contra costa county has seized some coronavirus restrictions. it seems that the white house got the wrong memo. white house press secretary kayleigh mcenany tweeted, quote, in contra costa county new health guidelines allow protests of 100 people but restrict religious services until june 15th. social distancing should remain data driven and apolitical. if you can protest, you can pray. thendes with the message, this is not accurate. outside gatherings of up to 100 people are now allowed for protesting and religious gatherings, as allowed by the state. we have a full list of what is now allowed on our website, nbcbayarea.com.

ravaged economy and that's the predicament faced by california public schools for the coming school year.or the state's 7 million public school students? nbc bay area political analyst larry gerston is here to give us the big picture. larry, good morning to you. how bad is it? >> it's bad. there's no other adjective to use. we're talking about $7 billion being cut out of the sate education budget for about 7 million students. by the way, that comes to about $1,000 a student. that's about a 12% cut from last year and all of this comes in an environment where governor newsom just last year pointed out when you account for cost of living differences california ranks 41st in per capita funding. we've cut more and it puts the students and teachers, i might say,a very bad place. >> it sounds like the schools

aren't prepared for the switch. they can't just flip a switch and know how to do it. how pervasive is this problem? >> it will cost more for this, too. these school districts have to raise about $500 million because most of them will be going to distance learning and along with that they probably have $500 million to $1 billion for new programs, technical assistance, ways of working out issues with parents. you put it together and that's another burden. they're not very prepared. a survey was taken not too long ago. only 29% of the households with students are prepared from the schools to get this kind of help. the schools are only able to provide about 39% of homes with the kind of lending assistance

materials, computers, electronic devices, things like that. only about 20% are able to provide free internet access. that's not good when you're talking about teachers, students and schools going to an entirely different way of learning. >> looking at the graphic you just showed, some households, some children are more affected by the lack of digital support than others. some don't have laptops, ipads, internet. how universal are these problems? >> kira, you are right. here we are in the heart of technology and not everybody, when you look at the state, is equally as prepared. 83% of whites have all the equipment needed, broad band access, but when you go down the totem pole, if you can use that

te term, much lower with latinos at the bottom, 54%. that's almost half. you have these different groups differently prepared and it kind of carries on with the kinds of problems we're learning about when it comes to the racial differences and the lack of equal opportunity. >> and this is something we sort of touched on with chuck todd about a half hour ago. do you think there's any hope for avoiding this downturn in funding support for public education? >> in california, kira, which is the largest state with the greatest problems, we have two possibilities. one is there's a bill right now in congress spearheaded by nancy pelosi, the speaker from san francisco, that would make the -- have the government make available to states about $100 billion to really pay back the states for the money that

they've lost in revenues. $100 billion for the states, about -- excuse me, $500 billion for the states, my bad, and about $375 billion for cities te. if that bill california wouldn't be whole but a big chunk would be filled in. the other possibility is a ballot issue in november called schools and communities first which changed the way we go ahead and collect property taxes from businesses and homes. you remember that proposition 13, that famous proposition in 1978. that would be changed. that would bring in about $12 milli billion for schools and communities. i'll tell you without one or both of those our schools, our kids will be in a world of hurt starting in september. >> and the vote isn't until
