"early today" starts now welcome to the week. i'm philip mena. >> and i'm frances rivera. atlanta is in the national spotlight after a police confrontation turned deadly this weekend. a medical examiner ruled the death of rayshard brooks a homicide the 27-year-old was shot twice friday night while police were chasing him in a wendy's parking lot. it sparked a weekend of protests nationwide the wendy's where it happened was set on fire. police are offering $10,000 for any tips leading to the suspect. nbc's jennifer johnson has the latest >> reporter: new protests and wendy's set on fire after an atlanta police officer allegedly shot and killed a black man in the restaurant's parking lot 27-year-old rayshard brooks was found sleeping in his car in the wendy's drive through. and then failed a sobriety test. >> i think you've had too much to drink to be driving >> reporter: the body camera

arbery, brianne taylor swift , e floyd and others protesters in seattle have occupy several blocks and renamed it chaz. vaughn, this morning >> reporter: it's been a week since these streets were blocked in seattle the neighborhood has been taken over by seattle community members. it was earlier in which the week, the city chose to abandon these streets. and we just saw over the weekend where thousands of seattle residents, about the most diverse crowd you'll find in america, take to these streets, frustrated, angry. demands that have been put forward here by organizers and this is an effort here under way. the question mark was, how does that energy get funneled right now, organizers say they

haven't seen any action by the city officials, and in the meanwhile, you continue to see folks, and there's been programming and organizing efforts here to make those demands known and to get the word out phillip? >> vaughn, thank you weeks after relaxing lockdown restrictions over a dozen states here in the u.s. are seeing a surge in coronavirus cases. the rise is once again overwhelming some hospitals. and now some health care experts fear the protests, reopenings, and the president's upcoming rally could spark more outbreaks. here's nbc's miguel almaguer >> reporter: as more americans return to restaurants, malls and gyms, a troubling rise in coronavirus cases. at least 16 states are now seeing a new spike in infections in florida, where beaches are now open in miami, it's not just the surf that's up, but also the number of covid cases. as night life resumes in arizona, the state is recording its highest number of infections

so far the governor blaming the surge on increased testing but doctors say hospitalizations are up, too. >> for those patients in icu that are covid positive or covid suspected that are ventilators, we have seen a quadrupling of those numbers over the last couple of weeks. >> reporter: with millions anxious to lift the lockdown, scenes like these in new york's east village are troubling health officials the golf nor wavernor warning i street, don't make me go down there. >> local government, do your job. if we have to close, then people are going to hold you accountable. bars and restaurants, do your job. >> reporter: as our nation surpasses 115,000 deaths, and more than 2 million identified infections, dr. anthony fauci tells the uk paper the telegraph, the u.s. won't likely return to a real normality within a year or so. but cities across the country are trying to do just that

south carolina was among the last states to issue a stay at home order, and became one of the first to reopen. >> the problem is, the signal that it sends. it's the signal. oh, everything's back to normal. >> reporter: after officials in china discovered a new cluster of cases at a food market, authorities implemented a new lockdown in beijing, fearing a second wave of infections. the kind of concern shared in the u.s. as large crowds gathered again to protest inequality and celebrate pride. in tulsa, where the president is scheduled to hold a massive indoor rally next weekend, the health department says they are concerned about large gatherings our nation moving forward while hoping not to repeat mistakes from the past. atmassive rallies like this on in los angeles, there's also growing concern because only about half of the crowd here was wearing face coverings, and many

police say two fishermen were on the scene first and cut the seat belts. both drivers were seriously hurt the cause of the initial crash is under investigation we could soon learn the fate of an american accused of spying on russia. last week, secretary of state mike pompeo called for the release of paul wheelen, a former marine who has spent nearly 18 months in a russian prison a verdict is expected today. our reporter joins us now from moscow matthew twhashgs matthew, what's the latest on the trial? >> reporter: the trial begins in about an hour from now and though we may not necessarily be expecting a sentencing today, we are expecting a guilty or not guilty verdict on espionage charges if the verdict is guilty, we more or less know what to expect from the sentence. two weeks ago at the last hearing, prosecutors asked for 18 years in a russian penal colony this is close to the maximum

allowable sentence for espionage charges here in russia 20 years is the theoretical maximum, so they may have counted the last 18 months based on statements from the u.s. embassy and the family, it doesn't seem anyone expects any more leniency. the u.s. ambassador slammed the proceedings as not fair or valid and they have not been open to the public or the u.s. embassy at all and so the nature of the charges and the evidence against mr. wheelen are not yet known. mr. wheelen's brother, david, has suggested that he believes his brother may be held up as a trade for one of several high profile russians currently incarcerated in the united states, or even diplomatic property that has been seized by nt years but it's worth noting on that count, however, that neither the u.s. government or the russian government has made similar

blaine axer, nbc news, jones boro, georgia. returning to the coronavirus pandemic, the u.s. isn't the only place dealing with a spike in covid-19 cases. so is china, where in beijing, authorities have implemented what is known as war-time emergency mode after a sclclust of coronavirus infections have sparked fears of a new wave. several neighborhoods in the vicinity si of the market are st down with guards in place. and the market in question was closed for the latest, we turn to our reporter in beijing, china this morning. good morning >> reporter: good morning, philip a lot of the restrictions that have been relaxed recently are back, like temperature checks at shopping malls, and nearly a dozen neighborhoods have been locked down. the market is a huge wholesale food market that supplies 80% of

the food to beijing. so 20 million people and why authorities are taking it so seriously. at the end of last week, they had three confirmed cases linked to the market, mostly employees that work as distributors for stores and restaurants that's been expanded to at least 79 authorities are testing tens of thousands of people now. they have set up testing sites at a sport s stadiums and they're raising concerns about imported salmon after dozens of environmental samples, samples that were taken from the market itself, not from people, have returned a positive result. now, this outbreak and the reaction to it are, of course, sparking concerns after a second wave of infection here in china after g managed to get through the worst of the pandemic with only several hundred cases. but authorities are warning that the risk of this outbreak spreading remains very high. philip >> we can see the consequences
