high temperatures we'll reach into the mid to upper 70s. we'll talk more about this coming up, also, the hotter weather ahead. mike, you've been watching the roads. any issues? one major issue in the south bay, kari. we need to take you to a live camera. this is an investigation which has southbound almaden expressway closed. just south of highway 85. there's a single vehicle we believe in this deadly crash and we don't know how long this investigation will last. we're looking at the map, the closure. it'll take youthe major roadway of your screen. heading away from 85. if you're heading out of the almaden valley you're already. i may have a closure in san francisco, kris. back to you. >> thank you, mike. later today one city in the east bay will consider some possible police reform. another city reviews how it responded to all of the recent

protests. "today in the bay's" bob redell is live in walnut creek this morning. good morning, bob. >> reporter: the walnut creek city council will tonight review how its police department behind me handled the initial black lives matter protests earlier this month as well as the looting here in the downtown. tonight the council received a report on how police responded to the vandalism, looting, and various demonstrations that took place between may 30th and june 5th. at least one protest spilled on to highway 680 and included tear gas and an attack by a police dog. one saw hundreds of people looting downtown. also tonight in antioch just northeast of here, they will consider the creation of a police reform ad hoc committee that could make recommendations such as de-escalating conflicts. california is already moving in that direction. the state attorney general becerra says all departments in the state will be required to make some changes by january.

but he's hoping they'll put those changes in place sooner. becerra said the reforms mostly fall in line with the can't wait campaign, for officers to intervene, banning shooting at moving vehicles, and ban the use of chokeholds and requiring de-escalation. becerra is urging lawmakers to pass legislation allowing the decertified police officers for serious misconduct. reporting live, bob redell, "today in the bay." all right. thanks so much, bob. happening today oakland councilmembers debate police reform and institutional reform in the wake of recent national outrage. the council is scheduled to discuss two proposals, one is a zero tolerance policy for racist practices not only in the opd but also in all city departments. the other is a resolution to support the justice in policing act.

that is a new federal legislation to hold local law enforcement more accountable, improve transparency and reform police training. tonight two san francisco leaders will try to sit down to discuss the black lives matters movement and nationwide protests. sfpd chief bill scott and district attorney chesa boudin plan to take part in how the city can lead moving forward. it gets under way at 6:00 tonight on the manny's facebook page. emotion will be very heavy today in one butte county courtroom because that is where pg&e will plead guilty to 84 felony manslaughter counts tied to the firestorm in paradise a year and a half ago. pg&e agreed to that deal, faulty electrical gear sparked the deadly fire. the utility agreed to pay $3.5 million in fines and cover the costs of the investigation. the hearing will include the names and the photos of each victim who died. surviving family members are

also scheduled to make statements. that hearing will be streamed online. we're learning morevideo th out pride flags. directoran't hand >> not to establish your political point of view. >> this happened at the livermore farmers market last sunday. gayle hayden serves as the farmers market director. her daughter and senior market manager says vendors can only hand out petitions or fliers in a sanctioned free speech zone. she claims children were using the flags to conduct sort fights. he feels like he and the lgbt community were targeted. >> little kids were poking each other with them, using them as swords. >> definitely felt like the flags and what they represent were the target of her tirade.

>> hayden's daughter says she apologizes for floyd feeling singled out. floyd says after he received a warning he says he won't be returning to the market. the landmark ruling in the supreme court saying the civil rights act protest lgbtq from jobs discrimination. the justices deciding that a key provision of the 1964 act which in part bars discrimination based on sex also covers sexual orientation and transgender status. the ruling allows lgbtq to sue for work place bias. santa clara county's first and free pop-up testing site is opening up in palo alto in just a couple of hours. swab tests will be conducted at city hall the next four days. patients will have to stand in line. the site will conduct up to 500 tests per day. the doors open at 10:00 in the morning and will close at 4:00 in the afternoon. there are more than 3,200 confirmed cases of covid-19 in santa clara county and 151

confirmed deaths. traffic court is back in session for alameda county. it will resume traffic court for those who refuse to have a remote trial. the superior court will increase remote trials in hopes of social distancing and slowing the spread of covid-19. so we're getting a much better understanding of just how much the coronavirus has had on san jose's airport. of course travel has certainly slowed down. "the mercury news" is reporting in april 37,000 people passed through the airport, compare that to last year when more than a million travelers used the airport. that's a k while flying. all airlines are requiring them. 4:38 right now. fires spreading on the coast. still ahead the work under way to contain the flames and how it is impacting an iconic stretch of highway. plus, the big name now

