forecast for you. meteorologist kari hall has been tracking that. kari, what can we expect from this weather today? it's going to be much cooler and we'll see some sunshine. as we head outside in walnut creek, this is one of the spots where we'll see some significant cooling at least ten degrees lower than yesterday. as we start out this morning expect it to be in the 50s and then into the low 70s as we go into early this afternoon. checking out our microclimate forecast, in santa rosa 72 degrees. more on this in the forecast for the weekend coming up in a few minutes. marcus? >> thank you, kari. as protests in the bay area and across the nation continue president trump seems to be drawing new battle lines with his planned rally in tulsa, oklahoma. congress' call for police reform is picking up steam. tracie potts with the effort to restrict certain police tactics

may end up hitting a brick wall at the white house. tracie? >> reporter: in light of these protests after the death of george floyd this issue of police tactics and police reform is front and center on capitol hill. democrats and republicans are trying to figure out how do they come to the middle, and some republicans, some prominent ones, are lining up behind democrats on this. police reform picking up support from some republicans. senator rand paul introduced the breonna taylor bill which would ban no-knock warrants and house minority leader kevin mccarthy now says he supports banning chokeholds. >> the idea someone would have a chokehold when someone is handcuffed, there should be severe consequences. >> reporter: a senate panel led by republicans approved renaming military base that is honor confederate generals. >> these names have to go.

these names are white supremacists that said terrible things about our country. >> reporter: president trump has threatened to veto all pentagon spending including raises for troops and coronavirus research if the names are changed. >> he seems to be the only person left who doesn't get it. >> reporter: amid cries to defund police, president trump is calling for more money and says he's working on an executive order. >> it will encourage police departments nationwide to meet the most current professional standards for the use of force including tactics for de-escalation. >> reporter: he gave no spec capitol hill lawmakers are grappling with what to do with nearly a dozen confederate statues. >> i think the appropriate way to deal with this issue is to stick with tradition. >> reporter: democrats want them out. republicans suggest sending them back to states or moving them to less prominent locations.

more controversy as the president heads to west point tomorrow to deliver a commencement address. concerns about crowds and coronavirus but also about mixing the military and politics after the nation's top general apologized for walking to st. john's church in uniform after troops cleared out demonstrators so that could happen. coming up for you on the "today" show, breonna taylor's mother and family speak out about the new law and the lawsuit they have filed against police. you can watch the full interview following "today in the bay" at 7:00 on the "today" show. defense secretary mike esper is calling for a review of the national guard's role during the black lives matter protest. the review, he wants it back quickly, by the end of july. new details this morning on california's national guard

deployment. across the state 8,000 soldiers were activated and it cost the state nearly $25 million. more than two-thirds of the money spent was focused on los angeles county where 5,500 troops were deployed. and in the wake of protests san francisco mayor london breed is crafting changes for the police department that will alter the roles played by officers. breed wants police to stop responding to noncriminal calls. that means that officers would no longer be involved in issues like neighbor disputes, reports of homeless people or school discipline issues. instead, train unarmed professionals would respond to those calls to limit unnecessary police confrontation. we're seeing the model in a handful of other cities. breed expects to develop a plan over the next year. it's 5:05 right now. so you may call it baby steps when it comes to some of the reopenings for the bay area's top tourists spots. starting today many of them will

have a lot more access, but it doesn't mean visitors from around the world will be flocking to them just yet. i want to check in with "today in the bay's" jackie ward live at the golden gate bridge, that iconic bridge we all love and have a look at what's reopening today and the hits that keep coming to tourism. so many people love to visit that city by the bay, jackie. >> reporter: laura, it is pretty significant the impact this stay-at-home order has. we've all been following it for months, and it's estimated that this costs the tourism industry $72 billion. some of us are eager to get those tourists back in here. it will look different. we have a live picture from you from santa cruz this morning because that's one of the spots that's allowed to enter what's being called phase three. businesses are allowed to expand operations. however, the beaches there are still closed. santa cruz county is only one of a handful in the whole state advancing to this next phase. but not every business in santa cruz will be ready. some business owners told us

they are still rehiring their employees. they're also continuing to remind people that if they enter their business they need to wear a mask. caroline said she's a little worried about tourists coming back. >> there are a lot of people coming from out of town. even people from here going over the hill and stuff. >> reporter: the doors of pebble beach resorts will open, too. everything was closed there for the first time in its 100-plus-year history because of the pandemic. the lodge at pebble beach, the inn at spanish bay and the links will be back in business. santa cruz and monterey counties are the only two-counties in northern california that will be entering this phase three and south lake tahoe can welcome back visitors. from the golden gate bridge, jackie ward, "today in the bay." >> thanks so much, jackie.

