strong aftershocks, 5.4 to 5.0, so we'll continue to monitor that. kari, did you feel anything? >> i didn't feel anything and i was up and sitting at my desk at that time. we can see where the earthquake happened in western nevada. once again, as you said, that 6.2 magnitude earthquake. we are seeing some light shaking in parts of the bay area even with the aftershocks and the people who felt it. as we look at our shake map, a lot of people in the tri-valley as well as san jose felt that but possibly as far away as san francisco. we'll continue to monitor that and, mike, does that have any impact on the morning commute? i'll take it from here, kari. several earthquakes in western nevada this morning and people, as we've been saying, have been feeling it throughout the bay area. you can see right here in tonopah, nevada, is where the

republicans are skeptical about what's in it. up for a vote today democrats' $3 trillion plan to save the economy from covid-19. republicans say it's too big. >> so big? it's not as big as their tax scam. >> reporter: opponents say it's packed with things that have nothing to do with the virus. >> the word cannabis appears in the bill 68 times. more times than the word jobs. >> reporter: president trump is planning a midday announcement about the vaccine he's promising by the end of the year. >> i think distribution will take place almost simultaneously because we've geared up the military. >> reporter: a government vaccine expert who claims he lost his job for refusing to back the president's preferred treatment tells congress it will take longer than a year, maybe a year and a half. >> we need a national testing strategy. the virus is here.

time is running out because the virus is still spreading everywhere. >> reporter: dr. rick bright says his warnings were ignored. >> he looks like an angry, disgruntled employee who, frankly, according to some people, didn't do a very good job. >> reporter: meantime the cdc finally released guidelines for reopening public places reportedly blocked by the white house. >> they seem to be pretty vague and watered down. >> reporter: experts say they're useless without more specifics. and the fda is issuing a warning about a couple of things. first of all, they're talking about the rapid test that's happening. we are trying to get more information on that because there's a new study out that shows it's just not producing the results as expected. back to you. >> thank you very much. in the meantime, tracie, cases here in the bay area actually

continue to climb. there are now over 10,000 cases, nearly 400 deaths. alameda county yesterday added up with the most with 56. well, there's new hope this morning when it comes to using blood plasma to treat seriously ill covid-19 patients. "today in the bay's" bob redell following that part of the story. bob, i know this morning the fda also warning about a popular test for the virus. >> reporter: correct, marcus. the fda issuing a warning yesterday that a popular covid-19 test may not be as accurate as once thought. the fda says the point of care test by abbott labs used by hospitals across the country and the white house might be delivering too many false negative results to be considered effective. the test became popular because the company said it could get results within 13 minutes. following other studies the test has come under scrutiny. a small study from nyu said the

abbott test came back with false neglect tifives for almost 50% another test found were positive. the nyu study was not peer reviewed. abbott said the results are not consistent with other studies and the sample size was very small. but the fda says patients tested with the test should be retested with a more sensitive test. in another development, you've heard of convalescent plasma being used to treat covid-19, it's the transfusion of antibody with blood from a healthy person that is put into a sick person. a nationwide study concluded the test is safe, and the treatment is safe. the "today" show spoke with one of 10,000 patients who have received that therapy. >> it felt like i won the lottery. >> it really sounds like almost a miracle.

>> exactly. >> reporter: you can watch that full report on the convalescent plasma therapy on the "today" show at 7:00 here on the nbc bay area. reporting live, bob redell, "today in the bay." also happening today and tomorrow free testing in palo alto. it starts at 9:00 this morning at the ymca on bell street. appointments are required but it's open to everyone. come monday things will look a lot different across the bay area. alameda and contra costa counties are now joining others in phase two of reopening with some stores opening for curbside pickup. those are in yellow. you see it there on the map. sonoma and solano already in phase two, but we've been telling you santa clara county is certainly still holding out. "today in the bay's" kris sanchez is following that for us. and really there hasn't been much of a sign that the south bay is going to really join the rest of the county so far,

right, kris? >> reporter: no, and that closed sign is still up. santa clara county is, as we know, one of the hot spots in the bay area with the highest number of cases and the highest number of deaths. santa clara county's covid-19 dashboard which the county said to show people where we are. that seems to be improving. the cases are stabilizing. there are no patients on ventilators. the county's public health officer says, though, that while these numbers look good, they look better on paper, there are still people getting sick in the county and the level of contagiousness is still too high. >> we have exactly the same conditions that we had in march. so that if we did ease up, we would see a brisk return of cases, hospitalizations, and a brisk return of deaths.

