and on rain there, and the rain continuing through the week, right, kari? yes. so for today and tomorrow our rain chances will continue. we've seen a lot of those downpours in the south bay right now while the rest of the bay area is taking a break from the rain. so we are hearing that rain hitting the roof and also hitting the windows as well as we start out on this monday morning. once again the south bay, south county, over to the tri-valley the only area seeing that rain to start out right now. although we've seen it off and on we will continue to see more rain in the forecast for today, so i'll be tracking that and we'll talk about what else is ahead for the workweek coming up in the full microclimate forecast. kari, thank you. happening today three more bay area counties ease restrictions and enter into phase two of the reopening plan. i want you to take a look at this map and the counties we're talking about in the yellow, marin, san francisco and san mateo. they're already joining sonoma, napa and solano counties.

they're already in phase two. contra costa and alameda counties are expected to move into phase two some time this week. "today in the bay's" kris sanchez is live with more for us this morning on the changes. kris? >> reporter: well, hi there, marcus, we're in downtown redwood city as businesses start to kind of ramp up some of their operations. even beyond this cute little downtown area, a lot of businesses are trying to get ready for a day that they don't know what to expect. they don't know if they're going to be busy or not. as these restrictions come a little bit easier. under the advanced phase two restriction changes you'll be able to pick up purchases curbside from retailers like clothing stores and bookstores. you won't be allowed inside but owners can bring a few more employees back to warehouses and small factories as well. office workers who can't work from home might be able to start going back to work today, too. the question is, even if more businesses open, will customers feel comfortable going out?

at the fluff and puff, customers are ready. >> when i open the email i see 100 emails requesting for grooming appointments. >> reporter: marin county is easing restrictions in much of the same way, able to move forward because the county met requirements set out. the rest of the shelter order for this day and the county remain the same. if you are out and about, you should have a mask on, keep washing your hands and using hand sanitizer as well and only go out for the essentials. in redwood city, kris sanchez, "today in the bay." >> all great advice. thank you, kris. take a look at your screen right now. these are the california counties moving into phase two faster than the rest. they're mostly rural counties in central and northern california. they have the green light to allow dining in at restaurants and in-store shopping.

bars, gyms, theaters and salons are still not allowed to open. now across the united states there are 1.5 million confirmed coronavirus cases and more than 90,000 deaths and almost every state is reopening for business at some level. i want to check in with "today in the bay's" tracie potts live in washington this morning with a look at what the experts are saying about the reopening happening across the country. good morning, tracie. >> reporter: laura, good morning. and what you just showed, those counties that are reopening, it's the way federal experts say it's supposed to happen, area by area, not looking at the numbers for the whole state. health experts telling us that reopening is necessary if it's done carefully, it's fine, but reopening without social distancing could be dangerous. the sound of america reopening, nascar with empty stands. >> i'm definitely glad nascar is

back. >> reporter: as of today 49 states, every one but connecticut, reopens to some degree. >> we're going to see not shaking hands for a while. we're going to see using hand sanitizer a lot. >> reporter: this week the senate considers a $3 trillion coronavirus stimulus including another round of $1,200 checks to americans. republicans say it's doa. meantime president trump is responding to president obama's criticism of how he's handled the crisis. >> he was an incompetent president. that's all i can say. grossly incompetent. >> reporter: the top trade adviser blames the cdc. >> not only did they keep the testing within the bureaucracy, they had a bad test, and that did set us back. >> reporter: dr. rick bright, the ousted vaccine chief who filed a whistle-blower complaint, is telling his story on "60 minutes." >> i believe my last-ditch effort to protect americans from that drug was the final straw

that they used and believed was essential to push me out. >> reporter: president trump calls him a fake whistle-blower, a disgruntled employee who supports democrats, fabricates stories. tracie potts, nbc news. happening today oakland is opening a new free testing site. the drive-through center will operate out of the parking lot at allen temple baptist church. the first testing site in east oakland. everyone is open regardless of insurance or immigration status, and no appointment is necessary. menlo park leaders will face massive budget cuts. they'll hold a closed door meeting. last week it was reported how to cut $18 million from the budget. it's believed dozens of jobs may be on the line. while it's not clear what will be discussed today it's likely labor leaders will be asked

