indicates 30% of staff will be on site. it's not clear if alameda county authorities will try to intervene although the sheriff's office did tell reuters the governor's orders should supersede county restrictions. our bob redell is there. he'll have a live report at 5:30. meanwhile, three bay area counties will partially reopen, napa, sonoma and solano. you can see them in the yellow. the bulk of the bay area holding fast in phase one, not moving ahead to phase two. the governor's latest order is leaving a lot of business owners wondering if they're good to go. "today in the bay's" kris sanchez is live for us to provide some clarity in all of this. kris? >> reporter: well, hi there, marcus. if only i could do that, right? we're here in san jose at hill's flowers planning on doing delivery. they were hoping they might be able to do curbside pickup as well. now we know that is not going to happen. a lot of businesses thought the

governor would loosen restrictions. not until yesterday did we know how that would be tied to health metrics and because most bay area counties are still having rising infection rates, health officers are sticking with these stricter local restrictions. while there is pushback, they're also okay with waiting a little longer like this owner in napa. >> always a good thing for the economy, but there's some mixed feelings, of course, too. are we going to be able to be safe? is there enough testing? that's the big question. >> reporter: you were talking about that clarity, marcus. in order to meet the guidelines for lifting restrictions counties must meet testing and tracing requirements, they must have two weeks with no covid-19 deaths. there must be a plan for health care to handle a surge in case infection rates spike again.

counties must provide for testing. infection rates are lower and social distancing easier because it is a rural area. they're following the state's guidelines. we'll talk about which counties those are, what that means for them and what that means for the rest of us if we're not lucky enough to live there. in san jose, kris sanchez, "today in the bay." >> thank you very much, kris. april's unemployment report is due out just a short time from now and is expected to be the worst our country has seen in more than 20 years, even worse than the meltdown with the mortgage crisis. whose takes him within very close proximity of president trump has been diagnosed with covid-19. a valet who serves president trump's meals has tested positive for coronavirus. the president said he was tested two days in a row and is virus free. >> i've had very little contact, personal contact with this gentleman. know who he is, good person, but i've had very little contact. >> reporter: the administration is bracing for what experts say could be 20% unemployment in today's monthly jobs report, 11 times the job loss from world war ii, the previous record. >> the number will start coming down at an appropriate time, whatever that is. >> reporter: congress has yet to take up a second economic stimulus with members still scattered across the country. republicans worry about spending another $2 trillion. >> we've already spent close to $3 trillion. we have to understand somebody

is going to pay that, our kids, our grandkids. >> yes, i'm concerned about the national debt but i think it was penny foolish to say, i'm sorry, we can't do s.n.a.p. to give you food because there's a national debt. >> reporter: the real impact felt by millions of jobless americans. >> my savings have completely dried out. >> reporter: one survey found one in five mothers say their young children are not getting enough to eat. leaders hope the house can return next week to act. >> the house will be in order. >> reporter: if cleared by the capitol position. tracie potts, nbc news. 5:04 for you that morning. and some people who work at bay area nail salons were caught off guard by governor newsom's comments about the first case of community spread. so the governor said someone at a nail salon was the first in california to catch the virus locally. so far nail salons are not among those allowed to reopen. one salon owner said this only

adds to all of the industry uncertainty. >> i was very surprised because we haven't heard anything about that and we don't know what to do when it comes to protecting ourselves, protecting clients, protecting customers. we're going to need ppe, too. >> the governor did not say if the first infection involved a customer or worker or exactly where it happened. anxiety is growing for teachers who expect budget cuts. the loss of billions in revenues means education spending may have to be cut by more than $19 billion. schools will receive $1.7 billion in funding from the c.a.r.e.s. act. that equates to about $275 per student but the amount may vary. >> there's a lot of anxiety. i'm sure there will be more now.

