and shut it down. >> how many members do you represent? >> maybe 125 light-rail operators. >> i would imagine a lot of those have been calling you, and they are voicing their concerns? >> yeah, i -- obviously they have been voicing their concerns since the very beginning.

this is uncharted, and nobody really has the right answers and we are trying to do the best we can to protect ourselves and our families. >> obviously essential workers, public transit remains in effect still. the workers have been told to shelter in place unless they receive further euinstructions to be tested. what you have been telling them and their families to reassure them? >> the next step is to prioritize their testing, and we are an essential service and we are on the front lines and getting people to the hospitals or wherever they need to go, and we need to prioritize testing for our operators, and we need to be put on the list with the paramedics and the firefighters and the police. we're out there. >> right. exactly. they are on the front lines there as well.

tell me how do you feel about the morale with them so far? it's an emotional time for so many of us. >> it really is. but honestly, we just want to do the right thing and we want to come to work and we know people need to get around the county, and vta, you know, they did the rear door entering, and we waived the fares. we're doing the best we can and for the most part more alis pretty good. >> like you said, having the rear door open so they didn't have contact with them, even bus drivers and what not. a very concerning time right now and i am sure you will field additional calls, and we thank

you for taking the time to join us this morning as well, and if you have available updates as well we would love to keep the lines of communication open with yo you. >> thank you. we reached out to the vta, and we know it's a very busy time for them as well, and we are hoping to hear from them but we did get a memo that the general manager sent out to their employees. take a look at this. they said, quote, we understand the impact and heightened level of concern this latest information will generate. please be assured we are taking every precaution to implement further safety measures and protocols that adhere to the centers for disease control, and they had the guidance on covid-19. we will continue to follow the breaking news story. the vta lines have been shutdown since overnight after a worker tested positive to covid-19.

a lot of those people are probab probably -- or were going to take vta, they probably won't. >> yeah, scott, the ceo of uber? >> nobody should be taking an uber unless you are going to the critical jobs or a doctor's office or a bank, a pharmacy, that sort of thing. uber stock was up big after the company said it can survive all this. the worst case, they say, they will have several billion on hand even if things last much longer than we expected. a bit of obvious news, and we keep track of this as we help you make it in the bay, and people are staying put. rent cafe says the number of people looking for a new home in the bay area fell by 30%. and banks will work with you and

defer your payments for 90 days if you ask. as we have mentioned throughout the newscast, the senate passed the stimulus bill and the house will likely take it up friday. americans earning less than $99,000 get will some kind of payment, and this is based on your most recent income tax return. and the bill includes loans to small businesses, and you can get them with banks that deal with small business administration. in some cases the loans will not have to be paid back, especially if they do keep their employees. in washington they are calling these types of loans groans, because it's a loan that is also a grant. and remember facebook's portal, it hit with a thud, and a lot of

people didn't buy it because we were all so concerned about facebook's privacy policies and we didn't trust facebook with a camera in our house. well, kari, turns out everybody wants one now. it's like milk and eggs, if you don't have it you really want it. >> right. scott, thank you for that. let's get started this morning with a look at still spotty showers lingering across the bay area. it's mostly been near the peninsula. we will have a slight chance of rain as we go into the rest of today. and then our temperatures staying cool for this afternoon, only reaching 56 degrees. otherwise we are going to see a mostly sunny sky, and slightly warmer and then saturday the rain is back, and we will see it on and off throughout the weekend with cooler temperatures, and then next week temperatures reach into the low 70s and mostly sunny skies across the bay area. for san francisco, we will also

have cool temperatures for the next few days and then looking more like spring going into next week. mike has been tracking the commute. how is it looking for the ones out driving this morning? >> you know, as you would expect, kari, obviously an easy drive right now because much lighter volume of traffic, and we are looking at a smooth flow of traffic with green sensors all around the bay. we just heard from the president of the drivers union, he was talking about what is going on with the vta light-rail shutdown, there's no bus service in place right now, and the buses will be go, though, as normal and they will be monitoring if there's a need for a bus bridge instead of the need for the vta light-rail. >> thank you, mike. a southern california veteran treated with