about the possibility of pay cuts, more drastic measures may be taken. tenants and small business owners trying to make it in the bay plan to issue an open letter today to one of san francisco's largest landlords. they say that veritas received more than $3.5 million in small business loans from the federal government. they are demanding that money be used for financial support and rent relief. house speaker nancy pelosi has called for the company to return the loan. veritas says it plans to use the money to keep 123 of its workers employed and does plan to repay the loan. starting today homeless people in the north bay will have a new shelter option in santa rosa to protect them from the pandemic. according to "the press democrat" the city will start housing people moved from the trail. they will be able to stay in 70 tents set up at a community

center on west college avenue. it allows room for up to 140 people. some bay area superior courts are actually starting to ramp up some of their activity. alameda county courts today begins accepting reservations for remote hearings on most of their civil matters. starting next week contra costa county courts plan to reopen including jury service. potential jurors will be required to wear masks at all times and temperatures will be taken to ensure they're healthy. caltrans is taking advantage of reduced traffic and shutting down most lanes on 101 as it continues its alemany deck replacement project in san francisco. beginning tonight at 8:00 until 6:00 a.m. tomorrow one northbound and southbound lane will be open. it will remain that way each night through friday. well, this is a change that could be coming your way you have to be prepared for the next time you take b.a.r.t. to sfo.

the airport station is getting ready to stop issuing paper tickets. it will be clipper cards only starting june 1st. riders will still be able to enter and exit the station with paper tickets. last fall oakland's 19th street and san francisco's embarcadero station were among the first to stop selling some of those paper tickets. new for you this morning a long way from home. this sea lion was found wandering the fields next to i-5 near tracy. thankfully animal services were able to get the big guy into a crate safely. he's getting checked out by vets right now. his rescuers named him gilligan. >> little buddy. >> gilligan far from home but found a loving place. hopefully he will be all right. >> three-hour tour for him. >> i'm sure the rain helped in that situation, too, kari. i know a lot of rain off and on

this weekend. is it going to continue throughout this week? yeah, we're going to see it continue today and tomorrow and then the rest of the week we're dry but dealing with the storm system that's unusually strong for this time of year. we've also seen some of the heavy rain moving through the south bay. i'm seeing some of that rain that will continue for the next several minutes as we see a lot of that rain that's moving through the south bay as well as the south county moving through livermore. as we widen out the view this is a look at the storm system that's moving in, so more rain is on the way and the possibility of some isolated lightning so i'll be watching out for that. mike, you've been watching the road and how are we looking out there for drivers? kari, we have a cluster -- i was going to say a flurry, but a small cluster of crashes north 101 in through morgan hill and into south coyote. some might be duplicates. one at cochrane and one over at golf course and they are

happy monday to you as well. fed chairman jerome powell was on "60 minutes" last night. you may have caught it, that a sitting federal reserve chairman does an interview on "60 minutes" is really an extraordinary event. what he said was expected and something that i reported to you last week. he doesn't expect a quick recovery. he says it could take years. and he says congress needs to pass more stimulus. the house actually did pass new stimulus over the weekend. powell hasn't endorsed it one way or the other as he tries to stay out of politics. as tracie potts was telling you the senate and the president have both told nancy pelosi it'll never become law. we continue to see a cautious reopening by corporate america. cautious certainly compared to what they're doing in some states, returning to bars and what not. laura will tell you about apple in a moment. also salesforce tells "the chronicle" it will fill its towers quite slowly. salesforce has three buildings

in downtown san francisco that occupy -- or are occupied by 9,000 people. salesforce executive tells "the chronicle" the elevators will be a problem because with social distancing you can only put a few in an elevator at a time. those elevators were a headache for salesforce even before coronavirus, particularly around lunch time. they can only carry so many people, and even when you cram 10 or 15 or 20 people in them there was a backup for the elevators throughout the big salesforce tower. over the week the treasury department published new guidance on how small businesses can turn their paycheck protection loans into grants so they don't have to pay the government back. washington working on new rules to make it easier for businesses to get loans. one of the problems with the rule is it says you have to spend a majority, 75%, of your loan on people's paychecks. that's why it's called the paycheck protection program. the problem for many small businesses is they haven't had their employees return yet

