pandemic. you might remember it is now permanent as of yesterday. the rent will still be due but tenants cannot be evicted for not paying it as soon as the shelter order is lifted, and they can't be charged interest or late fees. today state assemblyman chu will present a statewide proposal to address the same kinds of issues for renters all across california. in addition to that statewide proposal to address housing stability the state judicial council may vote to end it allowing local counties to decide what they need based on their economic picture and their shelter order. now if the council votes to end it, the statewide protection would end on august 3rd. landlords on the other side of the equation say that without collecting rent they can't pay their mortgages, their property taxes and other expenses so communities are also looking to come up with some sort of funding for them or perhaps tax reloaf to help keep them afloat

deputy was shot, but we do know that they are in stable condition and we don't know if the deputy's shooting and the police department shooting are connected. investigators say that shooting has stopped but it is still no arrest at this time. 6:56. officers in vallejo looking into a shooting there this morning. we know multiple people were hurt at a home. police are only confirming at this point that it happened some time before 10:00 last night on cynthia avenue between wendy and amelia streets. witnesses believe it was a drive-by shooting. a child's birthday balloon was outside of the house where it happened. we're still pressing police for more details on what possibly led up to that shooting. happening today george floyd's brother will testify on capitol hill about police brutality after laying his brother to rest yesterday. right now lawmakers are divided on what police reform should look like. some democrats say they should ban choke holds and create a national database of police

jackie ward is live on the scene this morning. any new developments out there, jackie? >> reporter: unfortunately not, laura. only that multiple people were injured in the shooting that happened some time before 10:00. this took place on cynthia avenue between wendy and amelia streets. witnesses tell us that they believe this was a drive-by shooting. a 4-year-old's birthday party may have recently taken place at the home where this happened because a big number 4 balloon was seen outside. witnesses say about an hour after the shooting they heard sudden screaming and crying from inside. police have not confirmed any of that, though. we don't have any information about how many victims there may be this morning or what their statuses are. we will continue to ask and bring up the very latest. jackie ward, "today in the bay." >> jackie, thank you. developing now oakland police are talking more about a

man shot and killed saturday night by officers on oakland's east side. cell phone video capturing the scene after investigators say that erik salgado was recklessly driving a car recently stolen from the dealership during looting in oakland. they say that he repeatedly rammed his car at chp officers who then fired. also injuring his pregnant girlfriend inside the car. friends are calling this excessive force. >> it doesn't matter what the reason was. i'm sure there was 1,000 better ways to handle the situation than they did. >> police say the car was one of 74 stolen from san leandro dealership last week. civil rights attorney john burris is representing family members. two major bay area school districts are reconsidering their relationship with law enforcement after police custody death of george floyd. "today in the bay's" bob redell is live with us with this new story from overnight. bob? >> reporter: later today the oakland board of education will

consider its so-called george floyd resolution which would call for disillusion of the school district's own police force. if you're not aware the district does have a police force, the oakland school police department made up of ten sworn police officers, about 50 school security officers. the proposal calls for money instead that would normally go to the police department to go towards other positions such as social workers, psychologists and so-called restorative justice practitioners. the proposed resolution reads in part, and i'm quoting here, it has become clear the district with no longer employ its own police force amid countless acts of violence against black men and boys. the chief of the oakland schools police department points out that his officers respond to around 1,000 calls per semester at the schools. but that he is open to a hybrid compromise that would employ his officers and whatever the school district has in mind. the organizing project will hold a news conference in support of the george floyd resolution before the board meets tonight

at 5:30. yesterday the san francisco unified school district considered a similar proposal to cut ties with police and to end their financial support. "the examiner" reports the five-year memorandum of understand resistance which is now greater in light of what happened to george floyd. no date set for when the board will vote on a new memorandum of understanding with sfpd. reporting live, bob redell, "today in the bay." black lives matter protesters plan to take their message straight to oakland mayor libby schaaf's neighborhood. tonight they plan to call for defunding of opd in protests outside her home. in the meantime berkeley councilmembers approved a ban on police using tear gas. councilmember rigel robinson says they made the decision last night. there's some startling new data out we want to share with you showing a big spike in coronavirus cases in the bay area. this is as businesses are starting to slowly reopen their

doors. santa clara, contra costa and alameda counties are reporting double digit increases in new daily cases over the last week. while the numbers are going up, governor gavin newsom says hospitals in california are better prepared to handle sick patients and experts tell us testing and contact tracing will play an important role in the spread of covid-19. >> it's one thing to test a positive case but you want to prevent the on ward transmission. and that's something we need to work on. >> also health experts say it's still not clear just yet how nationwide protests will impact the spread of the virus. well, there's now one more place where you can actually get tested for covid-19 in berkeley for free even if you don't have any symptoms. the city's mayor was one of the first people to get tested at the martin luther king jr. youth center. this is along oregon street

right next to the park. these are pictures posted to his twitter page. the site opened on monday and it is run by the state of california. you do have to make an appointment before you go. families struggling in the east bay have a new resource to help them. family matters is a new shelter in emeryville and oakland. it's a former recreation center now vacant in emeryville. it took about a year to round up funding and because of social distancing rules just ten families will be allowed to move in today. one of the bay area's biggest malls is getting ready to reopen. westfield valley fair will welcome customers monday with modified hours. masks are required and social distancing protocols will be in place. the sun valley shopping center in concord will also reopen thursday. not all of those stores will be open. santa cruz and monterey

our temperatures that are starting out fairly mild. if you want to go out for a run in parts of the east bay today we're checking out our temperature trend for antioch. get out there before 10:00 or 11:00 because after that you'll just want to find some air conditioning as we head up to the 90 degrees by early in the afternoon and eventually reach up to 95 degrees today. in livermore expect a high of 94. san jose, 92. for the north bay expect those high temperatures to reach up to 93 in napa while san francisco will stay in the mid-70s there. we do all have to cool down in the forecast coming up. i'll have a look at that coming up. mike, how is it looking for the commute right now? looking great, kari. no surprises for the pattern that we're seeing and it's lighter. it's, of course, wednesday. the map shows you green all over the bay. also, no delays reported or impact from the quake in hollister. no reports from vta or from b.a.r.t., so that's good news. slow down the east shore freeway. the volume for west 80 heading
