"today in the bay" continues right now. and a very good now thursday morning to you. thanks so much for joining us. i'm laura garcia. >> i'm marcus washington. mike's keeping an eye on the commute for us and first we want to start with vianey arana and i said it will be hot, hot, hot and you told us that. hottest day this week? >> yeah, if you said it three times, marcus, it must be real. and it is. we're going to be seeing upper 90s today. look at the san jose temperature trend. this is just a sneak peek of how quickly we're going to warm up. we'll be in the 70s by about 9:00 a.m. by 11:00 a.m. already in the upper 80s. which by the way upper 80s are the daytime highs in the south bay.

look by 1:00, 92 degrees and at about 97 for the interior val y valley. i'll give you more details on that. first, let's check in with mike. >> all right, vianey, mark the 2al2 80 interchange. no full clocher and what i marked is a disabled vehicle on 280 near 101. same interchange, different section. the rest of the bay moves very smoothly. the slowing we saw on 87 did clear and i think that was an overnight crew and i now see some blips through cupertino and marcus i'll follow up on that. much bigger news in the south bay. >> breaking news for you this morning. police and tactical teams surrounding the neighborhood. "today in the bay" kris sanchez is live out there. have you been able to find anything out from police? >> the question is always what do the neighbors need to know. are they safe? at this point we have not heard of any shelter-in-place orders or evacuation orders although we

believe the bomb squad is here. i want to show you what the scene looked like earlier. closer look and we're not showing you live video because we don't want to give away any police position or tactical information. just after this video was taken we got pushed back a half mile and we do know there is one person still inside the home at least and in the video we just see one person taken into handcuffs. in addition to the bomb squad, a bear cat which is an armored transport vehicle and it all started with a call for the fire department just after midnight and then sjpd set up the perimeter about 2:00 this morning. we did see some movement, hard to tell whether or not it could be a possible shift change. we saw about a dozen officers coming in and then a half dozen patrol cars leaving the scene. so, we're asking what that means and whether or not there is any concern for the public at large because of this situation unfolding. when we hear that answer, we'll get it to you. in san jose, kris sanchez,

"today in the bay." >> thanks so much, kris. 5:02 right now. as california coronavirus cases continue to surge, one of san francisco's major tourist destinations welcomes visitors back today. pier 39 known for its restaurants and world famous sea lions and while we're pretty sure the sea lions never left, there will be some changes in store for human visitors. "today in the bay" sierra johnson is live in san francisco with a look at what guests can expect from out of town. and even people close to home. good morning, sierra. >> good morning. that's right. just a matter of hours pier 39 and those lovely sea lions will prepare to welcome guests. it hasn't been open for quite a number of months now but when they do come by today, there will be a number of changes, starting with the number of people that can visit pier 39 at once. now, occupancy has been reduced to ensure that the six feet social distancing particularly by those sea lions will be

monitored and that will be done through new designated entrances at pier 39. new hours open monday through sunday 11:00 a.m. to 6:00 p.m. and they're encouraging the touchless transactions. pier 39 president says cleanliness is a top concern. so special attention is paid to sanitizing some high traffic areas. >> we also implemented a cdc approved guideline hygiene and cleaning protocol throughout the property. so, every major touch point on the property is cleaned throughout the day all day long. >> and for those looking to grab something to eat, many restaurants have moved their tables outside and pier 39 staff have also added additional tables and chairs throughout the property. and that pier president says they're following state guidelines so you can expect that indoor dining to resume by the middle of july. as for some of those rides and

those other attractions, that may take a little bit longer. they are expecting those to reopen at the end of july. we're here at pier 39 cierra johnson for "today in the bay." >> good info there, thanks. the largest casino reopens north of petaluma. graton resort and casino has been closed since mid-march and reopening with new safety measures and no specific mask requirements for guests. the doors officially open at 8:00 this morning. >> a north bay demonstrator is talking about why. take a look at this. jumped on the hood of a car trying to avoid a recent protest. this happened yesterday along sir francis drake boulevard. the 16th century explorer is connected to the slave trade. protesters say he realized that what he was doing was dangerous. >> i got on the hood because

people behind me and i wanted to stop the vehicle and the vehicle just kept speeding up. >> not a smart thing to do. so police officers who were there did not pursue the driver. they don't plan on taking any further action. outside the home of walnut creek's mayor, dozens gathered there late last night. at times chanting wake-up mayor and at one point protesters burning up blue lives matter flags. a group supporting law enforcement officers. last night's protests called for an end to racial injustice. state superintendent tony therman plans to address bias in public schools today. it comes following his comments yesterday applauding the renaming of schools named after confederate or other racially charged leaders. now, you may recall berkeley unified school district unanimously approved a plan last week to approve two schools that were named after people who were

