the state doesn't have a stay at home order. the governor said it wouldn't have stopped the virus because the plant is an essential business. >> it's incredibly important, not just to sioux falls, to south dakota, but to our nation. >> reporter: back in new york. >> it's so hard. >> reporter: michael merit just facetimes with a patient's family during his final moments. he has this message for those who want the country to reopen. >> and i'm sorry for people that are suffering from unemployment, but i'm seeing so much pain and sadness and sickness every single day. i don't understand why they would even consider it. not until we're in the clear. >> reporter: important to note that while the curve is flattening here in new york there are still devastating scenes playing out at some hospitals across the area. some encouraging news for new york, governor cuomo is now able

to send 150 new ventilators to hot spots in michigan and maryland. hoda? >> gabe, thank you. joining us is science contributor dr. joseph fair, a neurologist. -- vie roll gist. you heard the president talking this morning about reopening parts of the country before may the 1st. in your professional opinion is that a wise idea? >> no, frankly, where we are right now, you know, when we talk about flattening the curve we're at the plateau part of the curve. the moment we relax social distancing guidelines, that's a so the peak can only go higher. we're right now flattening the curve, what we ultimately want to do before we consider any relaxation of social distancing measures would be to actually decrease the curve and see a steady decline in the curve. >> something obviously important is testing to figure who's sick, who's not sick, who's already been sick, you need widespread testing. how close do you think this

country is to doing that because that's really what you need to do before you can reopen the country. >> to be frank to where we need -- i think -- to get to where we need to be with testing i think it's going to take us realistically anywhere from two to maybe six months. that's including, you know, to get the nasal swab test out to literally everyone that needs to have it, as well as the antibody test. >> we're a country of 330 million. >> absolutely. >> i think 3 million have been tested. what do you think the right number of people that needs to be tested, like what's that number so that we can feel safe going back to work, going back to restaurants? >> i can't give an exact number, we'd want to test at least anyone that's going to go back into a situation at work where they're going to be in very close proximity with other people. that's going to be any major kind of office buildings, here at nbc, you know kind of smithfield pork, anywhere you're going to have close and intimate contact with others and not be able to avoid that social distancing.

that brings up questions, what about schools? you can't avoid that in schools. so we're going to have to come up with a plan for that. >> i think people's personal comfort. even if businesses open, you know, would someone want to sit at a table where six feet away someone else is sitting at a table and coughing so you really have to have confidence to have people go back. >> yeah. you have to have confidence and i think what we're going to see is a change in how we live our lives, post covid-19. this is -- i think dr. fauci said it's not going to be a light switch. for a while you're going to go into restaurants and seat half of the number of individuals they would seat. they're going to need to maintain social distancing in restaurants for some time to come. grocery stores you're going to see lanes -- a roadway, this lane goes this way and this lane goes that way and i think we're going to start seeing some changes like that to our lives, we wouldn't have expected that pre-covid-19. >> do you think we have to wait for a vaccine before we're no

they're sayite 2021 before we c closer than six feet away from somebody? >> it's hard to say at this point in time. one of two things is going to happen first. we're either going to develop this herd immunity that we've talked about, where a good percentage of the population has had the virus and recovered from it and has temporary immunity to it or the vaccine. we'll end up meeting in the middle somewhere. i think it was the mayor of los angeles that said he really had trouble seeing any mass gathering events before 2021. >> yeah. >> to be honest i agree with that assessment. it's bleak and it's unfortunate, but this virus is going to be with us at least until that time. we are not going to have a vaccine before the end of the year, in my opinion. i hope i'm proven wrong on that but i don't think we're going to have a vaccine and ready for use in humans by the end of the year. we can look at least going into 2021 to have these measures in effect.

welcome back on a thursday morning in the fight against the coronavirus, the u.s. military has deployed tens of thousands of troops all across the country. they've set up field hospitals, deployed hospital ships to the nation's hardest hit cities and there have also been nearly 5,000 cases of the virus among service members and at least two people have died joining us from the pentagon is the secretary of defense mark esper, secretary esper, good morning, sir, thank you for taking time for us this morning. >> good morning, savannah, thank you as well. >> as i just mentioned the military has stepped up majorly for the american people in this crisis i've got to ask you about some of these news headlines about the origins of the coronavirus "the washington post" is reporting the state department sent at least two official warnings about experiments being conducted at chinese labs in wuhan, inadequate security, in research that was actually with bats studying coronaviruses. do you have a view of the likelihood that this novel coronavirus could have come from

