of fire in a santa teresa neighborhood has now merged into one large fire burning off near the expressway and highway 85. thom jensen is live near the scene this morning, thom, are arson investigators there? >> reporter: we haven't seen them on the scene yet this morning. we do, as you can see, have a cal fire crew behind us. we've heard them up on the hillside with chainsaws this morning. i don't know what type of work they're doing up there but they do have this knocked down with an inmate crew last night pretty quickly. dozens of homes were threatened. none of them damaged, but residents pretty upset that somebody was allegedly going along the hillside here in the santa teresa neighborhood and intentionally lighting fires. we still do not know the motive or even the identity of a person who was detained and questioned, but there were a string of six fires, 80 acres burned at last

tally. some neighbors learned from fire crews what was going on as they tried to return home and were sent to an evacuation center. >> they said it was the santa teresa water treatment plant. and that's right in my backyard. >> you get people to go on the hill and say it's a great idea to start a fire? what's going on these days? >> reporter: neighbors cheered an inmate crew as they fought that fire head-on. we still have fire crews with chainsaws maybe trying to cut down snags that could light up later. they do have this under control. later on this morning we hope to learn the identity of the person who was detained. we understand has been arrested. and their motive for why they would go on the hillside and intentionally start the fires allegedly. we're live in san jose, thom jensen, "today in the bay." we'll continue to follow

that. thanks so much, thom. new details in pg&e's efforts to reduce the impact during shut yots. they say the utility is behind in rolling out devices meant to make those shutoffs less severe. they say more emergency response specialists must be hired. the judge in pg&e's bankruptcy judge was asked to reject the reorganization plan. the trial is now its final stages. president trump visits a coronavirus testing site in maine today, his second public appearance since that controversial clearing of peaceful demonstrators for his walk to a d.c. church. "today in the bay's" tracie potts is live with the growing concern about his plan to use active troops to control demonstrations. tracie this is a big concern for a lot of people. >> reporter: especially peaceful demonstrations, marcus, because we're seeing two different kinds. we definitely have seen violence against officers and protesters and even innocent bystanders.

but we're also seeing some of these military style tactics used against large and loud demonstrations that are peaceful. across the nation officers taking a knee, peaceful protests and violence. in chicago a family pulled from their car, roughed up by police. >> we will hold people accountable who cross the line. >> reporter: in new york where thousands followed george floyd's brother across the brooklyn bridge, a police officer was stabbed. two others shot. >> they're trying to keep themselves safe because the police want to go home to their families. >> reporter: president trump's plan to meet protesters with military force opposed by a growing chorus of former military leaders. retired marine general john allen, former joint chiefs of staff mike mullen, and martin dempsey. >> our military was not trained for that purpose. >> it's really time that we

after the man walks up to the officers, one officer uses his baton to push him back. he falls and hits his head. according to buffalo's mayor the two officers involved may face more action. the unidentified 75-year-old man is said to be in serious condition. >> that is troubling. well, in san leandro, protesters are calling for justice not just for george floyd but also for steven taylor. he was shot and killed by a san leandro police officer in april. his family says he was experiencing a mental health issue. city leaders are calling for the state to investigate. >> our aim or my aim specifically as a councilmember is to have the public's trust and for the trust for the public to know that the process has integrity. >> as we've been reporting his death was also caught on camera. no charges have been filed in this case. happening today more black

lives matter protests planned across the bay area. at noon people will march in los altos starting at lost altos hh school. at 2:00 p.m. at amador valley high school. at 5:00 p.m. at the city line redwood square. a cnbc analysis of the data from johns hopkins shows the coronavirus cases across the country are getting higher. ever since memorial day weekend. the bars on the graph here represent those new cases reported each day. the line is the seven-day average which you can see is starting to climb slightly to the far right be of confirmed cases in the bay area is hearing 15,000. alameda county once again recorded the highest number of new cases, but over the past 24 hours there were no new deaths reported in the entire bay area. new details in the santa

clara county push to ramp up contact tracing. according to "the mercury news" health leaders say the number of hired staff has nearly doubled over ten days. the problem is it only represents a jump from 50 to 96 people on the job. the goal is still to hire 700 contract tracers. the deadline for that was at the end of may including the volunteers, there should be 180 people in place by the start of next week. oakland is launching a new relief fund to help struggling artists. $625,000 is available for those impacted by the pandemic. in the meantime oakland's city council is looking at the way small businesses are taxed. a new proposal would lower for restaurants, shops and businesses making less than $250,000 a year. those that make more would be taxed at higher rates to try to make up for the difference. the change would have to be approved by voters.

