one bay area city already taking action to save money. next, key service that is are on the chopping block. and a good morning to you. thank you for starting your morning right here with us. i'm marcus washington along with the rest of the team. you see laura as well as kari and mike. kari with a quick look at the forecast today. marcus, we're starting out our week with a chance of some showers moving in. we've been watching the storm system as it approaches the coast and as it moves in today it will bring in a chance of spotty, light rain into the evening. we do have a dry start as we look in dublin this morning. our temperature trend in the low 50s and a much cooler day after some high heat to start out last week.

we'll talk more about this in the forecast coming up. laura? kari, we'll check back with you. a bay area baby is recovering after contracting a disease that's linked to covid-19. it is getting the attention most certainly of parents of young children across the bay area. "today in the bay's" thom jensen joins us live from palo alto with more on this little baby's recovery and the warning signs parents need to look out for. good morning, tom. >> reporter: good morning. this may have been one of the first cases of this rare disease, this new disease here in the united states. the child was here at lucille packard children's hospital in palo alto in mid-march when this diagnosis first came down, this syndrome called pediatric multisymptmulti symptom inflammatory syndrome which is linked to covid-19

including here in california. it's troubling because kids can develop heart problems associated with this. three children, in fact, in new york have died from this new disease and the state is investigating two more deaths in children associated with this. according to a report in the "san francisco chronicle" there was a 6-month-old child here at lucille packard children's hospital on march 16th who was diagnosed with coronavirus, a positive test for coronavirus, originally diagnosed with a rare disease, inflammatory disease called kawasaki. the doctor contacted other doctors in new york and around the country and able to link this to covid-19 and this new syndrome. now here are some symptoms that parents are going to want to watch out for. health officials are warning

parents to look for prolonged fevers of five plus days, difficu difficulty feeding infants or kids with severe abdominal pain, diarrhea, vomiting, trouble breathing and rapid breathing, a racing heartbeat, decreased urination, lethargy and confusion. if you have kids who have any of these symptoms, multiple symptoms, you are urged to contact medical professionals. thom jensen, "today in the bay." >> thank you. new for you this morning, more coronavirus cases reported in the bay area bringing the total number to more than 9,800 and nearly 350 deaths. records show east san jose is being hit the hardest. "the mercury news" is reporting

four zip codes seen here on this map saw more than a third of the first 100 deaths in the nation. the region made up mostly of latino is one of the poorest in santa clara county and has a death rate four times higher than wealthier areas. this morning the country watching what happens in the standoff between tesla and alameda county. this after elon musk said that he was starting up production of his fremont plant and threatening to pull the company out of california. bob redell live for us at tesla. bold statement there from elon musk, bob. what could happen next in all of this? >> reporter: marcus, tesla ceo elon musk has sued alameda county in federal court to let it resume factory operations behind me here at its plant in fremont. we are waiting to see when a judge could potentially issue a ruling in the case. you'll recall musk and tesla were hoping to resume limited

operations here to start working, building electric vehicles after governor newsom loosened the rules for manufacturing but alameda county kept those restrictions in place. in that suit filed saturday tesla said the state orders should s spreading the covid-19 virus. tesla posted a return to work playbook, 38 steps the automaker has taken to get back to work including covid-19 safety guidelines, worker health checks and ways to create social distancing. over the weekend musk set out a series of tweets as you were mentioning, threatening to pull out of its palo alto headquarters. the mayor echoed concerns about the impact to the local economy saying she believes manufacturing work can proceed safely with proper social distancing. reporting live here in fremont, bob redell, "today in the bay."

>> thanks so much, bob. happening today gig drivers like those who work for uber or lift are heading to the streets to demand change. a group of drivers will take part in a caravan. the group is demanding better safety, pay and respect. the drivers want all of the above not just during the pandemic but always. they'll meet at the rei parking lot in san francisco at 12:30. >> thanks, laura. 4:37 for you this morning. more bay area cities are starting to weigh the reality of slashing budgets as they face grim financials outlooks. tax revenue down along with taxes tied to travel and tourism. in some cases city leaders already responding. the palo alto weekly responding the largest budget plan calls for reduced fire and police staffing and laying off more than 100 city workers. palo alto's new fiscal year starts in july.

alameda county takes another step in reopening when it takes filings, accepting all civil, family and probate filings. appeal filings are still on hold. most proceedings are taking place remotely and the chief justice is allowing each county's superior court to go at its own pace in resuming legal activities. new details this morning, caltrans is facing a major deficit because of lack of riders. caltrans could lose over $71 million in the next financial year. caltrans is receiving relief funds through the federal c.a.r.e.s. act. but they say it won't be enough. ticket sales down more than 95%. >> a doctor flying home from new york is sharing a picture catching a lot of attention. dr. ethan weiss tweeted this photo of a full united 737 he

was on saturday. he was heading back here, this is from helping people with covid-19. weiss tweeted, i guess united is relaxing their social distancing policy these days, end quote. united released a statement that read in part, we've overhauled our cleaning and safety procedures and implemented a new boarding and deplaning process to promote social distancing. starting today if you are planning on riding an amtrak train you're going to need a facemask. capital cordon is requiring facemasks over the rail and bus lines and while waiting at stations. one traveler says she'll follow the rules though she's not a fan of wearing the facemask. >> i abide by whatever policies are the institution of the train station. personally i do not like to wear them.

