82 at noon. yes, it's going to heat up fast and it goes up even more from there as we take a look at all of our high temperatures around the bay area. expect low 90s in the inland east bay as well as the north bay. some upper 80s for san jose. we will talk about this and when those temperatures peak, how hot it gets. that's coming up in the microclimate forecast. >> sounds good. breaking news we are following on this thursday morning, an explosion blows the roof off of a warehouse in san leandro. we have live pictures from the scene, and it's off of 880 and timothy. we are learning two people were inside the warehouse when it exploded. both were taken to the hospital. neither have serious injuries. the warehouse owner says people inside were renters. no word on a cause so far. bob redell is live on the scene and will join us with new

information he's gathering now in about 30 minutes. and governor gavin newsom is expected to reveal phase two in opening businesses, and that. when it comes to the growing phenomena of car parades, and south bay people you need to listen up because the leaders are taking the air out of the tires with this one. the mercury news reports santa clara county is reminding everybody there's a ban on the drive by celebrations we have seen so many people capture on video. the ban has always been there but has not been enforced. we are learning the white house is shelving cdc guidelines on reopening the country, and this is coming as president trump suddenly switches gears on the future of his coronavirus task force. let's check in with "today in the bay"'s tracie potts to

explain this shift in thinking. >> so the president has said for sometime he was in charge of states reopening and then turned it over to the states and the cdc had been working on the specific guidance for daycares and mass transit and restaurants and other specific parts of the economy that may reopen. some guidance on how they should do it. it leaked out a while back and this morning from an exclusive report from the associated press saying that 17-page guidance has been scrapped by the trump administration. meantime the president is not scrapping the coronavirus task force. he said he was going to shut it down but now 24 hours later the president said he is going to not only keep it but expand it. n idea how popular the task force is untilually yesterday when i started talking

about winding it down. it's a big deal. >> the president also saying he wants to add two or three people to this task force so it can start shifting focus from the virus itself to the economic recovery. laura. >> good to know. thanks for following it all for us. we appreciate it. also happening today, ucsf is helping to get the new coronavirus contract tracing program, they want to get it off the ground. they will provide training and technical assistance for the program to become the norm in all 58 counties. they are teaching contact tracing techniques and how to limit the spread. the governor talked about adding 20,000 people across the straight for the work needed. santa clara county alone may need 1,000 staffers.

governor newsom's massive n95 mask deal is now on hold but in the process the state will be getting a refund. governor newsom got national attention with his back-room billion dollar deal with the chinese manufacturer. it calls for millions of masks each month but the company failed to meet the deadline for the u.s. federal certification. now it has until the end of may to meet the certification or repay the money it received. a police officers union selli selling masks. he ordered officers not to win their thin blue line masks while on duty. the association is selling the

masks online saying the proceeds will go to a scholarship for children of fallen officers. and then a new mobile testing program for essential workers and the homeless. the east bay times reporting fremont will have a new mobile clinic that will also focus on senior care centers and health-care workers as well. stanford health-care workers plan to rally this afternoon in response to recent pay cuts. they are expected to take 20% cuts through the start of the summer or take paid vacation. the school cites financial pressure. organizers say social distancing guidelines will be followed during today's rally, and it

happens at 2:00 p.m. in palo alto. governor newsom signed an order to allow any worker sick from covid-19 to apply for worker's compensation. workers will be able to get back pay for applications if they have already been sick and took that time off. happening today, east bay congressman eric swalwell plans to hold a facebook live q & a. the forum will get under way at 1:30 this afternoon on the congressman's facebook page. and the state superintendent of schools plans to host an online forum for teachers. educators across the state plan to participate. the department of education says the goal here is to share experiences, resources and encouragement. help is on the way for some of those trying to make it in the north bay. the city of santa rosa is

setting 70 tents up and there will also be portable toilets, and hand washing stations and meal delivery. it's scheduled to open next week. as the weather warms, east bay park rangers are reminding hikers to be more aware of snakes and they are popping up a little earlier this year with spring-like conditions coming earlier. the real danger here, of course, those rattle snakes. they are warning people to take safety precautions when visiting. i remember coming across a rattle snake one time, and it was a scary situation. >> yeah, got to wear your boots. >> yeah, but then it gets so hot. that's the thing, kari, it has been so nice out there and then we will see the warmer temperatures, and you don't want to wear shorts when you have to be cautious. >> yeah, you have to be careful out there. we head over towards the east bay with a live look outside.

