will be to records and what is ahead. that's coming up in a few minutes. >> we will check back with you. thank you very much. this morning we arerng the white house isdc guidelines on reopening the country, and this comes as president trump suddenly switches gears on changing his thinking on the task force. good morning, tracie potts. >> good morning, everyone. the president has been so adamant about reopening the country and initially saying that was his job, and now saying the states are in charge. we learned about the cdc guidance for buses and restaurants and retail opening, but now the word is from the associated press this morning in their exclusive report that the trump administration is going to shelf that 17-page report that had step by step instructions on

how the different sectors, including daycare and other things will open. president trump said the task force was shutting down and then 24 hours later said it's not and is actually expanding. here's why. >> i had no idea how popular the task force is until actually yesterday when i started talking about winding it down. >> so the president got feedback and changed his mind and now the health experts have been around him helping him make decisions, they will stay and he wants to add on two or three other people that will focus on economic >> all right, tracie potts. thank you so much. happening today governor newsom is expected to reveal more about phase two, and that

is the guidelines that will allow curbside pickup for some businesses. and then the news reported that santa clara county is reminding people that there's a ban on the drive-by celebrations, and the ban has always been there but not getting enforced. now they are worried about it may be a popular way for families to celebrate high school graduations. happening today, ucsf is helping get the coronavirus tracing program off the ground. it's being launched online in tandem with the state's public health department to teach

tracing techniques and limit the spread. governor newsom has talked about adding 20,000 people across the street for the work that is needed, and santa clara county alone may need 1,000 staffers. this is breaking news out of the east bay. we are sending a crew to a possible working fire near williams just off of 880. there are reports there may have been an explosion before the fire started, within the last 30 minutes or so. roads are being shutdown in that area, and our road crew is on its way and we will bring you more on "today in the bay" as soon as we get that for you. the n95 masks are on hold today, newsom got attention with the back room deal.

the manufacturer now has until the end of may to meet the certification or repay the rest of the money received. stanford health-care workers planned a rally this afternoon in response to recent temporary pay cuts. they are requiring staff members take 20% cuts through the start of the summer or take paid vacation. stanford is requiring -- the school cites financial pressures from the pandemic, and organizers say social distancing guidelines will be followed during today's rally. it happens at 2:00 p.m. in palo alto. governor newsom signed an executive order allowing any worker that becomes sick to apply for worker's compensation, and the workers will also be able to get back pay for the

applications if they already had been sick and took that time off. happening today east bay congressman eric swalwell is holding a facebook live q & a. the forum gets under way at 1:30 this afternoon on the congressman's facebook page. and then the state superintendent of schools plans to hold an online forum for teachers. educators plan to participate across the state. the goal is to share experiences, resources and encouragement. help is on the way for some tents. each tent will have room for two people. there will also be portable toilets and hand washing stations and meal delivery. it's scheduled to open next week. new for you this morning, word of more canceled fourth of

july fireworks shows. the latest cities to cancel is livermore and santa clara and antioch also canceled fourth of july events due to the pandemic. and then the city here is opening its nature preserve. the move comes in the wake of recent easing of county and state restrictions. they need to get out early because the heat will warm things up out there, or the sun will. i am waking up still. >> yeah, we are starting out with cool temperatures. if you have yard work or want to get in the early morning run, the early morning hours will be the best time to do that. look at where we are beginning with mid-40s in parts of the north bay and then head south of

san francisco where we are seeing mid-50s there, and low 50s with the tri-valley this morning to start. we do have a cool start to the day and then as we look at our trend in concord it will heat up quickly at 10:00 already reaching in the low 80s and then we go up from there as we go into the middle of the afternoon. expect some spots to reach into the low 90s today but it will still stay cool along the coastline with half moon bay reaching 67 degrees. we will talk more about what is ahead as our temperatures get hot tomorrow. that's coming up in the forecast. what is happening out there for the commute now, mike? >> we do have one crash reported in the tri-valley, west 580 over here at spring town on north 1st street. the speed sensors don't show slowing, and chp had not gotten there just yet. i want to give this opportunity

right now at 5:12, check out the temperatures in dublin. we go from 49 degrees to 81 at 1:00. we will talk about how hot it gets in the tri-valley as well as the rest of the bay area. that's coming up in a few minutes. good morning. good thursday to you as well. all kinds of jobs data this week. we talked yesterday about that shocking edp number, the 20 million. today our focus is going to be on first-time jobless claims. it's thursday and we will get that number. if we are going to be positive about this number, it will be likely it's less than it has been in weeks past, showing that perhaps the worst layoffs are behind us. that said travel adviser -- or trip adviser laid off 900

