black lives matter! >> protesters take to the streets from the bay area, to montana, to the white house. next the different ways president trump and speaker nancy pelosi plan to address the demonstrations today. and back here at home more than 1 million people today getting the green light to resume having small gatherings. a live report on the new idea of social bubbles bubbling up in one bay area county. and a good morning to you. thanks for joining us. laura is off but don't you worry. we'll hold it down while she's gone. mike has a look at the commute. we want to start out with the

forecast this morning. meteorologist kari hall has been tracking warmer temperatures, also that wind which is a fire danger for a lot of us, a risk anyway. yeah, even at my house over the weekend we had some smoke drifting by from a nearby wildfire. we've seen the small fires popping up and so this will still be a concern especially in solano county today. let's head over to walnut creek with a live look outside as the sun rises this morning. we do have a cool start to the day. we've had some cool temperatures especially for this time of year as we go into today it's still going to be very nice as we see some spots reaching -- along the coastline we're in the 60s and 70s. i'll talk about a spike in our temperatures and also the winds calming down coming up in the forecast. mike, it may still be breezy for drivers heading across some of our bridges. l out for idge, richmond/san chp. we don't

major connector over there in between 880 and 680. that's mission boulevard. you see slowing as you approach, a crash on the major surface street. there's safeway, walgreens, lots of shops there. back to you. >> thanks, mike. happening for you today alameda county health leaders are easing more shelter at home restrictions. coming up, what the new term in the process is called social bubble and it will allow more face-to-face "today in the bay's" jackie ward is live for us in oakland to explain what the bubble is meaning for a lot of people and also this is a big thing for haircuts, too. >> reporter: unfortunately, no haircuts yet that is all part of phase three and alameda county has not released a date for when that will be enacted here in

alameda county. we'll focus on the social bubbles where we can see people face-to-face or mask to mask as part of this reopening phase. this includes courthouses. that's why we're here. and this is because of the progress health officials say we're making in this pandemic. first, what exactly is the social bubble? alameda county is defining it as a group of 12 people or less from different households that should be maintained for a minimum of three weeks and people should restrict themselves to being in one social bubble at a time. starting today that bubble is now allowed to hang out outside together. here is what else is open again, child care and camps allowed, career internships. alameda county released a clarification from the last order. libraries may open for curbside pickup. certain businesses with limited person-to-person contact including dog grooming and dog walking may also resume. your dog can get a haircut and not you.

criminal and civil jury trials will resume today and jurors will be summonsed for new trials at that start on june 29th. you'll still have to wear a mask, social distance, and will have to be medically screened at each courthouse. now on a state level on friday we expect to hear more about the reopening process from governor gavin newsom. again, everything varies county to county. in oakland, jackie ward, "today in the bay." >> thanks so much, jackie. two weeks ago today george floyd died at the hands of police officers sparking nationwide protests ever since. today mourners will gather in a viewing in houston ahead of his funeral tomorrow. turning advocacy into action, nearly 2 dozen senators signed on to a bill being introduced today that would ban certain policies by police. >> banning certain police practices, creating deeper accountability. >> i think it is very evident that equality is not there for all of us. >> reporter: in a new nbc news/"wall street journal" poll, 80% said the country is out of control. demonstrations are growing along with concerns about president trump calling active duty troops to control them. >> what we saw last week was basically an invasion of our city. >> reporter: the attorney general tells cbs troops were called but not used. >> the president never asked or suggested that we needed to deploy regular troops. i'm happy we were able to avoid it on this occasion. >> reporter: homeland security says the problem is who is joining. >> violent protesters hijacking those protests that are becoming very violent. >> reporter: clearing peaceful

protests near the white house has more former military leaders speaking out. >> our military should never be called to fight our own people as enemies of the state. >> reporter: republican colin powell announcing he'll vote for joe biden instead of president trump. >> elis. he lies. he lies about things. >> reporter: two congressional staffers were hurt in protests in d.c. and new york. >> you can just imagine what this means for ordinary citizens who are out there. >> reporter: for lawmakers bringing the problem close to home. tracie potts, nbc news. the chp may reveal more today about the death of an oakland man shot and killed by officers on saturday. sources telling us that officers shot a man saturday night one block from his mother's house. he was allegedly driving one of 72 cars stole friend a san leandro dealership during last week's looting. witnesses say that there was a

