marches and these demonstrations may be making a difference los angeles officials announced that they will look to cut up to $150 million from the police budget as part of an effort to reinvest more dollars into the black community. and let's turn to minnesota where mourners are reacting to new charges made in the george floyd case we're joined by gabe gutierrez >> reporter: the floyd family had wanted first degree murderer charges for all of the officers but they welcomed news of the arrest, something that many protesters here had been waiting for. >> we got all four, we got all four. >> reporter: at the site where george floyd took his last breath, the moment was cathartic. >> i think that it will be a wakeup call for the whole nation >> we're here today because george floyd is not here >> the state's attorney general announcing new charges for the four officers involved in

floyd's death. charges were elevated to include second degree murder the three other officers are now charged with aiding and abetting murder if convicted each faces a maximum of 40 years in prison. >> george floyd mattered, his life had value and we will seek justice for him and for you. >> the officers or the attorneys have not publicly commented. all four were fired but only after days of intensive rioting. floyd's 22-year-old son visited the makeshift memorial for the first time >> i am happy that all officers have been arrested my father should not have been killed like this >> the family's statement to those police officers are they are just as guilty for the death

of george floyd. they all participated. >> as violence has erupted across the country minneapolis has watched, prayed and protested often peacefully >> they're actually listening to us >> the anger is what many see but below the surface, pain. we met zoe in the crowd in tears. >> i won't be satisfied until i can wake up and have kids not fear their lives for being black, for being darker than other people it's not enough. i can say it's not enough. it's not enough until everything changes. >> a memorial service is scheduled for thursday in minneapolis, the first of several services honoring floyd's life across three states over the next week >> thank you one of the nation's most

respected generals and the defense secretary is excoriating his former boss. calling president trump's response appalling and divisive. the former defense secretary compared the president's response to not seek tactics >> he made that reference to germany and gave a little history there but also talked about what president trump is doing and threatening to do now with the military, a former defense secretary james mattis talking about clearing the crowds and using the national guard and other troops to clear the crowd so the president could get to st. john's church for what turned out to be a photo op the other day. he called that an abuse of executive authority and said we don't need to militarize but the u.s. should be united under a

common purpose he went on to say that this was the first president in his lifetime who didn't try to unite the american people or didn't even pretend to try, instead tries to divide us and then went on to add that we can unite without him drawing on strengths inherent in our civil society. it was a power statement by the former defense secretary t. we also heard from the current defense secretary who very publicly disagreed with the president on whether to use the military to back up local police and thenational guard. he said that should be used only as a last resort but then also agreed to keep some troops here in the d.c. area >> thank you very much former president barack obama is weighing in on the death of george floyd for the first time on camera he urged african americans to feel hopeful and called on police reform. >> reporter: president obama speaking out during a virtual
