and a good morning to you. up headlines right now at 4:30. today is the day when california is expected to see its peak in deaths. yesterday the highest death toll at 71. >> the financial relief is starting to pour in to bank accounts. single tax filers may get up to $1,200 worth of stimulus cash, $2,400 for married taxpayers. good morning and thank you for joining us. i'm laura garcia. >> and i'm marcus washington. mike is watching the roads.

it happened overnight on railroad avenue in pittsburg. the fire department says when they arrived the car was upside-down and fully submerged in the water. they performed cpr. he was rushed to the hospital. fire crews say the vic had just left a party before the crash. new this morning, the coronavirus outbreak is delaying a major development in the south bay. "today in the bay's" bob redell joining us live this morning. bob, talk to us about what this means for the proposed google mega campus and the state housing in silicon valley. >> reporter: marcus, the san jose city council was supposed to approve of this at the end of the year, google downtown west mixed use plan development of 250 acres, but now the council is not expected to vote until early to mid-2021. we're talking about a delay of

several months. it's hard to say what, if any, impact this will have on prot je the project in the long term. they want staff to focus on the emergency response to the coronavirus pandemic even though some work on the project will continue via telecommuting. the city says they expect the project to be much larger than initially proposed. this goes to your question about housing in silicon valley. almost 13,000 units, a fivefold increase of the original proposal and almost 13 million square feet of commercial space, triple the original proposal. residents have concerns housing and office prices will skyrocket as a result, that low-income residents and small businesses will be pushed out and the area will become overcrowd ed with te addition of 20,000 google

employees. they will build low-income housing. reporting live in the east bay, bob redell, "today in the bay." >> bob, thank you. we're staying on top of that developing story in hayward being watched now across the country. the coronavirus cripples a nursing home. another resident who lives at the gateway care center has died from covid-19 bringing the death toll to 11. 65 people including residents and staff members have tested positive. yesterday alameda and contra costa counties issued strict orders to combat infections requiring everyone going into nursing homes have their temperature taken among other things. a new traveling test site opens in san francisco. here's a look at the rapid testing mobile trailer. a dental office donated the vehicle. be open in sunset but will move to a different bay

area location. >> 360 people are already dead but l.a. mayor eric garcetti saying that strides are being made to widen free testing. >> anybody who qualifies with symptoms can now get a test. >> l.a. county has more than 2 dozen testing sites. that doesn't include private testing centers. communities across the bay area are thanking out to thank all the health care workers in any kind of way they can. today they're going to get a hero's welcome from all of those first responders as well. >> reporter: hi there, laura. we're outside valley medical center here in san jose and of course it's really quiet out here. it's impossible to know what's going on behind the doors but we know the county hospital is just a beehive of activity inside. as health care workers arrived for their shifts this morning they're going to get a show of thanks from other first responders including santa clara county deputies, morgan hill, san jose state plus firefighters from san jose and santa clara. health care workers are risking their own health treating patients with covid-19. 10% to 20% of infections are health care workers according to new data from the saernlts of disease control and half of them said their only known exposure was at work. in california one in ten health care workers tested positive for coronavirus.

from the beginning of the pandemic we have seen nurses protesting for better and more masks and gowns. this afternoon sheriff lori smith will join a candidate for supervisor in donating ppes to valley medical staff and deputies. the show of support happening outside santa clara will happen at the shift change at 6:30. we'll bring it to you live because we all need a bit of good news. >> we certainly do, kris. thank you. an employee at safeway in the north bay has tested positive for covid-19. the marin ij is reporting that person worked at the safeway in mill valley. the employee last worked on march 27th and has since received medical treatment. and we're staying -- we are all staying home, of course. many people following those rules but that doesn't mean that the streets are empty or even quiet. take a listen to this, laura.

that was up 4%. traders are cautioning the markets may have a tougher time due to the possibility of a second wave of cases as lockdown measures are lifted. and focus today, data on retail sales and industrial production and earnings from bank of america, citigroup and goldman sachs. peacock will launch for free for some comcast customers. they will get peacock premium including more than 15,000 hours of movies and shows such as 30 rock and "jurassic park" and early access to "the tonight show." it will launch nationwide for everyone else in july for $5 a month. and sling is offering free tv every night from 5:00 p.m. to midnight as part of a new initiative to service happy hour across america. you don't have to provide a credit card so you don't have to worry about canceling.

sat late radar clear skies, that offshore flow that brought the warm-up in our temperatures continues to dominate into today. we'll see the rise in the temperatures. as you wake up in the morning the temperatures will be in the 40s and the 50s. 53 in san jose. 54 in palo alto. we're running a few degrees warmer compared to the past 24 hours. i want to show you the 24-hour temperature change. in san jose running about three degrees warmer. and we're going to be above season average. today we'll reach the 80s in some spots including san jose, 80 degrees. 81 for concord. palo alto, 80. san francisco, 68. over the next seven days the ridge of high pressure dominating will begin to break apart by friday and saturday. a bit of a cooldown and we're monitoring our next chance of seeing rain with an approaching weather system sunday night into

monday. that's going to bring us a chance of showers. not looking like a big storm but just enough to bring us about a quarter of an inch of rain into the next monday. over the next seven days, notice the drop in temperatures for inland areas, 80 degrees today. by saturday and sunday we dip down into the 60s not just for inland areas but for san francisco dropping down into the 50s by sunday heading into monday. we certainly have a wmacky week ahead. mike, over to you for traffic. >> we don't like whacky traffic but it's light. two of the crashes we have involve the words head-on. highway 29 near the open space, very dark. reports of a head-on crash there but the people involved reportedly out of the vehicles and walking around, so that would be good news. another issue on map way over on

the right side over off highway 12, a crash there and four vehicles, two of them had a head-on crash. no major injuries are reported. chp has to get there. an easy, smath drive around the bay. back to you. >> thank you very much, mike. more street closures could be coming to oakland. the city closed 74 miles of streets to traffic so pedestrians and bicyclists have more room to social distance. it's called the slow streets program. oakland identified another 11 miles it would like to close. the city is asking for community input on this phase two. along the peninsula a city there considering the street closure plan. palo alto city council wants to reduce traffic and speeding on city streets. their plan would resemble oakland's slow street measure and would not give out citations

to drivers. it would help encourage people to make more space for social distancing and exercising. tens of thousands of people have already taken advantage of a special enrollment program for the covered california program. the new sign-up window in response to the pandemic will remain open until june 30th. 58,000 people have already been added. anyone who is uninsured can enroll. well, step forward this morning in a plan to officially close the jail at san francisco's hall of justice. today i'm introducing legislation to close county jail number four within six months. >> that video posted by the supervisor. it is in serious disrepair needing upgrades many believe are far too costly.

a bankruptcy judge has actually agreed to dip into the funds of pg&e, the victim fund for wildfire victims. now the judge ruled yesterday pg&e can take $19 billion out of the fund established for those who lost loved ones and homes in 2018. the fires burned through northern california due to the decaying electrical grid. pg&e has to pay an extra $200 million in fees but the rest will come from that fund. something good we want to share this morning. it's a touching photo. a mom named jessica posted a photo on instagram shows jessica's mother meeting her

welcome back to you. 4:55 this morning and a big announcement from the dmv this week is extending the expiration date during the pandemic. >> chris chmura tells us what we need to know. >> reporter: good morning. here is what the dmv just said. licenses for drivers younger than 70 that expire between march and may 2020 are now valid through may 31st, 2020. if you're older than 70 the dmv alad you for four months. professional drivers are licens, endorsements and certificates expiring between march and june.