spray of bullets and his pregnant girlfriend was also hit. she's expected to survive. >> they kept yelling for him to turn off the car, but he was dead. and then the poor girl kept screaming. >> what i want to know why they had to take him out. why couldn't they pull him out, arrest him. >> the stepfather said he was unarmed. the shooting sparked a drive-through protest on saturday. san francisco supervisors are making a new push to protect peaceful protesters. they're developing a new ordinance they call it the right to protest safety act. supervisor matt haney is the co-author. he posted in part, quote, it was shocking and unacceptable to see the peaceful protesters come face-to-face with officers armed with flexible baton rounds and chemical agent sprays, end quote. that measure will be introduced at an upcoming hearing. the national guard troops

are now pulling back from the california cities where they've been deployed during the protests. the guard not provided a timetable but "the chronicle" reports troops deployed in vallejo yesterday pulled out. and you heard over our website nbcbayarea.com, you can head there, for updates on the protests here in the bay area and really around the nation as it all developed. you can look for our live blog with everything you need to know. the new number of confirmed coronavirus cases is fast approaching 129,000 right here in california, more than 4,600 pl are hospitalized. santa clara county leaders are holding a special virtual hearing today. this is on further loosening shelter in place restrictions. supervisors will debate how to effectively reopen businesses without causing a second wave of

cases of coronavirus. that meeting starts at 9:30 a.m. you can watch it on the county's youtube channel. danville leaders today will debate plans to expand outdoor dining during the pandemic. that ordinance will allow certain popular downtown streets to be closed, to expand seating and maintain social distancing. if approved it will take effect once contra costa county shelter in place order eases back enough for outside dining to resume. happening for you today popular creek casino reopens. it posted promotional videos showing the new push to keep the facility clean and sanitized. it's been closed for nearly three months, since march 17th, in fact. some services will remain closed for now including bussing service, poker tables. it reopens at noon. well, the beautiful presidio

in san francisco is clearing the streets for walkers, joggers, bikers, and dogs. all this month streets including montgomery and pacific are closed to cars so that people can spread out. this is all part of san francisco's slow streets program. and over the weekend it was really nice to get out there and take a walk or exercise outside, kari. i was really happy with this weekend's weather. yeah, but it was super windy and we're still going to have those gusty winds today. we've been especially watching solano county. it will be under this red flag warning for today as our winds continue to gust today with that very low humidity as we get a live look outside heading to the tri-valley. dublin looking good this morning but you may even need a jacket as you head out the door. we're starting out with upper 40s here and then we'll see our temperatures staying mild as those winds will stay gusty with a lot of sunshine. here is a look at all of our

at 5:14, let's go to mountain view. you may even need a light jacket as we get started and cool temperatures this morning we've had some spots starting out in the upper 40s and low 50s and then as we go into this afternoon 70s and 80s not bad. we'll talk more about this and a very warm midweek that's coming up in a few mince. and good morning. a very happy monday to you as well. the ceo of crossfit is apologizing this morning for a series of tweets he made, one that mocked george floyd's name. another that connected the coronavirus shelter in place to the protests over floyd's death. the ceo has since apologized this is greg glassman on a past appearance on cnbc. glassman writes, i made a mistake by the words i chose yesterday. my heart is deeply saddened by the pain it caused. it was a mistake, not racist, but a mistake.

that apology came after reebok ended its relationship with crossfit, and a number of gyms that use the crossfit name has said they will no longer use that, no longer brand themselves as crossfit. now wall street looks like it's headed for another up day after a big rally last week. we got very strong jobs numbers showing 2.5 million people are back to work. they weren't working and now they are. a positive number on a day we were expecting negative. the president very pleased. >> we've been talking about the v, this is a rocketship. a v is wonderful. a v is this. they were talking about will it be a v, a u, an l? >> after we report that had number we got a number of interesting questions from viewers. very good questions. one asked, aren't these the same jobs as before? in other words are businesses just rehiring them as do

employees instead of rehiring them. well, for the purpose of the jobs numbers it doesn't matter. people went back to old jobs, new jobs, doesn't matter. they are just counting back to work. the bls did say it probably messed up the unemployment number, the calculation of the unemployment rate telling people that as we're temporarily laid off they counted them instead of completely out of work so the unemployment rate is probably higher. some people ask if somebody could mess with the unemployment numbers, make them look better than they really were for some kind of political gain, and the answer really is no. the bureau of labor statistics is filled with career professionals who are dedicated to getting the number right or as close as they can. no one, not even the president, gets access to those numbers or knows what they are ahead of time. almost nobody believes that a president could affect the unemployment numbers. almost no one.

