not out of the woods yet. i know there's deep desire, people are making calls on an hourly basis saying it's time to open back up. consider the deadliest day in the last 24 hours 8.5% increase in the total number of deaths. we saw 5.6% increase in the total number of people tested positive in the state of california. >> reporter: but the positive news out of that is that the governor says several other markers are showing positive change. the hospitalization rate has gone down. so did the number of people in icu and also the number of people whose infection status is under investigation. that dropped, too. a reminder those santa cruz counties reopened their beaches. there are a lot of restrictions there and you're not really supposed to be going. napa county reopened golf courses, but that's for residents only.

recessi recession. happening today an east bay lawmaker is holding a telephone town hall for small businesses. bill quirk invited small business expertssiss owners kno rights and to provide resources to the struggling business owners. the town hall starts at 1:00 p.m. good news on the testing front. california is testing some background checks for the first time. now more than 480,000 tests completed in the state. at the beginning of the month more pending tests. the goal is to do 60,000 daily tests before he eases the shelter at home order. so far health officials are not releasing how many tests are being done every day. three more people have died at an east bay nursing home. the recent surge within senior care facilities is making alameda county one of the largest clusters for the virus in the bay area.

they are confirming 36 people tested positive for covid-19. three patients died from the virus. a shock to the community and not a surprise to the nursing home advocates. the reason for this, of course, they are unprepared, under staffed, and they don't have enough staff training. >> and in hayward at least 13 people died at gateway rehabilitati rehabilitation. the numbers are grim. so far there have been 11,000 deaths. >> looking to help find a man they think vandalized eight businesses. they are vietnamese owned sandwich or tea shops. the suspect was wearing a facemask but investigators are hoping someone recognizes the man's truck. it has an extended cab pickup

and a large rear toolbox. shear shocked and saddened. >> we're puzzled and confused why somebody would want to do this just to vandalize stores. laura, it's time to make people smile this morning. good news in the south bay. the public library donating 3d face shields and masks made for health care workers. >> sam liccardo will join. the librarians say each facemask takes more than two hours to print and the face shields themselves take over an hour. pretty amazing there. so far they've made over 150 masks. they're doing a great job of cranking this up.

we'll have more on that coming up in a few minutes. nik, you've been watching the commute. any new issues? a look at the roadways. our maps show green sensors around the bay and that is the great thing about the lighter traffic. we try to take a positive though i don't like the reason why there's not a lot of traffic. we are looking to the freeway with the crash west 80. the off ramp is the only thing affected right now. they are only affecting the cutting off ramp. you can use the off ramp nearby and see a little bit of slowing as folks are coming up on that distraction. it looks like a flurry going on there but it's one disabled vehicle westbound and one crash eastbound. and no major problems there.

good friday morning. let's head to dublin with a look at our temperature trend that starts out in the low 50s, but it's going to warm up quickly throughout the day. we're looking at some upper 70s by early in the afternoon. we'll get a look at all of our bay area micro climates and talk about the weekend forecast that's coming up next. good morning. very good friday to you as well. i wish i had a whole lot of good news to tell you. i really haven't got any good news to tell you but let's get to it. the business times reports gap which is san francisco-based is choosing not to pay rent anywhere on its stores. there's no legal contract language that allows it to do that but gap is doing it anyway. they did not comment on the story. and jc p kr pjcpenney needs a b

dollars to keep operating. san francisco-based bird scooter laid off 400 of its staff and did it in a scripted two-minute zoom meeting according to employees who talked to the verge. one employee said it felt like a black mirror episode. the poster child of how not to conduct a layoff. mark zuckerberg said he will talk about new work from home tools. he says he's excited to show the world what they've been building. the stock market has been hiccupping as people and investors realize while we are talking about opening up an economy we are a long way off and could be several years from where we were just a couple of months ago. a report shows a drug they make not effective against covid-19.

