"today in the bay" continues right now. a very good morning to you and you that for joining us. i'm laura garcia. >> and i'm marcus washington. first let's start with meteorologist kari hall. it's going to start to feel like summer here soon. one last day in the current season of spring as we look at our temperature trend in mountain view starting out in the mid-50s as we go through the day heading into the 60s, even

low 70s. we will see a pretty significant warm-up this weekend. the forecast coming up in a few minutes. mike has been watching the commute. any issues popping up? no, the w saw cleared, and that's great news closure for 101 that has also cleared from 101 alemany project slowed through the area, there may still be some equipment, laura, of course. back to you. thanks so much, mike. we have some developing news in the south bay. authorities have identified a man who drowned tragically yesterday in novato's bell marin keys. it happened after he lost control of his truck and it ended up in the pond. a woman and dog were also in the truck. only the woman made it to shore safely. the man went after the dog when it tried to swim away.

the napa county is already in that expanded phase two. sonoma county is awaiting state approval. under the expanded phase two, here's what's open and not open. in store shopping, dine-in restaurants and schools. hair and nail salons, gyms and nightclubs not open. also today the bay area's most populous county, santa clara, the last to end phase two. stores like these, you see here this downtown campbell, will be open with restrictions. curbside pickup for retailers will be allowed. offices requiring on-site staff can reopen. president trump requiring all flags fly at half-staff for victims.

a $3 trillion rescue bill is on the table as they leave for break. tracie potts from washington, d.c., with some additional concerns about an additional spread this holiday weekend. tracie? >> reporter: the concern is people have been cooped up, it's been a tough spring, and will people go out and about in close proximity not practicing social distancing and spreading this virus. new guidelines from the cdc to tell you where it does and does not tend to spread. and as you said people want to be out. congress is leaving. they're out this week. and they have yet to come to an agreement about the economy. house speaker nancy pelosi's $3 trillion bill with direct payments to americans going nowhere as the senate leaves for holiday break. >> she could take her bill,

eliminate every other word, cut the price by 75% and it still wouldn't pass the senate. >> reporter: republicans accused of wasting time. >> not one vote on legislation having to do with the covid-19 and the entire month of may. >> reporter: majority leader mitch mcconnell says they'll eventually vote. >> let me tell what you it won't be, it won't be a $3 trillion left-wing wish list. >> such broad support. may not know it yet, but they will come to the table. >> reporter: lawmakers at odds as america reopens with fears that memorial day weekend could bring more crowded beaches. the cdc now says there's no evidence covid-19 spreads through pools, play areas and does not spread easily on surfaces. president trump wearing a facemask. >> didn't want to give the press the pleasure of seeing it. >> reporter: the president says he will not shut down the

country if there's a second wave of illness this summer. tracie potts, nbc news. thanks so much, tracie. parts of chabot park remain closed. it is city owned and will be closed as well as will the marina park. but you can still walk in to either site. restrictions also remain in place around popular lake merritt in oakland. parking lots will be closed to overcrowding. >> bay area leaders are talking about why they should be allowed to reopen and why they plan to defy state orders to stay closed. oakland's full gospel church is one of hundreds supporting a letter and petition sent to governor newsom that urges him to allow california churches to open as an essential service. keeping houses of worship closed, they plan to have services may 31st.

an attorney representing pastors says that many plan to break the rules. >> people will have indoor services. they are going to do social distancing. >> they will allow churches to open before the 31st. >> taking a look at sfo where if you're traveling you'll still have to follow tsa guidelines. changes will be rolled out to airports over the next month or so. passengers must wear the face coverings at all time and keep their boarding passes. they'll now have to separate any food that you have and it has to go through x-ray training. and, of course, practice social distancing with new markers to remind you.

oakland rolls out a new phase of essential places involves adding temporary traffic improvements for safe access to essential services. later today mayor libby schaaf plans to show off the first installation of that san francisco is closing 13 more streets for social distancing. "the chronicle" reports it includes streets in the mission. this is in addition to the streets already closed like in golden gate park. san francisco has 34 miles of closed rolls for people to spread out. >> berkeley advocates want to help those in granny units. the board says the city has between 400 and 1,000 of those types of units.

