the weekend was beautiful and we'll see more that have continue today. we're waking up to a clear sun rise in walnut creek but it is a chilly start to the day. it's going to be in the low 50s here and the rest of the day we're looking at a hey in the upper 70s today as we see the trend going up. once again a warm-up in the forecast, in fact in concord slightly warmer. some of us hit 90 degrees coming up in a few minutes. happening today some bay area shelter at home rules will be relaxed. changes in six counties you see in red. solano is allowing some with restrictions. what is allowed under the new

shelter at home rules? construction projects, more real estate activity but not open houses just yet. outdoor businesses back in business. also, daycare, summer camps and other programs for kids whose parents can't work from home but cannot have more than 12 children. a new report claims china deliberately hid the severity of the coronavirus in the early months of the outbreak. "today in the bay's" tracie potts live from washington with us. i know that report says china used the extra months to stockpile the much-needed medical supplies. >> reporter: well, that's the allegation coming from the associated press. nbc is yet to confirm it. the ap is confirming a four-page intelligence report from the homeland security says china knew how bad it was going to be and hid it so they could

stockpile supplies, that they were importing and bringing in more protective gear than they were exporting in the weeks leading up to the rest of the world learning about this virus. secretary of state mike pompeo reporting saying he has seen some of this evidence and talks about the laboratories in wuhan, china, and their history of mismanagement. no evidence this is manmade but concerns because of the history of the laboratories and president trump if china may face economic sanctions, tariffs, as a result of what his administration believes was an orchestrated effort to hoard the supplies. president trump said it's like a complicated chess game and as he put it they were taking us for a

ride. this is reported by the ap. we're live this morning. i'm tracie potts, "today in the bay." >> very disturning, tracie, thank you. >> we do have breaking news to tell you about. bob, i understand some people were rescued. >> hayward fire tells us about 12 people had to be rescued not far from the intersection with mission boulevard. firefighters walked some people out of their units and in other instances used a ladder. we even saw somebody had tied sheets down. the fire department pulled those sheets up. it appeared someone tried to get out that way as well. everyone is out okay. one resident said she saw lots

of smoke coming from the window of the unit. firefighters did keep it contained but the biggest problem is going to be water damage. we saw water gushing from the balcony of another unit on the third floor. i can hear water dripping down into the garage in the basement here. we spoke with a woman whose aunt lives here, being treated for minor smoke inhalation. >> she tried to go out the front and into the hallway and it was pitch black. she closed the door, went in the bedroom, opened the window and was just screaming for help. she called me, i came down the street and took me a while to find her. >> reporter: how did they get her out? >> the fire department was going upstairs and getting people. >> reporter: her aunt is expected to be okay. she is being treated in an ambulance. everything else is okay, no

serious injuries. the fire department still doesn't know what caused this fire on the third floor of the unit here. reporting live, bob redell, "today in the bay."pening today going to see some morein silico. the city of san jose is actually teaming up with verily, partnering google's sister company to open a site at the police athletic center. that's the field stadium over there on south 34th street. it will be open on mondays, wednesdays, and fridays from 9:00 a.m. to 3:00 p.m., up to 250 tests will be available on those days to anyone showing symptoms. and in the north bay i want to tell you about a new testing site that will open in san rafael. also, one will open in santa rosa and another in petaluma all part of governor newsom's plan to add 80 new test sites statewide.

bay areaare among those hee call, trying to help new york health care workers physically and emotionally stretched thin on the front lines. and new for you this morning one of those doctors is now back home in menlo park. "today in the bay's" kris sanchez joins us live now with more of that doctor's experience. kris? >> reporter: hi there, marcus. we've heard some of those stories from the doctors on the front lines in those covid wards in new york city. it helps put things in perspective and today we're hearing the story from a menlo park doctor who works at stanford about her time there. she is back home now but says that working with the sickest patients in new york felt like bringing a gun to a knife fight. that's how she described it in one word. one night it too to stabilize a patient. even then the situation felt

hopeless. the doctor used vacation days to go to new york as soon as it was clear the situation was stable. >> i really felt a lot of guilt for not being on the frontline and not being able to help patients. at first i stayed in california wondering if i might be needed there. when it became clear things would be okay because we sheltered in place so early, i look at what happened and decided i wanted to come and help. >> reporter: the doctor and three others who left home to go to new york to that hot zone are speaking on the "today" show coming up at 7:00. it really does help to put things in perspective for folks who say it's not that bad. nothing is happening where i live. the danger is letting your guard down and easing that social distancing before it's time. in san jose, kris sanchez, "today in the bay."