this comes after a separate study said a different drug hydroxychloroquine disappointed as well. tracie potts mentioned the bill passed, more funding for small business. something the democrats failed to get. we will check that out as we check politics coming up in about a half an hour. >> thanks, scott. californians may save money. you won't be charged 10 cents a bag. it's a change retailers have wanted for weeks. many stores have stopped allowing customers to bring reusable bags over fears of spreading the virus. what about free flights? people who go to hawaii are being sent home. they are buying return tickets for some travelers. the state implemented a two-week mandatory quarantine for anyone

let your house cool off, now is the time. we're at 51 degrees in livermore. 55 in oakland, and it's 59 degrees in santa rosa. while napa is at 49 degrees. so already a wide range in temperatures and then w 86 degr antioch. livermore reaching 84. 86 in napa and as you head up to ukiah, 83 degrees. still cool in san francisco with some 60s. if you're suffering from allergies right now still a high tree pollen count. that's not going to change. we don't have any rain which usually helps watch the allergens and the pollen out of the air. it's going to continue to be very high as we go at least into the next week and here is why. that rain up around washington and oregon but still missing the bay area. as we go into the next several days this high pressure that's kept it dry and steering that storm track to the north

remains. and we're still, even as we go into next week, high pressure starts to move off to the east. we're not going to see any rain here at least the next week or so. as we check out our seven day forecast, very warm as we reach into the mid-80s. that high pressure continues to build and keeps our skies sunny and a lot of warm weather for the bay area. but then as you look at the coastal temperatures it will be a big difference between san francisco and some of our valleys as we see some cooler air remaining there, at times sought fog building. mike? i'm happy as it going to be hot later on. i can turn the lights off. a smooth drive. a lighter traffic flow. southbound 13 there is a crash.

welcome back, everyone. tonight in canada there will be a virtual vij toil remember the people killed in that nation's deadliest mass shooting. 22 people were killed last weekend by a gunman dressed as an officer in the province of nova scotia. an officer was also killed as well as the shooter. he was a local dentist. investigators say the suspect got into a fight with his

girlfriend which led to the rampage. more details are expected later today. >> such a sad story. a dangerous and wild chase complete with a shoot-out. take a look at this. the suspect's suv ended up flying into an embankment after hitting spike strips. the chase began after the driver blew past highway traffic breaks. officers s offi the driver did run from the crash scene but a k-9 tracked down the suspect. are more severe weather will sweep through the south today. states from oklahoma and texas to florida are in the path of the latest storm. the region was hit hard. at least seven people have died. starting today you can get a haircut, a tattoo, and even go to the gym in georgia. the state is reopening certain businesses today under certain restrictions. president trump, who was originally supportive of the plan now says he's against it

after members of his task force revisited the plan and decided it was just too soon. >> this is a decision made based on the science we're seeing and the gateway that we have into the phasepe but i wasn't happy with brian kemp. i will tell you that. >> the debate still continues on as to when to open up casinos in las vegas after the city's mayor is pushing for them to resume business. happening today amazon tech workers are planning another mass sickout. the protest is organized by a group of employees calling for better working conditions amid this pandemic. more than 300 workers from at least 50 facilities have signed up to take part. workers want amazon to immediately close down facilities that report positive cases, provide paid sick leave and commit to not retaliating against associates who speak out about conditions. >> we've been telling you about

the meat packaging plants closing across the country as the virus spreads through factories. the cdc has a long list of things, south dakota pork plant, can do to operate safely. the smithfield foods plant has gotten national attention as 800 workers there have tested positive for covid-19. the cdc is recommending dozens of safety upgrades including separating workers with plastic or stainless steel dividers. the plant is temporarily closed. the governor refuses to order a shelter at home. this morning philanthropist bill gates is giving us a better idea of when an actual vaccine may come around for covid-19. he's committed ex tenses resources and funds to combatting this pandemic worldwide. >> we've learned the time line, the hopeful time line of 12 to 18 months. that is a highly expedited

hospitals. next up for the bill, the oval office. thanks so much for joining us on this friday morning. i'm laura garcia. >> i love the sound of that. i'm marcus washington. mike is going to give us an update on the commute coming up in eight minutes. first, meteorologist kari hall looking at the forecast. we can expect summer temperatures, right? yes, it's going to feel very much like summer across the bay area. the warmest day of the week. as we check out our temperature trend in martinez we're starting out at 57 degrees. look at that trend going up. before you know it we're in the low 80s and we'll see our temperatures here peaking in the mid-80s. as we look at our micro climates there will be a wide range from the coastal areas in the low 60s to the mid-80s that we'll see in the east bay and north bay valleys. i'll have more on this and a look ahead to the weekend forecast coming up in a few minutes.