>> congratulations to the whole team. let's start out with a celebration this morning with a live look outside in san francisco as the sun rises this morning. a clear sky. we've also had some really gusty winds throughout the weekend. it's still going to be windy today and also a cool start as we take a look at our current numbers right now. we're at 46 degrees in livermore. 49 in santa rosa. oakland waking up and walking out the door to 53 degrees. if you want to head out for a run this morning around saratoga, participates of the south bay will be only at about 50 degrees so maybe some long sleeves needed to start out and then as we go into the rest of the day, still comfortable no matter what time you go outside for that workout. it's going to reach into the mid-80s. for the north bay we're reaching up to 82 degrees in napa and in san jose up to 80 degrees today.

and as we go into the middle of the week it's going to get hotter as high pressure builds over the bay area it's going to ramp up our temperatures by wednesday. and then the weekend we cool down once again as the storm system passes just to our north. it's going to bring down some cooler air for us and then as we go into the next several days we're still up and down with the temperatures. we're in the low 80s today with those breezy winds, upper 80s tomorrow and then peaking at 90 degrees by wednesday. it won't be as hot as we've seen recently. into the weekend we're looking at our temperatures that will be cooling down a bit and for san francisco will mostly stay in the 60s after a warm start to the week. and we'll talk more about that tropical storm cristobal in just a few minutes, but right now, mike, you've been keeping an eye on the roads. what's going on for the drive? well, unlike last week when we had the curfews in place and tr was lighter we have

looking at lake pontchartrain. this also caused water spouts in alabama just off the coast and in florida a tornado was spawned. >> there's a roof in my backyard they're telling me is my roof. >> we are still watching some of the heavy rain bands that will continue across parts of louisiana today moving into mississippi and alabama. this is a problem all the way up the mississippi river over the next couple of days as that heavy rain continues. we'll have more on this throughout the morning, marcus. >> thanks, kari. a big step today for what was once the epicenter of the coronavirus. new york city. now some of the city including construction and manufacturing is reopening for the first time since march 22.

first, meteorologist kari hall tracking that forecast. those wind gusts could really increase fire risk here. yeah, the winds over the weekend were a beast. at times it was really gusting and we're still going to have those high winds today as we look at our red flag warning. low humidity and gusty winds. when the humidity dropped and we have high winds and very dry vegetation, still that high fire threat. a midweek warm-up coming up. mike, you've been keepi an eye on the commute. what's been going on out there? >> it's building more quickly than last week. last week we had the curfews in place and people just held off. the richmond/san rafael bridge, volume coming across nicely. chp gave a warning about some gusty winds and we did see more traffic about five minutes ago.

to the south, the bay bridge, more traffic as well. another wind advisory from chp but no problems heading across that span. you see the taillights as the map shows you no problems with speeds but we'll watch for the build over at the bay bridge toll plaza, a smooth drive getting to the rest of the bay. the altamont also has a little slowing. back to you. thank you, mike. a santa cruz community is mourning the loss of a deputy killed in the line of duty on saturday. he is described as a family man and a law t veteran. roz plater is live where a memorial for the officer is growing. roz? >> reporter: indeed it is and it has struck this community very hard. you see the memorial behind me, the flowers and the balloons and the cards overflowing the flag area now and spilling onto the entrance there going into the sheriff's department. t is all still very fresh. shoot-out and the suspect

attempted to get away with a carjacking. two good samaritans stopped him in his tracks. >> he's going to get up. there's only two people holding him down. >> reporter: now this is cell phone video showing tense moments after neighbors captured the suspect and held him down until officers arrived. it happened in the ben lomond area on saturday afternoon. investigators say the suspect ambushed deputies after they arrived to investigate a suspicious van. the sheriff says the suspect opened fire injuring two deputies and killing 38-year-old sergeant daymond gutzwiller, a beloved officer, husband and father. the community turned out in large numbers to pay tribute to him. >> it's devastating, it's scary. it's not our quiet town. so i felt like i needed to go out the next day and do something to let them know i support the guy because it's just tragic. >> reporter: now the suspect has

been identified as 32-year-old steven carrillo, an active duty sergeant stationed at travis air force base. the fbi is also investigating whether there is a link between this case and the ambush killing of a federal security officer outside the federal courthouse in oakland on may 29th. both involved a white van and a white van in this case had guns and explosives inside. now we should learn more about the investigation at 2:00 this after moon when the sheriff scheduled a news conference, and we'll bring that you information once we get it. we are live in santa cruz. i'm roz plater for "today in the bay." >> all right, roz. our thoughts with all those involved. more peaceful protests across the nation and in the bay area within the last 24 hours. hundreds of people from oakland to vallejo taking to the streets, again, demanding justice not just for george floyd but for people killed at the hands of police and local officers.