>> so as we've been reporting in order to enter into phase two-county officials have to document to the state that they meet a long list of requirements. this is a 12-page application they have to submit to the state that includes no deaths in 14 days. minimum daily testing requirements, contact tracers appropriate for the population number, hospital capacity for a surge and a 14-day supply of ppe. now some bay area counties are meeting those criteria. they have submitted those reports to the state and the governor has green lighted them. you saw that map that laura was talking about, but santa clara county still holding firm at this point. we'll talk more about what it means for the other counties coming up in a half hour. in san jose, kris sanchez, "today in the bay." >> you've been hearing a lot about don't move too fast. santa rosa has spent more than $70,000 on hotel rooms to quarantine essential workers like police officers and

firefighters. but "the press democrat" reporting those rooms, all 19 of them, have yet to be used. in april city leaders agreed to spend $100,000 to reserve those rooms. california education leaders are warning that the governor's new proposed budget cuts could certainly affect kids in the classroom, getting them into the classrooms. the governor laid out his new budget plan yesterday. it calls for $4 billion in cuts to education. teachers union says the cuts will make it harder for schools to restart given the need for distancing and other added precautions. still not clear when schools will reopen. we have new details for you now and some of the economic disparity facing some of those trying to just make it in the bay. a newurvey led in part by uc berkeley indicates one in five people here have less than $400 in emergency savings before the pandemic hit and the vast majority are african-american or latino. in the meantime about one-third

say they don't have family or friends to turn to for financial help. happening now the city of oakland is keeping new steps to keep the crowds away from popular city parks. starting today vendors including food trucks will not be allowed in or around city parks. parking lots will remain closed and parking won't be allowed next friday through sundays or over the memorial day holiday. a look at the forecast for you today, the weekend is here and meteorologist kari hall is tracking what we can expect. kari? right now at 5:11 we're going to head over to martinez and look at how our temperature trend for today will be in the mid-50s to start and then a lot of sunshine. it's going to be a beautiful day, slightly warmer and also a nice breeze. as we look at our micro climates and our high temperatures will reach up to 79 in antioch today,

contain 450 people. if you line up and maintain a six-foot separation 450 times six is 2,700 feet of line, more than half a mile that you would be standing in line to get on a crowded airplane. the new york stock exchange will led traders back on the floor. right now there's nobody on the floor. this will start at the end of the month. they'll wear masks, keep separated and a lot fewer of them. they managed to turn the beat around. the nasdaq performed pretty well. it's not being realistic about how long the virus will be here with us. the house would try to pass the

h.e.r.o.e.s. act today. the republicans say it will not see the light of day after fed chairman powell warned new stimulus was badly needed. he didn't endorse the plan but says without one the economy will go into its deepest recession in decades. and we continue to monitor job losses. the san francisco automated car company owned by gm, reuters says cruise will cut 8% of its staff. up until now, generally speaking, we've seen things obviously related to the coronavirus itself as far as goods and services, as far as layoffs go. it shouldn't affect automated cars but we see layoffs plead into other industries. >> very interesting. we also see that necessity is the mother of invention. new this morning, if you get to

the airport and realize you forgot your mask. new ppe vending machines. they offer items like facemasks, gloves, hand sanitizer and wipes. wow it might be worth a trip over there just to find the wipes. they require passengers, of course, to wear face coverings. the former duke and duchess of sussex are some of the many people taking advantage of chatting during the pandemic. this week the couple made a surprise appearance during a virtual staff meeting for a national crisis tech line. those employees and volunteers voiced their shock and surprise. last year they teamed up with prince william and kate middleton to launch a similar help line in the uk. if you're looking for something to do during the pandemic with your kids, former president barack obama and wife michelle have you covered. >> check it out. you can watch the two >> some collect bugs, others

we look at our forecast. as it moves through a lot of green but some yellows and oranges in the mix which indicates heavier rain and so this looks like a stronger storm system than we recently had. we could see a quarter inch up to a half, maybe even three-quarters of an inch of rain for parts of the north bay. so nice to see a soaking here after a warm day today. the rain moving in on sunday which will continue into monday as well. mike, you've been watching the morning commute. any updates from the chp? >> i did see the sensors clear there for the construction that chp reported down here for 280 heading down through los altos. that is clear through highway 85 now. here we're looking at west 580 slowing off the 205 merge and into our area indicating more

welcome back. 5:26 for you and happening today a michigan judge is expected to hearing arguments in a lawsuit filed against the state's governor. republican lawmakers want to block governor whitmer's emergency order. it never received legislative approval. opponents argue that the order is unlawful and violates constitutional rights. the cdc has issued a new health alert on the mysterious illness on children that may be linked to coronavirus. very concerning here. doctors must report any patient they believe has the illness. the patient has to be under the