employees. palo altos tells a business journal it let a number of employees go. until now, most layoffs have been not really in pure tech, but in things like rideshare and travel services. and president trump's coronavirus task force will talk about reopening the country. tesla is back in the news. there's talk about opening up the factory before the rules permit tesla to do so. this is according to "the chronicle," which quoted an anonymous source that nbc has not been able to confirm. we have spoken to local law enforcement that ensured us tesla will make no time before its time. the first paycheck protection loans are now a few weeks old. remember, they are only for

eight weeks so small businesses will start to think about paying them back, or trying to turn them into grants. we are hearing it's hard to get that loan forgiven. many small businesses took the loans on the condition it would turn into grants if it spent them on employees and rent. and finally, frontier airlines charging you extra to sell the middle seat, and critics said they were selling safety. the ceo said we recognize the concerns that we are propheting from safety, and this is our intent. i am hearing from the very few people i know that fly most of those flights are completely

empty, but there was one major airline that was forcing people to sit together even though the whole thing was almost empty. >> why would they do that? >> that is strange they would force them. exactly. you stay in your house and i will stay in mine. thanks, scott. new fallout for the retail sector in the wake of the fallout, nordstrom is saying it will close stores, and they are not saying which stores will close or how many employees will lose their jobs. and then the big question remains, when are we getting more clorox wipes. the ceo says factories are working overtime to meet the 500% spike in demand. oakland-based clorox said it increased its productivity by half and that's still not

blake shelter. that comes right after "today in the bay" at 7:00 a.m. this morning. >> love seeing that. well, it's time to get a look at the forecast. kari, you are telling us it's going to be a hot one out there so make sure you have your water handy and maybe turn the air-conditioner on today. >> yeah, we are going to have to blast that air-conditioner, and right now we are starting out with a clear sky. let's check out the super moon we have. full moon over the bay area this morning. this is the fourth and final super moon we will have of 2020. they call it the flower moon because the flowers are really blooming this time of year and we are seeing the full bloom on our cameras, and this shot from tiburon, it's starting out with a bright appearance in the sky. i found it on the sierra camera, as we look at the resort at

squaw geecreek, you can see the brightness, and it's one of those events where we see it several times a year but it's always an amazing, spectacular sight to see. we start out this morning all clear and temperatures are cool. we will see our high temperatures today hotter than yesterday. take a look at all of our high temperatures across the bay area. morgan hill will reach 89 degrees, while we will see low 90s in the tri-valley. napa will reach 92 degrees. we know this is early may and it's not supposed to be this hot. in fact, we will be very close to record highs. as we have seen the high pressure build across the region, it's kept the storm track to the north. we are seeing a storm system off the coast that will be moving in by the end of the weekend that will help cool us off and maybe even provide some rain early next week, so a lot of changes ahead here.

as the high pressure continues to build, it will be off to the east for a couple days and then cooling by the end of the weekendsea spotty showers. doesn't look like a big storm but will be nice to get the cooling and also a chance of rain. here's a look at the 7-day forecast. we have hraeulglittle bit of so for everybody. we will be in the low 90s today and tomorrow. on saturday it starts to feel more comfortable, and sunday we are going to see the highs in the upper 70s. we will see low 70s next week as the rain chances go up. mike, that's a look at the hot forecast. how is it looking out there on the roads? >> the temperatures are not good, but the roadways are moving pretty well. i want to take you to the tri-valley where we will unfortunately see some of the higher temperatures as well. we are seeing slow speeds just for the time being.

there is a crash around spring town, and in the last 45 seconds that slowing cleared up westbound as the traffic break but have been cleared, and no debris or injuries reported for that crash. 112 is where the fire is that marcus told you about in san leandro. there's a fire and there were reports of an explosion so our crew has arrived. that is far north from the marina exit. we will track that. slowing on the golden gate bridge cleared up. back to you. >> thank you. back in business. next on "today in the bay," a northern california mall opening its doors, and the steps being taken to protect workers and customers. first, our team always on social media.

welcome back. 5:24 for you this morning. i.c.e. is reporting the first coronavirus related death while in the detention center near san diego. he was hospitalized last month. 132 detainees there have tested positive. of the 30,000 people i.c.e. is holding nationally, it's believed 1 in 5 have now tested positive for covid-19. the sacramento county sheriff is under fire this morning after a post went viral when he was calling for the county stay-at-home order to be actually lifted. scott jones says he stands by his controversial facebook post and he said he believes it's time for people to come out of their homes, and he said businesses should not open all at once but the governor needs

to have a better plan to get back to work sooner. >> the affects on just our budget, let alone the county budget entirely is pretty devastating. as we look towards the next fiscal year we are facing significant cuts. >> the county's public health order is in effect until may 22nd. shoppers are being allowed to return to the mall, this is in yuba city. the county health office gave the thumbs up for the mall to slowly reopen and new safety guidelines and precautions, and about half of the mall's 50 stores extended a welcome to shoppers. cases are said to be low in yuba county, with 19 total confirmed. and next up, the top stories we are following here on "today in the bay," including the breaking news we were telling you about earlier about a possible commercial fire in san leandro. you can see the firefighters actively working that fire. bob redell is there and we will