what a great example. thank you, kris. as we've been telling you a lot of bay area golf courses may be allowed to reopen as soon as today. it's not making everyone happy when it comes to the presidio golf course. they turned the grounds into a 125-acre park. the changes end today meaning recent visitors will have to look elsewhere for activities that don't involve hitting a golf ball. these days have been glorious to get out. a lot of people would be excited. kari, you have a look at the forecast. take a look at this glorious shot from the berkeley hills looking west over the east bay so we are starting out with no fog here and elsewhere across the bay area. we will continue on with clear temperatures to start. heading to deliver more we'll

reach up to 77. 75 up in napa today. san francisco will stay in the mid-60s. for the south bay we're in the mid-70s for san jose. we'll see all the temperatures going up. mike, what's going on this morning for the commute? not a whole lot. the warning big speeds reported in southern california over the weekend. i'll talk about that later on. showing you no problems as folks are driving on oakland, the anymore i nimitz freeway, into hayward slowing about 5:45 right on schedule. down to the san mateo bridge with no problems either direction heading across or to the peninsula.

forecast. i'll have a look at those numbers around the bay area coming up in a few minutes. i'm rahel solomon. here are today's top business headlines. wall street is set to open lower this morning as investors weigh the partial reopening of the economy with some states easing stay-at-home orders along with rising tensions between the u.s. and china over beijing's handling of the coronavirus. stocks fell on friday and posted their second straight negative week. how many people continue to file for unemployment and the april jobs report on friday. that could show the jobless rate rising to 16%, the highest since records began in 1948. credit card debts spiked as the virus pandemic spread across the country. a new survey about creditcards.com find half of adults or 120 million people currently have credit card debt.

23% have added to their debt as a direct result of coronavirus. the survey finds that 45% say they're stressed. and uber will soon require drivers and riders to wear a mask or face covering. the policy is expected to be official in the coming weeks. uber has detection technology so they know if drivers have their masks on before they start accepting trips and exploring ways to determine riders are complying. laura, back to you. thank you, rahel. starting today starbucks lovers may find it a little easier to get their fix. nearly half of all starbucks have been closed for weeks or limited to drive-through only. some of the closed locations will be reopening today. fearly all locations are supposed to reopen by the end of the month. and starting today a new face coverings requirement goes into effect for all costco

>> let's get a look at the forecast. i know, kari, last week talking about the pollen. will it be as strong as this week? >> yeah, i think so. we haven't had any rain to help us out. that usually helps to wash a lot of the pollen out of the air at least temporarily. we haven't had that in quite a while. take a look at where we are now in the north bay dropping down to 38 degrees in napa. very chilly in the south county with san martine at 39 degrees. a little bit more of the sunshine and the comfortable weather. martinez, enjoying dinner outside. once that breeze kicks in we'll

see the temperatures cooling off. yes, the pollen a big issue. at least the tree pollen has come down to moderate. now a high amount of grass pollen and you've heard your neighbors out and you've been out to cut the lawn lately and it's all floating through the air. as we look at our high temperatures, a good day to get yard work done as well. our temperatures in concord, 72 in observing. san jose 76 degrees. we've seen the storms moving across the pacific northwest, missing the bay area and that will be the trend as we go through the week. an intense area of high pressure will continue to build that causes the air to sink and starts a high amount of high pressure on the earth as it pushes down. we'll get clear skies andn cooln headed our way by the end of the weekend. our trend going straight up from the mid-70s today up to 90 for the valleys on friday. still hot on saturday but much

cooler. mike, what's happening for the morning commute? i did want to mention something i mentioned earlier, a follow yum on the southern california. over the weekend on saturday, the officials down there issued 126 tickets to violators going too fast or too loud. fast and loud down there. just a note, very popular to get out on the freeways. we talk about stay to your area and mind the speed laws. over here on the roadways we're not having a lot of speeding reported but that is a trend that chp reports right now as we look at your maps. a smooth drive, no problems. 101 across the golden gate bridge a nice smooth, easy flow. >> thanks, mike. 6:20 this morning. a requirement roll back next here on "today in the bay." what one oakland city is no longer requiring after threats of violence.

