along with mike and kari this morning. we want to get started with the forecast. kari hall has been giving us such a warm forecast. kari, are we going to see warm temperatures again today? >> we're getting over the hump of the warm weather, too, so we're going to see a cooldown for today. let's start out in dublin with a look at our temperature trend. we're in the mid-50s this morning. you'll notice a lot of clouds and temperatures warming up more slowly. reaching up to 74 degrees. some spots yesterday hit 90 degrees so it's going to be nice to have this cooldown, clouds and fog near the coast with half moon bay staying in the upper 60s. we'll talk about this and what's ahead in a few minutes. right now, mike, you have a big traffic alert. >> the full closure of westbound 80, the bay bridge, coming into that could mean an increase in energy bills. san francisco. you can save by setting your heat to 68 or lower...

includes essential businesses and increased testing. he predicts others could open in weeks not months. phase two would include retail curbside pickup, nonessential manufacturing, offices when telework is no longer possible and more public spaces like parks. moments ago on the "today" show the governor cautioned the state must not rush to reopen. >> i'm worried we can erase all the gains in a very short period of time. we've made so much progress and we don't want to run the 90-yard right now at 5:15 on this dash. wednesday morning most of us are hundreds of beaches were clear but there were a couple beaches waking up and feeling temperatures in the mid-50s. that just highlighted a shift in behavior over a short period of time that is a point of caution. it will be a cooler day ahead. we'll look at the temperatures coming up. and good morning to you. >> reporter: stage three would include places like hair and yesterday 23,000 americans found nail salons, sporting events and out for the first time that they in-person religious services. have coronavirus and yesterday

the ntsb wrapping up its investigation of a 2018 sinking of a boat. this is a duck boat that killed 17 people in missouri. this happened during the surprise storm. investigators say the company ignored plenty of warnings about severe weather but they also say that the coast guard should have required duck boats to add more safety measures. happening today tennessee and wisconsin are lifting some of their social distancing restrictions they've had in place there. the all clear does not apply to tennessee's largest cities, nashville, memphis, knoxville and others. local authorities in those cities will decide on their own reopening plans and can offer services with customers such as dog groomers, car wash and repair shops. a new coronavirus first as a dog in north carolina tested

coastline. i'll talk more about this and what's ahead coming up. mike, what's new with the traffic alert? we have an unusual situation here for the bay bridge. the traffic alert in san francisco, the reason as we get out to the maps. you see green everywhere except i-80, westbound 80 getting into the city, jammed up from before we get to treasure island. the live look from our emeryville camera. the low clouds and fog, the stack of red lights getting into san francisco because of a closure, west 80 is closed at fremont street. you can't access the skyway. you have to get off on city streets. while i am concerned whether or not they will turn the metering lights on as a result, thom jensen, you're out there. there was a shooting and i'm worried about the people involved. >> reporter: mike, i can tell you i've been monitoring this traffic as well on waze this morning and i can imagine a lot of these essential workers as they're coming into the city pretty shocked to find the traffic backed up, creeping along at about 4 miles an hour

coming across the bridge last time i checked, and a lot of them reporting an accident there. what we're finding out, though, there was a shooting reported just before midnight at about 11:30 last night on the upper deck of the bridge, westbound, as you were talking about. and when our photographer arrived on the scene there was a vehicle that had crashed into the center divider. that's where they are investigating a crime scene. they're still diverting traffic off at fremont and in that area, fremont street, and around the crime scene. a chp spokesperson told us they couldn't even confirm how many people were injured in this apparent shooting, anywhere from one to three people from what we can determine. another person drove to san francisco general emergency entrance about the same time as our photographer was arriving on the scene of the shooting at fremont and admitted themselves

with a gunshot wound but that chp spokesman was unable to tell us if those two incidents are related. he said they could have more details later on this morning, but as we toss back to you, marcus and laura, i can tell you that traffic still appears to be backed up. we can see as the fog breaks behind me, the bay bridge still backed up as mike was just talking about, just creeping into the city as people are being diverted off i-80 westbound. still five and a half hours, at least five hours after the shooting occurred. we're live in san francisco, thom jensen, "today in the bay." all right, thanks for the very latest live from the scene out there, thom. governor gavin newsom surprised parents not to mention teachers when he suggested that kids may go back to school in the summertime. "today in the bay's" bob redell joins us live this morning. bob, the governor just spoke to "today" show's savannah guthrie moments ago. what did he have to say?