gyms and bars reopening today in solano county. the first county to do so in the bay area. also reopening there today hotels, racetracks and campgrounds. by the way, the county does offer free covid-19 testing to everyone regardless of symptoms. new conclusions this morning from researchers who conducted a mass coronavirus testing in the tiny marin town of bolias. ucsf tested all 1,600 residents in april to understand its spread, and no one was infected. now "the chronicle" reports they are citing the town's relative isolation and the residents adhering to shelter in place orders. in comparison san francisco's mission district showed a high rate of infection due to large part of its density. a drive-through food drive in south san francisco second harvest is hosting the event starting at 10:00 a.m. at mills

montessori school. more than 750 boxes of food will be handed out. happening today in the south bay the downtown san jose farmer's market is returning, reopening with a lot of distance related changes including more hand washing stations. it opens at 10:00 a.m. with the first hour reserved for seniors and people with health issues. so cooler temperatures today to go out and pick some fresh fruit, maybe fresh flowers as well. it's nice to see some of these things kind of getting back to normal. >> it is. and we're also going to have more normal weather for the bay area as we wake up this morning to this beautiful sun rise. get your camera ready. it looks like a painting this morning as we look over san jose and the sun coming up. as we look at our high temperatures, it's going to be once again closer to where we should be as we reach into the low 70s in the south bay. some mid-70s for antioch and

concord as well as napa. oakland today reaches 68 degrees and 63 today in san francisco. and we know a lot of people will be hitting the roads this weekend. how is it looking, mike, for people about to head out the door? >> roadways are clear right now. i do want to start out with something folks might have heard about, but it is now clear. the bay bridge toll plaza, that's the big news. the approach and the toll plaza itself is clear of all activity. the reason i qualified that is because there was a crash involving a pedestrian that was on the freeway before folks got to the 880 overcrossing. the left lanes have all cleared of activity and we're following the report. the map shows you no problems on arrival on those freeways. the mcarthur tunnel has a closure and that's really it for the bay area. back to you. 5:10 right now. outrage and frustration, still ahead at 5:25 on "today in the bay," the investigation now being launched after a new video

a plunge, more than a dip, crateering a freefall. the dow lost almost 7%. nasdaq down 5%. this just days after setting all-time records. as we have been talking about the market had forgotten that there was a pandemic hitting those record highs. americans are still dying. in fact, it's around an average of 800 to 900 americans every day. some are calling it a second wave. this is part of the original pandemic. either way we will get some points back on the open this morning. there's talk in stimulus, secretary mnuchin says he's open to that idea. cash in hand as families get through more and more months of what looks like what is going to be a very long pandemic.

air conditioner was cranking yesterday and today i can just leave it off. here is a live look outside in san francisco as we get our natural air conditioning this morning. not a lot of fog, but let's check out our hiking forecast. a lot more people getting out and about. we're starting in the east bay with some of our hiking trails there at 7:00. a cool start to the day. those winds pick up and those temperatures start to drop once again. we look at our high temperatures, we're up to 75 degrees in concord as well as 75 in napa. palo alto and san jose reaching 72 degrees and san francisco will be in the low 60s. if you're planning to head to the beach today, make sure you're wearing layers. it stays in the 50s today with fog, mist and drizzle. more clouds moving in for the weekend as we also track the potential of some rain further to the north. for the sierra, the far north

congressman )s office during the height of the p new details on the questionable coffee break in chicago. chicago's mayor is vowing to hold officers accountable after video surfaces showing police officers lounging in a congressman's office during the height of the protests. bobby rush says he received a call about two weeks ago saying his office had been broken into. he assumed it might be looters. it turns out the people inside were police officers. >> 75-year-old protester recently pushed to the ground by police in buffalo is recovering from brain injury.

