and the shooter is, quote, neutralized. the first call for this came out around 4:00 a.m. our time, and all gates at the installation are shutdown. the fbi likely on its way right now. this is an active shooter situation at the navel air station corpus christi. we will keep an eye on those developments and bring them to you here on "today in the bay" as well as online. more breaking news this morning in the college admissions scandal. actress lori loughlin and her husband have agreed to plead guilty to conspiracy charges. under a plea agreement, she will receive a sentence of two months in prison and pay a $150,000 fine. she must also complete 100 hours of community service. in the meantime, her husband will spend five months in prison, pay a quarter million-dollar fine, and complete 250 hours of community

governor gavin newsom's requirements for easing restrictions and lifting the shelter-in-place orders. in san francisco hundreds of city workers, librarians, assessors, city attorneys who are trained now to operate as disease detectives. this librarian is working from home with a computer and phone trying to slow the president sp covid-19 reaching out to people who might now know they have it, and they need to be in quarantine. >> we have a list of people we are trying to call on the phone who has been exposed to somebody who tested positive for the covid-19 virus.

>> santa clara county is also asking public and community organizations to identify staff they can redeploy to work as contract tracers. the city and health officials say california needs at least 12,000 contact tracers for its population of nearly 40 million people. they are working with the health state department to train 20,000 tracers, and the state workers have to be trained first and then after that individuals can sign up and you can find a link how you can sign up in my twitter feed and on my facebook page. after "today in the bay," you can find out more about how san francisco is managing its contact tracing program. >> thanks. california's office of emergency service s is announcig plans to put surge sites down.

the state leased the facility when it appears to be days away from shutting down back in march and since then a buyer stepped up to purchase the facility. the financial hit in walnut creek is a big one, and there was an 80% loss in sales tax revenue, and that's going to lead to a lot of budget tightening in that community there. the plan should actually come out in the next few weeks of what they are going to do. santa clara county authorities are talking about tracking related spending. supervisors say with the county facing a budget crunch the money spent should be transparent. they will debate about it next week. santa rosa plans to roll out a new program next month to help people trying to make it in the bay during the pandemic. the city plans to start a fund

to help 50 households who are losing or lost income. according to the press democrat this morning, the fund will help low and middle income renters and will be made up of $600,000 of federal money. there's a catch. beneficiaries will have to spend 30% of their income to help with the monthly expenses, and the fund will pay the rest. one of the nation's busiest airports is expected to see more traffic in the coming weeks. joining us to talk about how they are planning to keep people safe and at a distance is the public information officer at sfo. thank you for getting up early and joining us today. >> thank you. >> people are concerned but they also need to get back to business as usual and maybe travel as usual again, but it's going to be very different. what is the airport doing to try and accommodate the passengers

and also keep the social distancing rules in effect? >> yeah, obviously we are adjusting to a new normal, and our goal really is to make sure that people that do need to travel through our airport are comfortable doing so. there's a few new standards that i think people could expect as they are going through our airport. obviously the first one is face masking or covering is universal at our airport, and physical distancing is a challenge at an airport, but you will see marking and they are designed to help you maintain the minimum distance from the other travelers. >> i think you mentioned earlier this week you are not promoting tourism, but you are not monitoring essential verses nonessential travel. what are you doing to cut down on the risk of spreading that -- or you are letting people take responsibilities for it here,

too? >> yeah, our focus on on information and education. we trust our travelers to have the right information at their disposal to ensure that if they are traveling it meets the current definitions of their health orders and it meets the current definitions of travel, and you will see a lot of information about what is essential travel and what the status of the health orders are but ultimately it's up to each traveler to understand how it applies to them. >> and also check ahead with the airlines they are traveling on, too, because they could have rules for math onboard and everything. >> yes, and most u.s. carriers making it a rule. >> thank you so much. he's with the san francisco airport, the san francisco information officer. >> thanks. 6:39 for you this morning. the south lake tahoe mayor says the memorial day weekend will be

temperatures today will reach up to 80 degrees there. we are in the low 80s for the inland east bay with antioch reaching 82, and we will also see low 80s in parts of the north bay. we will get a look at this forecast more, but mike, you are tracking the commute. what is going on? >> yeah, we are tracking all with what we have at home. as we look at the maps, no major problems. we are at speed for everywhere slowing in the south bay, and the altamont shows mild slowing out of the pass, so that's a great flow of traffic. the live look does show the volume of traffic study and a good volume filling in on 580 to west dublin, and we have the volume of traffic at a higher level than the last couple of weeks. south bay leaders look to clear up the confusion of masks
