i think curbside will help anyone if they're creative and ambitious about that prospect. it's re-inventing shopping. right now at 4:30, ready, set, reopen. the growing list of bay area counties planning to move into phase two starting next week and what you need to know about the restrictions being lifted. plus, working to return to normal the way muni is helping people get to work, increasing the number of travelers across the country. a very good morning to you and thanks for joining us. i'm laura garcia. >> and i'm marcus washington. first, want to get you right to meteorologist kari hall with a look at the weekend forecast.

kari, those numbers behind you looking great. yes, it's going to be a beautiful day across the bay area, and it will be as humid as yesterday so the humidity dropping and temperatures going up as we could see our highs today for the south bay reaching into the mid-70s. upper 70s for the east bay and the north bay reaching up to 78 degrees in napa. i will be watching another storm system set to arrive by the end of the weekend. more on that is coming up in the full micro climate forecast. thank you very much. breaking -- the only county -- no, were breaking news. i apologize. breaking news, we have reports of a 5.8 earthquake hitting western nevada. some people here say they felt it. no reports of damage or injuries. our vianey arana says she felt it in san jose. we'll follow this breaking news story, of course, as it

develops. reach us on facebook or twitter and let us know if you felt it. most bay area easing restrictions, but it's hard to keep track so much. these three counties we're looking at right here, sonoma, napa and solano counties, these counties, retail is already open for curbside, pickup or delivery. they are finalizing dine-in plans. now a look at the next group. these counties i want to pay attention to, marin, san francisco, sonoma. you see them along here as well as alameda county and contra costa county announcing they'll likely begin phase two next week as well. "today in the bay's" kris sanchez has more on what's expected next week. kris? >> reporter: hi there, marcus. this does seem like the wild west with counties reopening things at different times but the reason is that counties have to meet certain benchmarks in order to he's some of the restrictions and, of course, we

know they are not going to meet those at the same time. still, businesses are working to make sure they are ready to hit the ground running once they get the green light. contra costa county as you mentioned, alameda county, moving forward with allowing more retail to reopen, but with those restrictions of curbside pickup only the owner of a luxury consignment store says that is better than nothing. >> i think curbside will help anyone if they're creative so it's re-inventing shopping. >> reporter: they will be able to enter stage two next week. marin, sonoma counties are starting phase two on monday. in addition to retail, phase two allows some manufacturing to continue and logistics work, lower risk work environments. dine-in restaurants are included in phase two, however, the

waters are murkier and will be part of a later reopening. offices and schools included in phase two but they are not even on the table for next week, of course. if you live in santa clara county you might be thinking everything seems like it's improving. we'll tell you what the health officer says about that. kris sanchez, "today in the bay." >> kris pretty much mentioned this. santa clara county not onboard, keeping those restrictions in place. we called the health department and the department told us at this moment there are no plans for shifting into phase two next week. a live look at the winchester misery house reopening the gardens with modifications. visitors can do self-guided touchless tours through the

garden. you have to wear a mask and social distance from others. it includes 20 stops around the four acres of the estate's victorian gardens. >> now phase two of the reopening plan is in effect in san bernardino county. take a look. some restaurants are already starting to get ready for in-person dining. business dropped 90% during the pandemic. in all 30 workers were furloughed. but they're all back following social distancing rules and customers are required to do that as well. >> they're talking to each other, amazing to see the mental side of it. it's nice. you feel like you're out of the cage. >> the restaurant is expecting a lot of people from the south bay to visit.

the outlook is grim. many experts say the chances of them closing are high. reservations are down compared to the same time last year and the national retail association, they say they've lost about $80 billion so far. testing is now expanding to essential workers who have no symptoms, first responders, health care and grocery store workers. the poe cufocus will be on sout parts of the county. the county's goal is to do 4,000 tests per day by the end of the month. the city of hayward is offering rent relief for people who live in that area. those just trying to make it in the bay offering money to those who risk being displaced. you must meet certain income

