good morning. at 4:30 right now in washington, lawmakers and the white house are close to a deal to fund more small business loans. that's another $250 billion after the nearly $350 billion in the original stimulus plan ran out in just two weeks. wall street's opening bell in two hours. and in the bay area a check on the local health departments for local numbers for you, and there are now more than 4,300 cases with 199 deaths. and in the north bay today everyone living in the town of bolinas will be allowed to be tested. the coastal marin county town is the first in the country to take
4:31 am
on the task since the pandemic began. good morning to everyone. i hope you had a great weekend. thanks for joining us for "today in the bay." i'm laura garcia. >> and i'm marcus washington. mike is going to get a look at the traffic in just a few minutes. first we start with meteorologist kari hall working from home for us. kari, certainly a nice weekend. so how will the beginning of this workweek look for us? we still have some really nice weather in our forecast, but we are starting out with some light rain across parts of the bay area this morning. as we get a look at the radar that rain stretches inland, we've seen a lot of it weaken and we may not be seeing a lot of this hitting the ground but expect mist and drizzle as you head out the door earlier this morning. we can see the low clouds over the south bay right now and our temperatures in evergreen that will start out in the mid-50s we will see some clouds throughout the m for a really nice day. reaching into the 60s today but we have 80s in the forecast. i'll talk more about that coming up in a few minutes.
4:32 am
laura, how is it looking with this morning's news? well, you know, san francisco is certainly sending a message, kari, to those who want to celebrate 4/20 today, don't light up in golden gate park. this year during the pandemic park rangers will be busy doing something different keeping people away from the park. gates started going up in preparation over the weekend and more will be installed starting in just a couple of hours. the area will be closed and gatherings are not allowed. >> on monday starting very early there's going to be some road closures. all the entrances to the east end of the park will be closed and there will be no parking anywhere. >> for those looking for alternatives, artists will be a part of the virtual 4/20 celebrations online for people to take part at home. san francisco health leaders say the outbreak at laguna honda
4:33 am
is widening. the senior center now has 19 confirmed cases. that's up from 14 two weeks ago. four of the cases involve patients, the others involve staff members. health leaders also stress they don't believe they've seen the last of the outbreak there. one of the bay area's largest cities, fremont, is seeing a drop in crime levels during the shelter at home order, but property crimes are up 30%. the police department says the highest rises in commercial burglary up more than 130% during the same time last year. auto thefts up 60%. police say they've also received more than 800 calls about violations of the shelter at home order. the coronavirus is certainly making it difficult for people in the east bay to even just make it in the bay. in contra costa county the richmond city council discussed suspending all residential and small business rents during the crisis after complaints to the city.
4:34 am
small business could also be put on hold for the duration of the shelter at home order. the richmond city council will discuss that idea tomorrow. new details as soon as this week's struggling bay area transit agencies will divvy up $780 million in emergency funding. the bill approved last month allocates more than $1 billion to bay area agencies. the metropolitan transportation commission decides how much goes to each agency and when the money should be released. the initial vote is scheduled for wednesday. coming up next on "today in the bay," a major high-end retailer is closing its doors, but will that closure be for good? the next step for thousands of workers. >> and it's no secret gas prices are plunging. we'll break down the latest numbers for you next, plus, the impact falling oil prices are having on the u.s. stock futures. why it's already impacting your money, particularly your 401(k). 4:34. you're watching "today in the bay."

