a lot of news to cover this morning, marcus. >> absolutely. we want to start out with a look at the forecast for you, and meteorologist, kari hall, has been tracking what we havecan et for this thursday. >> it's going to be another beautiful day. as we head to martinez, we will see temperatures in the 50s and then by noon in the 70s. it will be slightly warmer today. i will talk more about that and also very hot temperatures in our forecast, and that's coming up in a few minutes, marcus. >> thank you, kari. happening today solano county restaurants are now allowed to reopen their doors. other businesses will also be able to reopen provided they meet the safety requirements. today's terry mcsweeney. >> the long wait is over at downtown joe's in napa. >> it's like we are starting all over again.

>> joe, who opened the restaurant, 27 years ago, jamie is grateful to be here with her sons. >> it was nice to not come up with what to do for dinner. >> napa is the first bay area county to move into the next phase reopening, largely because it only had one covid-19 hospitalization in the last two weeks. at this restaurant the go-ahead came suddenly, and they are eyeing a saturday opening. >> it's vague, and you are trying to figure out how to make your business run and still meet all the requirements that make it safe for people to come in. >> and retail could open again. >> we were affected by the

online business before all this, and napa valley is a big tourist area and we're hoping to draw that back. >> i am calling customers and saying, we're open now and come and have a glass of wine and we are giving discounts in the store. >> just having a normalcy. it's nice. and then santa clara never officially warned masks to be worn. a county order tomorrow will require masks inside businesses and on public transit, but san jose's order will beike those elsewhere around the county, basically for anytime you interact with others. eddie garcia already telling the

"mercury news" that enforcement will likely be a low priority. california is threatening to withhold disaster relief funds from tau larry county because local officials this week allowed barbershops, movie theaters and churches to reopen without approval from the state. two california down taoez just got the green light to move forward into phase two of reopening. ventura and san diego counties can now offer more dine-in and shopping options. both meet the state requirements to accelerate the reopening process. san diego county is the second most populated county in california. california's office of emergency services is announcing plans to put all pandemic surge sites into shutdown status effective at the end of june.

you will remember, the state licensed the medical center when it appeared to be days away from shutting down in march, and since then there are plans to take over the facility. and then the hit in walnut creek, $12 million, and it will lead to a budget tightening. plans should come together over the next few weeks. santa clara county leaders are talking about launching an online dashboard to track pandemic related funding. with the county facing a budget crunch the money spent should be transparent and they will debate that next week. and parents and teachers in oakland are joining a statewide effort to convince governor newsom to stop the planned

school closures. the group argued students next fall will have less space to social distancing, a so-called safe-in person rally is planned for today in oakland as well as in los angeles east bay teachers are coming together virtually to hold a town hall to discuss the advantages and disadvantages to distance learning. the contra costa teacher's union will go online and will start at 5:30. santa rosa plans to roll out a new plan next month to help people trying to make it in the bay during the pandemic. they are starting a fund to help 50 households that are losing their income, and that fund will

assist low and middle income workers. beneficiaries will have to pay 30% of their of course to rent and monthly expenses, and that fund would help to pay the rest. help for the south bay, the reaching out center is giving out free groceries to people at the cathedral of faith in san jose. that non-profit volunteer program will have a food giveaway twice a week starting at 9:00 a.m. there are a couple other silicon locations and you can go to the website to get the details. and happening today, bta plans to show off buses. the agency recently has to plan to repurpose old pulled down

>> for three years david mullenburg worked to build his business, and it matches food kitche kitchens with businesses looking for a good meal. but he says his company is now struggling to stay afloat. >> overnight all of our orders completely evaporated. >> so he applied for a loan in march. >> they automatically said i was not eligible. >> last week he reapplied and was approved but only for $1,200, and he said that's not enough to keep his workers employed. >> we feel left in the dust. >> when you need an emergency fund, you need it now.

>> we were not able to have any open houses and we were unable to show houses. >> he applied for a $30,000 loan to cover his mortgage payments plus his business expenses. after two months his loan was finally approved, sort of. >> they were telling me i was approved for $1,000, and i thought it was a mistake, and i thought the loan officer missed a zero, two or three. >> since march, through four separate actions the u.s. congress approved 1.8 trilli$1. in funding to help businesses large and small survive the coronavirus pandemic, and that includes $810 billion meant just for small businesses. we combed through sec filings and found more than 50 small business loans worth more than $150 million, and recipients

mid-70s but it cools off quickly. have dinner outside and enjoy the natural air-conditioning we will have because we will also have a pretty big heat up in our forecast over the next few days as high pressure continues to build and we are also going to have several days of some really hot weather especially going into the weekend and early next week. that's our holiday weekend, and when we unofficially welcome in summer, it's not summer on the calendar, but it will feel like it when the hot weather comes in. we may get past the holiday with temperatures in the 80s and 90s. take a look at this 7-day forecast. we will reach into the low 80s for today and tomorrow. breezy winds, and then as we go into the weekend, reach into the upper 80s by next week, and check that out, we're looking at a high of 94 degrees with our temperatures peaking on tuesday, and for san francisco we will see those temperatures not as

warm. this is where we get our natural air-conditioning with our temperatures reach into the mid-70s over the next several days. looking pretty good here. how is it looking now for that morning commute, mike? >> first of all, kari, don't try to fool me by slipping the word breezy in there, and i saw the 80s and 90s and i am not a fan, but i am a fan of you, kari. right now we see a smooth drive as you see green all around appeared the bay area. zooming in to 238 a. crash was reported southbound 230 heading towards castro valley, and it's under the freeway on the surface street called ashland. now we are getting out of the build coming out of the altamont pass, which we expect, but right now you will see the startup at about 5:30 if the volume

up as it has for the past two s slowing for highway 84, marcus, and that build continues as we open up more jobs and folks come in for the related phase two activities. >> absolutely, mike. this morning investigators are still look into what happened during a deadly police shootout in hayward late yesterday afternoon. it was at the intervention of kelly and wildwood. it started as a traffic stop and at some point during the stop, officers shot a man and he died at the scene. a daring rescue, and the ford mustang veered off the freeway yesterday afternoon and plunged into the salt ponds. that's when the officer rushed in to help. that driver was pulled out, going in and out of consciousness but is expected to be okay.

no wordt driver to veer off the road. undocumented immigrants looking to get relief from the state during the pandemic are facing obstacles. long lines are forming outside of the immigrant aid this week, and applicants are being turned away because they can only apply over the phone, and those lines are typically busy. one woman we spoke with said she waited on the phone for nearly eight hours before finally reaching an operator. >> all the place is closed. for bills and my rent -- >> an estimated 2 million undocumented immigrants make up about 10% of california's workforce, and there's only enough aid to assist an estimated 150,000. 4:54 for you this morning, and coming up here on "today in
