the county insists it was working with the company to allow it to reopen >> i wish elon would have waited one more week so we could have just done this in a methodical fashion that really put people back to work safely. >> reporter: last week, tesla filed suit against the county, saying it can't be more restrictive than orders from california's governor. >> i have great expectations that we can work through, at the county level, the issue with this particular county and this company in the next number of days >> reporter: elon musk may look elsewhere. on saturday, in a now deleted tweet, he said, "tesla will move its headquarters and future programs to texas/nevada immediately. dan sheneman, nbc news global coronavirus cases are not showing any signs of slowing down the u.s. leads with the most cases, followed by hard-hit europe, which continues to ease restrictions across the continent. france and russia have now joined a growing list.

the uk is trying to clear up confusion about its new lockdown rules. for the latest on the global response to covid-19, we turn to nbc's chapman bell, joining us from london this morning hi, chapman. good morning >> reporter: morning, phillip. yeah, confusion here after the prime minister, sunday, addressed to the nation, setting out his plan to ease restrictions here. yesterday, the government trying to clear up this message, releasing a 50-page document detailing what the plans are boris johnson appearing not once but twice. once in parliament and another time answering questions by members of the public, as he tries to get people back to work those who cannot work from home, his goal is to try to get these people back to their jobs. much of europe continues to reopen their countries stores, hairdressers, schools in france reopening some parts of hard-hit spain opening restaurants, as italy

looks to move faster than planned in opening some of their areas around their country and countries trying to balance the risk of growing infections with growing their economies however, russia, which has seen a huge recent spike in cases in their country, more than 10,000 a day, now the third highest number of confirmed cases worldwide. president putin saying that people from today can go back to work however, it is up to local individual regions to keep lockdown measures in place, should they need it. phillip? >> regions across the world making their own decisions about the response here. chapman, thank you let's turn now to some alarming scenes in the sky images from some crowded flights. passengers wondering, what happened to promises of social distancing on planes here's nbc's tom costello. >> reporter: on more and more planes these days, it's getting busier passengers shoulder to shoulder, squeezing past each other. many not wearing masks

on an american airlines flight from new york to washington, at o'hare airport in chicago, on a spirit airlines flight to orlando. >> the problem wasn't so good going. landing, everybody got off, and it was just standing and everybody was clustering at one point. >> reporter: this united flight left new york for san francisco with 25 doctors and nurses who had been treating covid patients that middle seat, not blocked off, as united promised last week united said, blocking is the wrong word instead, it's limiting advanced seat selection for adjacent seats in all cabins, including middle seats where available regardless of whether that middle seat is blocked, infectious disease experts say a sneeze or cough can travel at least two rows forward and backwards. how much of a risk is there, just on a typical passenger plane these days >> well, of course, there is a risk this is the kind of circumstance that the coronavirus likes it likes people close together