as we work to get through these times together, you may not be thinking about blood donation, but blood ith a range of illnesses. it's easy and safe to give. if you are in good health, please donate. we need heroes now. visit red cross blood dot org to schedule an appointment. right now at 4:37 as we get a look at some light rain moving into the bay area we'll be tracking this throughout the morning, but the afternoon looks like this rain will be moving out. we're starting out with a fairly mild start with some low to mid-50s for many of our micro climates. we'll talk more about what's ahead in our forecast coming up next. a report of something going
4:38 am
on in the peninsula. sounds like it's off highway 92. a look at the san mateo bridge which is 92 coming toward us. no problems getting over to the peninsula. we may have an issue but it's off the bridge over by the 280. i'll send it right back to you. >> thanks, mike. if you happen to be out over the weekend doing essential things like picking up groceries, you probably saw a lot of people with a mask or even scarves on. this week more people are ordered to wear them but not in one county. "today in the bay's" roz plater is in alameda county line, an important distinction this week. i know we want to make sure we get this information out there because it really continues to change day by day. >> it does, indeed. that will be a whole new change this week. i'm weang mask, but it could be a scarf, a bandanna, something you make at home yourself just so it covers your nose and mouth while you're out in public. it will be in most of the bay area counties, not all.
4:39 am
it's the health department's order and most will start enforcing the role on wednesday. sonoma county rolled contra costa, alameda counties are all requiring them. some people have already been wearing a facial covering. >> i believe we'll be safer and i have two young children, so the sooner this can pass and we get back to schools opening and things like that, this mitigates things then, yes, by all means. >> reporter: now the one place you are not required to cover your face, that's santa clara county, the area with the highest number of covid cases. health officials there say they are recommending it but not requiring it, at least not yet. now they're wanting to stressplr sheltering in place, just an extra layer of protection while in public. i'm roz plater for "today in the bay."
4:40 am
good morning. i'm frank holland at cnbc headquarters. here are today's top business headlines. wall street is set to open up in the red as they weigh the latest news on the coronavirus outbreak. the markets are coming off their first back-to-back weekly gains in more than two months. stocks got a big jolt on friday after patients with severe virus symptoms were recovering quickly after being treated with a drug. crude is at or near their lowest levels since 2001 on continued worries about global demand and concerns we could run out of storage space for the oil that is not being used. neiman marcus could be the first major department store to succumb to the economic fallout. the retailer could file for bankruptcy as soon as this week. the company has temporarily shut stores including ones in san francisco, palo alto and walnut creek and furloughed most employees. they skipped payments on millions of dollars in loans. gas prices in some states are at their lowest level in more than a decade as lockdowns continue
4:41 am
to hit fuel demand. the big losses in oil prices are down more than 70% this year. gasbuddy.com says wisconsin, kentucky, michigan, oklahoma, minnesota and illinois are all seeing their lowest prices since at least 2008. in california gas averaging $2.81 a gallon. the state is likely to have one of the biggest remaining price drops in the country. kari hall, back over to you. thank you, frank. we're going to start out with some light rain across parts of the bay area this morning. in fact, in concord, some sprinkles. we won't see that all day as we see a mix of sun and clouds. more on this and the rest of the forecast coming up after the break. and i didn't hear good news on the peninsula as far as what the accident was involving but the traffic sensors are okay. i'll give you the bare minimum on the report and you'll understand why coming up.
4:42 am
4:43 am
4:44 am
do you know your way to san jose? taking a live look this morning. getting started with our monday. motivational monday. you know what the motivation is? the team is all here this morning. >> friday? >> yeah, friday. >> no, it's good to see you. i hope you had a great weekend. >> welcome back, kari. >> thank you. i did have a great weekend, nice
4:45 am
way to unplug during the days off, good to spend with the family. >> did you go into your living room? >> yeah, you know, i've used other parts of the house, if you can believe it. it was good, though, to spend time with family. i'm hoping all of you also oppo and unplug for a little bit. our weather has been beautiful. and so we're going to see more of that in the forecast. we have a lot of changes coming our way as we head through the week. a look at what's happening this morning because we do see this weak storm system coming on through and it's also bringing us some light rain to start out this monday. a little something to refresh the bay area. also start out with some rain here but it's mostly been in the north bay where we've seen the showers adding up to a little bit of something as we get a closer look as it moves across parts of marin, southern sonoma county and over to solano county