this is in recent days of protests and looting. demands from some protesters to defund police or make other major changes, part of a national movement picking up steam. san jose mayor sam liccardo says the police department needs reform rather than less funding. bay by's sharon katsuda is live for us at the san jose police department with what reforms are already taking place. sharon? >> reporter: that's right. now mayor liccardo is saying the police department needs resources to help protect themselves and the public. mayor liccardo has expressed support for the peaceful protesters and has directed the police department to stop using rubber bullets but he rejects the idea of defunding the police department. he saysreleased today will explain. in a statementyesterday mayor l defunding urban police departments won't help us do it. it is the wrong idea at the worst possible time. last week the mayor called for a full review of san jose's use of force policies.

san francisco's mayor has announced a plan to defund the police department and put more money into african-american communities. on the other end of the spectrum the minneapolis city council is planning to disband the city's police department in the wake of george floyd. a veto-proof majority of city councilmembers made the announcement at a rally over the weekend. city councilmembers say they plan to invest in a community led safety initiative instepped of the police department. >> our commitment is to end our city's relationship with the minneapolis police department to end policing as we know it and to re-create systems of public safety that actually keep us safe. >> reporter: meantime police officers, unions, and president trump say defunding the police departments will only put the public more at risk. reporting live in san jose, i'm sharon katsuda, "today in the bay." >> all right, sharon, thank you. well, today a public

memorial for george floyd will take place in houston. floyd died while a police officer pinned him to the ground with a knee to his neck. that was more than eight minutes long. other services have already been held in honor of floyd in minneapolis and north carolina. meantime the man charged with the murder of floyd's death will appear in court for the first time. former officer derek chauvin is facing second-degree murder charges. three other officers face charges of aiding and abetting, and second-degree murder. the lane asked chauvin twice if officers should roll him over. >> now when he's holding his legs he says to chauvin, well, should we roll him over because he says he can't breathe? chauvin says no. you ask your sergeant should we do something and he says no, are we going to do it anyway? i don't think so. >> there will be no cameras allowed in today's court

hearing. firefighters are still battling a stubborn fire fueled by strong winds in solano county that started saturday afternoon north of vacaville. so far 2,000 acres have burned. it's 40% contained and three structures are destroyed. at least another 100 are threatened right now. at this point evacuation orders have been lifted. kari, i know that is going to be a tough job for firefighters. the wind gusts that we're going to be seeing throughout the area, is that going to fuel that fire already? yeah. we've had so many small fires around the bay area over the weekend. i even thought i was going to have to evacuate my home because of the smoke got really thick. we are still going to have these fire conditions. i wanted to show you the relative humidity and also those winds. the color contour to show you where the high winds will be and we can see that the humidity will be dropping again today and

that's what's going to possibly spark more fires because of the very dry vegetation around the bay area and it will get hot as we go through midweek. we'll talk more about this coming up. mike, you've been watching the commute. how is it looking for drivers? >> we're back to the way we had seen the build except for last week with the curfew and the change there. now we're back to the maps and looking at slower drives developing out of the altamont pass. you see green along the water's edge. as we get out to 205 and join with 580 at lot more slowing. livermore into sunol, west 84 lightens up a bit. we'll see that move over into hayward. good news for drivers to the bay bridge. these feeder routes, the freeways are moving smoothly. marcus, you have news for folks who might take b.a.r.t. >> b.a.r.t. trains are running on a new schedule to gear up for the opening of two new stations. the milpitas and north opening

minutes. weekend protests took place statewide including in san diego county this is where people marched through chula vista. in sacramento an estimated 15,000 people rallied and marched to the state capitol. the chp eventually cleared protesters peacefully. last night was sacramento's first full night without a curfew in nearly a week. elsewhere in southern california thousands marched on hollywood boulevard eventually protesters stopped at one of the busiest intersections shutting down that traffic. many called for positivity and for the nation to come together. >> this is for my people but for all people, and i think that's becoming clear to everybody that this is about everybody. >> this was one of more than a dozen marches across l.a. county all in the wake of an announcement from top law enforcement leaders. they're now saying that those who have been arrested for breaking curfew, failing to