5:24. more cities in the u.s. now have shelter in place restrictions. this map shows the yellow states that only have certain cities and counties that order people to stay home. oklahoma, mainendome.

the red shows all the states with statewide restrictions like california. in the red states, streets are bare, nobody on th roads, and streets quiet as people try to stop the spread of the coronavirus. one of the navy hospitals is now in port at navel station norfolk, virginia. it will soon move into the new york harbor to provide room for noncoronavirus patients. the ship has more than 1,000 beds. a similar ship will soon be deployed to southern california. and then protecting others from coronavirus after recently recovering. she was diagnosed with coronavirus on march 16th. the former san diego resident took part in a clinical trial for hydroowe cork reupb, which is actually used for treatment

in malaria, and she says she's feeling better. >> i felt like if my experience came out positive, i mean, i could potentially be helping and being part of the process to help millions of people. >> results on how much impact the drug had on her recovery is still pending. the medication was touted by president trump last week as a treatment of coronavirus. they are still doing clinical trials to determine its effectiveness. oakland spirits company is making hand sanitizer and it already donated several gallons to city firefighters and police officers, and other breweries across the bay area are doing the same. love seeing that. coming up, breaking news to tell you about overnight in the south bay. vta shutting down all light-rail

kris, what is the latest with this one? >> we don't know what train that operator trainee was on or what possible risk to the public was, but what we can tell you is light-rail service is shutdown and there's no bus bridge service for the time being. instead of light-rail riders, folks will have to figure something out because all light-rail workers will stay home until further instructed or tested. a trainee tested positive yesterday evening, and by 11:30 last night all light-rail service was shutdown, and there was six trains running at the time. effective today the light-rail parked and will undergo thorough cleaning. a vta ridership is already down

because of the bay area-wide shutdown and it's a rough time for transit workers bart ridership down also. the new federal stimulus bill has $25 billion in funds for relief for transit agencies, but that's money for the country, and at this point we don't know what part of the pie the transit agencies will get, and the bart agency is meeting today. the question is, how am i going to get where i need to go? >> vta light-rail ridership is down 80%, just one-fifth of the riders typical, and so they will assess the situation and see if there's a bus bridge that needs to be put in place. also the roadways are moving smoothly, so there's no problem

if you can get a ride or are able to drive. the rest of the bay shows a smooth green sensor read, and not the green as far as wet roadways, not on my map. >> at least not today, mike, but we did see rain yesterday morning at this time and we will still have spotty showers moving through. i wanted to show you this live look in san francisco, showing love this morning as we are starting out with a mostly clear sky. some of the spotty showers we have seen have been along the peninsula, and that's when we will have a chance of rain continuing today. also cool temperatures. we have seen snow on some of the bay area peaks, and for the rest of the temperatures, we are warming up next week. we will talk about the weekend rain coming up in a few minutes. back over to you. >> thank you, kari. it's 5:32 right now. confirmed cases of coronavirus across the state are now

surpassing 3,000. here's the latest bay area look. now more than 1,100 confirmed cases, with santa clara county having well more than one-third of the total, and 27 cases have been fatal region wide. over the past two weeks these are just the confirmed numbers. it's grown from 58 on march 7th, when far fewer people were being tested. later this morning more people will descend on the free hayward testing facility that opened later this week, but fewer people will be tested. sharon is live, and so many people want to know if they are infected with the coronavirus or not. >> reporter: you can see the testing site is behind me in the tent, and to the right it's over this way and it's dark and for privacy reasons i don't want to

