"today in the bay" continues right now. and a very good monday morning to you. i hope you had a great week. thanks for joining us. i'm laura garcia. >> and i'm marcus washington. mike is keeping an eye on that commute for us. he'll have more on that in a bit. first, i want to start out with meteorologist kari hall. this weekend i got out for a bike ride. i took advantage of that nice weather here's a live look outside in san francisco, that weather that we had from over the weekend continues today.

a live look over the south bay checking out our temperature trend. we'll be at 63 degrees at 8:00. and then as we head to 10:00, 11:00 it's going to start to warm up reaching into mid-70s today. we'll talk about some warmer weather in our forecast coming up. mike, how is it looking for the commute? looking very mild this monday. remember, we saw that traffic ramp up a few weeks ago with the curfews in place and we had a lot of graduations. as we look at the maps that brings a lot less traffic flow. we're looking at a smoother flow, not a lot ofhe bay bridge toll plaza, a quick look shows you no major tra there is a build and cars are slowing. we'll track the build. back to you. all right, thank you very much, mike. 6:01. we do have some breaking news. a u.s. fighter jet has crashed in the north sea between england and norway. it happened about 10:00 a.m.

local time in an area used by the uk and u.s. military jets. the pilot so far the only one known to be onboard has not been found. it is not clear how the plane went down. another police shooting is sparking protests. this happened over the weekend. tracie potts with reaction from lawmakers already grappling with police reform. tracie? >> reporter: the latest situation is now the backdrop of what's happening on capitol hill. southwest's tim scott the lone person on his party's side as they try to get together with democrats and get something done. anger and frustration spilling into the streets of atlanta after another police shooting involving a black man.

the scene of shooting torched. rayshard brooks was running away when he appeared to point a taser at officers. officer garrett rolfe shot and killed him of the he was fired, the police chief resignedturbin watch but i'm not sure it's as clear as what we've seen around the country on other issues. >> reporter: this latest shooting comes as congress considers police reform, tracking misconduct and eliminating chokeholds and no-knock warrants. >> these are meaningful reforms that will hold police accountable. >> have an act that requires more data to be provided so that we can actually come out with policies that are consistent. >> reporter: lawmakers pressured to pull money from it into soci services. >> nobody is going to defund the police. we can restructure the police forces, restructure or reimagine

policing. that is what we're going to do. >> reporter: the medical examiner has ruled brooks' death a homicide. two bullets in the back fueling growing frustration and demand for change. and democrats have already laid out their plans for change. republicans hoping to get theirs on the table before the july 4th holiday break. marcus? >> we'll be wait to go see what will happen with that. tracie potts in washington, thank you. protesters blocked track on the bay bridge for hours yesterday. take a look at this video from sky ranger showing you the westbound lanes at a standstill. this is on the upper deck near treasure island. black lives matter protesters tell us the high-profile demonstration was meant to bring attention to more than just police brutality. >> black lives matter is more than just police brutality. we're being murdered in every single aspect, not given opportunities to succeed. >> 29 people were arrested, five

vehicles were towed. chp says the bay bridge is an especially dangerous spot and the span was not built for pedestrians. recent outrage across the nation is prompting cities big and small to look at reviewing their police department policies. in petaluma tonight city councilmembers will actually consider a new subcommittee to review use of force standards. tomorrow the chief of police will join other city leaders in a virtual town hall. leaders in burlingame will debate policy changes tonight including a new overall oversight body that could oversee what they're doing and that meeting will also be held virtually. happening at noon today a caravan is scheduled to get under way in contra costa county. activists plan to gather at the safeway on camino tassajara in a neighborhood where contra costa

county sheriff lives. they are calling for defunding and the closure of juvenile hall. and this morning commuters in the south bay have a new option to get to work. "today in the bay's" bob redell is live for us at the berryessa b.a.r.t. station. a lot of people have been waiting so long to see what's happening behind you. >> reporter: after two years of delay b.a.r.t. has come to san jose. the brand-new berryessa station. it will be heading in the opposite direction to take passengers north to richmond. and also there's milpitas b.a.r.t. north of here. this means workers no longer have to drive to warm springs b.a.r.t. in fremont to catch a train. they come to berryessa. both stations opened and began service this past saturday morning. b.a.r.t. reports they transported just under 1,000 riders between those two