a chinese lab? >> well, thank you, savannah first, i know you want to talk about it later, but let me say how proud i am and thankful for the 50,000 plus service members in american towns and cities today. they've left their own families and risking their own lives to help protect the american people, particularly doctors and nurses there are thousands there in new york city. we've been on this since day one, all in since late january doing all we can to help the american people. we've been ahead of the curve and plan to stay ahead of the curve as this pandemic moves forward. with regard to your question this is something we've been watching closely for some time the results are inconclusive, if you will. we do know one thing, if the chinese government, the party had been more transparent earlier it would have helped us in terms of staying ahead of this virus, being able to understand its dna, develop therapeutics and vaccines much quicker. they need to be far more forthright than what they've been. >> on this particular point do you think the chinese have

misled about the origins of the virus? >> well, like i said, i can't speak to intelligence matters. but i find it hard to trust much of what comes out of the chinese communist party. they've been misleading us, opaque, if you will, from the early days of this virus so i don't have much faith that they're even been truthful with us now. >> real quickly, one last point on this, general milly said yesterday he still believes the weight of the evidence is that the virus originated from a natural source, not in a chinese lab. do you agree with that >> the majority of the views is that it was natural, it was organic. we need to continue to work this and once we get beyond the pandemic we'll have a chance to look back and find out what happened and to take proper precautions to prevent this in the future and getting china to be more transparent. it's a global pandemic, going to take a global response and we can't have one of the largest

nations in the world hiding information or not being transparent when it comes to helping us deal with this. >> let's talk about our troops and the incredible work that they have been doing you mentioned doctors, nurses, active duty, reserves, national guard, building field hospitals, being out on the streets i personally have seen them in new york city. how long do you think they'll be asked to do this kind of work on a pandemic w it's going to go on for a while. the good news is they're fully committed to it. more often than not we're serving overseas protecting america's interests abroad many of them, over 30,000 are national guardsmen working within their own towns and communities, proud and enthusiastic to do what they're doing despite the fact they're putting their lives on the line. we're in a half dozen major cities, to include new york city as we try and stay ahead of this pandemic we're looking to where we may go next, tampa, miami, chicago, houston, we want to make sure that we stay ahead of the curve.

that we stay ahead of the virus as it moves across the united states and we're completely committed and prepared to do that no matter how long it lasts. >> and how are they being protected, whether it's an overseas post, or something they're doing in this country, as you well know military service often calls for working in very tight quarters and closed spaces. how do you keep them safe in this new era >> yeah, you know, i've -- my first guidance to the post came on 30 january. as recall d.o.d. was working department to bring americans from china back to the united states to quarantine them. we had guidance going out early and we've issued seven or other additional guidances or directives the military is disciplined. we have a strong chain of command enforcing this for soldiers on the front lines. we're being very aggressive. i've outlined from day one three priorities, first protecting service members, dod civilians

and troops and their families, second, ensuring we can conduct national security missions and third, providing full support to the whole of nation and whole of government response. >> one of the things you did was initiate a stock movement order across the military, goes until may 11th you've indicated you may have to extend it. how much longer do you think that stop movement order will have to persist? >> you're right about that, savannah, we issued our global pandemic campaign, activated it on 1 february, nearly three months ago and then since then not soon thereafter we stopped all movement, both in the united states and abroad. as you know we have families, tens of thousands of families moving between the united states and abroad all the time. during my time in the military my wife and i moved to europe and back so we're going to extend this for a matter of weeks. we're trying to be conscious of the demands on our families, the hardships, getting your kids into the next school, whether it's a spouse moving and anticipating a job that he or she will be taking we're very conscious of the

impact on the families they've borne the hardship as much as their service member has. we want to giver them a heads up to socialize will. i've committed i will review this policy every couple weeks, if we can end it sooner rather than later, we will. >> and let's talk about this because it inevitably raises the question of readiness. you've got the stop movement order, major exercises, military exercises have had to be cancelled, even basic training postponed for a period of time some others. it will have some'm fully confi that we are 100% ready to d what is the impact on readiness? >> well, we have had to cancel some exercises, and trim down some others. it will have some impact over time but i'm fully confident that we are 100% ready to deal with any threats, any adversaries out there. i said the other day here at the pentagon while most of america is rightly looking inward and taking care of families and communities, we continue to stand guard, looking outward from america's adversaries, whether it's china trying to jeopardize freedom of the seas, russian aircraft trying to enter

our air space, we continue to deter iranian bad behavior, supporting colleagues in afghanistan, our friends in iraq all these things continue to happen out there and we want to make sure our adversaries are not taking advantage of the situation. >> i wanted -- that was my very next question. the navy just released video yesterday of iranian ships repeatedly conducting what the navy called dangerous and harassing approaches, even coming within ten feet in one case there have been russian aircraft incursions in the arctic as you mentioned, north korea doing missile tests and that's just this week. do you think our adversaries sense a vulnerability or sense an opportunity >> well, it's hard to say. we read the intelligence carefully. but this is a normal week for dod, this is why i said that we must maintain our national mission capabilities, our readiness, our ability to protect the united states. our adversaries are not standing down

