guessing, by social media. maybe toffee had a dog tag. quickly approaching 6:00 for you, the third hour of "today in the bay" continues right now. let me tell what you it won't be. it won't be a $3 trillion left wing wish list. >> may not know it yet but they will come to the table. right now at 6:00, a stimulus stalemate. the senate leaving for the long memorial day weekend without taking any action on the stimulus bill passed by the house. next, a live report on capitol hill's bitter divide. and locals only, the message from the coast to themountains. coming up we'll chat live with lake tahoe leaders on why you should stay away this weekend. and it will be a warm weekend. temperatures expected to go up across the bay area. your forecast is just moments away. first good morning to you and thanks so much for joining us

for this try dfriday morning. first, meteorologist kari hall with a look at the forecast. friday forecast sounds so good. >> yes, and we have some great weather, too, to go along with that friday. so it makes it a little bit easier to wake up and head out the door as we look at this amazing view looking over martinez. let's check out the trend. we'll be in the upper 50s as we start out at 8:00. at lunch time it's 71 degrees, reaching 76 by early in the afternoon, still very nice and mild today but we know that hot weather is headed our way soon. i'll talk more about that and mike gets you out the door with a look at the commute. we're looking at a smooth drive right now. friday light. we can say that now as we look at the maps. we have seen much more traffic at least for the altamont and the tri-valley over the last few weeks. definitely no morning slowing.

a smooth drive. i am tracking a crash at 680 but it does not appear to be a problem and the construction is clear. back to you. >> thank you very much, mike. 6:01 right now. developing in the north bay authorities have not identified the's bell marin keys. it happened after he lost control of his truck and it ended up in the pond. a woman and dog were also in the truck but only the woman made it to safety. happening today for you solano county moving deeper into phase two of reopening. this is after getting approval yesterday. napa county already in phase two. and sonoma county in the yellow is still awaiting state approval. so under the expanded phase two

here's what's going to happen. and diningt open. and restaurants and schools with modified -- modifications can open. so here is what remains closed. hair and nail salons, gyms and nightclubs. santa clara becomes the last to enter phase two. stores like these you see right here in downtown campbell will be able to reopen but with restrictions. curbside pickup will be allowed and manufacturing can resume. also offices requiring on site staff can reopen. and a live look for you at capitol hill this morning. president trump is requesting all flags on federal buildings fly at half-staff for victims. senators are leaving a $3 trillion rescue bill on the table as they break for memorial day. concerns about the spread during the holiday weekend. tracie? >> reporter: right, marcus, concerns people will be out and about in closed proximity without practicing social distancing after being cooped up for weeks and months. we are also watching what's not happening this holiday weekend on capitol hill. lawmakers headed out without coming to any agreement about that $3 trillion which would include checks in your wallet. house speaker nancy pelosi's $3 trillion rescue bill with direct payments to americans going nowhere as the senate leaves for holiday break. >> she can take her bill, eliminate other word, cut the price by 75% and it still wouldn't pass the senate. >> reporter: republicans accused of wasting time. >> not one vote on legislation having to do with the covid-19 in the entire month of may. >> reporter: majority leader mitch mcconnell says they'll eventually vote. >> let me tell you what it won't

"today in the bay." >> thanks so much, tracie. 6:05 right now. gathering spots at chabot park are closed this weekend and san leandro police reminding everyone the parking lot at the city owned chabot park will be closed as well as will the marina's park. you can still walk in to either site. restrictions remain in place around popular lake merritt in oakland. food trucks will not be allowed over the holiday weekend and parking lots will be closed to limit overcrowding. it will certainly be a very different memorial day weekend in lake tahoe. restrictions are forcing a lot of tourists off the water. here to talk more about that this morning is the public information officer can the lake tahoe planning agency. thank you for joining us, jeff. >> you're welcome. good morning. >> who can hit the water this

weekend, and who can't? only, i guess, the boats that have been in tahoe before? >> yeah, that's right. so uniqueau we ha if you have an inspection wire attached from the boat to the trailer or you don't. the ones that have the inspection wire are typically locally stored boats, owned and operated. we call them tahoe only though they're not from right in the region. and those that don't are traveling boats that are a part of our experience in tahoe. >> oh, there we go. are you back, jeff? >> yeah, i'm still here. sorry, i thought we tested all this out. >> no, that's okay. i know, it's just technology is what we're dealing with here. so the boats, if you're a non-tahoe, you don't want the noninvasive species coming in. will there be enough checkpoints? what boat ramps are open? public ones or private ones where people get gas? >> yeah, exactly. a lot of the marinas in the basin have announced they will be opening up june 1 to get the dust off. those are places you can get services like gas. the public launch ramps open this week. this is a delayed start to the boating season we tried to achieve, again, to try to slow down how many people were coming to the beaches, howan were coming to the lake. right now there's two categories of boats. you either have the inspection ban from the last time launched or you don't and the first phase