>> sacramento schools expect to receive $17 million in state and federal relief funds which it's hoped will save some jobs. happening today oakland schools are celebrating latino students who made the honor roll. they maintained a gpa of 3.0 or higher. holding a webinar today to honor those students. and here is something good this morning coming out of the south bay. one teacher received a special surprise for teacher appreciation week. >> that's right. this is miss amy and her students at san jose parents participating nursery school came by to show miss amy some love. the family held a parade party, they created signs and cards showing how much they miss her. a role reversal. they went to see her. >> i can hear them now. miss amy!

miss amy! >> miss amy! >> i love that. well, if anyone was doing one of those drive-byes today they would have to turn on the air conditioning. we haven't seen temperatures like this in a wheel. >> yes. it's probably going to be the hottest temperatures we've had so far this year. as we see some of our inland areas reach into the mid-90s at least it will be cooler along the coast. if you're here expect it to heat up quickly and 55 degrees this morning. we're still feeling nice at 10:00 but some warmer air moving in fairly quickly by late morning into the afternoon as we get ready to reach into the mid-90s. as we talk about where we are in comparison to normal, those high temperatures once again in the

90s for a lot of spots but we're usually seeing highs in the low to mid-70s. you can see the difference as we check out our micro climate. hot weather today but much cooler tomorrow. mike, you've been watching the commute. any issues drivers should be aware of? >> there's an issue popping up. i see slowing. let's take you to the maps. the sensors look great but heading south past silicon valley and into the mountains southbound 17 approaching bear creek road. reports of debris scattered. they think it's dog food and baby diapers and looks like someone may have gotten a bag dropped out of a car. there may be a sweeper heading down there. look at the slowing to the summit. back to you. 5:08 this morning.

good morning. right now at 5:12 we have a cool start to the morning but it's going to heat up quickly today. whatever outdoor activities you have try to get them in before noon. as we get ready for the hottest day, the heat won't last that long. and good morning to you and

a very happy friday as well. for about the last ten years i have been telling you how much i enjoy this friday because it's jobs friday and for ten years i've been telling you about this great american recovery. well, that is no longer. in about 15 minutes we are going to get the worst jobs report we expect in american history. we don't have the numbers yet. they are a secret but we know it is going to be absolutely terrible. i've been throwing jobs numbers at you all week. on wednesday i told you about the adp report. adp handles paycheck processing for many american companies. it estimated 20 million people lost their jobs last month. thursday the first time jobless claims showing just last week another 3 million plus of our friends and neighbor apply for unemployment for the first time and today the full jobs report and unemployment rate.

this is why many but not all of our leaders are eager to get americans back to work. some debating the cost and whether opening the doors too soon will cost more jobs, more lives and weaken the economy further with a second wave. bob redell will be reporting about that with tesla. tesla debating whether to open its factory today. we understand it's going to because gavin newsom says manufacturing in california can restart, but alameda county says not so fast. no it can't. our kris sanchez has compared this problem to having two parents. whoever the stricter parent is, that's the rule you should follow. some good news, china and america are talking about trade again. this is from a different time when we saw robert lighthouser and lieu talking. they agreed to the first steps

in normalizing trade. part of what made that possible was the white house backing away from claims that coronavirus started in a chinese lab. president trump promised the white house would issue a report with evidence. we have not seen that report and we've seen mike pompeo really back away from those claims. marcus and laura, speak about getting back to work again, this is what our show "press here" will look like when it returns. an experimental show sunday morning and then get back to regular production after that. i'm sure all of our viewers know the very same thing because they're working at home, how difficult it is to actually get things done when everybody is in a different place. you have a producer in milpitas and a post producer in scotts valley.

keep everybody quiet while i'm on the air so thank you to my mom as we get ready for this mother's day weekend. some plans to do something special because the weather will be really nice and at least we do have a cool start to the day today. we're down to about 45 degrees in napa. 47 in santa rosa and starting out at 43 in livermore and in san martine. so after this cool start, we are going to warm up quickly and that's what we're getting ready for as we go into this afternoon we'll see our temperatures going from the 50s, 80s and 90s. 80 degrees will be the high in oakland. of course with the hot weather we say take it easy, take lots of breaks. drink lots of water, keep a cool towel on your neck if you have to work outside. make sure you're checking on those pets as well as your children. as we look at what will provide some cooling, this large storm

system approaching. as that moves in it will help push this out of the way and reduce our temperatures going into the weekend. we're watching out for a chance of showers into early next week. nice to get that as we can see this replenish some of the moisture with the hot weather we've seen. some of our models showing up to a half inch of rain. elsewhere a tenth to a quarter inch of rain. that's better than nothing. some mid-90s today. down to the low 80s tomorrow. for mother's day, 77 degrees. low 70s for the inland areas early next week. it looks like that could continue as we see a fairly active weather pattern across the region that will keep the bay area cooler. we'll have more updates as we head over to you, mike. how is it looking for the commute? >> 94 not looking good.