welcome back. it's 6:23 right now. some nations start to lift their closures, there's a new spike in global coronavirus cases. confirmed cases now top 3 million and johns hopkins counts nearly a quarter of a million deaths. this morning italy is coming out of the world's longest coronavirus lockdown. people have been told to shelter at home more than two months now. the country is allowing people to return to work, get takeout or walk or jog from home. in the meantime south korea is relaxing more of its restrictions. yesterday people flocked together in seoul. they have reopened movie theaters. more businesses will start reopening on wednesday. as of today nearly half of the united states is somewhere in the process of loosening

stay-at-home restrictions. the states in green, you see there, show a partial reopening already happening. yellow states reflect where reopening dates are planned including some restrictions being lifted today. states like california in the orange still have no plans to reopen at a statewide level. south dakota the only state to not have the only stay-at-home order. in the meantime officials in still water, oklahoma, are rolling back some of their mask requirements there after reports of violence. last thursday city leaders issued an emergency contract order requiring residents to wear face coverings in businesses. they have now redacted that statement after angry residents started threatening workers, one threat involved a firearm. thousands of people flocked to new york city parks as the temperatures reached into the

70s. quarantine fatigue led many people to head outdoors. police officers were out making sure everyone follows the social distancing rules. park police issued more than 4060s to violators. a michigan man's songs are lifting spirits. ♪ god bless america >> david young singing "god bless america" twice a day from his front porch. his neighbors gather to listen and some sing along. his baritone voice over speaker. he's been performing for more than a month and says he will keep singing until the governor lifts the stay-at-home order. >> i love that. love knows no limit in the midst of a pandemic. one southern california couple recently had to cancel their big wedding but to

comfortable but then we'll see our temperatures heating up this week and look at how chilly, it's a chilly start to the day there. san march tetinmartine, upper 3. we look at our temperature highs for this afternoon. reach into the mid-60s for san francisco. reaching 80 degrees. some of us will see highs near 90. we'll talk more about that in the forecast coming up in a few minutes. all right, getting warm out there. thank you so much, kari. happening today thousands of people will be going back to work as some of the bay area stay-at-home restrictions are being lifted, they're being eased in the counties you see highlighted in red on your screen. a lot of changes to roll through. let's break them down with sharon katsuda. some of the changes are limited.

we gradually have to step through them. >> reporter: that's right. don't let your guard down, laura. just follow these orders and i know it's tempting but here is the best advice. here is the gist for most counties in the bay area. construction will be allowed as social distancing rules are in place, real estate transactions, nursery, landscaping allowed with social distancing and some day cares and summer camps limited to 12 children with social distancing. as for construction sites getting them back to normal will be a little more complicated. inside some of the premiere office towers managers have been organizing how crews will work under modified prevention conditions. realtors are having to follow new rules to show a home. >> how you queue up to get into the building, elevators. you can only get three or four people in an elevator to practice the social distancing.

so there's challenges around that. >> the mandate is we can show a home virtually, and if it's not feasible we can do in-person showings provided one agent only with up to two people from the same sheltering household. >> reporter: among other businesses that will be allowed to reopen car washes. gyms will remain closed. dog parks and playgrounds are still off limits. you can't schedule any play dates for your kids though some daycares are opening in a limited capacity. don't rush to your favorite restaurant because there is no open seating at the table. you can still order takeout. if you are heading out for recreational purposes, do not mix families. i'm sharon katsuda, back to you. >> like we say ease into it. thanks so much, sharon, for the details there. well, more details to share with you. two-counties in gold country today plan to join modoc county in defying the shelter at home

order. yuba and sutter counties plan to allow certain nonessential businesses to reopen while modoc county is fewer than 9,000 residents, these two-counties have far higher populations with more than 170,000 combined. so far there have been three and provide more clarity on the state time line for reopening. >> in the bay area anyone looking to enjoy the outdoors in san mateo county must stick to a ten-mile radius. you may remember they were restricted to five miles. this is video from pacifica over the weekend where the order also beaches. starting today law enforcement agencies will enforce the new rules. new this morning and only on "today in the bay," two east bay families tried to shelter together. not so much for the pleasure of

being together but just to be effective. it's a really interesting story you'll only see on "today in the bay." and to tell us about it is "today in the bay's" kris sanchez. kind of unique. >> reporter: it seems nutty but it makes perfect sense. we're talking four parents, four kids, 10 and younger, three dogs and a fish as well. they have celebrated holidays and birthdays and taken trips together for years. when it was time to stay home and hunker down the most efficient way to do that would be to live on the same property. together they now care for the kids, do distance learning, they work from home, they manage to get in some workouts and some walks. they shared dinner duties and they managed to keep smiling.

