because there's been an outbreak already, something like this on the east coast. i want to check in with "today in the bay's" thom jensen with more on this baby's recovery so far and some really important signs, distinct ones, parents need to look out for. thom? >> reporter: definitely. according to the american academy of pediatrics this may be the first case study of a child diagnosed with covid-19 and simultaneously with kawasaki disease in mid-march. a 6-month-old baby girl diagnosed with the coronavirus and who was already diagnosed with kawasaki disease and who has now recovered this is now being called pediatric multisymptom inflammatory disease. about 100 children across the united states in eight different states including california have been diagnosed with it. three kids in new york and investigations into more deaths in new york.

tesla was hoping to get back to work after governor newsom loosened the rules for manufacturing. but alameda county kept those restrictions in place. in a suit filed saturday tesla argues that the state orders should supersede the county orders. the county says reopening the factory too soon runs the risk of spreading the virus. yesterday tesla posted on its website a return to work playbook. 38 pages of steps the automaker says it has to take to get back to work including covid-19 safety guidelines, worker health checks and ways to create social distancing. over the weekend elon musk sent out a series of tweets threatening to pull its palo alto headquarters and this fremont manufacturing site out of california. one industry analyst says it may not be an idle threat. >> every day he's not creating cars he's loosing money. a huge list of people waiting

mostly everywhere along with taxes tied to travel and tourism. in some cases city leaders are already responding. the palo alto weekly responding the latest budget plan calls for reduction in fire and police staffing, laying off more than 100 city workers. palo alto's new fiscal year starts in july. new details this morning. cal train is facing major deficits because of the lack of riders. moving in. make sure you're prepared for that evening commute that may be soggy. but at least we do have the dry weather for the next few hours as our temperatures stay on the mild side only reaching into the low 70s. as we go hour by hour we'll first start to see the rain moving into the north bay by noon. the rest of the bay area seeing hit or miss by later today. so i'll have an eye on that. we'll talk more about how much rain coming up. mike, you've been watching the commute. what's going on out there? >> kari, i'm not going to say it is a trend but early slowing out of the altamont and now into pleasanton and livermore, so that pattern is a familiar one. we'll track that. the new normal where movie theaters are closed right now for a movie. the new thing is an old thing. the capital or the stolano drive-in with a few new rules. you have to be in the car or the bathroom. everything else is lava.

mother's day. according to a survey by the national retail federation in the first week of april folks who could not take mom out said they still planned on spending money on mom. people surveyed said they planned on spending even more on mother's day gifts and flowers than last year. that might not mean more spending overall just more on guides instead of services like a spa treatment or a movie theater because those are off the table. you'll see mobility is still way down since that march shelter in place order went into play. it is a bit up since friday. that could be in part because more nonessential businesses were allowed to resume some operations. car washes, construction, et cetera. also an uptick in driving.

white house staff, at least two of them have tested positive. a member of the military who served president trump meals tested positive as did vice president's press aide. she's a wife to one of the president's closest advisers. we've gotten conflicting information from the twhous about the vice president's plan. originally we heard he was going to take it easy for a few days. he did skip a meeting over the weekend. mr. pence will be at the white house today. president trump will conduct a rose garden press appearance to talk about coronavirus, not that it's in the white house specifically though that will certainly come up. it's at 3:00 p.m. california time right after the president meets with industry leaders to talk about the pandemic. the exposure in the white house also means very senior staff are going to self-isolate and that includes dr. anthony fauci who says he'll work from home for some time. he is scheduled to talk to the senate, a senate subcommittee tomorrow. he will still do that.

going to be in the low 50s. a nice, cool start. then we make it into the low 70s and our rise in temperatures stop as more clouds move in. we're going to see the clouds bring us some rain as we see this storm system approaching far northern california and the coastal areas there will work its way north to south later on this afternoon. even at about noon time in santa rosa, ukiah, we could see some of that spotty rain moving in. and then it starts to spread across the bay area going into the afternoon to evening commute. not all of us will see this rain but it will be definitely a chance by later today into tonight and then tomorrow still some scattered showers. we'll also have some rain chances in the forecast for wednesday. it looks like we're getting a wet start to the week but this is not a really strong storm system it looks for most of us to bring us about a tenth to a quarter inch of rain, maybe higher farther to the north in

spots like ukiah and the s moun. good to see this in the forecast to help cool us off. once the rain moves out we warm up briefly before another storm system moves in on sunday. mike, how is it looking out there for the morning commute? >> pretty good, kari. we may have a trend, thursday, friday and monday we're seeing slowing coming into contra costa and alameda counties. the green flow is obvious. we see little spots in our normal commute, west 84 slows, typical for the cutthrough out of the tri-valley and coming off 580 out of tracy and in to north flynn road. back to you. happening now for you the shanghai disney theme park is open after being closed at the beginning of the year due to covid-19. it's the first among disney parks around the world to officially reopen for business and one-third of normal capacity.

and welcome back. 6:57 on your monday morning. welcome back. here are the top stories we're following for you on "today in the bay." >> and we are learning more about a bay area baby that may have been one of the first children in the u.s. linked to a rare covid-19 related disease. the american academy of pediatrics says in addition to coronavirus that infant was also diagnosed with kawasaki disease. this is before any shelter at home orders were put into place, about 100 children nationwide have received similar diagnosis. medical experts say kids can develop heart problems and can die. live now to the tesla factory in fremont. a court battle could be brewing between founder elon musk and alameda county. musk is suing the county to restart plant operations. he's also threatening to leave the state.

musk wants alameda county to more closely align with the phase two guidelines. the county says reopening early is a health hazard and runs the risk of spreading the virus. important news if you are awaiting access to unemployment benefits. california's employment development department says if you have a state issued debit card from a prior claim you can use that instead of waiting for a new card. you need to -- if you do need to reset your password or request a new one, head to the edd website. and if your card is alreadymaki website can potentially invalidate the card. today in the south bay two sports parks in cupertino are reopening. they include the sports center tennis courts and the blackberry farm golf course. several restrictions are still in place in lieu of the