heading down to the beach and, remember, stay in your area. we're still supposed to do that. highway 17 has moved more smoothly. garbage has spilled on to the road. everything fine heading down to the santa cruz side. the rest of the south bay, downtown san jose, around 280 and 17 both on the shoulder. not a major issue. sounds like everything got handled quickly. a smooth show of traffic. an earlier disabled vehicle getting away from the maze has cleared from 580 with a traffic volume that may increase because some businesses are easing. we will look at maybe a volume increase in traffic. it looks busier this week already. a growing outbreak. we're going to talk about the

number of workers at one meat packing plant testing positive and whether it's affecting food supply. plus, a northern california nordstrom's store set to shut down leaving hundreds without jobs.

developing out of georgia a father and son are now under arrest in connection with the shooting death that's caused national outcry. state agents arrested two men facing murder charges in the february shooting death of ahmaud arbery. the arrests happened after cell phone video came to light showing the 25-year-old arbery being stalked by the pair as he was out for a run. that video seems to show him wrestling with a younger mcmichael over the rifle before being shot to death. he was not armed and his mother is outraged. >> it really breaks my heart. he didn't know that he was in the last minutes of his life. >> authorities previously found no fault in the shooting. the investigation is ongoing. authorities are trying to get the upper hand on an outbreak at a federal prison in santa barbara county. nearly half of the inmates there have tested positive.

it comes with word two have died at a medium supreme court prison. at least three santa clara county jail inmates have tested positive last month. more than 400 inmates were set free to keep coronavirus from spreading. nearly 150 people at a meat packing plant in central california have now tested positive for the coronavirus. this is at the central valley meat company about 40 minutes outside of fresno. company officials say that they are following cdc guidelines to keep their employees safe and the factory running at full capacity. some of the meat plants are starting to reopen. a northern california nordstrom store is among one of the casualties due to the coronavirus. the sacramento store will shut down after being in business 30 years. employees say nearly 300 people will lose their jobs.

managers say employees will get a severance package. some might be offered a new position maybe at another store. shoppers say they're sad to see it go. >> i've watched it grow into a lovely place to sharp and it's terribly sad to see any of the stores closed. here in the bay area according to pleasanton weekly the nordstrom at stone ridge shopping center is closing as well. next the top stories we're following including phase two. the counties set to allow some businesses to reopen today and the growing confusion for those in counties holding out. plus, the future of daycare. the steps one set of california caregivers are taking as they try to prepare for kids to return. some companies still have hr stuck between employees and their data.

have to watch. i'll have more on this in the forecast coming up in a few minutes. >> looking forward to that, kari, thank you. happening today as you see here napa, solano and sonoma counties are all partially reopening as phase two goes into effect. you see them there in the yellow. what's happening where you live. kris sanchez joins us live to explain why all bay area counties won'ting following in line with this reopening. kris? >> reporter: hi there, marcus. it's because not all counties are having the same covid-19 experience. the infection rate is still on the rise and those counties are choosing to go with stricter local ordinances which is okay with the governor. allowing some nonessential businesses to reopen under strict guidelines. check myers' napa business but he is opting to wait longer.

they can offer curbside pickup. manufacturing can resexual if there is enough social distancing and open air. salons, gyms, movie theaters, churches may remain restricted for months to come. and that's okay with some folks. >> we need to make sure we're not opening up businesses and exposing people who will get sick and die. >> reporter: the six bay area counties that have been issuing orders together will adhere to the stricter local guidelines because the infection rates are still on the rise. the rule of thumb, whatever order is stricter is the one you have to follow, so don't get busted on a technicality. kris sanchez, "today in the bay." >> before you go, i know some