>> it's really helpful to have the extra people here. it's been a great system. we can't complain. our families get along really well. it keeps us sane. >> reporter: in case you're wondering they are not violating any shelter order because they moved in together from the start. they say they will keep doing the quarantine co-habitation as long as it works for them and their families and as long as schools and child care centers are closed. getting back to whatever our new normal is going to be. a lot of families wondering how that's going to work out. what i was wondering whether we're going to move into laura's house or our house. we'll see what happens. back to you. >> wherever you go, i'm coming, too. >> it depends on who is cooking.

>> i'll take out the trash and do the dishes. i'll earn my keep. >> you've got it. >> you can wash the dishes. >> thanks, kris. 7:37 this morning. while federal stimulus payments have arrived for many, for others they may just be getting started. traditional account holders may have mostly been paid via direct deposit but some people with nontraditional accounts or without checking or savings accounts have seen big delays. critics point out many of those people who are from lower income minority groups are experiencing this. so a newly obtained memo shows they can only print about five paper checks a week. more extensive face coverings. they will join oakland and san jose in requiring workers and air travelers to wear face coverings.

jetblue, delta and united. on the ground, meanwhile, in the south bay, the vta rolls out its new face covering requirements for all workers. >> the sun is coming up over the bay area. already shining through my window here. a nice one today but then a warm-up is on the way, i understand. at least today the temperatures stay comfortable and we're not seeing any fog as we check out our live view in san francisco. most of us are starting out clear, a nice warm-up. if you're looking for something to do outside while the temperatures are still mild in martinez we'll see a warm afternoon. if you'll be grilling on the back patio expect to be comfortable and have dinner outside. a nice way to relax and unwind. we're looking at high temperatures, reaching into the upper 70s and low 80s inland. by the end of the week some of

right now 6:44, a look at morgan hill as we see the sun rise. it's a clear start to the day and temperatures are in the upper 30s. a chilly start. we'll talk more about what's ahead as we heat up this week coming up in the forecast. breaking news to tell you about this morning coming out of hayward where firefighters rescued a dozen people from a burning apartment complex. here is a live look at the scene where that fire started. you can see firefighters still at the scene. i want to show you some video from earlier. this is some of those evacuees as they were outside, you can see how massive the scene was with firefighters at the scene. this complex is near mission hills golf course just west of mission boulevard and right now there are no reports of any injuries or even how many people are displaced. the cause, of course, is still under investigation.

in just hours we're expected to find out more about a deadly confrontation between police and a man in san jose. the incident happened just blocks from the s.a.p. center. a man was stabbed in the middle of the street near an encampment along the guadalupe river trail. the suspect tried to attack them. and that's when three officers opened fire killing the man. the stabbing victim also died. officers have been placed on paid administrative leave. new details in the case against the ghostship warehouse derick almena. he may be released on bail as soon as today as he waits to face a retrial. jurors the first time around were deadlocked on whether or not to convict him in the fire that killed 36 people in 2016. he's awaiting a new trial in july but his attorneys have argued that he's at risk of getting the coronavirus while he awaits trial in jail. and last week a judge reportedly approved a bail agreement

including at-home confinement. the hearing is set for this morning. happening today for you the california legislator goes back into session. the state assembly speaker has called lawmakers back to restart a session cut short by the crisis. among the bills lawmakers must decide on sick pay for essential workers. inside the capitol lawmakers are taking exposure precautions, being limited to one staff member and nurses will be checking temperatures at the door. a handful of lawmakers plan to stay at home until the risk is lower. the supreme court getting back to work today after taking eno oral arguments via a r the telephone conference call. attorneys will provide opening statements then justices will ask questions in order of seniority. one of the cases on the docket includes access to president trump's taxes. okay, sports fans, some but

certainly not all certainty should be cleared up for football fans this week when the nfl releases its 2020 schedule. according to various reports by thursday fans will learn where and when their favorite teams play come september. at least on paper. now a lot of this still happens in some cities, if it does happen, for teams to be able to actually hold games. is uncertain. the league normally releases its schedule in april. at this point it's late but at this point league executives are still hopeful everything will fall into place and kickoff on time. we have some good news for you that morning if you love fashion because "vogue" magazine is calling all fashion fans to participate in a new fashion challenge which they say, laura, will end all fashion challenges. >> oh, yeah. it will be a big one called the met gala challenge and you can re-create your favorite looks from the met gala over the years. anyone who participates you just choose items in your home to try

