for mike on his special day coming up? >> he doesn't have to worry about rain, a lot of sunshine. if mike's kids were watching i would recommend getting him a fan because he says he's not a fan of the temperatures in the 90s, and we're going to see that again this 90s. a sneak peek of what we're tracking today. 60s and 70s to start our morning, but it will be about ten degrees cooler in some spots. even then that still leaves us in the 90s. concord a high of 99 degrees. normal highs around 79, 80. above average. i'll talk more about that coming up in a bit. mike? vianey, my kids will be watching because i make them watch the replay every morning. the roads are moving smoothly. a bit of slowing, just a tiny bit.

we will have a later, if any, metering lights, because it's friday today. laura, back to you. it's juneteenth, today are the celebrations taking place marking the end of slavery. after george floyd's death became a new movement and discussion about race in this country. "today in the bay's" cierra johnson and how the bay area is celebrating. good morning. >> reporter: good morning. it was 155 years ago today that a group of slaves in texas received the news they were, in fact, free and had been for two years. it was on that day juneteenth was born and today it's being celebrated with a renewed passion and several bay area organizations are marking the day with some celebrations and we have some information on that

for you. at 1:00 today there will be a march and a rally at san francisco city hall. the event runs until 3:00. participants are asked to practice social distancing. the group uplifting black leaders of sonoma organized the festival that will start at noon today at pioneer park in santa rosa. the event is free and runs until 6:00. there you can find food, entertainment and some moving speeches. across the west coast the longshoreman's union will stop work at several ports in honor of juneteenth. 29 ports in all will participate. the workers will march from the port to the city hall in a move of solidarity. >> there's never been change in this society without causing some type of economic impact so that people can understand the people who control all of the money, the 1%, can understand.

>> reporter: and as the popularity of this more than century old holiday grows in tradition, several organizations and businesses are marking it as an official holiday. the nfl has officially marked juneteenth as a league holiday as have nike as well as twitter. we're live in san francisco. cierra johnson, "today in the bay." >> thank you. oakland mayor libby schaaf is doubling down on her decision to investigate a rope hanging in a tree at lake merritt as a hate crime. now she's doing so even though the man who put it there claims the ropes were installed to attach swings for people to enjoy. sebastian, the man who has not begin his last name, told nbc bay area he hopes people would get more clarity before there were more concerns. the mayor said stronger action to that saying her message is clear and not an overreaction. >> there were five different trees where ropes were removed yesterday and just because his

was part of a swing apparatus, that is not clear with all of those instances. >> adding more fuel to the fire police took down a fake body and material hanging from a noose at lake merritt. police say they found an american flag nearby. the mayor is asking the fbi to investigate. san francisco mayor london breed is announcing a pause on new hires and promotions for police and sheriff's departments according to "the chronicle" this morning. she says the move will make more time for an audit of law enforcement exams. the city's human resources department will conduct the review which is expected to last three months. according to the latest numbers 48% of sfpd's force are white. 17% either hispanic or asian, respectively. 9% are black, 6% filipino. 1.5% identify as other. less than 1% are native american. supporters of police reform have reportedly won a temporary injunction blocking oakland

police and the city from using tear gas and rubber bullets on protesters. a federal judge issued the order yesterday. it also banned flashbang grenades but still allows any of those measures to be taken if necessary to protect people or property. the order will remain in effect indefinitely. >> so the conversation about race certainly continues. it has right here on nbc bay area. marcus has been taking the lead on this continuing our special race in america, the conversation, last night. >> it's one that's touched many people's lives. it's been a part of my life my entire life, but we want to talk about the special we had. jessica aguirre is also a part of that. she spoke with san jose police chief eddie garcia about his thoughts on the department using rubber bullets. >> like what? what would you get rid of? the big thing is like rubber bullets? should you have those? >> well, i think we can, the rubber batons we have, i think we need to narrow the scope of when we can use it.