who could utilize some of the businesses opening in the three counties. what if you live in the south bay or the east bay and you want to go up? are you allowed? >> reporter: so here is the deal. a lot of essential businesses are opening for people who live in those communities. you can go fishing but you have to get there. some local restrictions you have to live within a certain number of miles to be there so this is intended for the locals, and if you want to go to wine country and the wineries and tasting rooms are still closed you still want to go. that will be coming down the road. >> reporter: you can have your wine at home. san francisco will be loosening some of its restrictions for retailers. the new rules will allow storefront pickup at limited number of stores starting may 18th. the store just for fun and

scribbledoodles have been delivering gifts since the shutdown in march. they've been april loud to offer storefront pickup is a step forward but won't help pape the bills. >> it will serve the community well. it won't do anything for our business. we simply can't do enough volume to pay the rent. >> and the mayor's office says more information about what is expected from retailers will be released next week. developing news overnight, tesla says it will resume limited operations at its fremont electric car plant. this amade some of those covid-19 restrictions being lifted. we want to check in with bob redell because it's interesting to think if they are violating county orders here, bob. >> reporter: yeah, that could be the case with regards to tesla's factory here in fremont, even though the governor announced new manufacturing rules for

manufacturers like tesla, alameda county still has the shelter in place order in effect. we have reached out to the sheriff's office for comment. we're still waiting to hear back. the sheriff's office did tell reuters the state order announced yesterday does not supersede the alameda county order. so it's not clear what action, if any, the sheriff's office or other authorities might take when tesla reopens later today. in an email, tesla told its employees they would resume, quote, limited operations with only about 30% of the employees who would normally be working on a given shift. cnbc points out it's not clear how tesla can build its vehicles with that reduced head count. shelter in place section online. states that distributed energy resource manufacturing which includes electric vehicles is still permitted. it states businesses may operate

to manufacture energy resources components like solar panels. it doesn't mention anything about electric vehicles. you might recall that for a brief time back in march tesla stayed open but finally shutting down. last week tesla ceo elon musk shelter in place fascist. in a brief communication yesterday he wrote that he'll be on -- personally -- helping out -- and if you feel comfortable -- i'm quoting here, uncomfortable about coming back to work at this time, please do not feel obligated to do so. that's from the email to employees from tesla ceo elon musk. reporting live in fremont, bob redell, "today in the bay." >> all right, thank you very much, bob. a handful of dmv offices are going to open across the state including some right here in the bay area. the dmv hopes to help drivers required to show up in person for license and vehicle renewal.

locations will be back open in san francisco, concord and santa rosa. people will be asked to practice social distancing and wear masks. head to our website for the exact locations of the five bay area offices that are reopening. happening today san francisco is holding a drive-through food drive for people in need. more than 750 boxes of food. the event starts at 10:00 this morning at the mills montessori school. more parks will be open. in some cases you may not be wanted there. san mateo county still has a ten-mile rule in effect meaning you have to live in the vicinity. not so in contra costa and alameda where some east bay park locations still have walk-in access. county restrictions vary.

you still need to stay very close to home. >> absolutely. if you get out at all, make sure you prepare because it is going to be hot. meteorologist kari hall has been telling us that today will be the hottest day we've seen in a long time. if you are going out there get out there early. we gave you the heads-up about the rattlesnakes coming out. i think that's reason alone to stay home today. as we look at these highs we're still going to reach up to 90s. temperatures reaching the mid-90s. we may not see a lot of widespread records set but it will be very close. we'll have to watch the numbers closely today. take it easy. overall it's been a smooth commute.

the april jobs forecast came out. it's very grim. 20.5 million jobs were lost last month, the worst in history. it does not include workers who were furloughed. meantime unemployment now stands at the 14.7%. the worst since the great depression. 20.5 million jobs lost in april. and president trump has not spoken just yet about the shocking unemployment numbers. >> most americans say it is not his fault. exactly right. he's not technically allowed to speak about the job numbers for a little bit of time. he has in the past violated the rule. nothing from the white house. as for the blame every american seems to understand this is all about the pandemic and, indeed, a poll just this week by the economist newspaper says 53% of americans still approve of the

way the president is handling the economy right now in the middle of the crisis or wherever we are. high marks for the pred as we get those startling numbers this morning. but washington and the legal community reeling. it's done an about-face. it wants to drop the charges against the president's former national security adviser michael flynn. >> if i did a tenth of what she did, i would be in jail today. >> that is flynn before he was national security adviser talking about hillary clinton. he would indeed face prison time for lying to the fbi about his contacts with russians. fbi agents questioned flynn about his telephone calls with russian ambassador.