because they're not open yet. it was an eight-week program, marcus and laura. you can see evidence now how our government and many of us thought this was going to be a relatively short-term thing, and already businesses aren't open yet. they're having to pay back loans -- this is going to be a really long-term thing. >> oh, yeah. >> right. they need to change the date to allow the small businesses more time to actually spend this money or they can't be forgiven. you were mentioning apple, scott. they're set to reopen 25 additional stores across the u.s. stores will reopen in six states including california. stores in california and washington will only offer curbside service. right now there are no apple stores open in the bay area. the closest ones are in sacramento, roseville and monterey. if you do head to an apple store, customers are being checked for fever and you have to wear a mask. hundreds on the front lines

interesting. you know what, it's amazing the things you can pull off as evidence all of us right here. >> you make do with what you've got. >> a lot of graduations over video over the weekend. lots being done. >> that big graduation celebration across the country we saw right here on nbc bay area was really nice to see. >> and here we are, another workweek, and a rainy start, rainy day monday, kari. yeah, it's also been really great to see because we know it's been very dry over the past couple of months and now we're getting the soaking rain at the end of the season which may hopefully hold off our fire season just a little while longer. let's get a look at where that rain is falling right now. mostly around san jose, down to the south county, over to the santa cruz mountains. and so we're going to see our rain chances continue while most of the rest of the bay area is seeing lighter rain. we've also seen some of the showers moving through the east bay around sunol to the

tri-valley. once again that rain is getting lighter there. and so we're looking at the possibility of more of these showers moving through as we look at the wide view we're watching out for the potential of some thunderstorms. so far i haven't seen any thunderstorms for the inland areas. they've been off the coast, but some of these small cells moving through where we see the heavier rain may drop some small hail, so i'm watching out for that possibility at least through sunrise, and then we'll see the spotty showers throughout the rest of today. hit-or-miss rain. make sure the windshield wipers haven't dried out. as we go into today as well as tomorrow we're still going to see a chance of rain that could drop at any point even into tomorrow morning. then we start to see rain chances going down for tomorrow afternoon. as we look at how much additional rain we're going to see, it's possible that we could get another tenth of an inch of rain, but there are some parts of the coastal mountain ranges that we've seen around the bay area that have picked up over an

inch of rain. that's for the north bay as well as the santa cruz mountains. a look at our seven-day forecast, we're starting this week with upper 60s. that is really cool for this time of year, but then we warm up. as we see the storm system moving out, we dry out and will reach into the 70s for the rest of the week, so it looks pretty nice. mike, you've been watching the commute. any issues drivers should be aware of? >> slippery roads, kari. we've had a number of single car crashes spread out over the course of the last 90 minutes i've been tracking things closely. and on the maps we're going to talk about what's going on through morgan hill and into san jose. northbound 101 finally recovering. i think we had two traffic breaks at cochrane and at south coyote creek. we did have a couple crashes in lanes there. i believe they've all cleared and the speeds are starting to recover a bit, the area where the radar is still active. showing that through san jose, southern portions of 85 and 101 as they merge down there. the rest of the bay shows a smooth flow of traffic and a

welcome back. it's 5:24. the moment a canadian jet crashed into a neighborhood all happened during a flyover. the flight had been intended to boost morale during the pandemic. the crash killed one crew member seriously injuring another and caught a home on fire and left debris scattered across the enabled. we have intense new video as firemen tried to escape a fireball in los angeles on saturday. and we want to warn you that this video may be disturbing to some.

sending flames shooting and nearly trapping firefighters. you can see the flames engulfed some as they descend on that ladder. 12 firefighters were injured. two critically. all are expected to survive. this is where hash oil is made for marijuana. police have now launched a criminal investigation. rolling out in phases, governor cuomo saying the state is conduct i conducting tests live on television. hundreds of protesters descended this weekend demanding an immediate reopening of the entire state. people in los angeles are not taking advantage of the free testing the city is offering.