video of that incident is sparking new calls for police reform. the attorney for martin gugino says that his client is now undergoing physical therapy. two officers have been suspended and charged with assault. president trump this week tweeted false allegations about gugino being a radical left-wing agitator. thousands of people across the bay area have taken to the streets in recent weeks over the death of george floyd, but some may be wondering what steps they need to take to protect themselves from covid-19. one expert suggests most people should consider getting tested unless they know they stayed at least 12 feet from others or wore masks. l.a. health leaders advising people if they're attending the protests to self-quarantine for two weeks after. some three months since the pandemic took over all of our lives and massive job cuts started some of the unemployed

giving hair salons the green light to reopen wednesday including indoor dining, bars, gyms and hotels. >> the manhunt is over, the gunman is dead, a situation a lot of people have been following. there is still that lingering question this morning following the tense drama that played out for two days on the central coast. authorities in paso robles shot and killed the 26-year-old transient who shot a deputy in the head, killed another transient and engaged in several gun battles while surrounded. three law enforcement officers suffered survivable injuries while zeroing in on the gunman in a riverbed. the san luis obispo sheriff is glad this is over. >> this is not a win, this is an end to something we wished never happened. >> the deputy ambush wednesday morning remains in serious condition. the begunman recently spent time in santa cruz, but they are not connecting him to the ambush

attacks in ben lomond and oakland. steven carrillo faces charges of murder in the death of gutzwiller. the fbi believes that carrillo is tied to the deadly ambush of federal officer patrick underwood in oakland two weeks ago. some big changes coming to the south bay. b.a.r.t. finally opening in san jose happening tomorrow morning. joining us to talk about it this morning "today in the bay's" kris sanchez. you have a look at what riders are saying about it. >> reporter: they're saying finally and it's about time for starters. if you follow b.a.r.t. there have been years and years of delays in the opening of this station here.

now the wait will be over starting tomor starting tomorrow the fencing has come down around these buildings. the train will leave the berryessa station and on to richmond. santa clara county voters approved funding for this 20 years ago and it was 12 years before vta broke ground. some say the system just needs more work. >> i take transit or i have to take lyft or uber to get here to make sure i'm on time going to work or other places. it happened a long time ago. >> i don't see the benefit of adding it. the system needs a repair not additional stations. >> reporter: on into santa clara

but, of course, that is many years away and a lot of rounds of funding discussions as well. in san jose, kris sanchez, "today in the bay." >> kris, thank you. the west contra costa and oakland school districts each making new moves to dial down its relationships with police. on wednesday west board voted unanimously to redirect $1.5 million used to pay for school resource officers. that money will be used to fund programs for african-american students like counseling, justice and social emotional learning. >> it's not just about the ability of an officer on campus but about the services we need to give to the kids. >> removing police and redirecting $2.5 million.

addressing police use of force and special crowd control measures. sjpd has come under fire for how some handled protesters. the mayor says he now supports banning the use of rubber bullets on crowds. that meeting is virtual. it will start at 11:00 this morning. there are now nearly 17,000 confirmed cases of covid-19 in the bay area. alameda county remains the hot spot with 4,000 reported cases. santa clara county has more than 3,000 cases. >> tasting rooms, bars and pubs are not included. there is something good for you this morning, the music is not stopping for bay area deejays. that's right. they're continuing to spin those

virtually. now they are live streaming on zoom, youtube, even twitch. that isn't enough for them to make up the money they made while deejaying at nightclubs. so d.j. amen started the relief fund. they have donated more than $130,000 be given out to working deejays. >> we've sent relev to over 250 deejays so far. i've gotten videos of deejays crying saying thank you. people that hit me and said i will be able to get groceries for my kids this week. >> they're just trying to make ends meet. the money will be a small drop in the bucket of the they used to make. there's no estimate on when nightclubs and bars will reopen.

