and a good tuesday morning. thank you for starting your day with us. i'm marcus washington. and i'm kris sanchez in for laura garcia. today i want to talk with kari about the weather. i want to talk with mike about traffic, too, but it feels a little warm already here in the south bay. it's going to be warmer this afternoon, and we're going to continue to see that warm-up happening between today and tomorrow as we get a look at where we're starting right now this morning in dublin. as you get ready to head out the door we're in the low 50s here. it's a cool start to the day. at noon we'78 degrees and we continue to warm up as we get ready to hit the upper 80s and low 90s in parts of the tri-valley. we're up to 92 today in antioch and san jose will reach 87 degrees. we'll get even hotter tomorrow so i'll talk more about that coming up in the forecast. right now, mike, you are watching the morning commute. any issues as drivers head out the door? not until just a few minutes ago, no. less than five minutes ago chp

called all lanes blocked, temporarily. the map shows you overall around the water you're just fine. we're looking out to the altamont, coming in to livermore, west 580, a crash. three cars, no injuries but before you get to the crash scene there's slowing and they blocked all traffic, i believe, clearing lanes right now. this should be cleared over the next few, marcus. if not, we'll let you know. >> we'll stay tuned to you for more information on that. thanks, mike. well, change is already in the works here in some cities in the bay area as protesters across the country demand police departments be defunded. nbc bay area's jackie ward is live for us in san francisco city hall with what's happening locally. and so talk to us about what are we going to see there, jackie? >> reporter: marcus, different cities are taking different approaches. here in san francisco three city supervisors want to legally limit the weapons that are used during protests. they want to ban a few things including rubber bullets, fla

flashbangs, tear gas and pepper spray as crowd control strategies. mayor london breed said she will lead the effort to divert to community groups. they are considering a ballot measure to limit the police commission's power. at a protest many want the police department defunded and feel a disproportionate number of officers are no longer there to serve and protect. >> if i call 911 for an emergency, they're more likely to reprimand me than to do what's necessary, so we have to protect each other. >> reporter: san jose mayor sam liccardo says he supports police reform, which is why the san jose police department can no longer use rubber projectiles for dispersing crowds. liccardo also said he will not defund the police department because he believes it wouldn't help the very people that have been victims of systemic racism. reform is also happening at the state level.

legislative leaders are trying to ban what is known as the sleeper hold in which police put pressure on the sides of a person's neck. from san francisco city hall, jackie ward, "today in the bay." san francisco's honoring george floyd overnight. the most iconic buildings including city hall were lit in crimson and gold. those are the colors of floyd's high school alma mater in houston. the conservatory of flowers were also lit up the same way. we would love to see your pictures. muni lines will be halted for eight minutes and 46 seconds, the same amount of time george floyd was pinned on the ground underneath the officer's knee. a mural that reads black lives matter. the project will be discussed at a meeting today. this is after the city manager indicated her support. one of the options is outside berkeley city hall. a similar mural was put into

place on sunday along three blocks of 15th street in downtown oakland. coming up for you in less than ten minutes here on "today in the bay," nbc's jay gray is in houston. this is where george floyd will be laid to rest. he'll explain what's happening there today and what will no doubt be an emotional memorial service. now to the latest on covid-19 and a statement from the world health organization that came in overnight that might have had you thinking, what is going on? it's a bit of a bombshell, that the coronavirus is not spread as easily among people who are asymptomatic, and that our big picture is not as good as it might seem right now. "today in the bay's" roz plater is at san jose city hall with the latest. this is not what we've been hearing, roz. >> reporter: no, it seems to fly in the face of what we've been told so far and, in fact, is raising questions this morning about whether or not the organization has enough research to make that claim. now we've been told so far the

research shows the virus can be spread person to person even if the infected person does not have any symptoms. but now the world health organization is saying that while asymptomatic spread can occur, it is very rare. now they base that on reports from a number of countries that are doing detailed contact tracing. the organization says the focus needs to be on detecting and isolating those who are infected and then tracking their contacts. this happens as w.h.o. says the number of cases is spiking around the globe. >> almost 7 million cases of covid-19 have now been reported to w.h.o. and almost 400,000 deaths. although the situation in europe is improving globally it's worsening. >> reporter: now here in santa clara county there has been a small uptick, we're told,covid-19 hospitalizations. the county health office told the board of supervisors last

night that's likely related to y a bit of the easures that weri pumping of the brakes in sonoma county. that health officer saying she is going to wait a couple weeks before any more reopening so she can assess how the past reopenings have gone so far. we're live in san jose. i'm roz plater for "today in the bay." >> roz, thank you. happening today a new free coronavirus testing site opens in san leandro at 8:00 a.m. at the marina community center. testing is open to everyone in alameda county but by appointment only. all san francisco supervisors today will vote on a measure to delay a voter approved vacancy tax. the tax is designed to keep -- for landlords who want to keep buildings vacant for an extended period of time. they're considering putting that off until the end of 2021, one year beyond the original start date. dispensing fema funds tied to