a great day to start our day with a walk, kari. i think at any point it will be nice for that walk. clear conditions here and across the bay area. i think we'll see the fog returning to the coastline keeping it cool there. also a nice, cool ocean breeze to the south bay as we look at our temperatures that will reach into the mid-70s this afternoon. it's been super windy at times throughout the past couple of days and that will continue today as we look at those wind speeds coming in from the northwest at about 20 miles per hour. as we head to the east bay we're looking at highs in the upper 70s and low 80s. still some seasonable weather here with our highs in half moon bay reaching 63 degrees. palo alto will reach up to 76 degrees. and we'll see a high of 66 on the embarcadero while in the north bay we'll see some upper 70s and low 80s.

here santa rosa today reaching up to 80 degrees. so we've enjoyed some nice, quiet weather for the most part but because we have high pressure close by and then also low pressure, these two pressure systems are causing what we call pressure gradient, that air to move very rapidly. and so with the gusty winds we'll have the concern of a high fire danger. also as this high pressure moves in it will cause our temperatures to go up. we already have a lot of dry fuel and that includes the dry vegetation that we have across the bay especially for the east bay and north bay so we have the high concern of a fire low 80s today to the mid-90s by the end of the week. yes, it's about to heat up. we're going to see more of that extending into the first day of summer. heading over to mike you were tracking a traffic alert in san jose. i am, kari. we have a deadly crash that's happened and i was just checking sources, i'm sorry.

we'll take you out to show you video from early this morning. it's a single car roll over. it looks from the appearance of it you see that behind the firefighters there putting out flares. the closure at redmond avenue, those familiar with the area as we take a live look will see this is still an investigation going on and as far as we know this will remain in place with san jose police department doing the investigation. it's an expressway so chp has been notified as well. now this single vehicle we believe someone died as a result of this crash and we're not sure of much more detail than that. we don't know how long the closure will last. the mask be shows you slowing from redmond south to camden. you can get off the expressway there and can take over to get you around it. of course a very sad situation when anyone dies as a result of a crash. the freeway impacted away from highway 85 taking you to the freewayhe bay moves

smoothly. 87 showed slowing earlier, move smoothly. we'll send it back to you. you mentioned highway 85, mike. this is new overnight in the south bay. another person died, another in custody after a deadly chain reaction crash. this happened in south san jose before midnight on highway 85 at the union street underpass. first responders say four cars were involved and four people were treated at the scene. video shows chp leading one driver away in handcuffs after a field sobriety test, but the chp isn't saying if the driver is charged. 4:50 and new video a fast growing wildfire burning on the central coast. the brushfires sparked yesterday afternoon in san luis obispo and they say the fire is burning near interstate 101 and is threatening nearly 100 homes causing several families to be evacuated from their homes. so far the fire burned more than

400 acres. it is at this point 10% contained. the man accused of being the golden state killer is reportedly accepting a plea deal this will keep him off of death row. prosecutors and attorneys for joseph deangelo aren't releasing details but multiple sources tell "the sacramento bee" deangelo will plead guilty to 13 of those murders along with several counts of kidnapping and rape. family and friends will try to raise concerns today about a recent outbreak of covid-19 at san quentin state prison. advocates say at least 2 dozen inmates were currently infected and are calling for more protections and wider testing. advocates say statewide at least 3,000 inmates have tested positive. state lawmakers approved a budget to combat a budget shortfall amid the coronavirus crisis. but there is a catch. the legislature says it wasn't able to reach a final deal with governor newsom on exactly where

the cuts will be. so lawmakers say they created their own plan to meet the june 15th deadline and would amend the budget later in the year. the plan would require borrowing money from restricted funds, and the delay of billions of dollars in funding to public schools. the governor now has to decide whether to sign or veto the bill. former president barack obama is ramping up his efforts to giet joe biden into the whit house, holding a virtual fund-raiser. it will be their first appearance together since he endorsed biden. the democratic party raised more than $80 million in may, the highest amount so far. president trump's campaign and the national republican party have been outfund-raising biden for months. coming up nbc bay area responds. >> reporter: if you're still waiting on your stimulus payment, watch out. you might mistake it for junk mail.

i'm consumer investigator chris chmura, nbc bay area responds next. and happening now, travel restrictions back in beijing. china reported 40 more coronavirus infections today, 27 of them in the chinese capital. many of the cases linked to a large wholesale market. authorities are now testing workers and anyone who visited that market. beijing is also barring residents of areas considered at high risk from leaving the city to prevent new outbreak in the capital from spreading to other parts of the country. it is 4:53.