from the past week that are coming in from the hayward test site. we have seen as you saw in that interview, many people were turned away and many of those possibly this morning first in line. reporting live, i am sharon katsuda for "today in the bay." san francisco mayor london breed says the city is in good shape with about 1,300 hospital beds and 200 icu beds, but if cases explode like in new york city, san francisco will need about 5,000 more beds and 1,500 more ventilators. breed sent letters to gavin newsom and mike pence yesterday to try and insist more support. we are just getting this into the news room right now, 3.2 million job losses. that's what we have suffered as a result of the coronavirus outbreak. it's the most job loss in one

week history in the united states. 3.2 million job losses. and scott mcgrew is also following that, and we will talk about the stimulus package coming out as well, how it will help small businesses and get some of those people back to work and get money into peoples' pockets. happening today, virtual town halls to tell you about, libby schaaf will have a town hall in oakland at 6:00 p.m., and santa clara county supervisor will also have one at 6:00. it's not clear how the impact might affect the port operations, but so far there

have been no reported cases of workers becoming infected. workers have voiced concerns about sanitation and safety. right now want to get to the forecast. we will take a look at the commute, and hopefully it remains light out there as people shelter at home, like our own kari and mike. >> good morning. yes, we are still seeing some lingering showers across parts of the bay area, but it's mostly right along the coastline. most of the rest of the bay area is dry as we start out, and we will see some more rain possibly going into today, but the over all trend will be for the weather system to move away. as we look at the rest of the forecast, the temperatures are going to be cool today. it will gradually warm up going into the next several days, but we will also see more rain coming back by the weekend, starting on saturday morning continuing into sunday. i think at this point we really will take every drop of rain we can get because it was so dry

during the month of february, and it's nice to see the rain coming in and it's not really bad timing either considering we are supposed to be staying inside if we can. for, mike, people heading out to work, how is the drive looking? >> i want to show you something folks will see if you are out, and take a look at the sign from caltrans, it says avoid travel, stay at home, beat covid-19. that's the big message. don't worry about the travel times, but worry about if you need to be traveling. another sign you will see as you approach the bridges as we scan on the wider shots, you will see signs at cash lanes saying no cash, continue on, and you will get a bill or something like that, and if you don't have fast track, there's a reminder that

typically between point a and point b of something that is shutdown, but right now we are directing people to our bus service and the bus service is up and operating right now. >> i understand it was an operator trainee? >> yes, that's correct. it was an operator trainee for the light-rail. >> do you know how much contact this person could have had with the public? >> we are learning the information right now and we will know more later today. the one thing about light-rail operators is that they are in a confined space, a little bit different from buses, so they don't have as much interaction with the public. essentially no interaction with the public once they are on the train. however, out of an abundance of caution, the action we had to take was to shutdown the

light-rail until we could learn more specifics and address the situation specifically. >> also, all the workers as well. how many workers will not be working? is it all of them or those that had immediate contact with this particular employee? >> it's -- it's people who may have had contact. there's no type of universal order to any of the employees. >> what are you doing in the meantime with the trains themselves? thorough cleaning? >> yes, the trains will be thoroughly cleaned. we actually have been doing a thorough cleaning of the trains already and that will continue, and again, we are trying to learn more, and the more that we can learn the more we can isolate and direct our resources to where it's needed most. >> at this point you have no idea if the trains will be up

and running? >> we don't have that information right now and we will certainly let the public know as soon as we do. again, we have just learned of this late last night and so we are addressing the situation as we can right now. learning more information and of course the more information we learn the better we will be able to address the situation. right now just out of an abundance of caution we had to cast the wide net to ensure everything is safe for the public. >> we hope to be that avenue to get that word out as well, and thank you so much for joining us this morning. >> can i tell you, and i just wanted to correct one thing. operators, yes, the light-rail operators have been ordered to stay home. i just wanted to clarify that, because you mentioned other employees, and we do have 2,200 employees. >> so you have 2,200 employees,

