"today in the bay's" tracie potts is near washington this morning with how this is being received on capitol hill. >> reporter: we certainly heard what the protesters have to say about this, kris.

on capitol hill, the question, are people safer with more money going to law enforcement or to community services? president trump now weighing in on that. the rallying cry of protesters nationwide now the latest battle in washington. should police get less money? >> we won't be defunding our police. we won't be dismantling our police. we won't be disbanding our police. >> you are risking officers requests for help and backup and it not being there. >> reporter: questioning cities giving a third of their budgets to law enforcement. >> we have to step back and ask is that the smartest and best way to achieve safety? >> reporter: new york and l.a. are considering slashing millions from police and redirecting those funds to community services. >> i'm all for social rk. and mental health. but call me old-fashioned, i think you may actually want a police officer to stop a criminal.

and arrest him before we try to work through his feelings. >> reporter: more than 200 democrats are pushing a bill that stops short of defunding police. it bans choke holds, no-knock warrants, makes lynching a federal hate crime and creates a national database to track police misconduct. >> democrats are going to fight like hell to make this a reality. >> reporter: republicans are working on a separate plan to weed out rogue cops. >> reporter: the death of one man sparking protests and the national conversation about the cost of safety. so president trump clearly against defunding police and, by the way, so is joe biden, his democratic rival. a spokesman says he supports community policing and body cameras. we're live this morning. i'm tracie potts, "today in the bay." >> a really complicated issue.

we'll be watching for more developments. thank you very much, tracie. hundreds of people gathered in san francisco's glenn park for a silent vigil last night taking a knee in silence for george floyd. organizers say many people in the community wanted to mourn floyd and peacefully demand police reform together. people of color who the data shows are most impacted by police aggression say seeing so many white allies is important. >> to see communities that are not typically speaking out against these injustices in our communities to really speak out and after two weeks to take this knee, that's really beautiful to me. >> it's empowering and great to see people wanting to show us. >> so many cities introducing police reform. the work is far from over. more bay area cities are

planning vigils in san francisco. a kneeling for justice protest in celebration of life will be held at 11:00 outside city hall. oakland bishop michael barber will hold mass today at 12:10 at the cathedral of christ the light. and a prayer vigil will be held in novato at 7:00 tonight at unity in marin at 7:00 again. that service will be live streamed. >> in the midst of a new surge in coronavirus cases but there is still a sense of excitement in the air. this is for businesses closed for months. sharon katsuda is live for us in downtown walnut creek where salon and restaurant workers are now counting down the days for their doors to reopen. >> reporter: it really is, marcus. when you look around downtown walnut creek you wonder how quickly businesses will react to these changes. i want to show you in downtown walnut creek some of the businesses are still boarded up

because of the looting and the riots last week, but then over here you can see just yesterday i drove by and this was also boarded up, this restaurant. you can see the windows perhaps ready to open for businesses. these businesses are definitely trying to make a comeback. modern china cafe last night looked like a normal summer night with patio dining. the owner says when indoor dining opens july 1st it will be a big boost to his businesses. customers are ready to help. >> i'm ready. i think we've all been a little bit sheltered. >> we want to come out and enjoy the scenery outside, get some fresh air and just be around people, i guess. >> reporter: contra costa county now plans to allow many other businesses to reopen on july 1st. take a look. indoor dining for restaurants, bars with or without food, indoor religious services, gyms and fitness centers, limited

indoor leisure such as arcades and bowling alleys. a week from wednesday hair salons and barber shops can also reopen as they already have in napa and solano counties. my hairstylist just cooked me and booked an appointment. at salons you will find similar things such as sanitizer dispensers. no waiting inside to follow social distancing. this all comes as counties are realizing people are getting more restless and getting out more despite the health director. in contra costa county alone 38 new covid-19 cases reported yesterday. now back here live you can see the movie theater here in downtown walnut creek. this is still not open. it's just across the street here and it is one of the last things on the lt tn contra costa county. no date set for that just yet. reporting live in downtown walnut creek, i'm sharon katsuda, "today in the bay." >> thanks, sharon. more people will be excited in solano county as they're getting the green light to open more