we're in right now only the banded boats typically locally owned can launch. boats that don't have a band are coming from further away and those cannot launch at this time of the year. >> okay. and so to look for the dates of those we go to your website? >> tahoeboatinspection.com has all the dates. most of the launches are already open this week. >> all right. well, we all want to get away but we have to play it safe, too. jeff cohen, thank you for joining us this morning. 6:09 for you that morning. happening today san jose state celebrates the class of 2020. starting this morning the university will have a graduation recognition on its websites for all of its colleges. they will feature a slide show of pictures and personal messages. san jose state says that this is not a virtual commencement or replacement ceremony, just a way to recognize those students.

and something good for you from steph and ayeshaurry helping seniors show off the pride. he and his wife are donating thousands of congratulatory senior signs. they can be posted in the front yards and windows and personalized for all 18 oakland high schools. congratulations to all of them. kari, as the families celebrate, a nice forecast. this is an extended weekend for a lot of people. yeah, a long holiday weekend and we're going to have some hotter weather. at least it starts out cool. even though it doesn't look that cool. we are seeing this orange glow in the sky right now. take a look at walnut creek and our temperature trend. we're in the mid-50s to start this morning. take a look at this afternoon as we reach into the mid-70s. it will be really nice. and one more comfortable day before those temperatures start to heat up. we're in the 60s along the coast and some upper 70s and low 80s

for the inland areas. how is it looking for the commute right now, mike? it looks great. kari, i was concerned about a call that came in to chp from oakland. we'll take a look at the maps and we see green around the bay. lighter traffic flow though slowing through the altamont pass and the tri-valley. south 880 embroaching the embarcadero where reports of a truck that lost control of its brakes was able to get to the right shoulder. no injuries reported there. i'll let you know if there's any other activity. back to you. thanks, mike. macy's is reopening dozens of stores. next an update on california's stores and the huge hole in the retail giant now finds itself in. another silicon valley company says work from home will be a regular thing. let's take you out to new york city and the futures. a bit of a mixed bag, but really good news out of wall street. i'll tell you what it is.

happy friday. at 6:14 a live look outside in cupertino. we're going to start out with sunshine and a very nice afternoon. we're going from the mid-50s to the low 70s by early in the afternoon. we'll talk about a weekend warm-up in the forecast coming up. good volume of traffic northbound with all these headlights coming toward us. the changes as we look at the holiday weekend coming up. good morning. a good friday to you. for a lot of people friday means a paycheck. for a growing number of americans, it does not. yesterday around 2 million americans were added to the unemployment rolls. now there is a debate in washington, a live look out at washington where there's a debate about how much longer the

government should give americans extended unemployment benefits. as you may know there's an extra $600 tacked on to the usual benefits. that expires in july. some lawmakers would like to extend that saying there's no way this pandemic is over by july. others claim that the extra $600 is actually encouraging people not to work. not a lot of movement on the markets on thursday, but i bring it up because of select quote. the company had its stock market debut. did well, up nearly 40%. this is not a bay area company but it's so worth paying attention to because you can ipo. facebook's mark zuckerberg says the company will let a good portion of the company work remotely even after the pandemic is over. that could be as much as half of

the company the next five to ten years. people will be paid according to their cost of living. if you live in montana, you will be paid less money at facebook for the same amount of work. this trend to remote working has the attention of homeowners because, after all, our home prices have shot up over the last ten years in the bay area. in large part because of demand of all the people working here and not moving to montana. speaking of working from home, this is crystal, a ceo of a company and she is running the company from her dining room table. the unusual thing is she's a brand-new ceo. she has years in business but never ran a company before. now she's forced to do it from her house. i will talk to her what that's like this sunday on "press: here" right after "meet the press" at 9:00. now that "press: here" is back we'll debut our new studio which i am very excited about.

it looks a lot like studio which looks a lot like my living room. >> maybe you can change the angle a little bit. >> that's a good idea. >> we all have different studios. macy's stores reopening. 80 stores across the nation will open in one way or another, either fully or with that curbside pickup. stores in california not included in the reopening. the ceo says macy's has lost up to $1 billion during the current quarter. something good from a new york brewery. a lot of smiles on customers faces but it's not just the beer making them happy. >> those two little faces right there be buddy and barley.

in lafayette, highway 24, a beautiful start to hopefully what will be a long holiday weekend and an enjoyable one for you. maybe going for a run in san francisco, expect it to be in the mid-50s. our trend in the 60s even going into the afternoon here. upper 70s and a few low 80s. this is basically the last mild day before that hot weather really starts to be felt across our inland valleys going into the weekend. the climate prediction center is saying for the bay area we're looking at above average temperatures. as you look at the sierra and even down to southern california we're expecting some well above average temperatures so not really good news as we go into our dry time of the year and we could see hot weather heading our way.