is what people need to know to feel a little bit and then hopefully everyone takes away a little bit of knowledge tonight. i'm really looking forward to it, my friend. >> thank you, laura. all right. it's 5:07 right now. we've been talking about all the confirmed bay area coronavirus cases. now, it tops 18,000 believe it or not. more than 500 people sadly have died. solano county added the most new cases yesterday. san mateo county is now moving into phase three to reopening. allowing now more than or up to, i should say, not more than but up to 50 people to gather now. that's a pretty large group. dine-in restaurants, casinos and gyms also have been given the green light. nail salons there can open tomorrow. but certain businesses will open right away. we caught up with one hair salon owner last night. deep cleaning. >> very, very exciting. after three months, i'm telling

you, i'm so eager back to work. >> also allowed wineries, bars, gatherings that we were talking about include outdoor birthday parties and weddings, as well, provided there is limited capacity and distancing restrictions. >> you know, laura, nail salons across california are actually pleading their case today on why they should be allowed to reopen by tomorrow. nail salon owners are holding a virtual meeting with lawmakers to outline how the implement new safety protocols. a recent ucla study finds that 90% of nail salon workers filed for unemployment. >> yeah, they're having a tough go right now. renters certainly have been struggling just to make it in the bay, even before the pandemic happened. but now they could actually have a little bit of relief. the state senate recently began debating a state-funded program that will allow renters hit by the pandemic up to ten years to pay back their unpaid rent provided they remain current on their renter contract. some renters may be eligible for

charges of false imprisonment and domestic violence. the death was originally called a suicide but now investigators are looking into a possibility of foul play. new details. the former atlanta police officer who shot and killed rayshard brooks is charged with felony murder. the district attorney announced the charge plus ten additional garrett rolfe. brooks widow the new details are yet another devastating blow. >> i felt everything that he felt, but i'm here. what he went through, it hurts. it hurt really bad. >> the case has reignited a fire storm of demonstrations in atlanta and beyond. rolfe is expected to turn himself in some time today. seven women all impacted negatively by police officers

there is a hostage situation going on. want to check in with kris sanchez live at the scene trying to gather some information. what do you know, kris. >> we got pushed back a half mile from that home in question and even from where we are right now we can hear what is happening over there. we heard several booms or bangs in the distance. also hearing the siren and the announcement by san jose police ordering the people inside that home to come out as we now believe this is a hostage situation. in fact, we know that. san jose pd just confirmed that within the last few months. this is all unfolding at a home on center road and san gregorio way. we're also a little bit further back. but we are hearing police announcing that they have the home surrounded and that everyone inside should come out. what we know at this point is it all started with a call for police just before 1:00 this morning. that caller reporting that several people broke into that

home and assaulted the family inside. four victims managed to escape and one person was taken into custody, but several others are still inside that home with one, maybe two suspects. the bomb squad is here and we saw a bear cat, that armored transport vehicle usually used by the merge unit. that is san jose's pd version of the s.w.a.t team. we have not heard about any evacuation or shelter-in-place orders for people who live in the area of that home. but safe to say that if you live on center road near san gregorio, stay put where you are until this is resolved. we do know that people are calling for the people inside to come out with their hand up. >> i hope this ends with everyone safe. thank you, kris. 5:34. governor newsom may be set to make face masks mandatory statewide. bob redell is live in pleasanton. this is pretty much a requirement in most of the counties here in the bay area.

>> correct. you are correct, marcus. here in alameda county, for instance, a mask or face covering when you're waiting outside to get am to a business and, of course, once you're inside the business. same goes for employees and people working outside where there a lot of people out and about and mingling with the public. the rest of the bay area counties have face covering requirements, as well. except for solano where its is recommendation. but the "sacramento bee" is reporting that governor newsom is considering an order that makes masks mandatory in every county statewide. in response to covid-19 cases that are showing up as the state begins to reopen for business. no details on what the order would entail and also no indication that it would go beyond what we are already required to do here in the bay area. as of yesterday, more than 157,000 californians have tested positive for covid-19.