well, good-bye hot weather, hello cooler temperatures. vianey arana has a look at the forecast. it's nice when you kick off the weekend with nice, cool temperatures. i agree. even though we have to trade in some of the calmer weather when it comes to the winds, we get the cooldown and it will feel comfortable especially if you have any plans to be outdoors, jog or workout. 77 degrees in san jose. these are predicted highs for this afternoon. 78 in morgan hill. los gatos, 79. check out the east bay into the interior valley. concord yesterday managed to hit the triple digits. today upper 70s. oakland, 68. into the peninsula and the bay as well, 69. san francisco, 67. and up to the north bay 79 for santa rosa. now this is only setting us up for a lovely weekend ahead of cooler weather but rain chances. i'll get more into detail coming up. mike? watch for that. that will affect folks getting on the road.

there are more folks on the roads these days. this week was different from the trend we've been seeing for over a month. the curfew has some people adjusting their schedule. unexpected is the slowing in both directions highway 84 right around where it joins us and splits off in the livermore area out of sunol. still slowing in the one area. there must be some equipment but it's not reported as any closures. slowing through hayward, out of san leandro. no backup at the bay bridge. back to you. raising concerns still ahead at 5:25 on "today in the bay." what governor gavin newsom is saying about the threat of coronavirus amid ongoing protests and his message to struggling small business owners. it is jobs friday. today we find out the latest information about hiring or not hiring. we're looking at an unemployment rate that could hit as high as 20%.

for the month of may. we are not expecting good news. millions of people will have lost their jobs and the unemployment rate could go up to as much as 20%. but there is good news in the sense that some of this might be slowing. there is an argument in washington and, indeed, all over america whether the enhanced benefits, the unemployment benefits, that pay an extra $600 a month might actually be encouraging some people not to seek out new jobs as they get paid more. as with pretty much everything now that argument is very political. i've talked about zoom video before. you've used it to communicate with co-workers, had a cocktail party or seven, there's another company called zoom info debuting this morning. i think investors might confuse the two. i'll circle back on this monday morning. you see that occasionally with best buy and bed, bath and

beyond. they're one letter off each other. the success of zoom is one of the reasons shares of san francisco's slack is falling. slack trades under the simple work, rarely do you see a big hit on the stock market to an individual stock especially during a rally. >> -- a grave tragedy. it should never have happened. >> this is video posted to twitter by the trump campaign. you can still find it on twitter, but it was removed from the trump campaign's account on claims of copyright violation. the campaign used pictures it didn't have the rights to. here you see the gray box twitter has added with that explanation. twitter has been more aggressive with some of the tweets originating in the white house. this is the first time it's taken action over a copyright claim. well, one of the things the pandemic has done is made internships very difficult. after all, how do you go to an internship if you can't go to an office?

we have some fog issues and visibilityish be use in through santa cruz down to about four miles. again, if you encounter fog, slow it down. use your regular headlights, not high beams. it reflects off the fog. microclimate highs, how is this for a cooldown, 20 plus degrees in some spots. look at concord, 78. antioch, 79. palo alto in the 70s and this is going to lead us into a really cool weekend ahead. also, watch out for the wind. we're talking about 10, 15, 20 plus gusty win at times especially heading into tomorrow and a chance for spotty showers into sunday. mike? >> what a variety of conditions. friday on the roadways means a lighter drive. we had one exception for highway 84 cutting through livermore, pleasanton, sunol. a look at the mams and the current time with the live speed sensors. green over most of the bay, checking on 84 coming through the area, and we see that most of the slowing has cleared. it's just back to the pattern we

new overnight, a shocking story unfolding in alabama where the bodies of seven people found shot to death after a fire in a home. it happened near huntsville, two hours north of birmingham. rescue crews only found the bodies after the fire was out. just a short time ago the sheriff said they indicated there was no further threats. governor newsom addressed racism and injustice during a visit to stockton yesterday. he met with small business owners at stockton's waterfront warehouse. many are struggling with the impact of coronavirus. the upheaval connected with george floyd's death is also now casting a heavy shadow on business. >> we have a budget to negotiate with the legislature that has $100 million in micro loans targeting women and minority owned businesses.

