starting at 4:30. that's what that was. we certainly won't know until the "today" show is up next. until then have a great morning. the fda gives full approval for the antibody testing. a lot of companies are scrambling to get some of those testings online because it could signal, according to our government and health officials, we have some sort of protection or immunity although that is not a for sure thing at this point. today quest diagnostics will be good morning. the latest company to offer a risky business. covid-19 antibody test. that will be available online, a seventeen states now rolling out plans to start opening their economies. blood test that costs $119 and but the nation's top expert sounds an urgent alarm. >> it could be a rebound to get produces results in a few days. us right back in the same boat labcorp has a similar report. that we were in a few weeks ago. there is no definitive proof at >> and in new york, this stunning scene. this point that having a funeral draws a massive crowd and authorities plan to arrest antibodies gives people immunity anyone violating social from reinfection and the fda has distancing rules. only approved eight tests, war of words. encouraging doctors to test people but reminding them and the rest of us of the our nbc news exclusive with a top chinese official lashing out limitations of those tests. now three nbc news producers who had covid-19 symptoms took one

of those antibody tests as well. on the "today" show this morning story plus one researcher's take on who should get the test. >> this is going to be a crucial step in terms of moving forward. i think the answer is that everybody and anybody who can get a test should be getting them. >> perhaps making people better, a number of covid-19 patients are getting what's called convalescent plasma, an injection of the survivor's antibodies to see if that helps them to fight the virus. an orlando man in a coma and on a ventilator woke up within one day of getting that plasma. a 10-year-old in philadelphia is also improving. and now there is a plasma project where 8,000 people, survivors, have already signed up to donate their blood.

"the chronicle" is reporting supervisors plan to push that date out to the start of 2022. this may be the answer to making contactless deliveries during the pandemic. silicon valley robotic company has received the go-ahead and will soon test them on the streets of san mateo and santa

clara counties. they can help deliver food, essentials or even ppe to health care workers. let's check the forecast. were you going to say something, marcus? >> no, no, no, i was speaking on that. kari, take it away. all right, this story is for laura because i know you miss being able to go to tahoe. a live look at squaw valley right now. such a beautiful sun rise. temperatures in the upper 30s. you can even see the fog settling at the resort. we are seeing very warm weather there and it's causing a lot of the sierra snow melt to happen right now. and so right now across parts of the central part of the sierra we are seeingur snowpack at about 52% and statewide average of 47% of normal. more will be melting on as we continue with dry weather and warm temperatures.

our view in cupertino this morning. we've seen the low clouds over the south bay, so we're going above that. and today will be cooler as a result. so we'll get a closer look at what we can expect around the bay area coming up in a few minutes. and, mike, tracking the traffic alert, what's the update right now? it's not a good one, kari. we have a huge backup. look at the bay bridge toll plaza. we haven't seen this for months or at least over a month. the backup at the bay bridge toll plaza, traffic jammed all the way across the span. as we look at your maps you see the red goes from the plaza to fremont street where the police investigation continues to have westbound 80 closed in san francisco. thom jensen is following the story. we're following the backup. you'll follow waze if you have to take another route. i suggest the san mateo bridge or the richmond bridge are alternates. back to you. >> thanks so much, mike, and thank you, kari, for the tahoe forecast. 6:10 for you that morning.

the south bay. more clouds today and much cooler temperatures, reaching into the 70s today. we'll get a look ahead to the rest of the micro climate forecast coming up. a very happy wednesday to you as well. we just got the latest data on gdp showing the american economy contracted by 4.8% in the first quarter. that number is incredibly shocking and also incredibly obvious. next quarter will be even worse. d of the fed will speak, he has more power to inject mormmore money into the economy with a snap of his fingers than congress does. he'll speak at about 11:30 our time. billionaire elon musk sent out a series of tweets demanding the united states reopen, re-tweeting give people their

freedom back. and another that said free america now. musk has always down played the threats before it arrived and kept his car plant open even as officials told him it was a danger to workers health and violated the law. he is a microcosm in the question people have been asking how do we balance all of this? with building things like cars. what's more important, the lives or the economy, and if both are how do we find that balance? you may remember yesterday sharon katsuda introduced us to a hair salon owner who was going to open in violation of the law. all of these cases bring up the question of liability, tesla or hair salons, will they be liable if their customers get sick? mitch mcconnell says legislation is needed to protect those

businesses from that liability and says some kind of temporary protection has to be in the next stimulus or he will not allow it to be signed. uber potentially facing thousands of layoffs. as ridership plunged. the movie theater chain amc says it won't run movies from universal studios if and when their theaters will reopen. universal, whose parent company owns this tv station, is releasing movies ldtour" direct and it's done really well. in fact "trolls world tour" made more money at home than the original trolls movie made in theaters. so when we're allowed to go back outside, when theaters are allowed to reopen, are we going to go or stay home and is this a new way to distribute movies, watch that first run movie. >> it could be rough for theater