locations. a spokesperson said it's difficult to predict what ridership will be like today because it's not really a normal monday morning weekday begin the covid-19 shelter in place. ridership has been down about 90% due to the pandemic. what's this going to do for your commute? >> makes it a lot easier. i was commuting to warm springs a little longer and then before that to fremont. five miles. piece of cake now. >> reporter: you get to sleep in? >> yeah. >> reporter: how much? >> an extra half hour, 45 minutes. >> reporter: that's a big deal. >> yeah, yeah. a longer ride and more relaxation before you get in. >> reporter: this ten-mile extension cost $2.3 billion, took 20 years to plan, raise the money for and build. the next phase, which is years away, will extend b.a.r.t. into downtown san jose and santa clara. cal train is running more trains. up from about

40. there will be up to three trains an hour during the peak commute. six cars to each train to maximize physical distancing onboard. you will have to wear a mask in the station and on trains. reporting live here at berryessa b.a.r.t. in north san jose, bob redell, "today in the bay." >> all right, something new there. thanks so much. continuing our coronavirus coverage, the recent spike of cases in sonoma county reportedly has not altered the scope of their big reopening plan they're having there. "the press democrat" reports the county on saturday experienced its largest one-day jump. health leaders warn the caseload will likely continue to grow but supervisors say as long as hospitals are not overloaded the county plans to move ahead. right now less than half of all icu beds are filled. well, a necessary but sometimes inconvenient service resumes this morning in san francisco. so if you have a car there

because street sweepers in march mayor breed suspended parking restrictions for people sheltering at home so they wouldn't have to move their cars. the city confirms that starting today parking violations will be handed out to those cars that are in the way. so if you have a car parked outside, and today is the day to move it, make sure you get out there and move it this morning. 6:09 for you right now. let's take a look at the forecast today. kari, it's a warm-up from this weekend today. yes, still a really nice day as we take a live look outside in dublin. we are waking up to a clear sunrise, clear skies for today, as we go into our temperature trend we'll see it going from the upper 50s at 8:00 to the mid-70s. so it's still going to be nice for those outdoor activities, a few spots reaching the low 80s. santa rosa and concord today reaching 83 while san jose will reach the upper 70s. for san francisco we're staying in the 60s today but we'll all

feel a warm-up as the week goes on. i'll talk more about that coming up in a few minutes. mike, you're watching the commute. how is it looking right now? it's looking regular as far as the build. the pattern, for example, we see the slowing. no metering lights just yet. let's take a look out there and we see the backup as it starts the approach to the toll plaza and the fastrak lanes and cash lanes. we're still using the old definition. we're showing a smooth flow of traffic as well on the contra costa drive. the arrow shows you slowing toward treasure island not so much but then down the incline signals they'll probably turn the metering lights on. the rest of the bay is green pretty much. back to you. thanks so much, mike. 6:10 right now. up next on "today in the bay" this monday morning, east bay-based 24-hour fitness closing dozens of gyms, laying off hundreds of workers worldwide. up next the branches that will never reopen again here in the

right now 6:13 let's head over to concord to check out our temperatures. it's a cool start to the day and we're going to have another really nice one with some seasonable high temperatures reaching into the upper 70s and low 80s. we'll talk about a warm-up by the end of the week. that's coming up in the forecast. and, kari, we're just warming up in the morning commute. take to you where it's not green, the altamont pass and mild slowing for west 580 off the 205. the arrows through livermore, look at that, very little slowing. and a very good monday morning to you. we're going to see more down arrows on wall street, and that's because of a miscalculation that investors

