so we are hearing that rain hitting the roof and also hitting the windows as well as hammering the bay area. here we are monday morning. we start out on this monday thanks for joining us. i'm laura garcia. morning. >> and i'm marcus washington. once again the south bay, south county, over to the tri-valley the team's all here this morning. the only area seeing that rain kari coming in to work. to start out right now. of course the rain was coming although we've seen it off and on we will continue to see more down for me. rain in the forecast for today, yeah, and it's going to be so i'll be tracking that and off and on for today. we're going to see in parts of we'll talk about what else is ahead for the workweek coming up the bay area over a half inch of in the full microclimate forecast. rain and we've had some gusty kari, thank you. winds. now the rain has been very hit happening today three more bay area counties ease restrictions or miss in terms of where we're and enter into phase two of the seeing it falling right now, but reopening plan. i want you to take a look at along the coastline in some of this map and the counties we're our hills it's been much more talking about in the yellow, significant. as we get a look at where we're seeing the heaviest rain now, it marin, san francisco and san continues to move through san mateo. they're already joining sonoma, napa and solano jose as well as the south county, and this is where we are getting the brunt of the storm now. elsewhere across the bay area, it's been spotty and light but may still be wet as you get ready for the drive heading into work this morning. i'll continue to track this as well as the potential for more gusty winds. that's in the micro climate

forecast coming up.climate forecast coming up. entering into phase two of the reopening plan. i want you to take a look at this map. i'm talking about marin, san francisco, and san mateo. they're going to join sonoma, napa and solano counties who are already into play which it phase two. contra costa and alameda counties are expected to move into phase two. in san francisco business owners have been making last-minute adjustments. the owner of a maternity store says she feels like it's opening day again even though she's been in business 23 years. she's especially looking forward to seeing her customers in person because she says a lot of moms-to-be need advice on what to pick out. >> super excited because it's at least a step, where for us as a business we can continue to move and be there in a slightly

different way for customers, so we can try and consult through a window. >> while some businesses are ready to go today, others told us they do not have enough time to make the necessary adjustments. the only bay area county not moving to phase two this week is santa clara counties. leaders say they have no plans to ease restrictions because they say some key indicators like increased testing still need to be met. well, it should be all systems go for tesla's fremont plant. according to bloomberg, the carmaker has approval to resume operations following a heated couple of weeks that included a lawsuit and threats to move out of state. in a letter to workers tesla says health leaders toured the facility last week and gave it a go ahead for full production. and detroit's automakers also plan to resume operations today including ford, gm and fiat

chrysler. collectively workers at about 40 plants will return to their jobs. governor newsom is making a stop in the bay area today. he plans to give his daily address up in napa, talk about what's going on up there. in his visit is just coming days after dozens of people rally to reopen the city and county. organizers say more businesses are ready to reopen safely but they can't because of health orders. well, the number of positive cases of covid-19 continue to rise here in the bay area. since our last update there are 68 new cases in four different counties. that means overall the bay area has nearly 11,000 confirmed cases and close to 400 people have died. a bay area bakery chain is closing all tomorrow. get this, specialties is going out of business after 33 years. now it's based in pleasanton and has 55 stores in three states

including about 2 dozen in the bay area. the company blames the recent economic downturn. we spoke with some of the regulars who can't believe it. >> i think it's very unfortunate. i ate at specialties often. i really liked their vegetable quiche and the employees are friendly. >> they plan to keep their customer service team intact to make sure the customers get refunds on any future orders after tomorrow. and starting today taking an uber will be a lot different. they are now required safety measures for drivers and passengers. they include face coverings for everyone. no front seat passengers and there are safety check lists on the app for both drivers and riders. the maximum number of passengers per car is now three instead of four. some shake-up in the ebike sharing world in san francisco. lime is relaunching after acquiring uber's jump bikes and scooters. but jump bikes' permit expires

next week. "the examiner" reports it only leaves lyft as the only game in town. as of today some marin parks are reopening access to vehicles, but those restrictions will be loosened across the board. cars in some of the county's most popular spots are still off limits. that includes mt. tam, point reyes and tamales bay. even in the reopened parks many areas where people congregate will still be off limits including playgrounds and those areas where people barbecue. >> lake berryessa opened most boat launches. today rv launches. today another boat launch will reopen. 4:36 and returning to the track. still ahead for you on "today in

the south bay, and it may be heavy at times and this may slow you down as you get rea trackin. that's coming up in a few minutes. good morning, i'm rahel solomon at cnbc headquarters. today's top business headlines. wall street looks set to open higher as investors react to comments from federal reserve chair jay powell last months. consumers may lack faith in recovery until a vaccine is found. don't bet against the u.s. economy, he doesn't fear a second depression and forecasts a rebound will start to take shape in the second half of the year. markets rallied to the close on friday posting back-to-back gains. the secret service is investigating a nigerian crime ring using americans' stolen identities to file fake unemployment claims. authorities say the ring was able to take advantage of weak

security measures within many states' unemployment systems at a time millions of people are applying for benefits. primary target was washington state, but there's evidence of other attacks in florida, massachusetts, north carolina, oklahoma, rhode island and wyoming. washington, for example, saw a 27 fold increase in claims betwd april. and gas prices are inching higher to $1.97 a gallon. this increase comes after prices fell for nine straight weeks. analysts say that prices will likely continue to rise amid a pickup in demand and as widespread stay-at-home orders are he'sed. in the bay area gas averages under $3 a gallon. kari, back to you. thank you, rahel. we are taking a live look outside in san jose as we're seeing some rain moving through. wet roads on this monday morning in mid may. we'll talk more about this and what's ahead coming up next.