owners. >> thank you, scott. you know what else will be rough? when we resume airline travel. the airline safety suddenly has a new meaning especially when the world reopens. experts say that the usual airport experience is over at least for the foreseeable future. jetblue will require all passengers to wear a mask. the technology will be the answer to getting back to normal. >> i suspect rapid testing, whether it be for the sars/covid virus or the antibody will be part of the screening protocol. >> you can see the full interview on the "today" show. that's at 7:00. marcus, changes are in store for the oscars all due to the

pandemic, doing away with one long-standing eligibility requirement next year. according to "variety" a temporary hold on films play in one theater in los angeles for severn consecutive days. insiders say it doesn't mean every streaming movie will be eligible. interesting changes to think about there. >> everything is changing. it will make it harder. kari hall has been working hard. what do we expect today, kari? >> i'm missing being able to go hiking. i've been looking at all the cameras and mission peek near fremont. it's beautiful and green. of course if you are going to get outside today keep in mind to wear a mask and socially

distance. i've also been suffering allergies. you're probably allergic to oak and we've seen pine high on the pollen count. everything else we're looking at a big cooldown even in the inland areas. we're going to see that cooldown also extend over to the coastline with more clouds and fog. san francisco will reach into the mid-60s today and half moon bay will stay in the 50s throughout the afternoon. one good way to enjoy time at home with the family maybe grilling, having dinner outside, or checking out the temperature trend for walnut creek and we will see more clouds today. it will be much more comfortable so enjoy dinner outside this evening at about 6:00. we're at 70 degrees. as we look at the rest of the

forecast, still more clouds moving in today, and this is our cooldown coming in but still no rain for us even as that storm system passes. notice there will be basically a parade of storms m mgsing out o as h really dry and keeps that storm track to the north. something more seasonable. we'll see a mix of sun and clouds. san francisco will stay in the 60s the next seven days. heading over to you, mike, what's going on with the commute? much better news. we haven't seen this backup in over a month. it is backed up getting out of oakland. we show you the map. you see the red sensors westbound from oakland into san francisco.

the crash at treasure island has been cleared and the police investigation has been cleared. that's what caused the closure. thom jensen will talk more about that. this is, again, cleared. off the skyway we have a slower drive because one lane has opened up just like yesterday right on schedule. great progress. then the rest of the bay shows a smooth drive with no real problems and no real slowing. >> thanks, mike. next here on "today in the bay," one northern california county's plea to allow businesses to reopen.

6:25 this morning. the ntsb wrapping up its investigation into the 2018 sinking of a duck boat that killed 17 people in missouri. this happened during a surprise storm. investigators say the company ignored plenty of warnings about severe weather but also say that the coast guard should have required duck boats to add more safety measures. happening today, tennessee and wisconsin are thinking about lifting some of their social distancing restrictions that they've had in place for some time now.

it does not apply to the large cities like nashville and knoxville. local authorities will decide their own reopening plans. in wisconsin business that is can offer free of contact with customers can reopen such as dog groomers, car washes and repair shops. el dorado is seeking to push up its reopening time line to days instead of weeks. they are sending a request to reopen. councilmembers in placerville endorsed the plan and decided to send their own letter. a lot of small business owners say they can't remain closed much longer. >> i was so devastated i had to close my doors for something i worked so hard to build and i was scared i was going to lose it. >> half a dozen other counties far removed from the hot zones are now seeking to lift its

shelter at home orders. >> this is a new coronavirus virus first. a dog tested positive. the discovery was made when the family participated in a duke university study that included testing family pets. three family members and their pug tested positive. win stomach seems to be doing okay. >> he seems to have been fine. i hope to take it as a sign of hope. >> there have been previous cases of pet cats testing positive and even zoo animals. so far no confirmed cases of pets transmitting the virus to humans. 6:27 for you this morning. next the top stories we're following outlining plans to reopen in the state.

we see the fog there. does that mean cooler temperatures today? >> absolutely. we are going to see a big cooldown. we are seeing the fog that will linger near the coast. as we take a live look outside across the bay to the golden gate bridge it will be a foggy start to the day. as we look at our high temperatures, mid-60s along the coast and inland areas coming down from the upper 80s to low 90s about 77 in antioch today. we'll have more on this in the forecast. mike, what's up with the traffic alert? >> i have to alert folks about the bay bridge because of the backups. we haven't seen this for over a month. this will be jarring. you may be late to your job. call ahead. make sure you notify your boss. we do need you out there. we're showing you this good

recovery from san francisco back to treasure island still jammed on the incline. the reason for the whole backup i'm sketchy. the chp only talks about the closure. thom jensen, what exactly happened? >> reporter: the fog came back in. last i checked and i've been checking on waze as you have and with your traffic information still backed up slow to the toll plaza. those essential workers shocked. this was a shotting that was reported at about 11:30 last night. on the westbound lanes, the upper deck of the bay bridge. our photographer found a vehicle had crashed into the center divider. investigators on the scene there all night long which did shut down traffic coming into the city and was rerouted around the