and only the operators are being told to say home? >> yes, the operators, yes. >> how many is that? >> i don't have that number right now, sorry. >> no doubt their families will be concerned as well. all right, thank you for joining us this morning. 5:47 for you. of course this morning the president looking over grim new numbers, likely right at this moment. the jobless claims, those numbers are staggering. >> yeah, these are not numbers we normally pay attention to, and these are the weekly numbers, and take a look. 3,283,000 americans filed for unemployment for the first time in the most recent week measured. obviously we expected the number to be big, but this is a gut punch. we will talk more about the

numbers in our 6:00 a.m. news. now the stimulus bill was built with those numbers in mind, right? it will pay more money for unemployment and pay it for a longer period of time. at wednesday's press conference, the president was asked if this is enough money to last. >> hopefully a long time. we'll see. if we have to go back we have to go back. we will take care of the american worker and take care of these companies that fuel this country and make the country great. it's not their fault. it's not their fault. >> we anticipated three months, and hopefully we won't need it for three months. hopefully the war will be won quicker. we expect this is a significant amount of money if needed to cover the economy. >> that three-month timeline is much longer than what president trump has been calling for, a complete return to normal in most parts of the country by

easter, which is just 17 days away. now, to be honest with you, three months is a lot shorter than a lot of medical experts are predicting we will be in the predicament. and fed chair will speak on the "today" show, and he says we can recover quickly. >> we may well be in a recession, and i want to point to the difference between this and a normal recession. there's nothing fundamentally wrong with our economy. quite the contrary. the economy performed well through february. >> that's coming up on "today." the g7 meeting among the seven most powerful countries met, and this year's meeting was held over video conference. president trump recently said he would stop using the word chinese virus. and dr. anthony vow chi will

pets are getting in the way. during the shelter in place, of course it's important to stay active. if your pet is playing with you, or animal assisting there in your daily workout -- not just the shelter in place, all the time, those animals want to be taken out and about and loved. >> they are called a man's best friend for a reason. >> and woman's, too. >> this is true. a look at the forecast for you, kari. you are our best friend because you always give us an accurate forecast. >> for everybody getting out to try and give those dogs a little bit of a walk, we are going to have to still dodge the rain in some spots. also put your jacket on and your dog's jacket on because it will be chilly as we start out with frosty conditions. right now a frost advisory in effect for much of the north bay as we start out in the 20s and 30s, and as you drive to work you may have to scrape some of the frost off the window as you get ready to go.

we have lingering showers across parts of the peninsula, and otherwise we are mainly dry but there's a chance of rain go into today as we see a mix of sun and clouds. let's go hour-by-hour. we will see at time clouds coming through and brief heavy downpours. go into tomorrow, we are mostly dry. look at what happens on saturday, starting out early in the morning more rain coming in along with cool temperatures. i think this will keep a lot more people inside this weekend, compared to last weekend as the scattered rain continues on saturday into sunday, and then moves out on monday. right behind that we are going to see the possibility of getting about a quarter to half inch of rain, most of us getting light amounts of rain for the amount of time we will see that rain falling over the weekend. our 7-day forecast will be in the mid-50s for today. low 60s tomorrow, and then reaching into the 60s for the end of the weekend. check out next week. 70 and sunny on monday, and even

warmer going into the middle of the week. san francisco will be warming up from the low 50s today to the low 60s early next week. mike, you are tracking the commute. how is it looking for the drivers heading out right now? >> it's looking really light on the freeway. i will take a second to show -- i showed this at the end of the last report. the producer wanted me to show my dog, and i said i will not wake my dog up before 6:00, but maybe next hour maybe i can get him to make an appearance without being heard. we will see. an easy flow of traffic looking at the entire bay. the freeways are moving smoothly, but again, we have been emphasizing it all morning that overnight they decided to stop all vta service for the light-rail. no light-rail service for vta, but buses continue on a normal schedule. one of the employees there, one of the trainee drivers got diagnosed with covid-19, so