according to los angeles getting about 75,000 tests each week for people at drive-through sites, nursing homes and homeless shelters. an average of 57,000 tests were used. about one-third of the people are showing up for their test. >> the lapd is pushing to test each and every officer -- person an officer takes into custody. currently all detainees are being tested, but the results take several days. four casinos are reopening this week in the san diego area, but it's up for residents to really decide if they're ready to go. the casinos plan to reopen with social distancing guidelines in place along with new safety and cleaning protocols, temperature screenings and mask requirements. some people say they're really not willing to take the gamble.

pet grooming. those spaces will be allowed to reopen. and workers can return to their office if they can't telework from home. in san francisco business owners spent yesterday making last-minute adjustments in preparation for phase two which begins today in that county. the owner says she feels it's opening day even though she's been in business. she's looking forward to seeing her customers in person ba us a lot of moms-to-be need advice on what to pick out. >> super excited because it's at least a step where for us as a business we can continue to move and be there in a slightly different way for customers. so we can try and consult through a window. >> reporter: some businesses are ready to go into phase two today

while others told us they didn't have enough time to make the necessary adjustments. reporting live, bob redell, "today in the bay." the only bay area county not moving to phase two is santa clara county. leaders say they have no plans to ease restrictions because they say some key indicators like increased testing still need to be met. and it should be all systems go for tesla's fremont plant today. according to bloomberg the carmaker has alameda county's full approval. it follows a heated couple of weeks that included a lawsuit and threats to move out of the state. in a letter to facility last week and gave it the go-ahead for full production. and detroit's automaker also planned to resume operations today. that includes gm, fiat chrysler and ford.

workers will return to their jobs. >> governor newsom is making a stop in the bay area today, is expected to be in napa where he will give his update on the pandemic. organizers say more businesses are ready to reopen but they can't because of health orders. the number of positive cases continues to rise here in the bay area. since our last update now 68 new cases in four different counties. we have nearly 11,000 confirmed cases and almost 400 people have died. >> starting today for a few north bay students distance learning will become a distant memory. some students are heading back to the classroom.

sharon katsuda shows us how they're going to do this safely. good morning, sharon. >> reporter: good morning, laura. they are trying to figure out how to reopen classrooms this fall. marin county will reopen for special education students, classes will only have 12 people inside at a time. that includes students, teachers and assistants. no one else will be allowed inside the classroom. >> we took some furniture out to make space for the desk. i teach middle school. they all have their own desk. we moved thees so they're at least six feet apart. >> reporter: the students coming to school will be the same evans has had all school year. it's working with county health

to follow guidelines similar to child care. we're told that they will go to health checks and there will be regular disinfecting of the classrooms. 5:38 and a bay area-based bakery chain is closing all locations as of tomorrow. specialties is going out of business after 33 years. it's based in pleasanton and has 55 stores in three states including 2 dozen here in the bay area. the company blames the recent economic downturn. we spoke to some regulars who can't believe this is happening. >> i think it's very unfortunate. i ate there often. i liked their vegetable quiche. >> the company plans to keep its customer service team intact to make sure customers get refunds on any future orders after

tomorrow. and starting today making -- taking an uber will be a lot different for you. there are required safety measures. they include face coverings for everyone, no front seat passengers. there are safety check lists on the app for both riders and drivers. there's some shake-up, lime is relaunching after acquiring uber jump bikes and scooters. it only leaves lyft as the only game in town. >> some marin parks are reopening access to vehicles. those restrictions will not be loosened across-the-board. cars are still off limits including mt. tam, point reyes and tamales bay.