our warmer air starting to move in by this afternoon. we're in the mid-70s by early this afternoon. and then as we all, of course, have been spending more time outside, as you said, social distancing, just a heads-up we're seeing a high amount of pollen, not so much of the tree pollen but now today mostly grass pollen. so that's what's floating through the air right now making you sneeze. up to 80 in antioch while san francisco stays in the 60s. our storm systems have still been well to the north of us and we haven't seen any rain in quite a while as high pressure blocks that. it also will give us some warmer weather heading to the end of the week, that high pressure causes the air to sink and as it sinks it compresses and warms up. so very warm temperatures end of the week as it moves right overhead but then some cooler air coming in in time by the end of the weekend.

a look at our trend for the inland areas. in the mid-70s. upper 70s by tomorrow. and then some low 80s by the middle of the week. our inland valleys peak at 90 degrees. mike, you've been tracking the commute. any new issues popping up? first, i have to roll the sleeves up, those temperatures coming. we do have a couple things going on. the big map shows you no major problems. we'll zoom over to a continuing issue, highway 1. veterans boulevard approaching 101 in san francisco. there's traffic control and that will happen overnight tomorrow as well. should be cleared by 7:00. as we look at highway 4, slowing westbound towards san marco because of a brush fire on the shoulder. so two lanes are blocked now. sounds like fire has it under control. back to you. >> thanks, mike. happening now spain is starting a four phase plan today to gradually reopen the economy by the end of next month. masks are mandatory in all public transportation areas and

stay a the north bay a new teste is opening including one in solano valley. the city of san jose is partnering with verily, google's sister company, to open a site at police athletic field stadium. it will open on mondays, wednesdays and fridays from 9:00 a.m. to 3:00 p.m. up to 250 tests will be available on those days. tests are available to anyone who is symptomatic guidelines. a new test site will open in san rafael. meanwhile on tuesday one opens in santa rosa and the other in petaluma part of governor newsom's plan to add 80 new test sites across the state. meanwhile today is a big day for treatment of the coronavirus, 1.5 million vials of a drug that will be used to help treat the

virus are set to ship out to hospitals across the country. last week foster city based gilead received emergency use status for remdesivir. a large study showed patients who received the medicine were discharged four days earlier than those given a placebo. the company is donating 1.5 million doses which could help as many as 140,000 people recover. starting today san francisco will start testing all nursing home residents and staff. that includes laguna hospital where there were 21 positive cases there alone in march. the mappedtondatory testing is direction of mayor london breed, the first phase aims to protect the city's most vulnerable populations. there are 21 facilities in san francisco. new for you this morning marin county health has launched a new webpage with more details surrounding the coronavirus. along with the number of infections and deaths, the new site breaks down cases by

locations and demographics. it's updated each day at 5:00 p.m. as we've been telling you a lot of bay area golf courses may be april loud to reopen as soon as today but that's not making everyone happy. when it comes to the presidio golf course, they recently turned the grounds into a 125-acre park. the changes will end today meaning recent visitors will have to look elsewhere for activities that don't involve hitting a golf ball. it would be a nice day to get out there and hit the links, kari. absolutely. it's going to be nice and comfortable. today we're still looking at highs in the upper 70s for the inland areas and more of the same tomorrow, but we are going to have a pretty significant warm-up as we go through the week. in fact, by wednesday we're starting to feel it. our temperatures will peak on friday as we reach up to 90 degrees. it's still going to be very warm on saturday and then a big cooldown headed our way on

sunday. it won't be as warm in san francisco but we're not seeing that typical fog that we sometimes see along the coast for this month as we see more sunshine and warmer weather headed our way. what's happening out there for the commute, mike? we do have a couple issues going on. we'll show you the speed sensors and the big picture shows you the south bay to the city including most of contra costa county looking really good. as we look out to the slower drive all the way on the right side it is slow westbound highway 4 through pittsburg approaching san marco. because of a grass fire on the shoulder and the fire department has your two right lanes block. that's the reason for the slowing. and then at the bottom of the screen i circled veteran boulevard should be reopening from the slab replacement work. back to you. sounds good. thank you so much. and thank you for joining us as well. we continue to salute all those bay area workers on the front lines. >> you can see right here these are live shots from san mateo county medical center.