the officers have a difficult job to do and when they can use certain force. that's what we need to look at. >> chief garcia made a point to say that departments need more transparency and to go public on how they use force and who they use force against. just hearing each other out is a part of all of this moving forward, bringing understanding to the table, laura. i think it's something that people need to do and it's something that we will continue to do here just to provide that understanding and open dialogue. >> right. it's so important to share, educate, listen. that is so important because that's when you can really hear a message and hopefully take something home with it. thank you for continuing that as well. this is just the beginning for us here at nbc bay area. we're going to keep having these conversations all the time which is so good. so good for our community. >> absolutely. this morning many businesses, well, they're considered high risk. they will be allowed to reopen

in sonoma county and napa counties including gyms, movies theaters, tattoo parlors, museums and nail salons. in sonoma county certainly family businesses like mini golf, hotels and all those short-term rentals can also open for recreational travel. traveling long distance is still discouraged under the health order. meantime, masks are now mandatory. no matter where you go in california the governor issuing the order because of the rise in covid-19 cases. kris sanchez is live for us in san jose. kris, i know a lot of people probably don't like that but it's necessary right now. >> reporter: yeah, and i want to start by saying i'm not wearing a mask because i'm not within six feet of anybody out here on the dark streets of san jose so early this morning. that is allowed under the new mask mandate. you might have a lot of questions. i know i did as i was listening to this happening yesterday. so here are the specifics.

businesses, restaurants, hospitals, you have to wear them at work while you're walking through places where you interact with others. we are doing this back at the station. riding in any sort of public transportation you have to wear a mask that includes taxis and ride shares. and outside you only have to wear that mask if you cannot socially distance f. you're on a trail that's crowded, if you're on a sidewalk where there are other people. the exceptions are that children under 2 don't have to wear the masks. people who have medical conditions don't have to wear masks. only medical conditions that would affect them wearing one and people who are hearing impaired or communicate with the hearing impaired. you don't have to wear a mask if you're at a restaurant as long as you are social distancing. your restaurants should be doing that by now. critics are calling the governor's mandate a one size fits all policy they say is just not productive.

but certainly a lot of folks are calling for some overriding guidance at the beginning of the pandemic, make it uniform for everybody because so many of us travel between counties, so here we are and it is because the cases are rising. you might be making some mistakes. make sure your mask fits snugly over your face, you wear it over your nose. as governor cuomo in new york city said if you wear is down here that's a chin guard. it is not a mask. be responsible on how you're wearing it so you can protect yourself and protect others. in san jose, kris sanchez, "today in the bay." thanks so much, kris. today you can officially raise a glass in livermore. more than 50 wineries are reopening, but don't think you can just stop by for happy hour. you have to have a reservation all made in advance. no more than six people are allowed and in accordance to state guidelines each tasting must be accompanied by a meal outside. a little bit of planning to do. that would be nice to get out.

>> absolutely. >> in your backyard having a glass of wine. >> smaller wine, more for us. >> the temperatures we've been having, need to drink water. plenty of water. >> chilled. chilled. oh, my goodness. i've been trying to balance both. fair game. i finally opened that nice bottle of wine, i think just like everybody else around the world, holding out for something. last week was that something. microclimate forecast for today is going to be a little cooler in some spots. san francisco, 72. the spots that will probably notice it the most will be areas like i would say san jose. yesterday we were in the 90s. today in the upper 80s. concord was in the upper 90s and today we're going to be in the lower 80s. so when i say cooling, i mean it by the degree difference but it's still going to be hot. so it's not going to be a cool day but slightly cooler compared to yesterday's temperatures. if you are going to be out and