businesses there. starting friday, a long list of businesses can reopen as long as they meet the new health restrictions. among them wineries and bars, gyms and fitness centers, zoos as well as museums. a few pop-up coronavirus testing sites are opening in the south bay today. one is opening at valley health center in gilroy. another site opens at the santa clara county auditorium near the hazardous waste program, if you're familiar with that. the doors for each open at 10:00 this morning and you don't need an appointment. we will remind you that testing is free. and developing right now, both the fbi and the atf are comparing ballistics from the deadly ambush of a santa cruz county sheriff's deputy with the killing of a federal security officer in oakland 11 days ago to see if they might be related. the suspect in the ambush, steven carrillo is scheduled to

make his first court appearance on friday. the active air force sergeant is accused of killing sergeant david gutzwiller in ben lomond three days ago. the sheriff says carrillo launched explosives and fired from a nearby hillside as they checked out a suspicious van. >> he was dangerous and he's an angry man intent on bringing harm to police officers. >> another deputy is also recovering after he was injured by shrapnel. meanwhile, the memorial continues to grow at the sheriff's department in santa cruz. the sheriff gutzwiller was the father of a 2-year-old. his wife is pregnant and weeks away from giving birth to their second child. >> our thoughts are with that family. 5:09 this morning. and firefighters are gaining ground on a wildfire burning in solano county. the quail fire broke out north of vacaville. it is now 75% contained with nearly 2,000 acres burning.

the day goes along, we're at 80 degrees at 1:00 today in campbell. we'll talk about how hot it gets, even hotter tomorrow. that's in the forecast coming up. and good morning. very happy tuesday to you. let's get right to the futures board where we are expecting a drubbing on wall street this morning. investors perhaps worried they got a little bit over their skis on the latest rally. they're now betting the dow will fall by several hundred points on the open. what a rally it's been. the s&p 500 back to where it was before the pandemic like nothing happened at all or is still happening. it really is still happening. the nasdaq at an all-time record high. this record despite the national bureau of economic research confirmed yesterday that, yeah, we are definitely in recession. and then the longest string of

wins in many, many decades in the united states more than nine years through better than two presidents. you remember we got the jobs news on friday that was actually quite good news and that raised the question in capitol hill whether we need another stimulus or, more importantly, whether those higher unemployment payments that end july 31st will end july 31st and there will be no more money after that. the argument is the jobs market looks good and we do not need to keep stimulating the economy. that's bad news if you don't have a job yet. m coresight research shows as many as 25,000 retail stores could close permanently this year. most of that because of the pandemic shutting down malls, but malls were dying even before that. though macy's will hang on, they got a new multibillion dollar line of credit that should allow it to operate for a few more years. remember macy's also runs

bloomingdale's. marcus and kris, nordstrom, though, is warning the state of california it will lay off a significant number of people. layoffs in general with the edd as they serve those notices have faded. i think that's good news. lots of good news/bad news. stock market way ahead of the rest of us as we enter officially a recession. >> it is such weird times when you say the stock market is doing well and employment is so high. i'm glad you're here to explain it for us. >> thanks, scott. >> doing my best. 5:18 for you this morning. you may be able to head to a movie theater by the end of the week. so state health leaders are just releasing the guidelines for theaters to reopen by friday. they recommend theaters only allow 100 people in at a time. start a reservation system and have moviegoers wear masks. it is up to the county health

leaders to give the green light for theaters to reopen. an east bay family is serving up something good for you that morning. each day right outside of their home for families struggling during the pandemic. >> this is really cool. so every morning the sutton's in livermore open their own farmers market stand. the girls offer free food and fresh veggies and it's usually gone within an hour's time. the family says it's trying to help people who are apprehensive about going to a grocery store or those who have lost their jobs during the shutdown. >> and now more and more people need it because there are so many people out of work and people don't want to ask for help so we put this out there so they can come without shame to take what they need and leave what they can. >> i can't say enough to the suttons. they're beautiful, and they have just helped the community so much. i can't even say.

>> the amount of food they give away each day has quadrupled since the shutdown order began. each morning they post on facebook what kind of foods they have available that day and when it will be offered. that is really cool to see and it's cool to see them involving kids as well. >> it shows the need, too. >> i have to say, you look a little different today to me, you have a bit of a glow. did you win an emmy or something? i didn't get to say congratulations yesterday because i was off. you guys, amazing. so proud of you. >> kari got two. >> yeah. >> thank you. >> well, kari is -- well, congratulations. couldn't happen to nicer people. >> thank you. all right, let's check out this forecast today because, yeah, we're all still glowing from over the weekend, and now the sun is doing the same.