we need to support that with federal loan programs. >> governor newsom says he's worried about a spike in new cases because of the protests. lake tahoe casinos are open again. some visitors say that it was strange to see signs welcoming gamblers to south lake tahoe's nevada side especially with so many restrictions still in place on california's side. el dorado county is no longer issuing citations for visitors, but they do warn that the nonessential travel ban is still in effect. nba's board of governors has approved a plan to finish the season in orlando. the warriors won't be part of it because they have the worst record in the league. but the plan called for 22 teams to come back.

visibility. back to you. now to that live team coverage as more bay area businesses reopen today. jackie ward is in the north bay. we want to kick things off in the south bay with bob redell. people are saying al fresco, let's go. >> reporter: you've got it. outdoor dining there, marcus. santa clara county is moving deeper into its phase two plan to reopen its economy. this is a significant step for santa clara county concerning that it's trailing other bay area counties. so, for example, right here, the sign right here outside this restaurant in north san jose no longer applies because starting today outdoor dining will be allowed here in santa clara county. you have outdoor dining, outdoor religious services for groups of 25 or less, summer camps. plus drive-in movie theaters and

indoor shopping. this is welcome news for many businesses especially for the owner of stores in campbell who says that it will be different to go back to having customers back inside the store. >> i don't even know what to expect tomorrow. there's a lot of uncertainty for tomorrow. we are retailers. we need to hustle through one more day, one more week, one more month. that's what we do. >> reporter: up north in san mateo county more restrictions will lift tomorrow morning, saturday morning. restaurants will be allowed to provide outdoor sitdown meals. charter boats will be able to operate with passengers observing health guidelines and indoor funerals with ten max, outdoor capped at 25. reporting live, bob redell, "today in the bay." in the north bay another

sign of returning to normal again. how about haircuts or actually sitting down in a restaurant to eat. what a concept. jackie ward joins us live from rohnert park with a look at some of the changes there. i never imagined i would be reporting on stories like this saying, oh, look, we get to go out to eat, jackie. >> reporter: i know. we get to get our haircut. who knew that would be a luxury. i'm wearing my mask because hair salons in sonoma county will be back open tomorrow but you have to have one of these on. a lot of other businesses will be open, too, restaurants, tasting rooms, brew pubs. they will be open as long as they can keep their tables six feet apart. masks will be required inside. anyone serving food or beverages will be required to have their temperature taken on site before each shift. if it's too high they have to be sent home so we are live inside the hair salon -- the hair

studio in rohnert park with annette jones, a hairstylist. this has to be a little crazy for you in your 20-year career. what sort of safety precautions are you taking for your customers and yourself? >> we are checking at the door. we ordered masks and if people don't bring masks, we have masks. and we also have gloves. we are only accepting one customer per appointment only for each salon stylist and anybody else that is waiting has to wait in their car. >> reporter: that has had to be a tough time for businesses like yourself. what has the struggle been like? >> it's been rough because it's -- my cousin is a private personal owner of her salon. we don't get the paycheck

peaceful protests continuing across the bay area including in fremont, oakland, san jose and san francisco. yesterday people from all walks of life banning together holding signs and demanding change. meantime all curfews across the bay area have ended except for vallejo and walnut creek. racist posts on social media are being linked to a private school in mountain view. st. francis high school leaders admit the school's tie to an instagram page that was mocking george floyd. we've covered the profile picture and covered one word ourselves. the school president says it appears to be connected to recent grchool students attending protests say st. francis made the right decision to shine a light on the racist posts. >> i've seen racism subtle or blatant all over the place, and it really disappoints me.

i can't say i'm surprised to see it with seniors. >> a petition is now circulating urging discipline for the students and the school says the disciplinary investigation is now under way. >> mayor london breed will virtually kick off san francisco's pride celebrations today. that celebration will include performances and important conversation. it's the 50th in the city. there will be no pride parade this year and in the south bay the city of santa clara will raise the pride flag at city hall at 10:00 this morning. it is 5:38 right now. we made it to friday morning. now some cooler temperatures, vianey. cooler temperatures indeed, more seasonable. take a look at your daytime highs for this afternoon in the south bay we're talking 70s, 77 in san jose.