"today in the bay's" sharon katsuda live for us to show us what's in store for drivers and those who live in the area. >> reporter: i think you can hear it behind me. the concrete and dust as they take apart this section. this project was supposed to start this summer but it's like summer these days with the lighter traffic. caltrans says it will take advantage of the shelter in place order and virtually empty highways here. this 800-foot stretch runs over decades old, and it shows with gaps in the deteriorating concrete. this planking will support workers when they tear down the deck this morning. the caltrans spokesperson says they moved up the $37 million

project from july since people are sheltering at home right now. >> you have a built-in 40% to 50% traffic decrease on this freeway giving us an opportunity to do this early and reduce the impact. >> reporter: chp will detour northbound traffic on 280. southbound will alternate using the side not being rebuilt at the time. caltrans wants drivers' speed to come down to 35 miles an hour and work could be complete in as little as six days but the finish date is the first monday in may. you can see right now there's so much work going on this could take up to about ten days and caltrans is warning the neighbors to please be patient. it will be very noisy as you can tell. reporting live, i'm sharon katsuda, "today in the bay." >> thank you very much, sharon. a lot of cities in the bay area, the counties themselves, are

ordering mandatory facemasks. that is not in santa clara county where it's just a recommendation. in milpitas it's very different. i want to check in with "today in the bay's" damian trujillo live this morning talking about a mandatory order that goes in effect there today. good morning, damian. >> reporter: it takes effect at 8:00, is mandatory, and you can be cited for not wearing a face covering at any essential business. face coverings are now mandatory in milpitas for employees and customers at essential businesses including places like grocery stores, pharmacies and gas stations. a councilwoman posted on facebook that the order was made to minimize the risk of community transmission in milpitas. the council woman says the city is partnering with key stakeholders to provide free face coverings to its community members but the owners of essential businesses have to provide those face coverings to

milpitas. the city order says education is first but violators can be cited. santa clara county has been one of the last holdouts. the executive jeff smith and county health officer sarah cody have told me that although they highly recommend using face coverings they didn't see a county making that mandatory. we're talking hardware stores, plumbers and electricians, any business deemed essential, they have to wear face coverings along with their customers. dam the bay." happening today the mobile testing unit roving around the bay area arrives in fremont for two days. it will be stationed at the hub all day. you can make an appointment

first, you have to, and those results are available the same day. the mobile unit operated by carbon health will be in san francisco on sunday and novato next week. in the next hour the co-founder of carbon health will join us to talk about the mobile site in fremont. a new push from san francisco this morning to test everyone in senior living facilities. according to "the examiner" the city has the capacity to carry out 4,300 tests a day but are currently only conducting about 500. the city's director of infectious disease prevention says the goal is now to conduct 3,500 tests per day because of improvements in supply issues. another homeless shelter in san francisco is reporting a second confirmed coronavirus case. "the examiner" reports they are at the division navigation shelter. meantime homeless encampments

are spared from being taken down. that is an order from the federal judge in l.a. that made the same ruling. the state of california is bracing for billions of dollars of losses. now the league of california cities, a nonprofit, is forecasting the state's nearly 500 cities will collectively lose nearly $7 billion the next two years. they are predicting a revenue loss resulting in layoffs and custom services. >> many people living paycheck to paycheck haven't had one in over a month. hundreds of struggling families are still getting much-needed help from peninsula family service. the nonprofit free and low cost. they are giving out food and raising money for undocumented immigrant families who don't qualify for government help.