4:46 am
that also extends into the east bay. as we go into the rest of the morning we're also going to see those rain chances in the south bay as well. so for the most part we're looking at the rain moving through this morning. for the rest of the day a mix of sun and clouds, and our temperatures will be mild reaching into the upper 50s near the coast. and some low to mid-60s for the inland areas. so this is slightly cooler than normal thanks to the cloud cover and the mornings with the rain. we are going to have warming temperatures in the forecast as high pressure builds. it's going to cause our temperatures to warm up. and so as we go through at least the middle to end of the week we're going to get a big boost in our temperatures but it also continues into the weekend as well. check out this seven-day forecast. so we have highs today inee som trending into the upper 70s by wednesday and thursday. we peak at 84 in the inland and
4:47 am
even going into the weekend we have highs in the low 80s headed our way. and for san francisco low 60s to start but we are going to see some 70s in the forecast by the end of the week. once again a lot of changes here over the next several days but this is our one and only chance of rain and it doesn't look like a lot of it. as we head over to mike, how is it looking for our essential drivers heading out the door this morning? overall the roadways are looking good, maybe some damp roadways, kari, but i have some delicate news over on the peninsula. do watch out if you're getting to your essential work. we thank you. it is very dark over on the peninsula. i will take you over to 280 at 92. you know where the tunnel is to and from the half moon bay side right around that area where the road dips down and the freeways cross over. reports of a deer was hit. a crew will have to get over. there may be a baby deer in the area -- not a baby but a younger
4:48 am
deer. you get the gist. the rest of the bay showing a smooth flow of traffic. 101 just off the bay bridge, right around the skyway, reports on the shoulder and a crash in antioch. it's not a problem for west highway 4. it's over on the shoulder. we're looking at a smooth drive at the toll plaza. back to you. >> thank you very much, mike. in the east bay relatives of a man that was armed with a baseball bat was actually killed in a crowded walmart, killed saturday by police, have retained a federal civil rights attorney. video shows the drama as it all unfolded in san leandro. the man shot and killed is now identified as 33-year-old steven taylor. police say officers tased him twice before one of the officers fired a round. the bullet struck taylor in the midsection, but he didn't survive. friends say he hadn't been himself, but they still can't believe it. >> sorry for his family, sorry for our friends.
4:49 am
we're going to miss him. we love you. >> police are now investigating as the district attorney's office says the officers are on standard administrative leave. check out this line of cars in oakland. this was on saturday night. so opd saying many of the cars were part of a sideshow officials busted. the department says it has zero tolerance policy during the shelter at home order. those who are caught will be arrested and their cars will be towed. >> there was an unusual state of the city address by l.a. mayor eric garcetti who became emotional talking about the pain his city has endured. garcetti delivered his address yesterday saying los angeles is under attack not only from the pandemic but from a suddenly faltering economy. he says cuts lie ahead and he called for help from the federal government. he tried to remain hopeful. >> our daily life is unreck n
4:50 am
unrecognizable. we are grieving our dead. but we are not broken. >> garcetti says thousands of city workers will have to take 26 furlough days, thatts to a pay cut over the next fiscal year. coming up next nbc bay area responds. >> reporter: if you're working from home, be alert. hackers are taking aim at your computer and your phone. i'm consumer investigator chris chmura. we'll have two simple rules to protect your data next. but first, happening now iran is just releasing video of its encounter with u.s. warships at sea. the u.s. navy says the small speedboats made dangerous and harassing moves close to the american ships last week in the persian gulf. this is the same thing that happened several times over the past years. iran says that having its fleet
4:51 am
did not do it and the u.s. forces sparked the incident.
4:52 am
as we work to get through these times together, you may not be thinking about blood donation, but blood is needed to save the lives of people who are sick with a range of illnesses. it's easy and safe to give. if you are in good health, please donate. we need heroes now. visit red cross blood dot org to schedule an appointment.
4:53 am
4:53 for you that morning. millions of people are working from home every day. laura is doing it as well. you know those studies have shown it really helps protect us from the coronavirus. >> yes, but you know, marcus, telecommuting could expose us to another danger online. chris chmura is here with what to look for and some steps we can all take to stay safe. >> reporter: good morning. here is an eye opening statistic. net scope, a tech security company tells us work from home traffic makes up 70% of all online business activity worldwide.