we're seeing it coming over the hills right now as we take a live look outside in walnut creek. we are going to start out with a nice, cool morning but it warms up quickly if you have to do some yard work. heading to work try to get as much done before noon as you can. as we look at our temperature trend low 50s and we're at 81 degrees already at noon and it continues to heat up from there as we reach the upper 80s and low 90s in some of our warmest spots. for the south bay expect a high of 87 degrees. palo alto reaches 85 and we'll be in the mid-70s in san francisco. oakland will reach 79 while antioch today reaches 92 degrees. so it's going to really start to heat up out here, at least the winds are calming down as high pressure moves into the bay area. our temperatures will peak tomorrow and then some cooler air arrives just in time for friday into the start of the weekend as we are going to see an area of low pressure passing by and it still won't bring us any rain. we are going to see a nice

cooldown at least for a little while. as we look at our seven-day forecast we're in the upper 80s and low 90s for the next few days. and then going into the weekend once again significant cooldown on friday but then it doesn't last that long as we start to warm up once again by the end of the weekend into early next week. mike, you've been watching one major spot for a slowdown in the bay area. >> that's right. it's over here on my maps. you can't see it. let's make it bigger for you because this is west 580 coming out of the altamont. there was a crash with activity blocking all lanes for a period of time around north flynn. that cleared. we started to have rekofrpy and then at greenville we have another crash and it involves potentially a costco big rig. we want our costco orders. we want everybody safe. sounds like that's the case but we'll track that. there's slowing moving to the shoulder. a smooth drive as we widen out the map. no major problems. i want to get to a live look out

5:26. welcome back to you. kobe bryant's widow vanessa is reportedly seeking hundreds of millions in her wrongful death lawsuit according to court documents obtained by a website called the blast. the dollar amount is based on bryant's potential future earnings. that suit claims the pilot was negligentea crash in january that also killed bryant's daughter and six other passengers. more san diego county businesses will be able to start opening again.

of the south bay. we're going to see our temperatures in the mid-50s as we look at san jose. oakland, 55. it's going to warm up as we check out our high temperatures will reach in some spots into the low 90s. we'll talk more about that coming up in a few minutes and, mike, you've been watching the commute. what's the update getting into the bay area? we're going to look over near golden gate field from our emeryville camera. we're looking off in the distance. we don't see any smoke but a number of drivers heading away from the bay bridge did report that. the issue as we get back out to the maps there was a truck fire right where i've circled the area. you see the slowing. that's okay. there's a little build and a crash out of the altamont. more coming up. change is already in the works in some bay area cities as

protesters demand police departments be defunded. "today in the bay's" jackie ward is at city hall with what's happening here in our area. jackie? >> reporter: good morning, marcus. different cities across the region are doing different things. here in san francisco three city supervisors want to ban some weapons to be used at protests. here is what they ask be banned. the use of rubber bullets, flash bangs and chemical agents like tear gas and pepper spray. san francisco mayor london breed says she'll lead the effort to divert some protest last night wanted the police department defunded. a disproportionate number of officers are no longer there to serve and protect. >> if i call 911 for an emergency they're more likely to represeimand me.

we have to protect each other. >> reporter: san jose mayor sam liccardo says he supports police reform which is why the police department can no longer use rubber projectiles for the purpose of dispersing crowds. liccardo also said he will not defund the police department because he believes it wouldn't help the very people victims of systemic racism. reform is also happening at the state level. legislative leaders are proposing what they call the sleeper hold. that's when a police officer puts pressure on either side of a person's neck. jackie ward, "today in the bay." san francisco overnight honored george floyd. some of the most iconic buildings including city hall were lit in crimson and gold. those are the colors of floyd's high school alma mater in houston. sfo's international terminal and the conserve attorney of flowers were also lit up in the same way you might have seen that around town.