>> scott, thank you. 5:16 this morning and new for you, get your popcorn ready because amc is announcing plans to reopen 450 of its movie theaters july 15th. restricted seating will be in place but no mandatory facemasks. they still plan to sell them for a dollar. regan and cinemark are targeting a july 10th. theaters are banking on upcoming films to jump-start those operations. trending this morning jamie foxx is preparing to play boxing legend mike tyson in an upcoming biopic. >> foxx is gearing up, working out getting in shape, you can see him working out there. the film is going to ucgi to help portray the heavyweight champion in various stages of his life. it's not really clear when that film will be released, but i'm sure it's going to be a good

everybody wants to go visit and take pictures with it so i completely understand because at times it can get overwhelming. let's take a look at beautiful sights throughout the bay area. san jose clear skies. you can see that little orange hue with the sun peeking on through. in san francisco this is a good sign for san francisco because anytime we start to see the fog rolling in, that's mother nature's form of a c. remember we were in the upper 90s in the interior valleys, look at satellite radar. it shows that cloud cover, fog passing through overnight and then it backed off and now we're seeing that coming through again around the coastline. current temperatures throughout right now in san francisco 56. half moon bay, 52. san jose, 61. concord, 60 degrees. and look at your microclimate highs for today. a pretty noticeable difference for some areas including the south bay where we managed to hit the 90s.

today topping out in the 80s. concord still hot at 91. napa, 89. san francisco and half moon bay will remain the cooler spots around the coastline. what can we expect if we'll be outside? please make sure to take your allergy medicine because tree pollen will be high for inland areas. grass will be moderate. if you do have to be outside for any reason, don't forget to take that. you will be sneezing all over the place. i know the feeling. over the next seven days here is what we can expect for the first day of summer which is tomorrow, by the way, starts at 2:22 p.m., 89 degrees and father's day, of course, a big day whether that means face timing dad or zooming dad or hanging out with dad, 90s and a lot of sunshine. i know your kids probably have a big breakfast planned for you. mike? i think my kids would say they've had enough of dad in the quarantine as well.

they're not driving yet so they're not driving anywhere. other folks are so let's take a look at the roadways. a smooth flow of traffic. the golden gate bridge, though, advisory from chp there may be fog. we see this across the golden gate bridge. there are cars and flashing lights clear from the bridge. there was a little slowing that registered as the fog rolled in thicker and that's probably why things are calmer now where the arrow is. the rest of the bay shows no problem. they're down and through the silicon valley. highway 92 will get crowded toward half moon bay and highway 1. of course the evenings getting away from the area. right now the live look shows you san mateo bridge also 92 has no problems getting across the bay. back to you. >> all right, thanks, mike. a swing and a miss. next here on "today in the bay," why the return plan for the mlb is being shot down this morning. plus, when the happiest place on earth is now set to

a police officer charged with shooting and killing 27-year-old rashad brooks says that he did not agree to be a state's witness. devin bronsan was called for him sleeping in a drive-through. garrett rolfe faces felony charges after a struggle over the officer's taser. he has turn himself in and is due in court today. new details the city of sacramento, police department and chief are being sued by protesters. they say they were seriously injured by rubber bullets during recent protests of police brutality. ten los angeles police officers are being benched pending protest response to investigations. police say there were 56 complaints reported as of last week and resulted in seven

officers being assigned to nonfield duties. the air force inspector general is investigating the use of military planes as surveillance over people in black lives matters protests in multiple cities. the results are in from ucsf's mass testing. about 6% of residents infected in late april or early may, before the study took place. 2% were infected at the time of testing. the majority of new infections were of low income. researchers say the socioeconomic factors helped point out why positive cases rose in communities during the city's shelter at home ordinance. happening today several more businesses in l.a. county are set to reopen. that list includes bars, wineries, breweries and tasting rooms as well as personal care services including nail salons, tattoo parlors and piercing

shops. this comes just after the county announced over 1,000 new cases. now over 78,000 cases in l.a. county. new for you this morning disneyland is revealing more reopening details. the anaheim theme park is set to open july 17th. this is after nearly four months of coronavirus shutdown. park goers will need to make reservations and make sure you wear your mask as well as social distance. and dozens of unions representing about 17,000 disneyland employees wrote a letter to the governor. governor gavin newsom saying that they feel it is still unsafe to reopen the park. major league baseball's pitch for a shorter season is being shot down. the plan put together by the teams allowed for 70 regular season game schedule. the commissioner says it's not safe to play that many games during a pandemic. coming up next the top stories we're following for you on this friday morning including