we also have to be careful because of the heat. we are seeing a lot of the hills drying up, going from green to brown. let's head over to lafayette where you can see the super moon under the banner. as we start out this morning, it's really bright and it's the last super moon of this year. we will talk more about that coming up. let's get a look at how hot it's going to be. we are reaching in the low 90s today in the north bay. antioch will reach 87 degrees, and palo alto will reach 86. we are going to see our temperatures peaking tomorrow, so even hotter than today. i will have more on that coming up in a few minutes. mike, you have been watching the roads. what is going on out there with the commute? >> we had a couple earlier incidents. in the east bay the speeds are moving fine on the freeways, and we will talk about the warehouse

right now at 6:13, as we take a live look outside over the south bay, as the sun rised sun rises we are getting a hot afternoon. we will talk about how hot it gets and when those temperatures peak. that's coming up in a few minutes. a very good morning to you. a very happy thursday as well. all of this week has been about jobs data. yesterday we talked about that shocking jobs data coming out of adp and 20 million people cut

from rolls. going down to the weekly jobless claims, we just got those, 3.169 million americans cut from the rolls and added to unemployment benefits last week. if there's any good news in there it's that that number is declining from its all-time high. we get the jobless unemployment rate tomorrow. to all of this we can add several things. the latest layoffs, trip adviser says it's letting 900 employees go, and palo alto is letting a number of employees go and until now, pure tech avoided most of the big layoffs. sectors like rideshare andak th brunt of layoffs. tesla is back in the news. once again there's talk about a factory opening up before the rules would allow it to. this coming from "the chronicle" who is quoting an anonymous

source that nbc has not been able to confirm, but we have spoken to local law enforcement that has assured us tesla will make no cars before its time. the first paycheck protection loans are a few weeks old and they are only good for eight weeks and small businesses will have to start thinking about paying them back or trying to turn them into grants. we are hearing you thought it was hard to get alone, a loan, expect it to be hard to get it forgiven. if they spend the loan on their employees, they may be able to get that loan forgiven. frontier airlines backing away from a plan that would charge you extra money to keep the middle seat empty. frontier backed away from the $39 plan after critics said they were selling safety. the company ceo said they wanted

to provide their customers with an option for more space. you get on an airplane with five people on it and you have to sit next to somebody else. hopefully you could spread out. >> yeah. >> thanks, scott. there's new fallout for the retail sector that we are seeing. nordstrom saying it plans to close 16 stores to trim cost due to the pandemic, and that's about 10% of their locations. the retailer not saying which stores will close or how many employees may lose their jobs. and then one of the kwoe companies being talked about is right here in the bay area, and the question is when are we getting more clorox wipes. the ceo said they are working overtime to meet the demand, and

cameras around the bay area, and this is a look in cloverdale, and as we go into the next hour or so we will start to see that beginning to set, so we are going to see the sun rising and warmer temperatures, but once again that flower super moon will be something you will see all across your social media today as people take more pictures of it. let's talk about how hot it's going to be today because our record high temperature in santa rosa, 94 degrees and the forecast is 91. we will be very close. i think in all of our microclimates we will be close to a high record, and we're well above normal as we should be in the 70s around this time in may. morgan hill reaches 89, while antioch will reach 93 degrees, but still staying cool along the coastline. over the next s as

a storm system arrives and may even bring us rain early next week. a couple days of this really hot weather, and we can see in the forecast, it doesn't last long. by mother's day it will feel more comfortable with highs in the upper 70s. now back to you. kari, i will take it from here. i don't like the high temperatures but it's going to be nice. the roadways smooth, traffic not a concern. in the east bay bob redell continues to report from the investigation that goes on over there in san leandro, off of the freeway, and williams is still closed at timothy from what i understand. there's a fire and an explosion and the investigation continues. and then we will show you the volume of traffic. very light right now. remember, as more pieces of california's economy starts to reopen this weekend and next week, we may see a shift in the