good morning. i'm rahel solomon at cnbc headquarters. here are today's top business headlines. wall street is set to open in the red. dow futures after about 300 points following yesterday's gains. stocks rallied into the close and that was on continued optimism over the reopening of the economy. the nasdaq closing at another record high and the s&p 500 back in positive territory for the year. index is now up nearly 50% from the lows in march. airline and travel related stocks, among the hardest hit as travel restrictions and lockdowns were imposed, have roared back. and in focus today the federal reserve begins a two-day meeting with a decision coming tomorrow afternoon. hotel rooms are starting to fill up as more states ease lockdown measures. data from hospitality research firm says that about 40% of hotel rooms in top markets are occupied. as business comes back, well, hotels are competing now on cleanliness. the weston has introduced a germ zapping robot that uses

ultraviolet light. hilton has partnered with lysol for enhanced cleaning and disinfecting products. twitter is verifying users so you can get the coveted blue check mark, if that's your thing. a top researcher discovered screen shots, developing a feature to allow users to request verification. twitter has confirmed this but isn't providing many details. among the new changes will be written guidelines making it clear what you need to do to be eligible for verification. quietly verifying accounts if you have connection to a twitter employee. now, kari, back to you. >> thank you, rahel. let's check out our temperature trend in san jose because it's going to be a little bit warmer today. you'll start to feel it especially this afternoon as we get ready for highs to reach into the upper 80s here. we'll talk more about highs in the 90s in the forecast coming up next. and i'm getting more details about the vehicles involved in

and good morning to you on this tuesday. 4:46. taking a live look in downtown san jose near the s.a.p. center. getting things started off. not too much traffic right there but, hmm, what across the bay

area? mike is keeping an eye on that. first, let's talk to meteorologist kari hall about what we can expect today. kari, i can already feel in the studio right now the warm-up is happening. yeah, we're going to have a warmer afternoon, and so as we start out this morning, the good thing about the bay area we usually have these cool mornings even when it will be a hot day. as we take a live look outside in walnut creek as the sun rises this morning, we'll see our temperatures here in the low 50s and then at 11:00 we're in the upper 70s. we'll continue to heat up. so it's a nice morning to get outside, get some of the outdoor activities done. if you're like me and suffer from allergies, right now it's grass pollen that is making you congested. seeing a moderate amount of grass pollen. everything else is fairly low. we look at our high temperatures for today, we'll see our highs reaching into the upper 80s for the south bay. up to 92 degrees for the inland parts of contra costa county. for the north bay we're in the

upper 80s and san francisco will stay in the mid-70s today. we had some really gusty winds over the past few days but the winds will start to calm down as high pressure builds. then by the weekend we'll get cooler air coming in and we'll see our temperatures still going up and down over the next few days. but overall we're on a warming trend and we're heading up right now as we approach the low 90s for tomorrow. we're still in the upper 80s on thursday. but then on friday some significant cooling comes in. we'll see those highs in the mid-70s. also nice on saturday but then warming up once again by the end of the weekend. so a lot to watch here but all dry weather over the next seven days. mike, you've been watching the commute, the major issues getting into the bay area. >> that's right, that's right. folks, we have to get out of the altamont pass and into livermore, passing north flynn road. that's where chp still has not given the all clear. the map shows you it's jammed up approaching. i also see the sensors. look at that right where the

arrow is, the sensors go from yellow to red to orange. that means there are slower speeds and what was a full closure looks like it is being cleared heading to north flynn road where the crash may still have activity there. again, chp has not given the all clear. i think traffic is going to start flowing soon off 205 and heading into the rest of livermore. that will send more traffic into the dublin interchange. no other slowing aside from that stretch of 580 and the bay bridge toll plaza is clear right now. we do expect the metering lights somewhere around 6:15 this morning. back to you. >> all right, mike, thank you. family and friends today say a final farewell to george floyd who died 15 days ago, handcuffed and pinned to the ground by police in minneapolis. today's funeral takes place in houston. this is where he grew up. chris chmura and his team to steer her in the right direction. >> reporter: alicia rented a car from budget in chicago. well, a few weeks later got an unexpected $250 charge for business services on top of her rental charges. alicia asked budget to explain. it said the fee was for cleaning of dirt and a smoke smell in the car. alicia insisted she returned that car clean and doesn't smoke. she asked budget for photos and it sent her this one right here, the smoking gun, so to speak, is a close-up of the gasket between the door frame and the door and that white right there is said to be ash from a cigarette. con. she asked budget to refund the $250, and it refused. she turned to us. we tried but budget also wouldn't budge for us. we asked why it took a month to charge alicia that $250. a spokesperson said budget strives to notify the renter of
