every day, when will we be open? right now at 4:30, the day many san franciscans have been waiting for is here. outdoor dining begins today. what else is reopening on this friday in the bay area coming up. and speaking of opening b.a.r.t. gearing up for a ribbon cutting that's been years in the making. we're live in san jose's very first b.a.r.t. station which opens tomorrow. and it is friday. starting today tahoe and santa cruz welcoming visitors back, and meteorologist kari hall is tracking your weekend forecast from the coast to the mountains. "today in the bay" starts right now.

and a good friday to you. i'm marcus washington. >> and i'm laura garcia. mike is here. he has a look at that morning commute. it will be interesting to see if more people head up to tahoe now that they have the chance to do it. and cooler temperatures prevailing as well, right, kari? yes. we're going to feel much cooler air today. we're starting out with a mild morning, most of us in the 50s and low 60s. as we go into today it's going to be a much nicer afternoon. as we reach into the low 70s, palo alto 72 degrees. and some 60s along the coast. we'll talk about the weekend forecast coming up. mike, how is it looking for the morning commute? kari, i have to start out with some horrible news. it happened overnight, folks. we'll take you to the bay bridge toll plaza where you'll see everything looks just fine and all the lanes are clear, but approaching the area before you get to the 880 overcrossing

there are three left lanes that are currently -- just cleared. chp just cleared all lanes. the reason, there was a pedestrian hit and killed on the roadway. i'm sorry to report that part. i'm glad to report all lanes have just cleared on the approach to the bay bridge. i'll continue to follow the report, but as far as the traffic flow goes, it's not going to affect traffic anymore besides flashing lights on the shoulder. we'll talk about the traffic volume and changes in the next report. back to you. that's right. a lot of changes. and we're going to see them in different forms today. order up is one of them. san francisco's allowing outdoor dining now. that means brunch will be served in just a matter of hours. i want to check in with "today in the bay's" bob redell live in san francisco this morning with what we need to know before you dine al fresco. good morning, bob. >> reporter: good morning to you, laura. restaurants here in the city

that already have outdoor patios, they, of course, can resume outdoor dining f. restaurants don't have an outdoor patio what they've had to do is get special permission from the city of san francisco to use a special space, not going to be blocking traffic and there's a six-foot-wide path. you as a customer must wear a mask when you enter the outdoor dining area or you show up at the restaurant. you can take it off when you sit down. you must practice social distancing. you can't go inside except to use the restroom and are limited to six people per table unless you're from the same household, the same family. in the north beach neighborhood, the owner there will be installing plexiglas to separate customers and said he will be making sure employees are masked and using sanitizer on a regular basis. now that outdoor dining is back they are hoping to see the same kind of success restaurants have seen in sausalito which loosened

its outdoor dining restrictions a couple weekends ago. one business has quadrupled compared to what it was doing when it was just doing takeout only. reporting live here in san francisco, bob redell, "today in the bay." thanks so much, bob. in the east bay coming soon to contra costa county, haircuts. health officials giving hair salons the green light to open next wednesday. that also includes indoor dining, bars, gyms, and hotels. well, developing for you right now, the manhunt is over. a gunman is dead. the question still lingers this morning following the tense drama that played out for two days on the central coast. authorities in paso robles said a person was shot in the head. three law enforcement officers

survived while zeroing in on the gunman in the riverbed. the san luis obispo county sheriff is glad this is all over. >> this is not a win. this is an end to something we wished never happened. >> the deputy ambushed wednesday morning remains in serious condition. investigators there say that the gunman recently spent time in santa cruz, but they are not connecting him to the ambush attacks in ben lomond and oakland. the suspect in the ben lomond ambush that killed a santa cruz county sheriff's sergeant is scheduled to be arraigned today. stephen carrillo faces 19 charges including murder in the death of damon gutzwiller. two other deputies were injured in that ambush. sources tell our investigative unit that the fbi believes carrillo is also tied to the deadly ambush of federal officer patrick underwood in oakland two weeks ago. it is 4:35 right now. you don't need much reason to look forward to a saturday,