special deliveries to the homeless. will the bay area commute be a headache? what research is revealing about people not want to go take public transit anymore. >> that's a tough one out there. thank you for joining us or sticking around for us this morning here on "today in the bay." i am marcus washington. >> i am laura garcia, along with kari and mike this morning. kari, we have been talking about the heat coming our way. today is the day? >> yes, and so we are going to see our temperatures really hot today, peaking tomorrow and coming down for the weekend. let's talk about how close we will be to some of our record highs for today, as we reach 91 in santa rosa. the record high today is 94. we will see a lot of our bay but i don't think it will be record-breaking today but it is possible tomorrow, and i will talk more about what is ahead in

a few minutes. we have breaking news to tell you about on this thursday morning. there's a fire burning off of 880 in san leandro. "today in the bay"'s bob redell is there. >> reporter: the fire that you see behind me involved the warehouse to the right. we are at williams street and timothy drive, and this is not far from the marina exit on 880 here. what you can't see up there, the part of the roof was blown off. if you look down between the truck and the warehouse, you can see theoks like sheet metal. the explosion happened just before 5:00 this morning, and the cause is unknown. you can see whatever fire there might have been is out. there's a man in an ambulance to the right of me and he is conscious and breathing and has

no visible injuries, and there's a woman to the left of me sitting with the san leandro police and it's not clear what relation they have to anything that happened here. >> bob, thank you. governor newsom promising new details today on phase two of the reopening of some businesses. can you be sure that struggling restaurants and retail owners all ears about this one. kris sanchez joining us live from san jose. what are they hopeful of with this new possible phase? >> i think they are hoping for the same thing that all of us are, that we might be able to find a way out and get a little back to normal while maintaining our public health. there are businesses considered essential, like this bike shop. they are considered essential so they have been doing business throughout all this, and they have seen a boom they don't usually see until summer or christmas, but it's, of course, not business as usual.

they are not doing repairs and the staff is limited, and space is limited, and all of this is making for long days behind the scenes processing electronic owners. so small business owners are eager to hear the governor's plan on how to get retail and manufacturing back to full strength. >> the manufacturers did not know this was coming so did not plan for this, and so every week it's like playing the lottery in looking at what bicycle we can get in stock and a lot of them are sold out until july and september. >> and then the owner of this bistro opened and then shutdown after the county told him to stick to takeout. the california restaurant association sent their own recommendations to governor newsom, including seating only families together, and

eliminating buffets and salad bars, and sticking to taking the temperature but just for workers only, not for the patrons, and having the servers wear face mask. that's on top of any social distancing or sanitation requirements laid out by the state, and the governor said if county leaders see stricter restrictions should be in place, that will be the law of the land. >> thank you very much. the city of berkeley says it's getting tested for covid-19, it's free to anyone that is experiencing any kind of symptoms at all. the city's health officer adds people that are insured should contact their insurance before visiting the site. on the website covid19.ca.gov.

you can type in your zip code and it will narrow down the closest testing location. and not too many people out there, but that can all change once the state fully reopened. a new study shows that there will be a huge increase in the traffic as many will not take the mass transit, and it could add up to 42 minutes to the average commute. the model projected that san francisco will be harder hit than any other u.s. city. our new normal when we start to get back to normal will probably look very, very different. >> absolutely. >> yeah. we're talking about the forecast for today. something different for us, the heat, we have not had like what

we are expecting in the coming days, kari. >> yes, so this will be one of the hottest temperatures we have had so far this year. as we look at where we are headed in san jose, our trend for the morning, whatever you have to do outside try and get it done early in the day while our temperatures are at least fairly comfortable as we start out with mid-50s. we will be in the mid-70s just a couple hours later, and then as we go into the rest of the day, some upper 80s as we go into the rest of the afternoon. normally we are only supposed to reach about 72 degrees. san jose will hit about 87. we may set records over the next couple of days. i will watch those numbers with an update coming up in a few minutes. mike, you have been watching the roads. what is going on this morning? >> the freeways are moving smoothly after the crash in livermore cleared from 580. you see that from the green maps. the new normal, the phrase can't

when that heat peaks. that's coming up next. >> thank you, kari. breaking news for you this morning, another 3.2 million people filed first-time that's slightly aboveakes it 33 claims over the past seven weeks. this is more bad news ahead of the april unemployment report due out tomorrow. >> tough numbers there. in the meantime, the white house is intent on getting people back to work. >> in fact, president trump says that's the new focus of his coronavirus task force. >> that's right. he says he's going to keep that coronavirus task force around with the focus of reopening the country. now a couple weeks ago in the rose garden the president said he would also create a business task force for that purpose but it largely fell apart after the ceos named to it said they had no idea they were on it. here are pictures named to the task force earlier.