seem to have made thinking that the good of reopening stores and restaurants would outweigh the bad of spreading the virus as we see an increase in the number os morning, remember, at one point a fe pandemic. the dow will start at 25 nrn,60t could take a 500-point hit off the top. you've heard of bull markets, bear markets, somebody on cnbc called this a kangaroo market, bouncing all around. there's a lot of debate as to whether the $600 extra money that people are getting in their unemployment checks should continue. right now they're set to end in july and it does not look like congress is going to extend them. the debate does the extra money keep poem at home by discouraging them from working. the president's top financial adviser says yes. >> we are not going to remove unemployment benefits. that would still continue and

there will be some return to work benefit. it won't be quite as substantial. this is a turning point in the economy. besides the great jobs numbers, you've had a lot of positive green indicators, jake. we don't want to interrupt that. >> larry kudlow on jake tapper's show. we talked about movie theaters reopening. there will likely be no summer blockbusters. movie studios have decided to move two of the summer's biggest movies to the fall at the earliest including one from christopher nolan and "wonderwoman 1984." we've talked about this before. the movie theaters are open but very few people seem willing to go and they're limited in the number of people they can have in the theater to begin with, so why would movie studios want to show their best stuff? and if you're not showing your best stuff why would i want to go to the movie theater? it's a circular argument and is a big problem.

>> a lot of re-inventing because they spent so much money on making these movies and then if you don't get a lot of people watching them certainly not going to get that return back at all. >> exactly. >> i miss those movies. a lot of i'm will be missing the gym because, just in, san ramone-based 24-hour fitness has confirmed it is filing for bankruptcy. this comes after the company over the weekend announced the closure of about a fourth of its locations globally. here are the bay area locations that will not reopen. alamo express, capitol and mckee in san jose, milpitas active, walnut creek ygnacio center, alemany sport, fremont sport, noe valley fitlite, berkeley solano avenue fitlite, and in san francisco market street and north point. something good from a southern

her idea is now going viral. it's a little twist that she put on the bashar al assrbie doll. >> it's a quarantine barbie. tonya ruiz started posting barbie parodies of what barbie could be doing during the quarantine like barbie baking bread. she's all covered in flour. you see here this is the one of the barbie working in a hospital. you can visit her instagram page to see all of those creations. she actually did this for her grandchildren. i think it's really cool. you see barbie covered in all the flour with the bread. i think that might be a mom barbie. someon store and you see nurse or doctor barbie right there. i think that's dr. barbie. >> mom barbie has a lot going on. >> mom barbie does it all for sure. >> she does. she tries to hold it together. >> model it after the two moms

on the screen i know they're doing a lot because you two do a lot. i hear the stories. >> and we're just trying to hold it together, right, kari? yep, absolutely. and so as we start out this morning, i'll be home schooling today while working, and so we're going to get some time outside today to enjoy this beautiful weather as we get a san jose as the sun comes up we're starting out with a very nice monday morning. looking at our temperature trend we're going from 62 degrees at 8:00 to the mid-70s today. and normal is about 79 degrees. i think we'll hit that high temperature. if you're going to be out there, there's still going to be a moderate amount of tree pollen as we look at our pollen count, everything else is fairly low. the top allergens, juniper and olive trees are still putting a lot of that pollen in the air. and we're also going to have some comfortable temperatures for today kind of the same weather we had from yesterday.

it won't be as windy. up to 80 in napa. oakland, 72 degrees. 79 in san jose. san francisco will reach into the upper 60s and then as we look at this forecast we are going to see high pressure building. that's going to influence our weather. the wind around that high pressure clockwise so we'll start to have more of a northerly wind and that's going to cause those temperatures to go up as it dries out and we'll have to watch out for the possibility of those wildfires especially with the very dry vegetation and those hot temperatures. we're monot going to see much oa change going into the weekend. upper 80s by wednesday. thursday our temperatures peak in the low 90s and we're still in the upper 80s and low 90s extending into the rest of the week as we officially welcome in summer. and, mike, you've been watching the roads. how is it looking for the

commute right now? a lighter flow just as we saw a build a few weeks ago easing up right now as we look at your live shot. you will notice the backups. we see still movement for some of these lanes and that's great news. the fastrak marked lanes. no major issues getting over in toward the area, contra costa county, the top of your screen, slowing over to the highway. we'll check to make sure there are no incidents. there's an unusual pattern there. the rest of the bay a very light pattern. b.a.r.t. and cal train are showing more increasing service, new stations for b.a.r.t. we have the richmond ferry back. more service for vallejo. golden gate transit did reduce service due to lower ridership once again. back to you. >> thanks, mike. thank you, mike.