many areas where people congregate will still be off limits including playgrounds and those barbecue areas. lake berryessa takes the next step in its gradual reopening today. last friday the lake reopened most boat launches. today the lake reopens its rv camping at five separate sites. tomorrow another boat launch reopens. the lake's areas remain closed along with the visitor center. talking about the rain hitting the bay area. you warned us the storm was coming. how long will it stick around? it's going to be off and on today and also early tomorrow we're looking at some lingering showers, really great to see this rain coming through so late in the season. and so we're still looking at some scattered showers. mostly across the mountains, the south bay and over to the tri-valley with some light rain this morning. we're still looking at the possibility of some of the showers moving through once

again off and on throughout the day. so we are going to see the potential of some heavy downpours, maybe even some small hail laterf the microclimate forecast. i'll have another update in a few minutes and, mike, you've been watching the roads. what's going on out there for the drive? >> kari, we have an issue here, 101 northbound. a big jam. i think we may be down to just one lane right now around coyote creek golf course because of this crash and crews have arrived to move some of the vehicles. i've heard no major injuries and when you see the rain on the bottom part of the radar as well. that's likely a contributing factor. slow it down, folks. the rest of the bay is fine, lighter traffic. for the most part socially distancing, a few more businesses for parts of phases. before we had social distancing, i know a lot of families were having weekly family dinners. our friend kaitlyn posted that her mom was really dealing with the fact she missed seeing her kids at family supper this way in pacifica.

that's cute. more cute family dinners for the new normal led to sioux falls leader and a story about the webber family, betsy webber, the mom, posted these pictures. they started holding themed family dinners on their older daughter's suggestion, first in their christmas jammies, and then basketball, pheasant hunting, a pool party. i think that's a good idea or perhaps a newscast. i don't know. we'll see. >> well, what do you want to start with? pajamas? >> i'm thinking pheasant hunting because that's big around here. >> give me some time to gather some feathers. guys, we all love something good and this one is really something adorable as well. take a look at this. one of our colleagues, of course, sheltering at home, now a proud papa for two little ones.

who attended services that day have since tested positive. and possibly up to 200 people were exposed. the name of the church is not being released at this time. the church leaders are encouraging everyone in the congregation to get tested. happening today california's undocumented immigrants can apply for economic aid. the state has set up $125 million in relief funding to help 12 immigrant focused nonprofits. the one-time payments are $500 per adult with a cap of $1,000 for households. applicants must be 18 years old and undocumented. they must also be ineligible for benefits. the program will run through june 30th or until funds run out. now to decision 2020 and joe biden with a three-point lead. 46% to 43%.

i put a lot of seeds in the soil over the week, so i am really excited to see this rain coming through this morning. and so if you're getting ready to head out, i know it's monday and it's raining but we will see something positive for us in the bay area. hopefully this holds off our fire season for a little while especially after getting a decent rain in the north bay and the santa cruz mountains. as we check out where the rain is now mostly across parts of the south bay moving over to the tri-valley, even parts of eastern contra costa county, seeing light rain this morning. so just a heads-up about that. just want to make sure you keep that umbrella somewhere close by because even though it may not be raining right now there will be a chance as we go throughout the day, off and on rain in the forecast for this morning into the afternoon. even tomorrow morning i think we'll still see some lingering showers moving through but overall a wet pattern to start out this week, also some cooler temperatures and rain will stay with us bringing in additional

the first time the event is being held online due to the pandemic. a potential vaccine is expected to be one of the major topics of discussion. meanwhile hard hit italy is easing its lockdown. starting today bars and restaurants, shops, as well as salons will reopen across the country. italy was really hard hit. it also plans to reopen its borders on june 3rd. we're going to have more for you here on "today in the bay" right after the break.

welcome back, everyone. a good monday morning to you. some bay area superior courts are starting to ramp up their activity again. alameda county court today starts accepting reservations for remote hearing on most civil matters and starting next week contra costa county courts plan to reopen including jury service, potential jurors will be required to wear masks at all times and their temperatures will be taken to ensure that they are healthy. caltrans is shutting down most lanes of 101 as it continues to replace the alemany deck. tonight 8:00 to 6:00 a.m.

tomorrow one northbound and southbound lane will be open. >> entertainment company in vallejo is making some changes. it's putting smiles on a lot of people's faces. performers are being booked for drive-by birthday parades and special visits from six feet away. bombshell entertainment service says the pandemic wiped out its typical events for the year and is focused on lawn visits for just about any occasion you can think of. it is actually a new day with most of the bay area entering phase two of the reopening plan. we'll have a live report on what is opening where all next.
