20% of all the tests nationally are coming back positive in hard hit cities like new york, that is running around 40%. to give you a basis of comparison, when you look at tuberculosis in bangladesh to control outbreaks or zika screening when we had zika in puerto rico, positivity rates were about 1%. you want to see positivity rates well below 5% to know you're doing enough screening you want a lot of people coming back with negative tests if you know your screening is widespread enough to catch small outbreaks before they become large outbreaks. >> doctor, i feel like i just heard you say we won't have the testing capacity we need until september but at the same time we're actively talking about reopening the economy in many of these states so why isn't that dangerous to reopen without having that sufficient testing >> it's a risk there's no question it's a risk. we won't have the testing we

good monday morning. right now at 7:56 we are starting out with a lot of clouds after some early morning light rain moves through the bay area. we'll still be tracking a chance of some light showers throughout the day, but for the most part we're just going to see a mix of sun and clouds and our temperatures staying on the cool side reaching into the mid to upper 60s for a high temperature today and it's going to be a mild but seasonable start to the week, but we quickly warm up our temperatures as we go throughout the week. by the end of the week some of our inland valleys will reach into the mid-80s and we'll still have the warm weather for the weekend. for san francisco we're also going to start out with some cool, cloudy, and at times some drizzly weather. it will be warming up as we look at 70s in the forecast by the end of the week. a pretty significant warm-up

some of them even clash with health care workers on the weekend. on sunday president trump came to their defense >> you're allowed to protest i mean, they feel that way i watched the protest and they were all 6 feet apart. it was a very orderly group of people. >> that brings us to the second thing we're watching this monday morning. some states have already started the process of reopening in florida. the governor there, ron desantis giving local officials to reopen beaches. in jacksonville this weekend, beachgoers flocked to the sand in droves. social distancing orders are still in place meanwhile in texas, the governor there, greg abbott, considering letting retail businesses partially reopen, but just with pickup options here is the third thing we're watching, the battle over testing in this country. some governors pleading to get more of the coronavirus testing they need. president trump insists testing should be taken care of at the local level. he argues that testing across the country has been sufficient so far saying 4 million tests have been conducted.

good morning. 8:26. i'm marcus washington. san francisco's 4/20 celebrations have become a big deal in recent years. this year the annual marijuana celebration will not happen at golden gate park. rangers are telling everyone to stay away today. this is due to the pandemic. and they are actually putting up barriers to keep people away from hippie hill. some artists and cannabis stars plan to hold virtual 4/20 sales online. with traffic down about 50%, so are crashes and accidents. researchers at uc davis say prior to the shelter at home order, there were nearly 500 injury or deadly crashes

statewide per day. that's down to 240 and that means the state is saving about $40 million a day in emergency response costs. we'll take a look at that forecast for you. the weather. meteorologist kari hall, how does it look for us? >> we started out with some light rain this morning. we're still seeing the waves of some showers moving through. most of us are getting a dry start to the day. if you're about to head out the door, watch out for a spotty shower or two but our temperatures will reach into the upper 60s. we'll continue to warm up as this week goes along. by friday, marcus, we're reaching the mid-80s. >> we'll have another local news update in 30 minutes. we're all doing our part by staying at home.