just over 5,200 people here in the state have been killed by this virus. reporting live here in pleasanton, bob redell, "today in the bay." california is reporting a record number of new coronavirus cases. for the first time, the state added more than 4,000 cases in a single day. this was yesterday. we're expected to learn more today about sonoma county next phase of reopening. according to the "press democrat" today the county health official is expected to give gyms, yoga studios, hotels, vacation rentdales, camp grounds and resorts the green right to reopen tomorrow. since the pandemic, 803 infections in the county have been reported. now, still no word on when hair salons or nail salons will open in santa clara county. now, there are new reports this morning. the victim of a deadly shooting. this week in berkeley was a student at cal. that shooting happened monday night on dwight way several

blocks of san pablo. spoke with the victim's mother and she said her 19-year-old son was in his third year at cal and so far police are not saying anything or very little about that investigation and asking anyone with information to give them a call. a judge today is expected to sentence pg&e for the deadly fire storm that swept through paradise back in 2018. pg&e ceo bill johnson this week pleaded guilty to 84 counts of involuntary manslaughter. during an emotional day in court yesterday, relatives and victims addressed pg&e executives. faulty pg&e gear sparked the wildfire. the deadliest in state history. pg&e faces a maximum $3.5 million fine but fire victims are also included in that $13 billion wildlife relief fund tied to the reorganization plan. well, dreamers hope that they're next when it comes to a surprise ruling from the supreme court. earlier this week, the conservative court pretty much stunned everyone when they ruled

in favor of lgbtq workers rights. the ruling on daca recipients may come down any day now, even as soon as today. justices are deciding on whether the white house can rescind the daca program. san leandro is now one of the first bay area cities to move forward with defunding its police department. "the mercury news" is recording the city council voted 4-3 to pull $1.7 million from the city's police budget. how that money will be redistributed will be decided later with public input. developing now, a hate crime investigation taking place in the city of oakland is making headlines. that's because ropes that appear to be nooses have been found in trees around lake merritt and someone spotted what appears to be a new side. video posted with the #endracism went viral. mayor libby schaaf holding a

news conference condemning what she calls a symbol of hate. >> these symbols are symbols of racial violence and incumbent on all of us to have that sensitivity, to have that knowledge. a group of concerned neighbors are now planning to patrol the lake 24/7 at least through sunday. a follow up for you on the recent viral video of the san francisco homeowner being questioned about stenciling black lives matter on his own property. it's now reportedly prompting a push for new legislation. the homeowner who is filipino said his neighbor called police. the examiner reports walton is now drafting a measure to make discriminatory 911 calls punishable by a fine. the ordinance would cover the making of any emergency call based solely on personal prejudice. you know with all this going on, a lot of people have questions and we're going to continue our conversation. nbc "race in america the

5:46 for you this morning. a major testing backlog is causing problems in southern california. thousands of people's test results delayed. this is due to a malfunctioning testing machine. that machine went down june 8th and the fix took a couple days. the county is really trying to test 5,200 people a day. now, new details about the health co helicopter crash that killed kobe bryant, his daughter and seven others. the pilots may have been disoriented. documents show that the pilot told air traffic controllers that he was climbing to get above the clouds, but the chopper was actually plunging towards the hillside. investigators say that he may have misreceived the angles, which they say can actually happen during low visibility. it still does not offer a cause of that crash. the final report is expected later this year. colin kaepernick has certainly been in the news lately and even president trump seems to be softening his

position on him. yesterday he stated he wouldn't mind seeing the former 49er get another shot. so, is kap going to get another shot? well, the l.a. chargers may have some interest. head coach anthony lind wouldn't turn down the possibility of bringing him in for a workout. remember, kap hasn't seen an nfl sideline for three plus seasons. he is pretty happy with the guys he's got right now, but he's p open to the idea. if you're betting against baseball coming together to salvage the season, you may not want to count them out just yet. the baseball are trying to cement a deal and talking to commissioner and tony clark. meeting in person in arizona. espn is even reporting that the players received framework of a deal for a 60-game season but they turned it down. there's still hope that the latest impasse will pass. you know what they say, it ain't over until it's over.

election. specifically asking china to buy more farm products from the u.s. in an excerpt written in "wall street journal" bolton writes trump speaking to xi stressed the importance of increased chinese purchases of soybeans and wheat in the electoral outcome. i would print trump's exact words but the government prepublication review process has decided otherwise. indeed, the government has tried to quash bolton's book but it's too late. so many copies out there in the hands of reviewers that there are going to be lots of things published about all of the accusations. so, lots of the accusations include that trump did not know that finland was a country, says bolton. or great britain had nuclear weapons. here's the interesting thing, though. turns out it's not a very good book. the "new york times" says boltson a poor writer giving way too much detail.

the women share their thoughts about their impact from george floyd's death. all coming up on "today" show at 7:00 a.m. right after "today in the bay." well, developing for you right now in butte county firefighters have now fully contained a fire that destroyed two homes and burned nearly 100 acres. this is outside in the gold country. the fire damaged two homes. no word yet on how this all started. sports betting in california is illegal, but that may soon change. happening today, state senate committee will hear a proposal to make sports betting legal at casinos and race tracks by september of 2021. if it's approved by both houses, it would then be on the fall ballot. the bill estimates the state could earn $200 million from sports betting in just the first year. it's graduation day for the class of 2020 at san francisco's state university, but the commencement ceremony like so many others will be online.