and a good monday morning to you. 4:44. taking a live look out at the golden gate bridge and the radar and you can see that rain hovering over the bay area. meteorologist kari hall has been tracking that. kari, coming in this morning

certainly rain drops on the windshield this morning. yeah, it's been really great to see especially this late in the season. we normally don't get storms this big but during the overnight hours we have some lightning as the storm approached the bay area, but a lot of that has weakened. we're still tracking some gusty winds in some spots where we are seeing heavy rain especially in the south bay and now getting ready to head over to the tri-valley. and as we see this rain coming through, expect it to be heavy at times especially as it moves over the hills and some of the hills across the bay area we've seen 1-2 inches of rain over the past 24 hours. so once again this is a significant storm. while some of the valleys have been rain shadowed, we are now starting to see some of the rain adding up to a little bit of something in the south bay. as we go into today we're still going to see some spotty showers moving through, some off and on rain, and the chance of showers

will continue into this afternoon as well as a slight chance that we could see some thunderstorms. as we go into tomorrow, still looking at a chance of some rain moving through especially very hit-or-miss showers. not all of us will see the rain. it won't be widespread but something we'll have to watch especially after having such dry weather for several days here. as we go through that forecast, we are going to see our temperatures stay on the cool side for this time of year. normally we look at low 70s for the next couple of days we'll be in the upper 60s. then once all of this moves out we will have a chance to dry out and we'll also see our temperatures warming up, but overall after this rain clears we'll have a nice week ahead, and we'll continue to see a chance of showers in the forecast just over the next 24 hours, and then we'll start to see our rain chances going down. so that's what we'll be watching here as well as the slick roads and, mike, you've been watching what's going on for the morning

commute. has this rain caused any issues? >> kari, they're not attributing any crashes to this, but we've seen a number of single car crashes over the last 45 minutes. on the maps we're showing you, we're in cordelia, westbound 80 coming down out of fairfield and to the 680 split where the second crash of the morning is as well. again, a single car crash. as you move down across the carquinez and benicia bridges, the shaded areas in the north bay will be wet roadways, looks calmer getting over to the bay bridge a smooth flow of traffic. as we move to the south we'll see all of this rain and wet roadways south of the san mateo bridge, so watch for that. a live look in san jose shows us what's going on. north of 680. as kari did say, the south bay getting the patch of rain and is really having an effect. we have a crash on 680 and slowing for 280. i don't know if they have that construction so i'll check on that getting into cupertino. back to you. new overnight, details on a

weekend deadly stabbing. this is a double stabbing that turned deadly. it happened sunday night along north capital avenue not too far from mckey road. one died and the other is expected to survive. so far no arrests. this is the 12th homicide for the city this year. also new overnight, someone drove through a chain link fence and made off with a utility pickup truck in san bruno early sunday morning. police tweeted out this picture of the broken fence at a commercial property near 380/101 interchange. if you have any information you should call san bruno police. so far no response for the federal government to two class action lawsuits filed in southern california over inmate conditions at two prisons. about half of the inmates at terminal island in san pedro have been infected, and seven have died. hundreds more inmates have been

infected at federal prison where two have died. the aclu filed suits demanding vulnerable inmates be released and proper social distancing and sanitation rules be followed. new information is emerging from mendocino county that has state leaders actually very worried. a church broke reopening rules and held service on mother's day last sunday. now three people at the church that day have since tested positive for covid-19 and possibly exposed nearly 200 people in the process. the name of the church is not being released at this time. church leaders are encouraging the congregation to get tested. happening today california's undocumented immigrants can apply for economic aid. the state has sent up to $125 million in relief funding to help nonprofits. now the one-time payments are $500 per adult with a cap of

$1,000 per household. applicants must be 18 years old and undocumented, and they must also be ineligible for other benefits. that program will run through june 30th or until the funds run out. now to decision 2020 and a brand-new presidential poll showing former vice president joe biden with a three-point lead over president trump. the marquette law school poll finds voters right now prefer biden by 46% to 43%. the poll also finds biden is running six points ahead of hillary clinton in final polls leading up to the 2016 election. san mateo county has a special election coming up in a little over a month. today the elections office division will actually show off some of the machines they plan to use to count all of those votes. next month special election is by mail-in ballot only. the department is showing off machines to the media today. they're saying for transparency.

if they say yes the door is open to forbearance help. a new website all about covid. nbcbayarea.com/responds. a follow-up now and some good news for surrounding former oakland a's manager art howe. he's been released from the hospital after he had a bout with coronavirus. the 73-year-old howe spent five days in the intensive care unit. he will now be home quarantined at least a week. he started managing the a's in 1996 through the moneyball years taking them to the postseason three times. well, sports fans probably noticed something a little different this weekend. they actually had live sports to watch on television. >> green flag. nascar is back. >> nascar restarting its engines at yesterday's real heroes 400 in south carolina. kevin harvick won.