requirements to qualify. the program is administered through the community services. another sign more people are getting out and about. muni ramping up service for its most popular san francisco bus lines. muni says a handful will run with more frequency in part because they're becoming overcrowded. this includes the third street bus lines and the vanness lines. light rail service is still down. turns out, marcus, it's not just buses. a live look at sfo where it appears air travel may be turning the corner. the tsa has reported more than 200,000 moving through u.s. security checkpoints. during april the majority of the days were less than half of that. at the same time there's a long

right now at 4:40, let's head to walnut creek and how our morning shapes up. mid-50s to start and we'll get a lot of sunshine today with our highs reaching into the mid-70s, a nice one ahead. we'll talk more about some weekend rain that's coming up in a few minutes. breaking news this morning. several moderate to light earthquakes hitting western nevada, and some people here in the bay area say they felt it as well. that first one was a 5.8. it struck around 4:03 this morning, and then a 4.4 hit about 15 minutes later. here is a look at the shake map where you can see some of the areas where the earthquakes were felt. so far no reports of any damages or injuries. our vianey arana even says she felt it, posting it on twitter. if you felt it, we want to know. let us know on twitter at nbc bay area. i'll post something as well. we're going to continue to follow this breaking story and bring you updates as they come

in. good morning, i'm frank holland at cnbc headquarters. here are today's top business headlines. wall street is set to open up higher adding to yesterday's gains. stocks staging a major turnaround with the dow swinging nearly 800 points from its low to its high. it had been down 460 points before closing up 377. investors overlooking data showing 2.9 million americans filed for unemployment last week bringing the total number of jobless claims to about 36.5 million since the virus pandemic began. a rebound in financial and bank stocks helped turn the markets around and focus today reports on sales, industrial production and consumer sentiment. the chairman of the house transportation committee wants u.s. airlines to cap seating because of coronavirus. a letter sent to a group representing major airlines that include delta, american, southwest and united. he says they should have at least one seat between all passengers and limit capacity on flights to two-thirds and should

adjust fares as needed. so far airlines have not commented. and apple is making changes to its global supply chain to better protect workers during the virus pandemic. the company will mandate the use of personal protective equipment during work and in all common areas of its factory. it's working with suppliers to implement enhanced cleaning procedures and make face coverings and hand sanitizer available to workers. apple wants them to introduce staggered shifts. those are your cnbc business headlines. kari hall, over to you. thank you, frank. right now at 4:43 we are tracking calm weather for today but then more rain moving in by the end of the weekend. we'll talk more about how much rain we're expecting coming up next. a lot of folks worker harder than i and not just on this shift. lots of road work and some slowing you'll have to watch out and what's the good news for the morning. we're here for you and we're open.

yeah, we've seen the drizzle at the golden gate bridge and so fog along the coastline. we're mostly clear elsewhere across the bay area. let's get a look outside in san jose if you're about to get up and head out the door, we are in for a really nice day as we check out where we're headed, we are going to see our temperatures very comfortable and just slightly above normal for this time of year reaching up to 79 degrees in antioch, 78 in napa. in santa rosa, 76 degrees and 65 today in san francisco. you can see half moon bay will stay in the 50s and that's because the fog that we're seeing at the golden gate bridge will linger along the coastline and we'll have some mostly clear weather inland today and tomorrow as well, but then by late tomorrow evening this new storm system will arrive and we can see how large it is. that will take a couple days to

work through the bay area providing much needed rain for us. now we're going to once again stay dry today, but then as we go into tomorrow night we first start to see the rain moving into the north bay. the rest of our micro climate seeing it by sunday morning, off and on showers throughout the day sunday and that will linger into monday as well and then we're looking at pretty significant rainfall totals especially for this time of year with san jose reaching about a quarter inch of rain, up to three-quarters of an inch of rain for parts of the east bay and the north bay. so we are going to have a lot of changes here especially temperature wise as we reach the upper 70s today. 75 tomorrow. only some 60s on sunday and then some low 70s as we go into next week. and it dries out once again by the middle of next week as it warms up once again. mike, you've been keeping an eye on the commute. what's going on this morning? you know, we have a little road work overnight, folks trying to make their roads move