even during the pandemic people continue to move to california. californians are having fewer children. last year the state added nearly 90,000 people. in the '80s the growth would be around half a million. the pandemic has kept kids at home. the future of camps and programs within the city. saying good-bye to standardized testing. now the board of regents voted to stop s.a.t. and a.c.t. tests as admission requirements through 2024. regents want to phase out the test completely in five years. the uc system is working to create a new test for freshmen applicants. san jose state celebrates

the class of 2020. starting this morning the university will have a graduation recognition website for all of its colleges. they'll feature a slide slow of pictures and personal messages. san jose state says this is not a virtual commencement or replacement ceremony, just a way to recognize those students. and something good from steph and eye esaeshakur ayesha. they can be posted in front yards or windows. they're all personalized for all oakland high schools which is nice to see. i go for walks during the day, take the dogs out, and i don't know some of people living in the houses but it's nice to see those signs of support that they're putting out for them. >> and we say it again, we've been doing it here on "today in

as you get ready for work right now at 5:14 let's take a look at the sunrise now happening over walnut creek, and then as we see our temperatures today starting out cool but warming up as we go into later today it will basically be a repeat of yesterday, but we'll talk about a big change in the weekend forecast coming up in a few minutes. and not a big change but more traffic out there as we take a live look at fremont and 880. both directions by the truck scale and by tesla. we do have a good volume of

traffic. back to you. well, good morning. very happy friday to you. for most people friday might mean a paycheck but for a growing number of people, we found out yesterday, more than 2 million americans were added to the unemployment rolls. out to washington and a live look at the capitol. there's a debate over how much longer the government should extend unemployment benefits. as you may know there's an extra $600 tacked on to usual benefits, but that expires in july. some lawmakers would like to extend that out because the pandemic is not going to be over by july. other lawmakers say the $600 extra gives an incentive not to work, not to find a job, that is assuming you can find a job. not a lot of movement on the markets on thursday. i bring it up because of the fellow from select quote there. the company had its stock market

debut. did really well, up nearly 40%. now it's not a bay area company but it's worth noting because you can apparently ipo. that's good news for our economy here in northern california. facebook's mark zuckerberg says the company will let a good portion of its employees work remotely even after the pandemic is over. that could be as much as half the company. over the next five to ten years. people are going to get paid according to their cost of living. in other words, if you move to montana where it's cheaper to work you're going to be paid less for the same work that you're doing now. now this trend towards lower prices -- or lower housing -- certainly has homeowners concerned as the demand for houses has kept our prices high over the last ten years or so. speaking of working from home, this is crystal who is the ceo of a multinational company and is running the company from her dining room table. the unusual thing is she's a

brand-new ceo. she has years of business experience, but she's never run a company before. now she's forced to do it from her house. we'll talk to her about that on "press: here" right after "meet up sunday morning at people remotely is very, very strange. i mean, i'm talking to you remotely now but you're my friends. trying to interview a person remotely, as you have done on the news, it's difficult. but we're getting it done. >> yeah, you have to do what you have to do. >> yeah, exactly. you know what i like about it, it has brought up challenges but i like when we can rise and get it done and it's a cool feeling. thanks. and sometimes not so much. 5:17 right now. happening today more macy's stores are open. "usa today" reports 80 more stores will open one way or another either fully or with curbside pickup.

stores in california not included in the reopening. macy's has lost up to $1 billion during the current quarter. laura, the ceo of san francisco's airbnb is talking about a big shift in booking when it comes to summer travel. people look to avoid airports and crowds. he says bookings are surging. this is among users looking for affordable stays. there are new guidelines for safety. >> we are working with surgeon general to create an enhanced cleaning protocol. we'll work on creating guidelines to make sure a 24-hour period between the time one guest checked out, the other guests checked in. >> nbc's sam brock sat down with airbnb ceo brian chesky for that exclusive interview. you can watch it on the "today" show right after "today in the bay" starting at 7:00. a lot of people have been ordering food during the pandemic and it's all about location.

