normal. when dmv offices across the state may get back to business. and a good morning to you. thanks so much for joining us here. i'm marcus washington. here we are on this wednesday getting ready for the day and right now we want to get a look at the forecast for you this morning. tracking that.kari hall has been how are we shaping up on this wednesday? >> it's going to start to warm up this afternoon so let's head over to martinez to check out our temperature trend for today. at least we do have the cool start and then we'll see it reaching into the mid-70s by noon. looking at our highs for this afternoon antioch, 87 degrees, one of the warmer spots. we head over to half moon bay, san francisco reaching the low 70s and santa rosa 84 degrees. we'll talk more about how hot it

gets as we head to the end of the week. that's coming up. >> thanks, kari. new overnight san mateo county deputies are revealing details about the shooting of a woman they say shot at them with a rifle on main street in half moon bay. she later died from her injuries. it happened south of the downtown area. they say the woman was impaired and refused orders to drop the gun. she is said to be white and in her 30s or 40s, but she has not been identified. california is seeing its first drop in weekly deaths since the outbreak began according to numbers from the "l.a. times." deaths last week fell nearly 10% statewide from 542 to 495. one way to prevent more loss of life as we slowly reopen is testing, testing, and the governor says testing.

bob redell live with the testing sites. how close are we to the governor's goal of more testing sites to reopen in the state? >> reporter: governor gavin newsom says they have to test 60,000 to 80,000 a day to consider a full reopening. right now we're about halfway there. you can look at the latest numbers. according to the covid website california reported just over 32 thousand new tests yesterday, at least 50% short of the governor's goal. it is a 4.3% increase from the day before. two more sites will come online later this morning, both in the south bay. one on white road and another on day road in gilroy and they will be running from 7:00 to 5:00.

governor newsom says he will allow some businesses to reopen later this week, this as the state just reported its first week over week decline. in another positive development researchers at pfizer say a covid-19 vaccine could be available by september. the vaccine will attempt to reprogram the virus and instruct or bodies to make proteins associated with the virus. the idea that will trigger our immune system. reporting live, bob redell, "today in the bay." >> bob, thank you. tomorrow can't come fast enough for thousands of businesses. those owners here in california. that's when the governor unveils his blueprint on phase two of the reopening of some nonessential businesses. yesterday governor newsom focused on small businesses knowing times are tough but doesn't think a reopening will look normal. >> we're not going back to

normal. it's back to a new normal with adaptations and modifications until we get to immunity, until we get to a vaccine. >> now the governor says counties will also be allowed to keep their own strict guidelines in place and some bay area counties may follow through on that provision with their own new good lines. three counties are openly defying california's shelter at home orders. two of them are feeling the heat from the governor's office. the governor talked about that yesterday so yuba and sutter counties, you see them right here, they're allowing businesses like restaurants and hair salons to reopen this week. the governor is call it a big mistake saying it puts the public at risk. he's not saying the same thing about modoc county. it is remote and a population under 9,000. new numbers are illustrating how dire the situation is in california right now. governor newsom says the state

has dispersed more than $10 billion in unemployment insurance since march 15 including 450,000 people who are self-employed. the governor says he plans to include more protections in the revised state budget. an agreement must be reached by june 15th. new for you this morning the dmv plans to reopen its offices as soon as this month. but under new restrictions. the opening will roll out in phases. "the sacramento bee" reports appointment only will be the first priority. workers will be required to wear protection. the dmv is rolling out new services completed online including title taransfers. more colleges and universities are facing lawsuits from students who will be nowhere near campus when they come to studies. we told you about the lawsuits filed against the systems.

now the number of lawsuits has grown to more than 25 schools and universities nationwide demanding refunds on tuition and campus fees while learning from home. students say professors are not providing any online instruction or assignments. some colleges have already said no refund is in order. help is on the way for those -- some of those trying to make it in the bay. in the east bay dozens of homeless seniors in oakland will get the keys to their own trailers. oakland is opening its first city run rv park to help protect them from becoming infected. with 67 new rvs near the oakland arena. the program is called operation home base. trailer has electricity and is hooked up to a sewer line. 4:37 this morning and now something good coming out of el camino hospitals in los gatos and mountain view, laura.

>> this is pretty cool. notice anything different about this food cart cafeteria? el camino health is serving up toilet paper, paper towels and kitchen staples. sales were up 13% in the first week as the hospital used its own supply chain connections to help save their workers a trip to the store. >> they can find toilet paper, paper towels, the coveted cup of noodles which i guess is very important to people in their households right now. they had an easy time finding those things and we're doing produce, a variety of produce items. milk, butter -- pretty much anything that people ask us if we can get we will try and get it. >> the one item they couldn't nail down was sanitizing wipes.

we are in for a warmer day with a lot of sunshine, but temperatures are going to get much hotter by the end of the week. more on that in the forecast coming up in a few minutes. good morning. i'm rahel solomon at cnbc headquarters. here are today's top business headlines. dow futures up about 162 points following two days of gains as investors continue to weigh the consequences of states reopening their economy. stocks did lose steam after the federal reserve's vice chairman told cnbc that the fed and government will have to provide even more support to the markets and the economy. a report on the private sector which is expected to show more than 20 million jobs lost in april amid the virus pandemic. a new program for people who want to pay less and don't mind waiting longer for their rides. under the wait and save option riders will get a fare less than the standard ride if they're willing to wait between 5 and 40

functioning as they can take you for that workaround. we're getting more detail but chp is scrambling to take care of the issue. the only other issue is in san francisco and that's for scheduled overnight paving. they're working on veterans boulevard near the tunnels. thank goodness it's cool for now, i guess. >> that 101 issue is going to really back things up. we're going to have a warmer day. let's head over to walnut creek where we start out with some mid-50s this morning and then we see it go from 55 degrees to the low 70s. it looks like a very nice morning for getting out and getting some of those outdoor errands already done for today and then as we check out our forecast we are going to have in some spots near record high temperatures. i think by friday we could

possibly set some records. as we look at what's average for this time of year, a normal high is about 72 degrees. heading up to 85 today. in concord we're supposed to be at 74 but looking at high temperatures up to 82. we are normally seeing high temperatures at this time in may in the low 70s. you can see how that compares today as napa reaches up to 85 degrees, san jose will reach 82. as we go into the end of the week this intense area of high pressure causing extreme heat including southern california and for us we're going to also get some warmer weather. the relief comes by the end of the weekend just in time for mother's day and we're going to have a chance of showers next week. in the meantime we have to get through this heat. we're looking at upper 80s,

peaking at 94 degrees by the end of the week. into early next week. back to you, laura and marcus. new overnight for you chp investigating a deadly crash in san leandro. this happened about 1:00 this morning on northbound 880 south of davis. the vehicle crashed into rocks that were under an overpass. there's no word on that second victim's condition. monday morning police responded to a shooting near the country club. they found a man dead in the backyard. police so far have not made any arrests. >> it's wildfire prevention week and happening today people living in the north bay have a chance to learn what pg&e is doing to prevent the fires.

the utility is holding an online event for customers in sonoma and napa counties. one family devastated by the campfire plans to return home. they get the chance at least, greg and teresa vincent lost everything during the 2018 fire. now their luck has changed thanks to the help of a nonprofit, the vincents were welcomed back so they could live in one of the new 39 affordable homes. it's all about the vincents. a federal judge is upholding california's ban on church services. the ban during the pandemic has not violated a constitutional right for churches to gather.