the associated press says the white house and the cdc are abandoning some of the guidance they were giving states on when to reopen. as we were reporting, some of the states were not following it anyway, and the white house is sticking to its guns that tpofa will not be able to testify in front of the senate. >> this is video of that house committee hearing on wednesday where a former director of the centers for disease control testified, and restated the important if obvious point, none of us, none of us are safe until there's a vaccine. >> as bad as this has been, it's just the beginning. until we have an effective vaccine, and unless something very unexpected happens, the

viral illness will be with us for many months and possibly years. >> as for will be permitted to talk to the senate and to be clear he will be asked questions by both parties. >> one bit of noncoronavirus news, the president vetoed a bill supported by republicans and democrats that would have limited his power to strike iran. you remember the president ordered a missile strike on an iranian general and claimed he had the legal authority to do so under the authorization given to bush underli 9/11, and congress disagreed and passed a bill but he vetoed it. >> thank you. starting on monday, you will have to wear a face covering at l.a.x. this applies to anybody traveling through the airport. the new requirement was just announced by l.a. mayor, erand l

bay area airports now have similar requirements. newport beach is the latest orange county city to receive approval to reopen its beaches. leaders have agreed to open the beaches only for recreational use, so no sunbathing. it's teacher appreciation week, but this year everything is so different for the students and teachers doing all that long distance learning. joining us now to talk a little bit about how she's adjusting to the new form of teach something a fourth grade educator at st. catherine's school. thank you for joining us. >> thank you so much for having me. good morning. >> as an educator, what has distance teaching been like for you? >> a whirlwind. there has been so many changes

that we have had to adapt to and accommodate, and think on our feet really quickly. we have had to think about what does this look like and what does this mean. i think the biggest challenge we have experienced is the classroom management part of it. we are competing for student focus and not having to deal with parents in the room or siblings, or we have to kind of keep them focused and that has been a real challenge. >> yeah, you teach fourth grade, and kids get distracted when you are right in front of them, but with the kids up on a screen, how do you work it all? >> it's funny, and there's a big joke during the classroom meetings, feels like there's hundreds of pages of thumb nails we have to scroll through. one of the things we have had to

do is have small group meetings, and we check in to make sure they are doing okay and are on track, if they have any questions, because with 36 students it's hard to get to each one during the zoom calls. >> that connectivity at that young age is important with a teacher as well. >> for sure. i think for me that's been one of the hardest things, making that connection, that 101 connection with the student, it's hard because you don't really get that interaction, you can't read that body language as well, which is why the small group meetings are super vital. >> exactly. what do you missost about being in a classroom? or maybe you don't? >> no, i miss it. i can't wait for this all to be over. i think one of the biggest things other than being the 101 personal activity, it's that

light bulb moment when a student gets it, and everybody has it, like, oh, and you don't get that on the screen because everybody is muted. >> yeah, that's so interesting for you to bring up. now as a parent on the other end trying to do the work with the kids as well, i guess i get to see that and it has been a really good lesson for parents as well to see those moments with their kids, and also the appreciation that we have for educators like you. thank you very much. >> thank you. >> ythis is a year you won't forget. >> yeah, and we thank our parents for their support as well. >> hang in there, and it's almost over, i guess. thank you for joining us. a lot of rumors floating around ahead of today's nfl scheduled release. espn says the first four weeks of the season may consist

and today is the day. >> make sure you are dressed appropriately, and it starts out cool this morning but it will be hot later today. the drought monitor was updated a few minutes ago, and we are now seeing still the same drought conditions that we had last week. it does remain mostly unchanged but we do still see the extreme drought that has developed in far northern california, as we come into the bay area we also have seen the drought conditions turn severe and we have seen a moderate drought from the peninsula over towards the south bay parts of the east bay, and then f the san cruz mountains down to the south county we are abnormally dry. we will continue to monitor this because as we go into next month it's possible we will have an above-normal risk of fires, and now as we deal with the hot temperatures we are going to see

all the brush and wild land grasses dry out here. knowing we are going to be near a record high we reach up to 91 degrees in santa rosa, and 91 as well in clear lake. heading over towards concord, we are reaching up to 92 degrees. for livermore, 91, and san jose reaching up to 87 degrees, and our normal high temperatures for early may is in the low 70s, so some big changes here as we go into the weekend as well. a storm system will approach and it will bring in cooler air. also a chance of rain next week, so that's really good news. as the high pressure moves in, it doesn't last that long. we will see our temperatures ramp up peaking today and tomorrow. then it moves away as it allows that storm system to approach and our temperatures cooling off. we go from the low to mid-90s today to low 80s for saturday, and sunday is looking nice, mother's day, and make plans to