disperse will not face criminal charges. authorities still plan to go after those accused of more serious crimes. now to the coronavirus and the newest numbers out of the bay area, six bay area counties are confirming new cases. 16,000 confirmed cases overall and 462 deaths. some of the increased numbers locally are connected to a surge of cases at san quentin state prison. more than a dozen inmates affected there. according to "the chronicle" several inmates considered high risk for infection were transported from the california institution of men in chino. they then tested positive after the transfer. prison leaders say that none of the inmates were exposed to the general population. more retired generals are speaking out against the commander in chief. scott mcgrew, the latest is former chairman of the joint chiefs of staff and a former secretary of state colin powell.

that's right. and before that he was a hero of operation desert storm. good morning to you. colin powell was on cnn on sunday. the republicans saying that the president had led us away from the constitution and saying he would vote for joe biden in november. >> ehe lies all the time. we got into an argument about the size of the crowd that was there. people are writing books about his favorite thing of lying. and i don't think that's in our interest. the twags situation in 2020 hasn worse. >> the general says 2006 there. he clearly means '16. not the first time for the general. a republican who has supported a democrat several times he endorsed barack obama in 2012. powell is not without his own credibility problems saying that iraqi scientists were building weapons of mass destruction.

powell key in getting us into a war that most people did not see as a good idea and was predicated on untruths. either way there's no question president trump has a problem with famous generals and admirals. last week retired marine general and former chief of staff james mattis also warned the country had gone three years without mature leadership and now this morning you can add to that the former supreme allied command earp of europe. he's retired admiral on "meet the press" listing the other generals opposed to the president's behavior. >> so i think the spectrum that kind of runs from very reticent mattis, john kelly, who were part of this administration, to people like me in the center, to people like admiral mcrae who had been critical, that whole spectrum jumped and felt that shock of watching active duty troops clear peaceful protesters. wrong answer.

lives matter and kneeling during the national anthem. the president says, quote, could it be even remotely possible that in roger goodell's interesting statement of peace and reconciliation he was intimating that it would now be okay for players to kneel or not stand for the national anthem thereby disrespecting our country and our flag. end quote. back in 2016 president trump waded deep into the middle of the kneeling controversy initiated by colin kaepernick. as one point calling them s.o.b.s, even encouraging owners to cut players who did not stand during the anthem. at that point numerous players began kneeling. trending for you that morning the prince estate is releasing a new music video, the late 2015 song "baltimore" written after the death of freddie gray. ♪ enough is enough

we look outside in dublin. we're starting out in the upper 40s here but we go from 49 to 75 degrees. it's still going to be a really nice day but those winds kicking up at times and that's the reason we do still have the high fire danger especially for solano county over toward parts of the sacramento and san joaquin valley. we're going to reach into the mid-80s in the inland east bay but most of us are still going to have some very comfortable air and this is about normal for early june with our temperatures along the coast in the 60s and 70s. and then as we go to the middle of the week it's about to heat up again. the good thing is that it doesn't last long and it won't be as hot as the weather from the past several weeks when our temperatures spike. you can see at the bottom of the screen some of our micro climates will reach into the low 90s. by the time the weekend gets here a new storm system will pass to the north and will bring in a chance of showers further to the north.

we get the cooler air moving in. so our seven-day forecast shows that we'll be in the low 80s today. upper 80s tomorrow and then peaking at 90 on wednesday. once again by the weekend it's going to feel comfortable, breezy winds and highs in the upper 70s and the lower 80s. and we're going to be talking about the update on tropical storm cristobal as it continues to move across parts of the south coming up in a few minutes. but right now mike has a look at your morning commute as you get ready to step out the door. that's right, kari. a lot of people did step out the door. we're seeing a little bit of a break until more traffic kicks in over the next 20 minutes. getting a look out there the big view shows a little slowing out of the altamont. we had a lot more coming in just about 5:00 in the morning. things a little calmer. traditionally about 5:45, more slowing north 101. the slowing by the arrow cleared up the last three minutes. a live look, a camera out there

at 5:57 an update on tropical storm cristobal that made landfall yesterday around new orleans. you can see the widespread flooding that it caused across parts of louisiana over to florida where there were some tornadoes spawned. take a look at the tornado in florida. >> my carport is gone, back porch is gone. there's a roof in my backyard they're telling me is my roof.