morning, a wildfire burning north of santa barbara called the drum fire and it's burned at least 600 acres near walton. firefighters say it's only about 10% contained and right now nearby homeowners are under an evacuation warning. protesters making their voices heard yesterday in southern california and an all black lives matter protest drew thousands of people. now all black lives matter really encompasses those of the transcommunity where many have been killed with little or no support to find those responsible. now the solidarity march has marked pride month honoring the transgender man killed by police in florida. in san diego several hundred people held the motorcycle unity ride along with a march outside the la mesa police station. the minneapolis police department says it will not be altering the memorial of george floit.

the department official said in part, quote, we respect the memory of him. a police officer is shown with his knee on his neck. trending this morning a gift from an iconic actor and singer to the daughter of george floyd. 6-year-old gianna floyd is now a disney stockholder. that is courtesy of barbra streisand. she posted a picture thanking streisand. streisand sent her two albums. well, kelly clarkson is starting the conversation about racial injustices with a bay area native. >> that's right. they're discussing why it's so important to try to overcome your fears and just talk about

cases. the futures point to a big sell-off. we'll have more of that coming up for you in just a bit. thanks so much for starting your morning with us on "today in the bay." i'm marcus washington. and i'm laura garcia. i hope you had a great weekend. the gang is all here. kari has a look at the forecast for us. a warm-up by the end of the week. yes, so we're going to start that trend as we go into the next couple of days. enjoy today while our weather still nice and seasonable, where we should be for this time in june. as we look at our temperature trend in concord we're in the mid-60s to start, reaching into the mid-70s early in the afternoon and eventually reaching up to about 82 degrees. we'll see our high temperature in morgan hill reaching 84 while san jose will be in the upper 70s. mike, how is it looking for the commuters about to head out the from our live view of the bay bridge toll plaza camera we've seen the volume build and seen the metering lights affect those as they turn on at 6:15.

a slower drive on the approach so less free flowing traffic. the maps don't show any problems there. to the north highway 37, back to its normal commute over there. slowing to the island for the slowing. we're in the summertime, lighter flow it looks like. back to you. happening today for you a big day signifying another step towards normal. this is for shoppers and retailers in the bay area's largest cities. many indoor malls will reopen in just hours. "today in the bay's" kris sanchez is live for us at the valley fair mall in san jose to tell us all about those changes. we will notice as soon as we step through the doors, kris. >> reporter: it looks pretty much the same as it does always here in santa clara. san jose is right on the border. as you walk through the doors, if you choose to do that at 11:00 this morning, things will look pretty different on the inside not just here but at several other malls around the bay area.

westfield which operates valley fair, also westfield san francisco say employees will be wearing masks. we will see social distancing markers on the ground like we've gotten used to seeing at the grocery store. increased cleaning especially in the high touch areas and capacity will be limited. hours will be reduced. we did talk with one young woman who is torn feeling good about the economic boost but not willing to head in to shop herself. >> i have a lot of friends who work in the mall so they're excited to get back to work. it's scary. there are just so many people that are risk takers, not wearing masks or not doing what they're supposed to around people that they're not supposed to be around and not taking it serious enough. >> reporter: westfield management says they're working to make sure the shopping environment is a safe environment and for some folks that will mean making an appointment to shop at their favorite shops or save a place to get into the mall in person.