i continue to make sure that we can do that. we've issued guidance to make sure that we can because as you know it's hard to get social distancing on a submarine in the cockpit of an airplane, whatere. our troops remain ready and doing everything we can to maintain they're protected we have 90 navy ships at sea, all at good health, performing important wartime missions and we're taking other actions to ensure we continue to defend the american people. >> stated simply in your mind, does a pandemic like this constitute a threat to national security >> it can because the upheaval it causes around the world, political upheaval, economic upheaval or social upheaval. we watch it closely. we developed some time ago global pandemic campaign plans, we activated that on 1 february. we're conscious of what happens out there. i speak to my combatant commanders, the generals and admirals responsible for each region of the world, i speak to them twice a week about what they're seeing, i get daily reports and they're confident we can continue to deter bad behavior

and if necessary respond. >> mr. secretary, by now many people are aware of what transpired on the uss ship "theodore roosevelt," the commander fired after sounding the alarm about coronavirus, because he sent a letter that went outside his chain of command. "the new york times" is reporting the navy is considering and open to having captain crozier reinstated i believe you said you as well are open to that if that's what the investigation finds. >> well, first of all, i directed that investigation a couple weeks ago it concluded late last week. it is now with the navy. it will come to me at some point in time. as i'm in the chain of command i can't comment further. i've got to keep an open mind with regard to everything. the important thing right now, though, is taking care of our sailors upon that ship and getting them back to sea what we found of the 600 or so that have been infected what's disconcerting is a majority of those 350 plus are asymptomatic. so it has revealed a new dynamic

of this virus that can be carried by normal healthy people who have no idea whatsoever that they're carrying it. we're learning a lesson there communicate that to our broader force and we take every precaution we can to keep our force healthy and ready. >> one more question, on captain crozier, if he were to be reinstated, would that be an acknowledgment that the official firing was wrong, was in error >> again, i can't comment an that take this one step at a time let the investigation within the navy conclude, if you will, as a they brief it up we'll take things as we can and make very reasoned opinions and judgments as this progresses. >> and to your point the uss tr is a nuclear powered ship, essentially out of commission right now if you've got 4,000 crew members who have been offshored because of coronavirus, are you concerned about that impact on readiness or at a minimum just a message that it sends in terms of demonstration of force that's so important?

>> well, we have 11 aircraft carriers, others at sea right now. if necessary the teddy roosevelt could go to sea immediately and perform its wartime mission. i'm confident about that the key thing is getting her back to sea. you know, the challenge is, it's a crew of 5,000. this is a small city, a small city where all the residents are cramped into tight quarters. and so you can see how quickly this virus, because itof not ju t.r., but other ships on the seas, 90% of other ships out there have had no problems ready to conduct wartime mission today. this is a special case we'll get it behind us and i'm sure the t.r. will be back soon performing its important wartime mission. >> finally, as i'm sure you've observed, there is no part of our lives in this country that hasn't been affected by this pandemic as you think about it, how do you think it will affect the military going forward >> yeah, obviously it's going to

affect all of us it affects me personally i have a college-aged daughter who's been at home studying and doing work online. it impacts all of us, both personally and professionally. we're in the process of collecting lessons learned as we go through this pandemic we had a well developed campaign planned but we've also deployed units, historians, to capture the lessons learned and at some point in time once we get beyond this we're going to look back and make sure we understand everything so we're better prepared going forward epidemics, pandemics are hard, they can be devastating on the force. i fought in the gulf war, and my unit was affected by a virus that swept through our unit and it knocked us down for a few days this can have a real impact on the military we have to continue to improve and refine our plans going forward. >> americans feel a great sense of gratitude for our armed forces and all that they're doing on our behalf in battling this pandemic. secretary of defense mark esper, thank you for your time this morning, sir, we really appreciate it. >> thank you, savannah take care.

good morning to you. 8:26. i'm marcus washington. an update on the bay area pandemic. more than 5600 confirmed cases. 176 people have died. containing all of this has been a hard situation. continuing coverage for you on the deadly outbreak in hayward impacting the most at-risk people. our investigative unit learned a second senior care facility near troubled gateway care center is experiencing an outbreak. at gateway, 66 patients and staff have been tested positive for the coronavirus. and 13 patients have now died. alameda county prosecutors have launched a criminal investigation there and news coming into our investigative unit as they learned that seven patients and 10 staff members at nearby windsor post acute have tested positive. it's not yet clear if the same workers may have overlapped in both facilities. so far windsor post acute not responding to our requests for comment. you can link to the full story at nbcbayarea.com.