well. right now they're not moving so well on the peninsula. southbound, the arrow on 280. it looks like the speed sensors coming from red to orange to yellow improving. i think they're clearing their overnight road work. a look at the rest of the bay an easy flow with the green sensors, 101 at the alemany project. look at the live camera from caltrans. i watched as they picked up the cones at the beginning of our show, we don't have any more slowing or lane restrictions. do watch hospital curve, there's road work going on for the next ten days until 5:00 a.m. back to you. thank you very much, mike. it's 4:49 right now. new overnight a deadly hit-and-run in the east bay. chp says this crash happened just before midnight on i-880 at the 29th avenue off ramp in observing. officers say a pedestrian was on the highway when they were hit. no word on the description of the driver or the identity of that victim. developing right now a major

break this morning in the case of a deadly hit-and-run also in oakland. this one was back in january. now police are asking for your help. 40-year-old singleton died on january 17th in east oakland, struck by a car in a crosswalk on 98th avenue. investigators have determined that the driver was 26-year-old henry melendez. they are actively searching for him. >> because of you, our community, tips came in. we have been working with the u.s. marshal's office and together are reaching out to you now. >> police also say that there's a $10,000 reward being offered for information leading to an arrest. the navy is reporting five new coronavirus cases on the same air carrier once pulled from service by a massive

outbreak. 18 more sailors are being taken off of the theodore roosevelt as a precaution. the original outbreak affected more than 1,100 crew members. the navy is still investigating the response that led to the base commanding officer. more l.a. county businesses are reopening despite a new surge in coronavirus cases there. the county reported almost 50 new deaths yesterday. now more than 1,700 is their number. health leaders also say sheltering at home is lowering the transmission rates to less than 1 for each person infected. >> know that this is because of safer at home and the actions you have taken to stem the number of infections. >> southern californians learned yesterday that l.a. county fair will not be held this summer for the first time since world war ii. several churches across southern california say they are reopening at the end of the month despite the shelter at home order. one bishop from a mega church in

oakland which holds 4,000 people says that he's frustrated churches weren't included in the governor's phase two plan to reopen. "the mercury news" reports the churches say they will follow social distancing guidelines just like restaurants. so far more than 1,000 pastors signed a declaration to reopen on may 31st with or without the governor's permission. 4:52. a lot more ahead on "today in the bay" including nbc bay area responds. >> reporter: celebrity chefs are turning up the heat and preparing a multibillion dollar battle in court. i'm chris chmura. their target and what it might mean for you next. happening now, parts of new york are able to start phase one of its reopening plan today. governor andrew cuomo announcing that three regions have met the guidelines to reopen. the state is allowing low-risk businesses and activities like finger lake and the southern

tier of mohawk valley to operate again. those activities can reopen including landscaping, tennis, and drive-in movie theaters. to be honest a little dust it never bothered me. until i found out what it actually was. dust mite droppings! eeeeeww! dead skin cells! gross! so now, i grab my swiffer sweeper and heavy-duty dusters. duster extends to three feet to get all that gross stuff gotcha! and for that nasty dust on my floors, my sweeper's on it. the textured cloths grab and hold dirt and hair no matter where dust bunnies hide. no more heebie jeebies. phew. glad i stopped cleaning and started swiffering.

>> reporter: good morning. the chefs are taking aim at their insurance company. does insurance cover a pandemic or not? many restaurant owners buy business interruption insurance to cover rent and payroll if they're forced to close, but lots of claims caused by the pandemic are being denied. the insurance industry insists their policies can't and don't cover losses due to a pandemic. >> you're looking at every single economy being impacted,

and for this reason pandemics are uninshusurable. >> reporter: napa valley's thomas keller say they don't exclude pandemics and are filing lawsuits to make the companies pay up. the chefs have banded together and launched b.i.g. to pressure them into paying. the insurance industry says they have billions on hand. tonight at 6:00 we'll dig into why they say customers need them to have so much cash and why the industry insists offering others' pandemic claims could have implications for you. i hope to see you again tonight at 6:00. with nfl training camps set to open in july, the 49ers are still far from knowing their destinati destination. john lynch telling nbc sports bay area it's too early to guess if the niners will hold training camp in santa clara. still no certainty about when camps may open but it is possible the league is considering alternative sites in other states with less