morning. the possibility of more aftershocks we'll follow. in the south bay this is where we're going to see a beautiful day. once the clouds clear out we're in for some sunshine and highs right near normal for this time of year. i'm also tracking rain. more on that in the forecast coming up in a few minutes. marcus? thanks, kari. the bay area changing its shelter at home, it may be hard to keep track. we broke it down for you this morning. these are the three counties we're talking about. sonoma, napa and solano counties. those counties are where we're seeing retail ready to reopen. curbside pickup a delivery and each of them finalizing those dine-in plans. a look at the next map, marin, san francisco county, san mateo and we're looking at contra costa and alameda because those counties are announcing to restart phase two next week as well. sanchez has been following this story and has more on what we can expect next week. kris? >> reporter: hi there, marcus. it is no easy feat to get the green light to start entering into phase two. you showed us the map of all of the counties in the bay area moving forward. i want to put it in perspective. there are 58 counties. only 18 are in order forward deep into phase two. they're planning to move forward with allowing more retail to reopen but, of course, with restrictions. the owner of a luxury consignment store told us that it's better than nothing. >> i think curbside will help anyone if they're creative and ambitious about the prospect. it's re-inventing shopping. >> i think that's code for it's a lot more work for the retailers. she and other businesses will be able to enter stage two some

time next week. marin, san francisco, sonoma are starting phase two on monday. that means allowing manufacturing logistics, lower risk work environment, offices and schools are included in phase two. not in santa clara county just yet. still holding firm since march. we'll talk about the reason why coming up in the next half hour. kris sanchez, "today in the bay." looking forward to that, kris. we want to talk about a reopening in the south bay, san jose. modifications, visitors can do self-guided, touchless tours through the garden. you have to wear those masks and social distance. and the tour includes 20 stops around the four acres of the estate's victorian gardens.

>> the phase two reopening plan is well under way in san benito county. some of the restaurants there already open for in-person dining. business dropped 90% during the pandemic. all 30 workers were furloughed but they're back following new social distancing rules for workers and patrons. >> though they're 10 to 12 feet apart they're talking to each other. it's amazing to see the mental side of it and people getting back to normal. >> you feel like you're out of the cage. >> when we c santa clara county, the restaurant is actually expecting people from the south bay to come down and visit.

a grim outlook. four restaurants, experts say the chances are high that many will never even get a chance to reopen. no surprise. open table is reporting reservations are down 95% compared to the same time last year. they're all closed and the national restaurant association says the industry has lost $80 billion in the pandemic. if you're looking for testing, santa clara county is testing -- it's going to expand to nonessential workers with -- excuse me, this is for essential workers with no symptoms. this includes first responders, health care workers as well as grocery store workers. the focus will be in the hot spots in san jose, mountain view, and southern parts of the county. appointments are available through the county's website. the county's goal is to do 4,000 of those tests per day by ane getting out and about, muni ramping up service on its most popular san francisco bus lines.

starting tomorrow muni stays a handful of lines will run with more frequency in part because they are becoming overcrowded. this includes the third street bus line. the vanness, geary and mission lines. light rail service is still down. riders are required to wear those facial coverings. not just buses, marcus, but a live look at sfo with are her travel may be turning the corner. the tsa reported more than 200,000 travelers moving through u.s. checkpoints. at the same time there's a long way to go before the outbreak. more than 2 million people would pass through our nation's airports. well, despite some businesses being allowed to reopen, south lake tahoe is still telling visitors you need to stay away. that's right.

releasing cdc guidelines that had already been written that would help us understand how to reopen. now we have six pages of guidance just released. this one for restaurants, a flow chart that would help a restauranteur make a decision. now, to be clear, they can't reopen if their state or local government says they can't. those rules come first. dr. richard bright, the former head of the government team looking for a vaccine said the government had no plan. how can we be months into the pandemic with no grand strategy to fight it. >> we still do not have a standard centralized coordinated plan to take our nation through this response. i believe with proper leadership and collaboration across government with the best science leading the way, we can devise a

comprehensive strategy. >> now president trump says today he will make some sort of announcement regarding a vaccine. there is no vaccine. they're still working on one. dr. fauci said a candidate might be available late fall/early winter. by candidate he means something we would then figure out something that works. the idea a vaccine could come as soon as this year maybe is old news. the house votes today on a stimulus plan written by democrats which will almost certainly pass there. president trump said it would be dead on arrival. tracie potts will walk us through. i'm @scottmcgrew on twitter. with nfl training camps set

welcome back. 5:57. developing in georgia defense attorneys for one of the men charged in the shooting death of ahmaud arbery are urging people to not preduj judge the case. travis mcmichael and his father are accused of shooting ahmaud arbery who was unarmed. last week's arrest happened more than two months after the shooting. this is after new video emerged. defense attorneys say that they are working with prosecutors to ensure respectful, responsible and judicial process.