actually, we all love saturdays, but here is another great reason as well. after years of delays, b.a.r.t. is finally reopening with two stations in the south bay. "today in the bay's" kris sanchez joins us live from san jose with what riders there are saying. getting used to all these new changes, kris. >> reporter: hi there, laura. they're saying it's about time for starters. if you follow b.a.r.t. at all or live in the south bay you've been driving by these two magnificent stations for years. delay after delay. and now finally the day that they open is here. for years people have been waiting for the berryessa/san jose station and the milpitas station to open. they look ready except for the fencing about. just before 8:00 saturday morning a train will leave berryessa bound for milpitas and on to richmond. voters approved the funding 20 years ago. it was then 12 years before vta

broke ground. some folks are excited, though others say the system still needs a lot of work. >> i take transit or lyft or uber to get here to make sure i'm on time or to other places. so opening berryessa and milpitas is a great thing that needed to happen a long time ago. >> i don't see the benefit to adding it. the system needs repairs not an additional station. >> reporter: we'll have to see how many people use it especially because the two stations are opening during a pandemic so it is going to be an interesting time. the next phase to extend b.a.r.t. will continue on into san jose and into santa clara, still years away and many funding discussions away as well. in san jose, kris sanchez, san jose. >> one we will follow. thank you. west contra costa unified and oakland unified are making

moves to get police off school campuses. now on wednesday the west contra costa school board voted unanimously to redirect $1.5 million used to pay for school resource officers. that money will be used to fund programs for african-american students like counseling, social emotional learning. >> it's not just about the officers on campuses but the services we need to the kids. are they getting the preventative mental health they need? >> oakland unified is preparing to remove police from its schools. that means abolishing its internal police force and redirecting $2.5 million spent on officers and security skaf. happening today in san jose a special city council meeting to address police use of force, especially crowd -- and specialty crowd control measures. sjpd has come under fire for how some officers handled protesters. the mayor says he now supports

banning the use of rubber bullets on crowds. today's meeting is virtual and it starts at 11:00 this morning. san francisco is making a vow to help the homeless, making it in the bay. "the examiner" reporting supervisors plan to move 300 people without homes into hotels. this is in hopes to stop the spread of covid-19. the department of emergency management says the people being placed in hotels are those who are of the age of 60 and older or have underlying health conditions. supervisors say that they also plan to test more people in the tenderloin for covid-19 next week. so far the city has tested more than 1,600 people in the past two weeks. 4:39. could former 49ers colin kaepernick be making a return to the nfl? still ahead on "today in the bay," what we're learning about one team that's expressing interest. plus -- ♪

people up and out the door. we're going to see our temperatures in the upper 50s and notice that the trend doesn't go straight up. we'll have a much more comfortable day in the forecast. we'll talk about this and the weekend coming up in a few minutes. and we're looking over to san francisco where we do have an overnight closure, the same as yesterday. the mcarthur tunnel northbound scheduled to be closed until 6:00 a.m. yesterday it was cleared before 5:00. traveling north through the presidio. you'll have a reroute. we'll talk about the rest of your commute. good morning, i'm leslie picker at cnbc headquarters. wall street is set to open higher this morning as the markets try to recover from yesterday's sell-off, worries about a rise in coronavirus cases and the fed giving a gloomy outlook sent stocks plunging yesterday. the dow dropping more than 1,800 points or nearly 7%.

the worst day since march 16th. the nasdaq falling more than 5% and the s&p 500 by almost 6%. since 1952 when the new york stock exchange switched to a five-day trading schedule the s&p has dropped five or more 28 times. five of those declines have come in just the past three months alone. but historically declines of that size have been followed by rebounds in the days to follow so on average the s&p has been up about 2% in the day after a massive decline and traded positively more than 80% of the time. as lockdown restrictions ease a new survey finds lots of people actually like working from home and want to keep doing so. creditcard.com finds 35% of those forced to work from home would like to do so full time. more than 80% say they would like to be at home at least two days a week. those who are working from home report an overall increase in spending on groceries and utilities per month. now a new app next month called