investigation for more than six hours as investigators were on the scene there. we understand at least one but as many as three may have been injured. somebody drove themselves at about the same time our photographer arrived on the scene of the shooting to san francisco general's emergency room and self-admitted for a gunshot wound. the spokesman was not able to tell us if that was related to the shooting on the bay bridge. we hope to have more information as chp ties all this together and completes their investigation and hopefully have suspect information as well. for now thom jensen, "today in the bay." >> thanks for following that one for us, thom. a story everyone is talking

to mention teachers, when he suggested that kids may go back to school in the summertime and new this morning he's talking about it to the "today" show. more on that. bob redell this morning. bob, you listened to what the governor just talked about. what did he have to say? >> reporter: governor gavin newsom is suggesting our kids could go back to school as soon as late july. with modifications. governor newsom says that the learning loss our kids have experienced is very real given that a in the state are shut down as a result of the pandemic. on the "today" show talking about the possible early reopening of schools. well, we're hopeful. the data will make that determination for us. it's not back to normal. it's modified. that means potentially staggering school times for different cohorts of kids. it means the recess period being

radically modified. it means the cafeteria being shut down and people getting food around their desk, deep sanitation, ventilation. it's very difficult. we've got to do that if we're going to get the economy moving again. we have to allow parents the ability to go back to work that can't afford child care. we have to do it in a way that keeps our kids and teachers safe and their communities safe. >> reporter: the governor's announcement about the possible summertime reopening of schools appeared to catch the state's superintendent by surprise. tony thurmond says the state needs to figure out how to protect the health and safety of teachers, staff and students. if you listen to that entire interview at 7:00 this morning on the "today" show. reporting live, bob redell, "today in the bay." >> thanks for the latest corona.

the city manager making this announcement just last night. the police department, parks and rec, neighborhood services and the public library. the city estimates it is losing $27 million just from sales tax revenue. and leading health experts say the virus poses the most serious threat to california's nursing homes. many believe the battle there is just beginning. chronically understaffed facilities, limiting social distancing and gaps in reporting data. one in five across the state have been hit with the virus. during the town hall moderated by steve dmrazer yesterday the panel advised making senior care centers top priority and providing better protective gear for those who work there. san mateo county is trying to work to help people really just making it in the bay during

this pandemic. supervisors passed an emergency moratorium last night. several other bay area counties including santa clara and contra costa have taken similar steps to help renters. happening today sonoma county is easing restrictions at local parks. you can walk or bike from your home to the parks. parks will only be open for walking, hiking, joggling, cycling and fishing and you need to stay six feet apart. parking lots, restrooms, playgrounds and picnic areas will all remain closed. i know we were talking pollen earlier today. one of my friends in oakland said the face coverings are helping with all the pollen. i guess no direct contact. >> that makes sense. we've seen a lot of the poll laen floating through the air. you're not just breathing it in.

a live look in the bay area a lot of us are not able to enjoy because of the stay-at-home order. if you are heading out today keep in mind, keep your distance and keep that mask on. not nearly as warm as yesterday. we see 70s for the inland valleys with 60s along the coastline. we'll talk about what's ahead in the next few days as we head over to mike. you've been keeping your eye on that traffic alert. we have continued recovery but still jammed at the bay bridge toll plaza. be aware if the map shows you westbound is slow interstate 80 up the incline. they were investigating a shooting over in san francisco. we're getting more details. we often think about law enforcement. superhero activity there.

the ones that burned are a total loss including a barn and a woodshop. no word on the cause of the fire. happening today people with marijuana convictions may finally feel a little bit of relief. the county will wipe away convictions for more than 8,000 people tried to marijuana charges that no longer violate state law. felonies may be reduced to misdemeanors. this will be a record amount cleared all at one time. supporters say it may improve chances for some of those people seeking employment. >> not exactly a shocker here but nbc is projecting joe biden as the winner of yesterday's democratic primary in ohio. perhaps more importantly the governor there says there were no problems with the mail-in only vote. the election was supposed to happen last month but was

double the amount of testing from a bit over 1% of all americans to a bit over 2% of all americans. many say that's not near enough to understand the rate of infection much less reopen the economy and the president makes that point in his tweet, right. we have tested those people if we tested more, we would probably have more diagnoses. i talked about some of the testing numbers yesterday and some of you got back to me and said, hold on, you went too fast. all tolled we have tested 5.6 million. it would take nearly four years to test everyone. we need 5 million a day to open the economy.

direction that will help keep it cooler. the warm weather has moved away. notice there's a parade of storms moving across the pacific northwest. none of them bringing us much-needed rain. it will stay dry at least over the next week. we're not seeing a significant warm-up in the forecast. we'll see our temperatures in the upper 70s up to about 80 degrees for the start of next week. mike, what's going on with the traffic alert for essential workers heading out the door? an alert still. i warned people about the backup at the toll plaza, loosening up now. the alert in san francisco but police activity cleared a while back, taking over half an hour and still very slow on the map. everything else aside from that okay, allowing extra time getting to the job in san francisco. we need everybody to keep that moving for all of us at home. the rest of the bay shows a