he lied to them about those calls. how do we know he lied? the calls were taped. he admitted to lying and pled guilty to it. and president clinton trump said flynn lied and had to be fired. in an extraordinary development yesterday, the justice department says the interview with flynn in which he lied was not pertinent to the investigation of the phone calls. the doj telling a judge the government concluded the interview by the fbi of mr. flynn was untethered to and unjustified by the counterintelligence investigation into mr. flynn. president trump agreed flynn had done wrong. i had to fire general flynn because he lied to the vice president and the fbi. he pled guilty to those lies. they cannot think of a time in

american history, in legal history somebody pleaded guilty and then the department of justice sought to drop the case. you saw what president trump said about flynn at the time. yesterday he described the federal prosecutors and the fbi agents originally involved in this way. >> i hope a lot of people are going to pay a big price. they're scum and i say it a lot. they're human scum. >> it's going to be up to a judge to decide if she accepts the doj's argument. we'll keep you posted on twitter. find me there at twitter. joe biden and the woman accusing him of sexual assault are both speaking out. a document shows tara reade did mention harassment while working for biden decades ago. the document was filed in 1996 by reade's ex-husband who was

fighting a restraining order she filed -- or was fighting the restraining order she filed. so the document mentions allegations of, quote, harassment, but does not include reade's recent claim of sexual assault and does not say biden was the harasser. reade is telling megyn kelly he should drop out of the presidential race. >> joe biden, please step forward and be held accountable. you should not be running on character for the president of the united states. >> the truth is what matters and in this case the truth is these claims are flat-out false. nothing ever happened with tara reade. >> a florida tv station denying those allegations. a judge has delayed jail for disgraced congressman duncan hunter. illegally spending $150,000 in campaign funds. because of the pandemic the judge is allowing him to

surrender in january to serve an 11-month sentence. pretty much all beaches up and down the coast of orange county this weekend will be open again. state leaders are agreeing to allow access to all county run beaches for active recreation only. the same holds for most city run beaches. most of the coast in neighboring l.a. county remains closed. there's so much uncertainty as to when kids will be allowed to go back to school but an emergency daycare that opened might give us a peak of what it might look like. take a look at this. the school district in san diego is providing free child care for parents who are essential workers but all students are six feet apart at all times and there's no more than ten kids in a classroom. right now they care for 28 kids. by monday it'll be doubled. the superintendent says he's

we head over to livermore. it's 50. it's 56 in san jose and 57 right now in palo alto. and then we are going to check out our temperature trend in mountain view. now hear we're starting out with low to mid-50s but at 10:00 we're at 70 degrees and we continue to see the warm-up as we go through late morning into the afternoon. get ready for the hottest day. 85 in antioch today. 90 in palo alto. and in napa we're going to see a high of 92. also 92 today in san jose. but not too bad in san francisco. we're in the mid-70s and some upper 60s along the coast. we're going to catch some cooling here as we go into the weekend. you can see all the clouds and it will be moving. we've seen the high pressure that's made it hot move off to

the east. mother's day and monday there will be scattered showers moving in. it may stay cool next week. most of us about a tenth of an inch of rain. santa rosa about a quarter inch and up to ukiah about a half inch of rain. our seven-day forecast showing hot weather then cooling down back to spring as we head to next week. mike, you've been watching the roads. what's going on for the commute? right now pretty calm. for about the last ten days, ten business days, two weeks, i've been seeing the slowdown. the green sensors show a nice smooth flow of traffic. we're looking over to the east bay where southbound 880 where i put the air yoe, you see slowing there and into hayward. again, about this time of morning we've been seeing it kick in for almost two weeks now. we'll track that.

authorities are trying to get the upper hand on a big problem that they're having in a prison in santa barbara county. now nearly half of the inmates are infected. it comes with word that two inmates have died at a medium security prison in lompac. at least three santa clara county jail inmates have tested positive. more than 400 inmates in the jail were set free to keep the coronavirus from spreading there. nearly 150 people at a meat