welcome back, everyone. it's 6:24. the sacramento county sheriff is under fire after a post that he put out calling for the county stay-at-home order to be lifted. scott jones says he stands by his controversial facebook post. he believes it's time for people to come out of their homes and the economy to be restarted. he said businesses should not open at all once the governor ge -- the governor needs to have a better plan to get back to work sooner. >> the budget for the county entirely is pretty devastating, so as we look towards next

year's fiscal year, we are facing significant cuts. >> the county's public health order is in effect until may 22nd. >> not far away from there shoppers are being allowed to return to a mall in yuba city. the health office gave the thumbs up for the mall to slowly reopen with new guidelines and safety precautions. cases are said to be low in yuba county with just 19 total confirmed. many families' financial health and really survival is hinging on the federal stimulus payments, but some checks were sent to people that actually already died, and now after weeks of confusion, the federal government wants that money back. >> chris chmura has been pressing the treasury for answers. >> we have heard from families in the last several months,

where stimulus checks were received for a person that already passed away, and first the irs would not say if they could keep the money, and then a tax pro said, yes, they could keep it, and then the federal government said a payment made to somebody that died before receipt of the payment should be returned to the irs. if it was direct deposit, you have to write a personal check and mail it in. if you got a paper check, write void on the backside where you would sign it and mail it back in. we put a link to the addresses on our website, that's nbcbayarea.com/responds. coming up the top stories we're following including the breaking news out of the east

it's 6:30 and the markets are just about to open as we hit 6:30 right now. we will have the latest weekly jobless data. you can see the dow coming up -- oh, up now, 252 points for you right now. we did find out that 3.2 more million americans filed first time unemployment, and this is since the pandemic took hold. gets even hotter tomorrow. let's get a look at our live view right now, and as we head out the door in walnut creek, it's comfortable now. we have mid-50s to start, and then can you see the trend as it goes straight up, and it will heat up fairly quickly and by the afternoon reaching into the 90s. it does still stay cool along the coastline, and as you make your way inland we can see highs up to 93 degrees. we will talk about a cooldown in the weekend forecast coming up in a few minutes. >> sounds good. we will check back with you, kari. breaking news we are following out of the east bay this morning, an explosion blows a roof off of a warehouse and there were two people inside the warehouse when it happened. "today in the bay"'s bob redell was one of the first reporters on the scene out there. do you have new information for us? >> reporter: there may have been

three people in there, and two people were just taken into custody by the police, and i spoke to the man earlier, and he said he was in the warehouse when it exploded. don't know why he was taken into custody. you can see the roof, that big chunk of sheet metal, that's the roof that blue up and that's between the building and the box truck. the fire is out, and the owner did not say what was inside the warehouse and he has four renters and he believes some of those inside were his tenants. one of the men that was arrested told me everybody got out, and he's unhurt. a second person, an older man, he was asleep when debris fell on top of him and he was taken to the hospital for evaluation, and we expect him to be okay.

and based on the fact that emts did not appear to be in a rush to get the person in the ambulance to the hospital, we assume his injuries are not serious. >> we're hoping those in the hospital are okay. thank you, bob. governor newsom promising new details on phase two of reopening some businesses, and as you can be sure, those struggling restaurant owners and retail owners are all ears about this. kris sanchez is live. >> reporter: as an essential business, bike shops like highland family bikes here in san jose have been very busy, although their business does not look exactly the same as it has been, they have been seeing a boom that they usually see at christmastime and during the summer, so it's not business as usual for them. they are not doing repairs. the staff is limited to just four family members. store hours are limited.