at noon today muni lines will be halted for 8:46, the amount of time floyd was pinned to the ground under the knee of that officer. berkeley is closer to getting its own street mural that reads black lives matter. city leaders have expected to discuss this. they're doing it today. this is after the city manager indicated her support, one possible location is outside of berkeley city hall. a similar mural was put into place on sunday along three blokes of 15th street in downtown observing. 5:35. coming up today on "today in the bay" in less than ten minutes nbc's jay gray is in houston where george floyd's funeral will be held. he will explain what is happening and what will no doubt be an emotional service. and now to the latest on the coronavirus pandemic and a bombshell from the world health organization. they are now saying that perhaps

the spread of the coronavirus is not because of pem who are asymptomatic and that while some pictures are looking more bright, the pandemic is in full force all across the globe. "today in the bay's" roz plater is live in san jose with the latest. this is not what we've been hearing lately, though, roz. >> reporter: no, indeed. the assertion this spread is rare really is very confusing to what we've been told so far and confusing the world health organization plans a second statement today to try to clarify all of it. of course that flies in the face of and contradicts what we've been told by the cdc that people who are asymptomatic can spread the virus, in farther, why we've been told to practice social distancing. the w.h.o. says the assertion on reports out of countries that are doing a number of detailed contact tracing, but doctors here in this country are saying

we should stay the course. >> the bottom line is this, there are lots of people with infection who have no symptoms who are spreading the virus and getting other people infected. so that's why people have to wear masks. that's why people have to practice social distancing. >> almost 75% of the cases come from ten countries, mostly in the americas and south asia. >> reporter: there are a number of cases around the globe. here we've learned there's an uptick in the number of covid-19 hospitalizations. the board of supervisors was told that's likely because of the reopening measures from last month. a bit of the pumping of the brakes in sonoma county. the health officer says she will wait two weeks before any more reopenings to assess how it has gone so far. live in san jose, roz plater,

"today in the bay." happening today for you a new free can have can have testing site opens in san leandro at the marina community center. testing is open to everyone in alameda county by appointment only, though. san francisco supervisors today will vote on a voter approved vacancy tax that's supposed to go into effect. the tax is designed for landlords who want to keep their storefronts or buildings vacant for an extended period of time. they are now considering putting it off until the end of 2021, one year beyond when the original start date was. other topics on the agenda include dispersing fema funds tied to the pandemic and requiring large companies to provide emergency sick leave. leaders in the city of santa clara will vote today on expanded outdoor dining. this comes in the wake of san jose's recent approval.

last friday santa clara county health leaders allowed outdoor dining to resume again. this is part of the latest phase of reopening. and a big jump for santa rosa starting on monday which is when city pools are expected to reopen. also, training in groups can resume in city athletic fields so that it's open air and applications will be accepted for summer and boating camps there in santa rosa. the changes come in the wake of sonoma county health leaders lifting more of their restrictions and if you're going to open the pool now is the time to do it. >> i agree. >> it will be hotter today and that's what -- temperatures today reaching into the 90s in parts of the bay area and it gets slightly hotter tomorrow. as we get a live look outside we're starting out with a clear sunrise, a nice start to our tuesday morning. at least it is nice and cool right now. as we check out our forecast for

tri-valley. dublin looking good with a clear start to the day and cool temperatures. we're in the low 50s and then we'll see it reaching into the low 80s by early in the afternoon. it's going to start to warm up. we're going to see our pollen count still high. tree pollen, everything else is fairly low. i was just wondering why i kept having to blow my nose this morning so it's probably that grass pollen. as we look at our high temperatures this morning we'll hit 89 degrees in morgan hill and also 89 degrees in livermore. napa today reaching 89 and in san francisco mid-70s today. so we are still going to have a wide range in temperatures. the inland areas is where it heats up. we get more of a northerly wind and by tomorrow our temperatures will peak. by the weekend we'll start to cool off. on friday we'll have a quick moving storm system to our

north. it doesn't bring us any rain but it will at least help us get away from the heat even if it's just for a little while. highs in the upper 80s, up to 92 degrees tomorrow. look at the difference on frid srt to see the temperatures rebound by the end of the weekend as it warms up by sunday into monday. mike, i will pass this pizza on over to you. how is it looking for the commute? >> it's looking like it won't get to me because my son will intercept any pizza within 100 yards. as we get out to the roadways the maps are showing you a smooth drive. to the south bay past the 237 interchange. no slowing shows up but it's the off ramp there.

>> it's going to be hot in our valleys, even hotter tomorrow. whatever you have to do outside get it done early. let's head to the south bay and check out our temperature bend, from 53 degrees to 80 degrees by noon today and as we check out our high temperatures we'll warm up more from there as we reach up to 87 degrees but 92 today in antioch and we'll see upper 80s in much of the north bay. we'll talk more about the 90s in the forecast coming up. how is the commute looking for drivers? it's looking more congested. we'll give you a live look. the last three to five minutes have shown more traffic slowing as you approach for many of the lanes. we've been starting this 6:00 a.m. show, the maps won't show