highs in the low 80s. we have 90s heading our way. we'll have to watch those numbers closely. mike, you've been watching the roads closely. what's been going on this morning? >> subtle changes, kari. volume of traffic much lower. we show green sensors around the bay. 580 slows through the altamont. the slowing at 284 and livermore already starting to ease up. look at the travel times at the bay bridge with no backup and no problem. we don't have a problem about getaway traffic volume. back to you. >> thanks, mike. well, if you're making a trip to the grocery store anytime soon, one item that's getting a little hard to come by

welcome back. 6:24 for you right now. if you're planning a grocery trip to stock up on some of those holiday items, one item you may not find is garlic. so "the mercury news" is reporting if you do not find it you're probably going to be paying more. the gilroy farmer says the demand has gone up by 60%. he says the shelter in place is the main reason. the shortage should subside. >> you'll smell it in the south bay when they're harvesting. several parents having trouble with travel companies. >> let's turn to consumer

investigator chris chmura with an important development. >> reporter: good morning. anna in berkeley asked our team for help with ef tours. that company canceled their kids' trips due to the pandemic and offered a credit, not cash back. in anna's case the company held $4,000 for a trip to spain and morocco in march that didn't happen. our response teams around the country are also fielding complaints from upset ef tours customers. an ef tour spokesperson told us yesterday that a nationwide settlement will be announced today. the company is expected to begin offering rebooking and cash refunds. the massachusetts attorney general had been looking into ef tours cancellation. the company said we are pleased our collaboration helped identify a path forward as well as our future travelers. we'll watch for the official settlement this morning and will report back at 6:00 and explain

beautiful day as we get this friday started with a live look outside in san jose, our trend will start out nice and cool and we will have a comfortable day with breezy winds. we'll eventually see our highs in the upper 70s today. it will still be a nice one but we are going to have a pretty significant heatup this weekend. i'll have more on that as well as what's ahead for next week. as we head out the door it's looking pretty light on this friday. and it was until this. the smoke plume you see i thought was on treasure island. i've just learned that chp has issued a traffic alert because it is on the deck heading into san francisco just past treasure island. the smoke you see is from a car fire only blocking one lane, maybe two, but definitely a distraction. as we look at your maps it will

continue to cause more slowing as folks head into san francisco quickly building and it may result in the lights being turned on. that fire on the bay bridge is a bigger issue than we had before. back to you. breaking news in pakistan. this is where a passenger plane crashed into a busy neighborhood. this is as it approached the karachi airport. no one onboard that plane survived. this is video of the rescue operation in southern pakistan. the mayor there says that three homes were destroyed. another 10 to 12 are damaged. no word yet on casualties on the ground. opening day for retailers, at least that's what it will feel like after being on these

restrictions. kris sanchez is live with a look at what we can expect in the south bay. good morning, kris. >> reporter: the signs are up the businesses are ready for curbside pickup they hope will boost their bottom line which has been sagging under the shelter order. we asked the owner of the therapy store chain to chat on camera. they couldn't even stop to talk. santa clara county and with stores in different counties across the bay area which entered phase two at different times has been a complex challenge. the co-owner says the shelter order forced them to get creative fast. >> it push us to do online sooner which we did. a lot of vendors are closed and some are coming back. we can't even buy or get our merchandise that we ordered.

so our store is kind of not the store that we planned to have for spring. but we are getting more things in and we have things online. >> reporter: even with the online sales, sales are down 86%. the owners are floating their business and paychecks through the paycheck protection loan program. santa clara county is the last bay area county to enter phase two but the county's public health officer says the curve is finally flat. hospitalizations and icu cases are trending down and testing is ramping up with a positive rate of 1%. positive signs like those had the governor earlier this week changing the guidelines for when counties can enter into phase two and that is the reason most california counties, 58 of them,

should be able to enter phase two. in campbell, kris sanchez, "today in the bay." >> all right, kris, thank you. well, fremont has had its share of national attention recently mostly with tesla's battle over reopening. like many cities it's facing dire new economic concerns tied to the pandemic. joining us this morning is fremont mayor lily mei. >> thank you for having me. >> i want to talk about tesla. the lawsuit was tied to the county. what about other businesses in the city take heed from what they were doing and decide, hey, i'm going to open up what's the plan in place to prevent that from happening? >> well, this all started because the local shelter in place order was continuing without provision for major manufacturing and fremont over 900 manufacturers in manufacturing. this type of effort with the guidelines is something that's