65 for san francisco. if you're going to be in the city we're expecting a windy afternoon. even gustier by tomorrow. not only that but we're tracking an additional system and this will bring us a chance of seeing isolated showers. coming up i will have a closer look at the latest drought monitor and where we stand in california when it comes to the drought conditions just as we head in towards summer. i'm following other numbers, though, the speeds on the roadways looking at the limit. we'll take a look and show you the sensors, a lighter flow all around the bay because it is a friday. the top number from the east shore freeway down from highway 4, you are basically at speed coming down to the bay bridge toll plaza. there's a steady volume of traffic and from time to time i do see some folks hanging out in the cash lanes probably fumbling for the right change but so far

that was two miles from where he died at the hands of a police officer. ♪ amazing grace >> now minutes and 46 seconds with silence. that is the length of time george floyd was pinned down by that officer, derek chauvin. >> a look at some of california's peaceful demonstrations last night. thousands marched to police headquarters in san diego. in sacramento hundreds held silent demonstrations after kur view and after a march to the state capitol. the aclu branch is joining a recent lawsuit to block curfews arguing it violates first amendment rights. police use of tear gas and rubber bullets against protesters is coming under new scrutiny in california. state lawmakers assembling including state senator scott wiener are introducing a new

measure to rein in the use of rubber bullets by setting clear standards pour when it can and cannot be used. health experts are voicing concerns the coughing triggered by the tear gas may boost the risk of the coronavirus spread. 5:44. president trump speaking out against two retired marine generals this morning. >> top brass who used to be very close to him. yeah, they used to be his chief of staff and his secretary of defense. and at the time he had nothing but praise for those generals. now had a has changed. mattis has delivered a dire warning to america this week warning the president was trying to divide us and says we must reject those who make a mockery of our constitution as we sit through three years without mature leadership, all his words. a very angry president trump responded by reminding everybody he fired mattis, except he didn't.

mattis resigned after disagreeing with the president. the president wanted to withdraw american troops from syria. mattis did not. president trump even tweeted about mattis' resignation at the time but now insists it was a firing. and that is where the next marine general enters, john kelly, trump's chief of staff at the time told "the washington post" yesterday, no, mattis rezinr resign resigned, he wasn't fired. the president has clearly forgotten how it actually happened or is confused. now the president is lashing out against two former marine generals and says general kelly was not in his inner circle and he slinked away from his job. that general mattis was no good, overrated, and did not bring home the bacon. the current secretary of defense, mark esper, former military, said he disagreed with president trump on this idea of stationing active u.s. military

in american cities. it is important as we talk about leadership, it's the leadership of the military by civilians, all former military who are now civilians. military leaders still in uniform are being much more circumspect, but they have been speaking about the protests and the military including the chairman of the joint chiefs of staff sending messages and tweets and memos reminding troops they swore an oath to the constitution and that the protesters have a constitutional right to air their grievances. there is a little bit of criticism of the president coming out of the republican circles of congress as well. mitt romney, you kind of come to expect that, also lisa murkowski. i felt like perhaps we are getting to the point we can be more honest with the concerns we might hold internally and have the courage of our own convictions to speak up.

drought conditions. we still have about 40% in a severe drought. the majority of that portion is in northern california. about 20% is in a severe drought. in southern california we saw that clear out so, again, any rain we can get will help us out. a closer look at the seven-day forecast. breezy winds this afternoon. 15, 20 plus miles an hour, gustier by saturday. our coolest day of the week is expected to be on sunday not just for inland areas but for san francisco. temperatures will dip down into the 60s before they warm right back up into the upper 60s and 70s potentially heading into tuesday and wednesday. that's when we'll get a high-pressure system that will roll back around, dry us out and mike? >> vianey, i'm looking forward to the cooler temperatures. looking on the roadways and it's friday as well. i know we haven't had traditionally a big flow of traffic as we look at the mams but have seen more over the last month or so.