barley. yeah, a different kind of therapy. 5:19 in the people. >> look at how fast they are running. >> i know. >> chasing to the door. >> so cute. >> it was cute. let's head into this weekend forecast starting out very active as maybe you're planning for a jog this morning and you want to make sure you're getting out there early. take a look at our temperature trend in san francisco for your workout. we're going to be in the low 50s and then as we go into the rest of the day sunshine and our temperatures there trending into the mid-60s. as we take a look at our hour by hour forecast and how the day will shape up for us we'll see the temperatures mostly this morning in the mid-50s but then as we head to noon it will be in the mid-60s and then going into the rest of the day. we're looking at mid to upper 70s inland, cooling down

tonight, back into the 50s. and then as we get a look at the update that we have from the climate prediction center, looking at the next three months in terms of how warm it's going to be. and it's showing that for much of california it's going to be well above normal. along the coastline we'll have above normal temperatures right here in the bay area and then for the sierra once again it's going to be much warmer than normal. we're already seeing that right now as we take a look at our temperatures leading into the weekend. look at our trend. we're in the low 80s today. mid-80s tomorrow. and then some 90s next week. we're going to see that continuing for much of the week as that high pressure builds. it will give us some near record high temperatures. mike, you've been watching the commute. what's going on right now? kari, we may have something happening right in palo alto which is pointed north of university heading toward willow. as we take a live look, the taillights, i saw flashing lights, a crash and debris

developing right now the fbi says a shootination in corpus c texas, they're saying it we first told you about this yesterday. the shooter was killed, never made it inside. the fbi said the second potential suspect remains at-large. new details in georgia. investigators will talk about

the new arrest in the shooting death of ahmaud arbery, an unmanned jogger. the man filming that shooting is now facing felony charges including murder. the father and son were arrested earlier this month in connection with the case. around 11,000 people in central michigan are still out of their homes this morning after two dams burst on tuesday. it is said to be a life-threatening situation. the governor, gretchen whitmer, has declared a state of emergency. a judge is dismissing a lawsuit challenging the governor's emergency records there. republican state leaders challenged her powers to extend during the pandemic. that same judge did agree redeclaring the same violated

positions. the mayor hopes phase one will happen in the first weeks of june. retail stores with modifications and construction jobs. other parts of the state have started reopening. a new case in that mysterious illness is related to the coronavirus. this one in san diego. cases of multisystem inflammatory syndrome or mis-c are on the rise. it's been seen in 24 states and ten countries. it's still not clear how that disease is linked to the virus. coming up next, the top stories on this friday morning. including starting to reopen. we'll have a live report on what is actually being rolled back in santa clara county. >> we do have extra officers that are coming in. >> the plan to make sure you stay at home this memorial day weekend.

the opening ahead of a long memorial day weekend. crowds. talk about what's being done to keep parks and beaches safe. and a happy friday for you that morning as we get started with our day. thanks for starting your day here on "today in the bay." i'm marcus washington. good morning. i'm laura garcia. yep, we're happy it's friday and we're hoping for a good forecast for today. does it deliver, kari? it will deliver. it's going to be a beautiful afternoon. we have a nice sun rise. over the south bay as we start out with our temperature trend in campbell, we'll be in the mid-50s. as we go into the rest of the day a nice warm-up that will be very much like yesterday with our coastal temperatures in the 60s and upper 70s and low 80s for the inland valleys. i'll have a look at hotter weather in our forecast coming up in a few minutes. kari, a quick live look at palo alto, the crash and debris has cleared without any incident

coming northbound. away from us those taillights up to willow. we'll look at the map. we're going to give the all clear for palo alto and the rest of the bay looks like you're at speeds. we'll talk about holiday travel up next. back to you. thank you very much, mike. 5:32 right now. we do have breaking news. a search and rescue effort is under way after a passenger plane crashes into homes in pakistan. officials telling us the pakistan airlines flight was just minutes before it was scheduled to land at karachi international airport this is in the southern part of the country. we have some new video to show you the rescue operation under way as well. officials say the flight was carrying 99 passengers and eight crew members. no word on casualties on the ground just yet. of course we'll continue to follow this breaking news story and bring you updates as soon as we get them. well, it is opening day for santa clara county, at least it feels that way for the