very important, and most recently updated by the county health department as well as other opportunities for retail. i think that's the key right now is to figure out how can we open up safely and have clear guidelines that address the needs for so many of our businesses. >> so many of those businesses are hurting. i know the city, you all have new financial programs to help the small businesses and renters. explain who is eligible and what does that relief look like? >> it's on our website. we have both a care program for our residents and up to $400,000 and the details as to who is eligible, the criteria are all available on our website, and i will be happy to send you that information. also, we have a smaller business community relief grant. we have $400,000 set aside for

small businesses in chunks of $5,000 or $10,000. >> and is the process a long one for people to apply for and get the money? >> no, it's not a long one. it's one we're in the process of looking for applications and these are programs that would be immediately providing assistance to a much machine needed business community as well as residents and -- >> okay, and before we go, i want to talk about tesla. i know it's a big draw to the city. how are the relations with that and how are things going? >> i think that we've always been working very closely with tesla and we've supported them for over ten-plus years and have over 200 of their local suppliers here and most are based in fremont. and so we've always had a good relationship in supporting both our large businesses and our small to ensure they choose

fremont to do the businesses that are successful. >> mayor lily mei, for those applying for assistance go to the city's website, is that right? >> yes, that's correct. and it's available -- we are currently doing the applications and will close on june 12th for the rent relief program. >> all right. get to it right now. thank you so much, mayor. we all need a little something sweet these days. this is a little bittersweet. decades old company specialty's cafe and bakery closing its doors this week due to coronavirus. we've been telling you about it. look what people did. the cafe said good-bye by giving customers boxes of frozen cookie dough yesterday. cars lined up to get ahold of the famous flavors like white chocolate macadamia night, peanut butter chocolate n. one hour they sold more than 400 cases of that cookie dough.

>> and white chocolate macadamia nut my favorite, and those cookies were good. >> i used to love the wheat germ ones. it sounds super healthy but it had a lot of chocolate in it. >> there you go. >> kari, what was your favorite? we had one around the corner from the station. >> we did. >> yeah, they had like these chunky chocolate chip cookies, i think that was my favorite definitely. all right, let's get a look at where we're starting this morning as maybe you're heading out for a run. we have a lot of allergies going around right now because we have tree and also we have some grass pollen. so our temperatures starting out this morning for your run in san francisco in the mid-50s and it will be a mild day here but the inland areas is where w heat up this weekend. more on that in the forecast coming up and, mike, you have an update with what's happening on the bay bridge. i do, kari.

in fact, a live look from san francisco was showing a plume of smoke. now we don't see that anymore. you can see the upper deck getting into the city. that is moving more smoothly now. as we look at your maps you see a smooth flow of traffic getting into san francisco. going to mess up my map here. getting into san francisco without any major problems now that the lanes have been cleared, and so the problem is with the backup on the span there, they turned on the metering lights so there will still be delays out of oakland and into san francisco. keep that in mind. it should clear up quickly the next half hour to 40 minutes. meanwhile, everything else is lighter. we're talking new normal. from the past 20 years, aaa has issued a travel forecast for this memorial day weekend because it's a huge travel weekend but not this year. they are simply predicting this year a record low for this holiday weekend travel due to current restrictions. bob talked about those. remember the current normal looks like what we see in palo

6:45, let's go to walnut creek and the beautiful sun rise. inte mid-70s by early in the afternoon. hot weather for the weekend. more on that in a few minutes. the great weather but you really can't go anywhere. the warmer bay area temperatures for the long holiday week. many people are probably thinking about heading outdoors to enjoy the great weather but there will be some rules that you need to follow. check in with "today in the bay's" bob redell live in lafayette with a look at some of the biggest park closures there and some of the rules they have going into effect, bob. >> reporter: most of the parks will be open. you can go online to check to see which are closed. most are open. the park is asking people when you come here to follow the

rules and to just be aware that some of the activities will be limited. staffing up for what they expect to be normal memorial day weekend crowds. the shelter at home order does allow you to leave your home for outdoor activities but forbids you from traveling to a park not near your home. if you live in san mateo you should not be visiting the park here in lafayette where we're at. and group activities will be forbidden. no picnics or boating. >> people are trying their best to social distance. being respectful visitors of the park. we do see effort and want to make sure they're good park visitors as well.

>> reporter: this is what residents can expect at some of their local parks. in the grass the marina green, there's a field and at delores park. the circles are meant to help people stay six feet apart. in santa cruz the beaches are still closed. and in lake tahoe, hotels are not allowed to rent to visitors yet. code enforcement officers are checking in with property owners to see if they're following the rules. the state of california banned lodging for anyone traveling for leisure purposes. lake berryessa just opened in time for memorial day weekend. if you want to be visit, be local. reporting live in lafayette, bob redell, "today in the bay." the ceo of the san francisco company abnb is talking about a