face-to-face business is limited, and all of it making for longer days processing electronic orders. so they are eager to hearing the governor's plan to get retail and manufacturing back to full strength. >> manufacturers did not know about this so they did not plan for this, and every week it's like us playing the lottery on what bikes we can get in stock and a lot of them are sold out until july and september. >> a owner of a cafe opened, and then closed when he was told to stick to takeout. the california restaurant associati association sent their own recommendations to governor newsom, including seating only families together, and no buff

yeas, salad bars or shared food, and sticking to temperature checks only for employees and not patrons, and that would be on top of social distancing or sanitizing requirements. whatever the governor's recommendations are today, he has made clear that county health officers can enact stricker guidelines if they see fit, and we expect that here because the number of cases we have is still on the rise. >> thanks for the latest. the city of berkeley says now testing for coronavirus will be available to anybody that is experiencing any symptoms at all. the city's health officer adds people who are insured should contact their provider first before visiting the city's testing site. and then in oakland the city is expanding the criteria for free testing, and napa is offering

free screenings for people who live or work there. on the website, covid19.ca.gov will give you the closest location to you. stanford is conducting a daily health survey to pinpoint coronavirus hot spots. people all over the nation are responding. joining us to talk about the public response is dr. rusty hoffman from stanford. thank you for joining us again this morning. >> good morning, marcus. >> let's talk about it. last time we spoke to you you were telling us about 170,000 people had signed up for this test or the response to this test, so talk to me about what has the response been since then? >> yeah, marcus, it has been great. thank you to you and laura for having me on a few weeks ago. we are now over 1.1 million responses, and so we are in the process of crunching the data.

the way for your viewers to think about this, which will probably hit home close to all the people in the studio is it's very similar to the way nielsen does its ratings. if you are a nielsen family you get a box and there's about 100,000 people across the country to predict what 330 million people are watching, but with the daily survey we need about 1,000 to 2,000 people per county to respond every day, and we are comfortable we will make good predictions where the outbreaks will be. >> a lot of people are responding across the country, and we have a map i want to show of the number of people who have taken this test in the bay area, and it's showing -- the traffic we are seeing right now is the daily health survey. the green showing the people who have responded the most with that, that's definitely in the

south bay where we are seeing more of the covid-19 cases, and then less in napa and solano county. talk to us about what these tests reveal? what can we determine from these results? >> yeah, so it's very clear the graphics being shown is just the number of people that respond, whether they are healthy or not healthy. it's really important that we have both, healthy and nonhealthy people respond, because if that ratio changes over time it's very sensitive to be able to see if there's an outbreak. you can see much of my social network is in the south bay, as well as people that work at stanford. we need people in the north bay and east bay to start responding, healthy and not healthy. and we want it to be a habit, shower, coffee, survey, and it's a minute to do day one, and then

90 seconds there after. >> now we are looking at the map of the demographics. we have seen the biggest number of people responding to the test, those with between 40 and 60 -- 41 and 60, so what does that tell us when we are seeing the number of people? that is closer to the higher risk group. >> right. great question, marcus. my ep deemology colleagues are telling me we have a nice good age distribution. it's not just concentrated on the millennials. really understanding the penetration of the survey is important, and it seems that we are achieving that goal. >> we have just a few seconds left, but according to the results that you have gotten,

has that forecasted where we are now or is it too soon to tell? >> it is really too soon to tell. this is, you know, when you get a symptom, until you are hospitalized, it's ten days, so we just need enough data to start validating that before we release anything to the public. >> people can still sign up for that? >> yeah, google stanford survey, and it's the second link, stanford survey. please do your civic duty and respond every day whether you are sick or not sick. >> thank you for joining us this morning. >> thank you, marcus. great talking to you. >> really interesting. we all need to sign up for that. a live look at the toll plaza this morning, and a new study predicts a huge surge in traffic once the shelter-at-home order ends. many people may choose to drive to avoid public transit. the study claims this could add

up to 42 minutes to the average commute, and the bay area could be harder hit than any other region. it has been nice to enjoy some clear skies. there has been less pollution of the road with less cars, but it's going to heat up. >> yeah, we may be near a record in many spots, but i don't think we will set a new record. as we look at some of the numbers, we will reach into the low 90s and the record high temperatures are a couple degrees above that. as we go into the next couple of days, expect it to be really hot, and then there will be relief coming our way as we get closer to the weekend by saturday and sunday, we will start to feel it coming down. i will have more on that in the forecast, and that's coming up in a few minutes. heading over to mike, you have been watching the commute. what is going on? any updates? >> it's quiet right now, kari, but business coming back may