the food court will be open, however, you will not be able a purchases with your friend you will have to get it to go because there will be no gathering in places like that. at 8:00 this morning the mall says we are going to be allowed in to see some of the changes. if you want to see them before the midday news follow me on twitter and facebook and i'll give you an inside look. >> kris, a lot of people excited about the reopening. just follow the rules. thanks, kris. it's possible more east bay churches will start to reopen this week. contra costa county officially lifting some of the restrictions on religious gatherings. a handful of northern california churches have defied county orders and already conducted services. the vast majority have stillin- services over the concern of the spread of covid-19. it's 6:35. new this morning a development on a viral video that some are calling racially charged after a

san francisco man wrote black lives matter in front of his home. but then he was confronted by two of his neighbors who didn't think he lived there. "today in the bay's" cierra johnson joins us live this morning and you have some new developments, i understand, that just happened within the hour. >> reporter: that's right, just moments ago i was able to confirm that robert larkin, the husband of the woman seen in that now viral video, has been fired from his job. his now former employer, financial firm raymond james, announced that firing via twitter. the video has been viewed millions of times and his wife is seen confronting a in front ofued an apology. let's take a look at a portion of that exchange. >> this is not the way to do it. >> okay. >> it's private property. >> if i did live here and this was my property it would be

fine? and you don't know if i live here or if this is my property. >> yes, i do know. that's why we're asking. >> oh, really. because you live here. you said so. oh, okay. then i suggest you call the police. >> reporter: last week lisa alexander, a local woman and ceo of laface skin care company threatened to call the police on james juanillo for stenciling black lives matter in chalk on a retaining wall. she didn't know juanillo actually lived had he home. that interaction was caught on video and in it you can hear alexander insisting that he did not live at the home. the video has gone viral in what many are calling an example of racism. here is what this resident had to say. >> i don't recommend this for any othercolor, other protester. do not dare your karens to call the cops. the reason i was able and felt confident to do that is because i actually know all the cops in

my area because i've lived here 18 years. >> reporter: as for james juanillo he says he's really just overwhelmed by alm of the support this interaction has garnered. as for the woman seen in this exchange, alexander, she has issued an apology but many brands have cut ties with her and her company. one of those brands, a big brand, birchbox, is no longer dealing with her. we're live in san francisco for "today in the bay." i'm cierra johnson. >> gosh, this amidst all the conversation everyone is supposedly having right now. i'm glad it was brought to light. welcome to the team as well, cierra. welcome to the team. >> reporter: thank you. >> welcome indeed. xavier becerra plans to hold a news conference for statewide police reform. it gets under way at 11:00 this morning.

two of the three largest police unions are onboard with the idea of police reform. police unions in san francisco and san jose as well as los angeles actually published advertisements in yesterday's papers saying, quote, there are no words that can convey our collective disgust and sorrow for the murder of george floyd. the unions are calling for reforms including a national use of force standard. >> a national use of force policy, a national database in regards to when officers get fired that they can't go re-enter the system. >> the reforms include a warning system to identify officers in need of additional training. critics argue the policies are coming up short. happening today early morning protests in the east bay calling to defund the oakland police department. the first march is at the

fruitvale -- it's called the fruitvale sunrise ceremony at 7:00 a.m. it starts at fruitvale avenue and east 17th street. at 8:00 a.m. a march in north oakland starting at studio one arts center. then at 9:00 a.m. a car caravan in east oakland will start at merritt college. 6:40 right now. the sun is up across the bay r area. going to warm things up? just a little bit warmer compared to yesterday but still really nice as we take a live look outside in san jose, temperatures in the upper 50s. we'll be in the low 60s here by 8:00. as we go through the day mid-70s. it's going to be fairly comfortable as we look at our high temperatures in a few spots reaching the low 80s. mike, how is it looking for the commute? looking great out here, a quick look at the big map shows you no problems as far as speed sensors go. i do want to point out over on the right side as we move over to the altamont pass you'll see a little slowing here for 580.

