oakland is providing safe harbor. the coast guard says no covid-19 cases have been reported among any of the crew members aboard the ships. the port also says the crew members will not disembark. turning now to decision 2020. governor gavin newsom officially has endorsed joe biden for president. the two appeared together friday in a virtual fund-raiser for the democratic national committee and newsom mentioned it there. the governor largely has tried to avoid partisan politics during this coronavirus crisis. he says he is proud to support biden and the deep compassion and empathy the former vice president would bring to still californians now in too big of a hurry to get back to normal? political analyst larry gerston joins us live to look at that in just a few minutes. but first, is a return to baseball on the horizon? the latest plan to get back on the diamond. anthony flores is next with sports.

california has 40 million residents and various reactions to governor gavin newsom's stay-at-home order. a few residents have ignored the governor with behavior he says can make it harder for the state to recover. nbc bay area political analyst larry gerston joins us now. good morning to you. can you shed some light for all

of us? >> in some ways it's simple. after being sheltered in place people are getting antsy. they want to get out, do something about all this. okay, what can we do first? how can we get out of this mess? you see people showing signs of resistance, if you will, resistance to the policy set forth by governor newsom. and with this resistance we've seen some demonstrations, protests. is that innocent or is it otherwise? >> there's nothing wrong with demonstrating. we all do it regardless of what the issue might be. when we saw the demonstrations we saw them with people without masks, huddled together, not keeping a social distance. when we saw people going to the beaches they were together en mas masse. they were resisting the

governor's order. you put all those things together and what you begin to see dissent that ignores the orders of the governor of california. and that poses a problem. >> and is it problematic -- i mean, i assume it is -- but being devil's advocate for local governments to live by their singular values versus the governor's? >> this is a toughy, kira. the fact of the matter is we go up the ladder in this country. local governments do have certain powers but by and large have to take their cues from the state. the state is the official agency that prescribes how governments should operate at the local level. so when the local governments resist, twhawhat happens is peo say, gosh, why do we have to listen anyway? and of course ifesisting and ge to the beach, why can't we do it as well.

>> of course this wouldn't be the first time local populations have shunned state leadership, am i right? >> kira, we have a long history in the state. we have a long history of where governments, particularly regions, have said we don't like what we see here. you can go back to 1859 -- 1859 -- when southernnia literally wanted to leave the state because they believed in slavery while the rest of the state did not. california was admitted as a union state. since then over 200 different attempts to blow up the state, to let certain regions do whatever they want, develop their own state, if you will. northern california where you have the real issues with modoc,

sutter and yuba, they wanted to become a state with southern oregon called the state of jefferson, an attempt once to go ahead and divide california like string beans. there was an attempt to divide california into six regions, six different states with each state having its own rights. of course the legislature and the congress would never go along with it but you can begin to see that it's very, very hard once you get controversial orders for people to go ahead and say, well, we're all going to go along. this all started with a fishing season extension that looked to be happening in northern california. that got everybody in a tizzy over there. from there things began to unravel and that makes it tough to keep order. >> just that domino effect. it's interesting to note this has been going on for 161 years.

i'm a born and raised californian, and just in the last, i don't know, handful of elections it seemed like splitting up the state was a whole new idea. what is the takeaway from this perpetual discomfort or disagreement? the size of a good sized country. different people, different values, urban, coastal, mountain, all of these things. and so it becomes very, very difficult for the governor, any governor, to hold this together and to do so it means relying on people to go along with what you're saying, with what the legitimate governors have to say. the people we've elected. it means that governor newsom has to walk a tightrope. he has to walk a tightrope.

mother figures for you wth aunt any of that good stuff. we'll be enjoying fantastic weather. we've started to see some clearing and a little bit more sunshine will make its way into the afternoon. also cooler weather. we're still on tap for that cooling trend happening since yesterday. you can see beautiful start through there. san jose, that blanket of clouds and we are tracking shower activity ahead. san francisco, a live look over the city there. breezy as well. we'll start to notice some winds in the north bay as well. a live look at satellite radar and this is what we're tracking. an upper level low that will make its way in. we had above normal warm weather. once that low-pressure system moves in look what happens.

right around the lunch hour for tomorrow we'll start to notice some shower activity in through santa rosa, half moon bay, so rain at times, most likely for areas in the north bay and then through monday into wednesday we get some shower activity as the system continues. the low is moving in. rain into monday, tuesday and wednesday. that high pressure that dominates again. we're going to go a little bit of a roller coaster ride, from shower activity to hot and then back to cool. well, it looks like another