mean a lot more traffic, and we will track the changes especially over the next week. we will talk about what it would be like any other year, we would have more traffic and wedding season would be right now. and can't wait to walk down the aisle is trending, and tracy posted this, the travel bug for her, she has the itch to travel, and then the aisles of the department stores, and minor league baseball, they want the aisles to reopen so the stairs and seats are reopened for the fans, and then all of us, i want to remember, in san francisco style, i'll be there for you. >> look at you bringing that witt. coming up next on "today in

right now at 6:45, let's take a live look outside in san jose as the sun rises this morning, it's a clear start and also nice and cool for now. as we look at our temperature trend, it heats up pretty fast. we will be at 86 degrees by early this afternoon. we will talk about where we could hit the mid-90s. that's coming up next. president trump says the coronavirus task force will the economy going. that has been largely disbanded stick around because in his words, he says, it's so popular. as ceos named to the committee good morning to you. said they did not know they were the new committee will have a on it. let's take you to the pictures new focus, which is reopening of the coronavirus task force. the economy. earlier a couple months get the associated press said the white house and cdc are abandoning some of the task force guidance they were giving states on when to reopen. meanwhile as we have been

reporting the white house continues to stick by its guns. dr. fauci will not be allowed to testify before a democratically controlled house committee. >> that's what we call a publicity stunt. we encourage the house to act in good faith much like the senate did, and dr. fauci will be testifying in front of the senate. >> this is video of the committee hearing on wednesday where the obvious was restated, none ofe's a vaccine. >> as bad ashibeen, it's just an effective vaccine and unless something very unexpected happens, our viral enemy will be with us for many months and possibly many years. >> as for dr. fauci, as pointed out, he will be able to talk to

catherine's school in morgan hill. good morning and thank you so much for joining us. >> good morning, and thank you for having me. >> what has been the biggest, i guess, challenge for you when you had to make this transition and how has it been going? >> well, the biggest challenge has been just the classroom management of the whole monster. before in the classroom it was a controlled environment and now that the kids are at home they are competing for that focus and attention because they have parents in the room, and you might have your siblings in the room, their dogs might walk in, so all of those little tiny distractions takeaway fr away f focus, and we didn't have that n the classroom so that has challenges. >> so you basically have a big zoom meeting with your kids? >> yes, we meet every morning at 8:30, and it's wonderful to see

them all pop on and see each other, and their smiles, but it's a challenge in the sense of trying to just control all the 35 kids that pop on. one of the biggest jokes we have in the class is that i have to scroll through pages and pages of these thumbnails of kids, and they think it's hilarious i think we are on page 100 when there are only two pages. >> do you miss the classroom? >> all of what the teachers miss is the one-on-one interaction with the children, and trying to gauge how they are feeling, and what they are understanding is hard through a computer screen. we have had to implement small group meetings so i can check in on a personal level with them, making sure they are okay and making sure they understand things. they were being taught in the

be hot out there. >> yeah, it will be a hot day and we are looking for ways to cool off. as the sun rises, we are looking at the up. oakland, you will see a high of 80 degrees and upper 80s for san jose. it will still stay cool along the coastline with san francisco reaching 74 and 67 in half moon bay. for santa rosa, we are going to see the high temperature reaching 91 degrees. as we go into the next several days we will get some cooling. it will just take a little time to get here. we can see the storm system off the coast, and once it arrives it will bring in cooler air. a shift in the wind that brings back our ocean breeze and may also deliver rain by early next week, so it's good to see that this hot weather will be short-lived just in time for mother's day. those temperatures will start to come back down. as we take a look at our 7-day forecast for the inland areas, 90s today, and even hotter

into a new surge of infections. the governor's update is supposed to happen at noon, and we will bring it to you live and stream it on nbcbayarea.com. the dow is up 355 points, and this is despite the new jobs report saying that 3.2 million americans filed for first-time unemployment claims. that brings it to 33.5 million americans that filed since the pandemic started. tomorrow we get the april unemployment report. and then an explosion blowing the roof off of a warehouse in san leandro. at least two people were taken into custody, and at least three people were inside that warehouse when it exploded. two were taken to the hospital with minor injuries. the warehouse owner says the people inside were renters, and no word on a cause so far.