retailers. for now getting to offer customers curbside delivery. "today in the bay's" kris sanchez is live for us in campbell. so, kris, what can people expect today? >> reporter: hi there, marcus. the signs are up, curbside delivery starts today. a sign that retailers are pretty excited about, what is the next step, and a life line because of the easing restrictions. we asked the owner to chat on camera and they couldn't even stop down because they're launching curbside pick at their campbell location. with stores in different counties which enter phase two at different times it's been a bit of a challenge. in san jose we talk with the co-owner of a boutique who says the shelter order forced them to get creative and fast. >> it definitely pushed us to do online sooner, which we did. there's a lot of vendors closed and some are coming back right now. we can't even buy or get our merchandise we ordered. so our store is kind of not the

store we planned to have for spring. but we are getting more things in and we have things online. >> reporter: right now sales taboo teke bela james are down 86% and the owners are floating the business through a paycheck protection plan and have been able to keep their employees on the payroll. so they are looking forward to going beyond curbside pickup. santa clara county is the last to enter phase two but the county's public health officer says the curve is finally flat. hospitalizations and icu cases are trending down and testing is ramping up with a positive rate of 1%. and positive signs like those that got the governor to change the restrictions for entering into phase two which is why now almost all of california's 58 counties will be able to enter phase two at some point in the

futu future. >> the sooner the better for a lot of people. thanks, kris. solano county is just hours away from enjoying indoor/outdoor dining at restaurants. it was given the approval to move into the second stage of phase two of governor newsom's road map to recovery. solano county is the second county after napa county to do so. last night we saw some restaurants scramble to get ready for reopening. one opened a day early. >> my plan follows the same plan we opened with in 2012. restaurants should constantly wash their hands, sanitize everything. we don't do open air sneezing ever. >> solano county is waiting for approval to reopen restaurants, retail and other venues considered safe. martinez is actually holding off on a plan to close off traffic along their main street

on the weekend. city officials approved a plan this week to allow businesses to expand outdoors. they now say they want to wait until contra costa county allows more stores to reopen. san jose city council approved its own business outdoor expansion plan. berkeley is expected to vote on a similar proposal next month. many of us have been cooped up inside for several weeks during the shelter at home order. a number of us will head outdoors to try to enjoy the great weather. "today in the bay's" bob redell joins us with how to keep visitors away during the pandemic. bob? >> reporter: the parks district is expecting a lot of visitors and are asking them to obey the rules. and let them know they will be limited what they can do once inside the parks.

they are expecting to be busy because of the nice weather. a couple reminders, the shelter at home orders do allow you to leave for outdoor activities but does forbid you from traveling to a park not near your home. if you live in san mateo you should not be visiting the regional park here in lafayette where we're at now. group activities will be forbidden. >> people seem to be trying their best to social distance. be respectful, responsible visitors of the park. we do see effort and need to make sure they're good park visitors as well. >> reporter: this is what residents of san francisco can expect at some of their local

parks. they have painted circles in the grass at little marina green, jackson playground and delores park. the circles are meant to keep people six feet apart. beaches are still closed from 11:00 a.m. to 5:00 p.m. in lake tahoe they are not allowed to rent yet. they are checking in with property owners. and the state has banned lodging for anyone in california traveling for leisure. at lake berryessa. >> bob, thank you. right now anything but normal. a live look at the bay bridge where traffic would usually be higher, people heading in and out of the city. many people have canceled their plans because of the stay-at-home orders and vacation

destinations being closed. we're hearing a second patient has tested positive for coronavirus according to berkeley's site. these are some of the first known cases at the senior care facility. at the same time contra costa county prosecutors are reportedly investigating an orinda nursing home where at least four have died. at least 50 other people at the orinda care center have been infected. it's not clear if charges will be filed. according to "the chronicle" as of wednesday there were 104 cases. that is the lowest number since april 1st. more than 11,000 in the bay area. 416 people have died. at the ymca on bell street

frozen cookie dough at their warehouse in redwood city yesterday. cars lined up to get hold of the famous flavors like white chocolate macadamia nut. in just an hour they sold more than 400 cases of the cookie dough. which i wonder if they had done that during coronavirus maybe those pickup deliveries could have helped them survive. >> possibly. >> that's a lot of cases to sell, a lot of money. >> i would have gone to get a box. trust me. >> those cookies were delicious. >> they were good. >> they were too good really. >> the waistline will tell you that. look, we want to get a look at, kari, talking about the waistline, i've been talking working out, perfect weather for that. i have no excuse today because the weather will be nice enough to go outside and do a run around the block or something. >> yeah. it will be a really nice day for whatever you have planned around the bay area.