4:54 am
70%. that boom creates a lucrative target for hackers. netskope ceo tells us there are two simple rules to follow to shield yourself and your employer. >> never give any personal information to anybody over email, a cell phone, let alone a text. number two, don't go to any website via email that has a link in it. go to the places you know. don't go because you clicked on something. those two things alone will save organizations and people 95% of the problems that we see today. >> reporter: here is how cyber criminals are targeting people who work from home. they're calling and posing as the i.t. department. they ask you to give up your user name and pass words. some of them ask you to review an attached email file that gives them access to your comput computer. they're texting people, too, pretending to be your boss or assistant requesting access to a conference call. they're going after your kids'
4:55 am
computers and phones, by the way. the bad guys are posing as teachers and principals trying to weasel into your kids' computers as well. bottom line from the folks at netskope be extra careful with everything online right now. we're taking virus-related questions every day. send yours to nbcbayarea.com. click the main menu and then responds or call us 888-996-tips. >> good advice there, chris. so pretty much everyone these days has been working from home including teams with the nfl as they prepare for the draft starting thursday. the teams will be holding a mock draft today to get used to working in the virtual format. the 49ers pick 13th in thursday's first round. experts believe they may try to nab a top receiver, fill a void left by deforest buckner who the 49ers traded to the colts. hey, don't forget, vegas, they were supposed to host the draft. it turns out the only ones who will be there will be the
4:56 am
raiders. all the fans will be watching from home. the raiders have two first-round picks. it's still not clear when the raiders will host their first game in sin city. the schedule is due out by the middle of may but even then it's not really clear when the games may finally begin. trending this morning the question is certainly circling on social media right now what if i told you the greatest michael jordan wasn't the greatest at all. >> that a country would fail to protect its natural greatest resource. >> 30 for 30 made a parody trailer detailing its next subject for a basketball documentary, michael scott from "the office." scott, who is played by steve carell, shows off his skills in season one episode titled basketball, which is clearly not up to par with the legend of michael jordan. >> it was funny when you said michael jordan wasn't the best. i said -- huh?
4:57 am
>> i didn't write that. >> 4:56 for you this morning. and coming up on "today in the bay" we're going to break down what's the latest stimulus bill lawmakers are close to finalizing. next, the billions of dollars under consideration plus what's in it for rural and minority owned business.
4:58 am
and quickly approaching 5:00 for you this morning here on "today in the bay," and right now the headlines for you. this week a majority of people
4:59 am
living in the bay area will be required to cover their faces when out in public that includes san francisco, marin, contra costa, san mateo and alameda counties. face coverings is not a requirement in santa clara county which has the highest number of cases of deaths. plus, it's april 20th. that's 4/20. today there's a strong warning from san francisco leaders for people to stay away from hippy hill in golden gate park where in recent years people have come to celebrate all things marijuana. park rangers say they will be out patrolling. consider yourself warned. i want to say good morning and thanks for joining us on this monday morning. i'm laura garcia. >> and i'm marcus washington. mike's traffic update is about eight minutes away. first a look at the forecast with meteorologist kari hall. looks like some rain coming our way. is that what i'm seeing in the forecast there? yeah, we are seeing some light rain, marcus, this morning
5:00 am
mostly in the north bay, also working into the east bay. most of fairly light, some out this monday morning. as we get a closer look we can see that rain moving through a good part of contra costa county. once again light rain to start out and we've seen it extending to the tri-valley and parts of the south bay. so we'll be tracking this the next couple of hours and clearing out the rest of the day. more on that coming up in a few minutes. marcus? >> thanks, kari. on capitol hill lawmakers are said to be close to a deal to fund more small business loans as part of the country begins to reopen. and some governors say they're nowhere near ready. "today in the bay's" tracie potts is live for us this morning in washington with those details. good morning, marcus, good morning. we have some new numbers this morning to back that up which i'll share with you. the big issue in washington this week is going to be whether they can put more money in the small business f