snap mini. they can be used by groups of people at the same time. there will be a handful of minis to start with, one will let you watch movie trailers together, see show times and pick seats as a group before you buy tickets individually. another will allow students to share their class schedules over snapchat. who knew? kari, back over to you. >> i love that idea, leslie. thank you. let's check out our forecast because we are seeing lots of changes here as the fog remains near the coast. it will help cool us off today. we'll talk more about what's ahead for the weekend as the fog rolls in and cooler temperatures coming up next. i like the cooler temperatures. i also like the fact that the bay bridge, all lanes are clear and they remain clear from the earlier overnight crash. so we'll talk about what the traffic flow looks like. yes, we're seeing more cars on the road but another change is coming up.

>> kari, it looks so beautiful out there, the waves are coming up. it looks nice and beautiful. are we going to see that type of beauty, at least feel it anyway? >> yes, of course. we always do. it's always amazing here. we're going to see our temperatures starting out this morning in the 50s and low 60s. it will be a cooler afternoon. restaurants opening in san francisco for that outside dining and it's going to be a nice day, just cool, if you're going to be out there make sure you're wearing a nice, warm jacket this evening because there will be fog rolling through, misting and drizzling in the city. high temperatures will reach in the south bay up to 76 degrees in morgan hill. downtown san jose, 72 degrees. that's actually cooler than normal. for the east bay up to 75 in antioch and danville. hayward reaching 69 degrees,

also 69 degrees in redwood city and some low 60s in the embarcadero. napa today reaching 75 degrees. now we will see more clouds moving in, some breezy winds, some fog near the coast. but there will also be some showers nearby the region. if you will be traveling over to the central valley over to the sierra there will be some off and on rain and also a chance of showers farther to the north. as we head to sunday we'll see things clearing out, and that's also when it will be warming up. we're going from the mid-70s today and tomorrow to the mid-80s on sunday. next week we're back up to 90 degrees so this little break from the heat doesn't last that long, so enjoy it. mike, you've been watching the commute. any major issues starting to pop up kari, overall the freeways are moving nicely. a couple issues, one is pretty major, though, traveling north to the golden gate bridge. look at your maps and talking overall green as we expect

especially at this time on a friday. we're looking at a smoother, slower drive approaching the presidio for basically heading into san francisco. remember that the mcarthur ound.l has the overnight paving heading to the golden gate bridge around the presidio should be cleared soon. this crash is cleared over on 680 northbound around sycamore valley road but the off ramp may be affected by activity. there's a little bit more paperwork to do there. getting into the altamont pass you have a smooth drive, typical slowing there getting out of the area as we look at dublin, the eastbound direction, going away from us forgetaway traffic. more folks are allowed on the roadway about you we have that summertime lightening of traffic even during quarantine and the curfew, lighter traffic as schools are off for the summer now. back to you. >> thanks, mike. firefighters are getting the upper hand on a wildfire burning in southern california. that fire sparked yesterday just

before noon in lawson valley forcing people to evacuate. the fire grew to more than 400 acres and is about 20% contained. evacuation orders are now lifted. firefighters say so far no one is hurt and no buildings are damaged. across southern california today a lot of new changes, a whole new world, in fact, as a lot of businesses and other entities restart for the first time in months similar to what we're seeing here. reopenings in l.a. county include gyms, museums and recreation areas. film and television production can resume. in neighboring riverside county they're taking it a step further. starting today bars can reopen along with restaurants and gyms at the earliest. >> we're going to take it slowly and carefully. >> film and tv production can resume. it may be weeks before some

directors can say action due to the increased sanitation costs, longer shoots and higher budgeting demands. the new health officer in orange county is lifting the face covering requirement after public backlash. it was made wearing it in public a requirement throughout the county. three days ago the officer resign resigned. the county now strongly recommends a face covering to slow the spread of the virus. decision 2020, california state senate throwing its weight behind governor newsom's vote by mail-in plan for the fall election. senators have approved the measure guaranteeing each voter will receive the ballot in the mail. ballots postmarked in time will also count provided it's received within 20 days of the election instead of three days after. the measure now moves to the state assembly. republicans are suing to block newsom's vote by mail order.