right now at 5:45 as we head outside in cupertino we start out this morning temperatures in the upper 50s and then as we go through the rest of the morning some 70s in the forecast. it will be really nice. take time to enjoy some time outdoors today. we'll talk about the weekend forecast coming up in a few minutes. firefighters are getting the upper hand on the wildfire burning in southern california. that fire sparked yesterday just before noon in lawson valley forcing people to evacuate. the fire grew over 100 acres and is about 20% contained. evacuation orders are now lifted. firefighters say so far no one is hurt and no buildings were damaged. across southern california today, a whole new world as a lot of businesses and entities start to reopen including in l.a. county reopening of gyms, museums, and recreation areas. film and production of

television shows can also resume. in neighboring riverside county they're taking a step further starting today bars can reopen along with restaurants and gyms. still some bar owners don't plan to reopen until next week at the earliest. >> we're going to take it slowly and carefully. >> the "l.a. times" reports it may be weeks before some directors say action, due in part to increased sanitation costs, longer shoots and higher budgeting demand. a new health officer in orange county is lifting the face covering requirement after public backlash. previously a health officer made wearing it in public a requirement throughout the county. and then three days ago the officer resigned after receiving threats from the public as more businesses reopened. the county now strongly recommends a face covering to slow the spread of the virus. now to decision 2020, california state senate throwing its weight behind governor newsom's vote by mail plan this

fall during the election. now senators have approved the measure guaranteeing each will receive a ballot in the mail. ballots post marked in time will count provided it's received within 20 days of the election instead of three days after. that measure moves to the state assembly. republicans are suing to block newsom's vote by mail order. it is 5:48 right now. washington is moving closer to passing a police reform bill. >> scott mcgrew, republicans and democrats found things to agree on. >> they really have. i think they can read the political wins. polls show an overwhelming number of americans support it as well. the president is speaking about it promising an executive order while speaking in dallas on thursday. >> we're working to executive order that will encourage police departments nationwide to meet the most current professional standards for the use of force including tactics for de-escalation.

>> her being honored as well coming to the forefront, so many more people know her name. a great message. >> certainly a name we've all heard before, h.e.r. all right. 5:52 for you this morning. let's get a look at the forecast for you. meteorologist kari hall has been tracking those temperatures and, kari, this forecast is one th that -- >> we're seeing things reopening and the weather is cooperating so let's make some weekend plans and start out in concord this make it to work this morning. we'll be in the upper 50s and as we go through today it stays cooler so you may want to take lunch outside, enjoy the sunshine and the cooler weather as you can leave the air conditioning off today as we see our high temperatures even in the inland areas only reaching into the low to mid-70s. we will see more clouds moving in and the fog along the

coastline will remain, but if you're planning to travel, heads-up for the sierra there may be some scattered showers coming down. also along the coastline looks like that fog remains and it may be misting and drizzling along with much cooler temperatures. we'll even be tracking a slight chance of rain especially farther to the north. as we check out our forecast for santa cruz make sure you call ahead to see what's open and what's not because we will still have some beautiful weather there and we're seeing those temperatures that will reach into the 70s. if you do plan to go to the sierras, a chance of showers and thunderstorms. that's a live look at lake tahoe. it's going to be cool tomorrow but then warming up by sunday. here we're looking at a slight warm-up with temperatures in the mid-70s, a breezy wind tomorrow with highs reaching into the mid-70s as well, but then you see the temperatures heat up by sunday with mid-80s in the inland areas and then we're back to the low 90s.

our break from this very warm weather doesn't really last that long. so enjoy it. mike, you've been watching the commute, and so far it looks like it's still friday light and now standard, we should say. it's been lighter for months but, you're right, traffic coming back and compared to monday through thursday, it's lighter. we typically have the slowdown kicking in. it's now 5:54 and we have light traffic once again. the map will show you the sensors are still a little bit slow but not as slow as they were, again, about five or ten minutes ago. north 101 through san jose recovering to the green sensors. the rest of the bay moves very smoothly throughout, marcus, even the approach to the bay bridge. back to you. >> thanks, mike. happening now for you despite travel restrictions being eased tourism is still at a halt in paris. before the pandemic the city of lights saw an estimated 50 million visitors per year.

5:57 for you this morning. and new conclusions this morning from researchers who conducted mass coronavirus testing in the tiny marin town of bolinas. you may remember they tested all 1,600 residents in april to understand the virus' spread and no one was infected. they are citing the comparisons they show a high rate of infection due in large part to its density. a warning for parents this morning because of the pandemic. so many more kids are jumping online using social media, even when parents don't know what they're really on. according to "the wall street