"today in the bay's" bob redell is live for us at thend-new berryessa b.a.r.t. station in the north san jose this to come to light. >> reporter: marcus, it's been a couple years of delay but finally b.a.r.t. is in san jose. we're at the brand-new berryessa b.a.r.t. station. actually opened up this weekend but this is the first morning where you have a weekday commute where it's open to commuters. berryessa b.a.r.t. here in san jose north of here is the other new station, milpitas b.a.r.t., this means workers no longer have to drive to warm springs b.a.r.t. in fremont to catch a train. both stations began service this past saturday morning. b.a.r.t. reports they transported just under 1,000 riders. a spokesperson says it's difficult to predict what

ridership will be like today because it's not a normal weekday commute. there haven't been that many riders so far because of the covid-19 shelter in place and ridership has been down about 90% due to the pandemic. what's this going to do for your commute? >> makes it a lot easier. i was commuting to warm springs and then before that i was commute to ing to free montmont. five miles. >> reporter: you get to sleep in? >> yes. >> reporter: how much? >> extra half hour, 45 more re before you get in with the longer ride. >> reporter: this station extension to san jose cost $2.3 billion, took 20 years to plan, raised money for and build. the next phase which is years away will extend bart into downtown san jose and santa clara. cal train is running more trains. starting today cal train weekdap

that would reform policing in america. >> scott mcgrew, ideas are coming from both sides. yes, and good morning. democrats and republicans, marcus and laura, agreeing on many of those ideas as well. both sides saying reforms were overdue. you can't ignore national sentiment as well. both parties well aware an overwhelming number of americans support reform according to national polls. we do expect the senate republicans' plan led by tim scott. >> i think it's really difficult to establish a codified in law standard for use of force. there are millions of scenarios that play out. it's one of the reasons why what we have tried to achieve through the legislation is finding the best practices around use of force around the country and then provide that clarity and guidance for those departments who may need to have a better perspective on use of force.

so we're getting at it but i'm not sure we're ever going to codify in law a use of force standard. >> well, scott says an exact use of force standard is unlikely. he is fully in favor of things like forcing departments to be more transparent about complaints and fbi database on police abuse as well and more money for body cameras. house democrats working on their own plan. we're keeping an eye on the white house as it keeps an eye on russia where an american was sentenced to 16 years for spying against russia. prosecutors say paul whelan was caught red-handed. our ambassador says prove it. >> it's a mockery of justice and today just confirmed it. an american citizen has been sentenced to a term of 16 years for a crime for which we have not seen evidence.

you know what, today would be a great day to get out with the dog. as i was riding this weekend i saw a lot of people out with their dogs. you know what, it really is beautiful to see. just out there having a good time. yeah, i was out on the hiking trails and saw many people out with their dogs and it was a beautiful and comfortable weekend and that weather continues today as we get a look at our current temperatures right now. we are starting out with some low 50s in the tri-valley but elsewhere upper 50s and low 60s to start out. don't forget your pet, too. we will see our temperatures in napa starting out at 59 degrees and then as we go into afternoon we'll reach near 80 degrees. it will start to warm up but still comfortable throughout the day for all of those outdoor activities. as we look at our south bay high temperatures we're up to 85 in gilroy today while downtown san jose reaches 79 degrees. for the inland east bay we're in the mid-80s today. oakland will reach 72 degrees.

right along the coastline we're staying in the mid-60s. while you head over to palo alto we've reached the mid-70s. san francisco reaching 69 in the missiong into the santa rosa today reaching 83 degrees. we are going to start to warm up once again as high pressure builds across the pacific. that will be the dominant thing that affects our weather over the next several days and as it moves closer our winds turn northerly and our temperatures start to go up. that dry north wind will also raise the concern of wildfire danger that will be increasing as well. as we look at our temperatures over the next seven days it heats up as we lead into the first day of summer and that warmth continues into sunday. mike, any updates for any slowdowns on the roads? we have a few to call out but so few i can count them on one hand. let's get out there and count the first one, richmond to san rafael bridge, west 580 slows as you approach the toll plaza. there's slowing across the