>> reporter: well, laura, governor gavin newsom says kids could go back to school as soon as late july with some modifications. now the governor, who has four kids of his own, says the learning loss our kids have experienced is very real given that almost all the schools in the state are shut down as a result of the covid-19 pandemic. here is newsom this morning on the "today" show talking about the possible early reopening of schools. >> well, we're hopeful. again, the data will make that determination for us. it's not back to normal, it's modified. that means potentially staggering school time for kids, it means the recess period radically modified, the cafeteria being shut down and people getting food around their desk, deep sanitation, ventilation. it's very difficult, but we've got to do that if we're ever going to get the economy moving again, we have to allow parents the ability to go back to work that can't afford child care, and we have to do it in a way

that keeps our kids safe and our teachers safe and ultimately our communities safe. >> reporter: the governor's announcement about the summertime reopening of schools, the possible summertime reopening, appeared to catch the teachers by surprise. they need to figure out how to protect the students, teachers and staff which you heard governor newsom say on the "today" show. at 6:00, what the governor just said on the "today" show about what steps need to be taken to reopen the state's economy. reporting live, bob redell, "today in the bay." bob, thank you. san francisco school board members have approved a pass/no pass grading system for the current semester. "the chronicle" is reporting it was approved unanimously and it will apply to secondary school classes. elementary school students will not receive grades but instead teacher evaluations. el dorado is among the counties seeking to push up its

reopening time line to days instead of weeks now. supervisors there yesterday approved sending the governor a request to reopen businesses as soon as possible. last night councilmembers in placerville endorsed the plan and depp sided to send their own letter. a lot of small businesses say they just can't remain closed much longer. >> i was just so devastated that i had to close my doors for something i worked so hard to build, and i was scared that i was going to lose it. >> half a dozen other counties far removed from california's hot zones are now seeking to lift shelter at home orders. leading health experts say the virus by far poses the most serious threat to california's nursing homes. many believe that the battle there is just beginning. the reasons include chronically understaffed facilities, a vulnerable population, limited social distancing, and gaps in reporting data. one in five nursing homes across

the state have already been hit with the virus. during the town hall moderated by steve glazer yesterday the panel advised making senior care facilities a top priority. and providing better protective gear for workers there. san mateo county is trying to work to help people make dur crisis, the pandemic. supervisors passed an emergency moratorium on rent increases last night. the moratorium lasts until the end of may. several other bay area counties including santa clara county and contra costa county have taken similar steps to help renters. happening today sonoma county is easing restrictions at local parks. you'll be able to walk or ride a bike from your home to the park. parks will only be open for walking, hiking, jogging, cycling and fishing, and you will need to stay six feet cour wear those facemask coverings.

parking lots, restrooms, playgrounds, and picnic areas will all remain closed. and that's good advice for a lot of people, kari. people want to get out because the weather we've been having has been nice. yeah, and we have to remember to socially distance but enjoy that sunshine. and for people like me who suffer from allergies, it's been a real struggle. let me show you why. right now the pollen count is high and we haven't had any rain recently to temporarily wash the pollens out of the air. we have grass pollen with wamer temperatures, everything starts to bloom and puts the allergens out there. as we look at our outside forecast for walnut creek if you want to grill, enjoy dinler outside, it's going to be much more comfortable than the past few days as we look at temperatures that will be in the upper 60s and lower 70s. over to you, mike. you've been watching the morning commute and a couple issues people need to watch out for.

take a look at it here. fire destroying three structures at a research center in sonoma county. some date back more than a century. the ones that burned are a total loss including a barn and a woodshop. no word on the cause. happening today thousands of people with marijuana convictions in santa clara county may finally get to exhale just a little bit. the county was actua ting to wipe away convictions from more than 9,000 people tied to marijuana charges that no longer violate state law. felonies may be reduced to misdemeanors. this will be a record amount of convictions cleared all at one time and eliminate the need for individual hearings on the cases. supporters say may even improve chances for some of the people seeking employment. nbc newsprojecting former vice president joe biden to be winner in ohio.

is so much better than any other country in the world. now that is true. we do more tests total but not per capita. at the rose garden event on monday the president and vice president said america would be doubling the amount of testing from a bit over 1% of all americans to a bit over 2% of all americans. many medical experts say that's not near enough to understand the rate of infection much less reopen the economy. and the president makes that point in his tweet, doesn't he? the reason that we have a million people diagnosed through tests is because we are testing that many people. if we run more tests, we will see more. let me put this up on your screen. the white house says all tolled we have tested 5.6 million americans. on monday it made the new promise of testing 7 million

mostly cloudy today with temperatures starting out in the mid-50s and then we'll start to see temperatures spreading out. some inland areas will reach into the se upper 50s and low 60s. a lot more of the f will keep it cooler there and that onshore ocean breeze will keep the inland areas cooler compared to the past couple of days. we're coming back into the mid-50s for tonight. notice the storm system that we're seeing just off the coast. bringing more clouds throughout the day. as we go into the rest of the week, be slightly above normal but definitely not record breaking like the weather we had yesterday. as we look over the pacific northwest, numerous storms going that way. we are not going to see any rain. we're going to get some milder weather going into the next seven days.

program. can you go online and you could get $167 per week retroactive to the beginning of the pandemic and it's possible you could get even more money down the road. let's switch gears and talk about another development. this is on the state side. let's talk about food stamps. people who are on s.n.a.p. or food stamps, whatever you call it, they are new this morning. they kicked in yesterday. here is what we know about it. this is something somebody was asking about. katherine in san francisco is at risk. she didn't want to go to the grocery store but it requires they go to use the benefits. no more. the state applied to the federal government for approval and the federal government said yes. starting yesterday two stores stamp benefits for delivery of groceries, amazon and walmart.