we take a live look outside in dublin looking hazy but our temperatures are cool. we start out this morning mostly in the low 50s around the bay area. as we go into today our trend stays fairly mild as our high temperatures reach into the upper 70s with a few low 80s but it will get hot this weekend and you'll want to get in that workout early in the morning and for drivers heading out the door right now it looks like the weather is still nice and clear. how is the drive? >> we're looking at a very easy drive. any closures overnight for construction is great stuff. light traffic continues and i'm not even talking about getaway traffic. this year is different. for the past 20 years aaa has issued a travel forecast, in fact, for memorial day weekend travel, but not this year as we get to the new normal. they're predicting a record low for this holiday weekend travel due to current restrictions

obviously. the current normal looks like what we're seeing at the toll plaza, very clear. bob talked about the restrictions in place. instead of travel volume, aaa norcal a 3% increase in calls to take care of dead batteries since we're not driving, the cars are just trickling the batteries down including hybrids, including, of course, electric vehicles. i got this information from a spokesperson, sergio avila, he talked to chris chmura in chris' segment on car care during our shelter at home. you can get that information on nbcbayarea.com/responds. you might not get away this weekend but we can still take the opportunity to recharge our batteries, which we should all do. >> thanks, mike. 5:43 this morning. and smoke and flames. still ahead on "today in the bay," that overnight fire ripped through a south bay strip mall. look at all that damage left behind. we'll talk about it coming up.

check out our san jose temperature trend, a nice, cool, refreshing start to the day with a clear sky and sunshine this afternoon. it's going to be very much like yesterday but a hotter weekend is in the forecast. more on that coming up in a few minutes. thanks so much, kari. 5:47. south bay firefighters working to save a strip mall from a fire. you see some of the flames leaping out of the building. firefighters say it started with a nearby grass fire. no word yet on the damage to the strip mall. walnut creek police are investigating an apparent double shooting. so yesterday they received a call around 6:30 about shots fired near newell avenue not too far from south broadway. a short time later two shooting victims were dropped off in a nearby hospital. we're still working to find out their condition and no word of any arrests. and now to a follow-up on the deadly scuba boat fire in southern california.

the conception boat went down last september killing 34 people off the coast of santa barbara. now the coroner's report is revealing all of those victims died of carbon monoxide poisoning. those deaths are considered accidental. the only survivors were the captain and four crew members who slept above deck. many of the victims were from here in the bay area. actress lori loughlin and her husband mossimo giannulli are expected to plead guilty to conspiracy charges in the college admissions scandal. according to the u.s. attorney's office loflin and mossimo giannulli agreed to plead guilty to conspiracy to commit wire and mail fraud. prosecutors accuse them of paying half a million to get their daughters into usc. loflin will be behind bars two months and her husband five months. the option of house arrest is on the table because of covid-19 and its spread in prison. both do have to pay hefty fines and do community service.

the president will take -- well, we have to talk about open skies first. let's talk about open skies. open skies is a treaty that would allow and does allow russia to overfly the united states and us to overfly russia. the president says we are going to leave the open skies treaty. now satellites do about the same job. the bigger question, though, is whether we will leave the new start treaty that leaves nuclear missiles on either side. president trump wants china to join this, a tri-lateral treaty. china has never done anything quite like that at all. china took a huge step and says it will rule over hong kong which has been largely independent up until now. it'll take serious action if china ever did what china just did. we'll be watching for that

calling to eliminate rent control exemptions for those types of homes. the board says the city has been 400 and 1,000 of those types of units. even during the pandemic people continue to move out of california and add to that californians are having fewer children. that combination may result in a population decline in years to come. the east bay times reporting that last year the state added nearly 90,000 people. now in the '80s growth during the typical year would be around half a million. new this morning a northern california chp officer rescued a little girl's stuffed animal, toffee. an officer found it on the freeway but sadly was missing a leg. the officer returned toffee to the owner and a few other stuffed animals. that was amazing. they must have connected, i'm guessing, by social media.