good monday morning right now at 4:42 as we check out our temperature trend in san be jose. a light jacket needed to start out, but possibly an umbrella needed later on today. we'll talk about rain moving into the bay area coming up in the forecast. thank you very much, kari. seal beach in southern california borders orange and l.a. counties. it will reopen. and while beaches are still closed, it's not the case in orange and san diego counties. restricted beach reopenings are enough for him to be convinced businesses should be allowed to follow. >> this is not a plan for businesses to return to normal. it's the plan for how business will operate in the new normal. >> critics argue large counties will never meet health reopening

guidelines. business owners' rights are being neglected they argue. >> several southern california indian tribes say they plan to open casinos next week despite governor newsom's orders not to do so. "the sacramento bee" is reporting eight gaming tribes sent a letter to the governor's office saying they can keep up with public health requirements. employees and customers will be required to wear masks. customers will have their temperatures taken before they can end the casino. next a look at the forecast. kari, how is it looking? good now that we're seeing rain move into the bay area. i'll be tracking this with timing when you can expect rain next. and a smooth drive overall but we do have a couple notes for folks driving through contra costa county. we'll let you know what you need to watch.

>> it was really nice and relaxing. my mom and i did manicures and pedicures, which was so desperately needed. it was a nice day with the family at home. and so now as we're starting out the new week it's nice to also get the treat of light rain moving in. let me show you the storm system we have approaching the bay area and as it moves closer it will bring in a chance of some showers mostly later on this evening but it will first start out in the north bay and work its way into the rest of the bay area even by 1:00 we're starting to see at least some spotty showers up around santa rosa moving to napa and fairfield and going into this evening we can see the rain starting to move in. by 7:00 that evening commute may be soggy as the off and on showers start to move in. this is not a really strong storm system but it will bring in at least some times of light rain moving in. as we go into tonight as well as tomorrow still looking at some of the showers passing by even

on wednesday will have a chance of rain. so it looks like we could start out with a wet weather pattern for thisin we may see up to hal inch of rain in parts of inch o may be some spots like the south bay where we off get rain shadows. we could barely see anything in some of these spots. we'll have to watch this. at least we are going to have more humidity in the air and we're going to counter balance that high heat we had at the end of last week. there will be another storm system moving in by the end of the weekend so there may be more rain coming in on sunday. as we look at this seven-day forecast very near normal temperatures for this time of year, maybe even slightly below as we see our highs in the low 70s for the inland weep get these storm systems moving out for a couple days. and by friday we could see a high of 80 degrees.

then it does cool back down by the end of the weekend as that new storm system approaches. so a little bit of some wet weather to watch here, mike. and the spike of for the 80. i'll take that. we had 90s before. the traffic flow will be an issue with that rain. very calm and clear as you look at the maps. we have green sensors all over the big map as we show you all sides of the bay or all around the bay. i want to move the camera up and talk about one issue chp gave overnight, a wind advisory for the carquinez bridge across i-80 into or out of contra costa county and over on 680 you see that right under the u in walnut create. there is a crash off the for the grid. the grid did get active thursday and friday, so keep that in mind. we may be seeing more cars. looking over for a live look out of oakland looking at 880 and a

good volume of traffic. that's pretty indicative of a lot of our traffic shots, seeing a good number of cars in san jose as well as across the san mateo bridge. it may be a smooth drive right now but you are not alone, that's for sure. back to you. >> thanks, mike. new overnight in contra costa county firefighters are trying to figure out how a fire started early this morning at mt. hood in concord. that fire broke out in an abandoned building on mt. hood circle not too far, some roads were shut down back in february. there was another fire in the same area in an empty building. we'll bring you more information as we get it here on "today in the bay." laura? happening today all passengers are to wear face coverings when they board city buses in l.a. the "l.a. times" reports metropolitan transportation authority first said having a face covering for everyone was just not practical. after bus drivers with metro say they feared for their safety, the company reconsidered.

the november election is already starting to look different for california ahead of the november governor newsom that ma the state. and in the bay area a councilmember davis running for re-election is focusing on reaching out to voters digitally. and her challenger is doing so as well. congressional candidate rovell is sending handwritten thank you cards to supporters. her challenger says he's been participating in traditional campaign activity but is mainly focusing on his current job as santa clara county supervisor. still waiting for that stimulus check? today is the deadline to get the check directly deposited into your account, and you only have until 9:00 this morning to do so. visit irs.gov to provide your account information. this afternoon the irs will