>> 97% of our families have either lost their jobs or lost hours and are really struggling. >> families really need help, don't have money for food or diapers. 5:38 this morning. this is new video sought of southern california showing a group of dolphins glowing, lighting up in the water. this was taken in newport beach and later posted on the facebook page. that encounter happened on wednesday just after sunset. the neon blue appearance is usually caused by algae in the water. how cool is that? we were talking in the studio, myself and my floor directo more than six feet apart. we were like, okay, because it looks like the glow is coming

right now at 5:45 let's get a live look outside in walnut creek as the sun rises. it's a beautiful start to the day and our temperatures start out nice and cool but warms up quickly. in fact we head up to 80 degrees by noon today. we'll get a look at this and all of our micro climates for the weekend forecast up next. thanks, kari. we know what cause add military says the hydraulic and plunge failure prevented the pilot from controlling the f-16. that system was improperly installed. the pilot bailed before it slammed into a building in riverside. luckily no one was hurt. a federal judge is blocking the ammunition law requiring background checks to buy ammunition. california's voters approved

stronger gun restrictions back in 2016 and the restrictions took effect last year. the judge says the background checks violate the right to bear arms. the navy says the entire crew onboard the "uss theodore roosevelt" is fully tested for the coronavirus. at least 840 sailors were positive but a small number of results is still pending. one sailor died last week. you may recall the ship's former commander captain cozier asked the navy to help with the outbreak. after the letter was leaked to the media, he was fired. violating the stay-at-home order to protest the order can get you in a lot of trouble. a san diego woman is facing three allegedly encouraging others to join her at a rally in san diego last weekend. this is video of that protest. the woman could face $1,000 in fines. chp says it will no longer give

permits to protesters during the pandemic. and the president saying he will sign a new $484 billion relief plan just passed by the house. and, scott mcgrew joins us now. the bill passed with just five no votes. that's exactly right. good morning. four were from conservative republicans who were worried about the effect on our did he have deficit. once from cortez ocasio. it does offer money to small business and hospitals, sets aside more funding for testing but does not set aside money for states and municipalities. they knew they would never get that passed, mitch mcconnell said the states should set aside money for rainy days and he wouldn't participate in what he called a blue state bailout. leader mcconnell is ignoring a couple things.

nearly every american state did have a rainy day fund, but this is more of a hurricane. as for the blue state bailout claim, generally speaking blue states tend to give more to the federal government than take away compared to red states. california, for instance, is deep blue and breaks about even. looking at data from 2017 for every dollar we paid in taxes got about $1 back in funding. kentucky is a taker, a net drag on the federal budget, taking in twice what it contributes. as far as president trump you've probably heard the talk, much of the talk about his new ideas for a cure to coronavirus. they definitely need some context. an under secretary for homeland security was showing a chart at yesterday's press conference about how sun light and heat and common disinfectant killed

viruses, something we knew, why flu season comes in the winter and not the summer. so there was some brief reassurance. if you do go back outside, you don't have to worry about playground equipment because the hot sun light should disinfect the playground equipment. the president, though, seized on this idea wondering out loud if we could somehow get sun light inside the human body or disinfectant inside the human body. >> i see the disinfectant knocks it out in a minute, one minute, and is there a way we can do something like that by injection inside or almost a cleaning because you see it gets in the lungs and does a tremendous number on the lungs. it would be interesting to check that. you'd have to use medical doctors but it sounds interesting to me. >> to be clear, do not put disinfectant inside your body at

being live in las vegas, the draft was held virtually with the commissioner announcing the first round picks from his basement. the 49ers pick brandon aiyuk, the wide receiver from arizona state. now to something good. oakland native tom hanks goes to infinity and beyond to help others. so there's an 8-year-old australian boy and his name is corona. he reached out to hanks, who we all know became sick with covid-19. in the letter the boy said he's being bullied and is being called coronavirus at school. hanks wrote back and said thanks for being such a good friend because friends make others feel better when down. he gifted his own corona brand typewriter to the boy, the same he used while quarantined. he told the little boy corona to ask a grown-up how it works, probably what it was as well, and use it to write back.