to reopen and other restrictions being eased today. plus, observing juneteenth. we're going to talk about the events planned across the bay area today as many reflect on the day slavery ended in the u.s. and a good friday morning. thank you for joining us on "today in the bay." i'm marcus washington. >> and i'm laura garcia. friday, so nice. and father's day weekend as well. cruising on into the weekend. vianey has a look at that forecast for us. >> just cruising on in to slightly cooler weather as well. look at concord's temperature trend. i want to show you concord because we hit a high of 99 in that area. i kept saying any sort of outdoor activity you want to get it out of the way early on. today you don't have to rush as much. we'll be in the 70s but will get to the 90 degrees mark between 2:00 and 3:00.

>> reporter: a lot can reopen today, marcus. good morning to you. starting today outdoor restaurant dining, retail includes malls like the premium outlets in livermore, outdoor museums, outdoor fitness and religious and cultural services as long as they're limited in their capacity. let's go to berkeley. the five little monkeys toy store is readying to reopen today after being shut down for three months. the management is asking customers to reserve shopping time in order to limit the number of people in the store at any one point in time. the store has moved displays to create social distance and rearranged items to make them more visible in an effort to limit what people touch. it's not just retail reopening in alameda county. churches can resume indoor services, too. as long as they limit to 100 people or 25% of their normal capacity, whatever is less. chinese for christ church has

limited entry to make sure congregants don't bump into each other when they return for worship. >> being able to sing, to pray, to listen to a sermon in person i think makes a really big difference. >> reporter: restaurants have turned parking spots into dining spaces. some food spaces plan on delaying their outdoor service for a while longer. they just need to train people and need more time. we also spoke to some businesses that aren't ready to reopen. they're still boarded up from the looting a couple weeks ago. reporting live in livermore, bob redell, "today in the bay." >> bob, thank you. solano county is reopening more doors. today personal care salons can resume business, and that means pedicures. nail salons, massage parlors, piercing shops and tattoo parlors. employees and customers will have to follow strict guidelines and sports can resume but without live audiences.

a new $50,000 reward is being offered to track down the person who shot and killed a cal student this week. 19-year-old seth smith died late monday night. his mother says he was going into his third year at cal. police say he was shot at close range. the shooting happened about 10:30 on monday night on dwight way east of san pablo in the enabled where he lived. smith had reportedly just gone out for a walk. right now police have a few clues to work with. anyone with information should give them a call. today a community plans to come together to remember a federal guard killed in oakland. dave patrick underwood was killed last month in a drive-by shooting while on duty. a public and virtual memorial is set up to happen at sunol high school theater. air force staff sergeant steve carrillo is accused of killing him and shooting another officer in a targeted attack. authorities say carrillo and a second man traveled with the intent to kill police.

both suspects also connected to that shooting death of a santa cruz sheriff's deputy. perhaps just like your family, our family here at nbc bay area is continuing the conversation about race. and marcus has been leading the way for us continuing our special "race in america: the conversation." it happened last night. >> absolutely. it's a conversation a lot of people want to have right now. during that special i spoke with quincy phillips. he's a community organizer, a strategist and we talk about what does it mean being the only person of color in a boardroom at a table making decisions. take a listen. >> if i'm the only representative, the one black dude in silicon valley at that table, then obviously i'm not representing not just black people but all of the other folks i'm supposed to represent, community members, community stakeholders. they're not just black, they're brown, they're women, they're lgbtq. there are so many folks that i'm representing. if my voice isn't there, if i'm

not there, it's not going to be talked about. >> you carry that responsibility and you carry it proud. i know you do because you have a lot of passion. >> yes, sir. >> there were a lot of people who joined that conversation last night. we actually had chris chmura there monitoring the questions online. we were streaming it on our facebook page as well as youtube. people were asking a lot of questions and we were able to answer some of those questions and i even got some emails overnight people saying thank you for just being so open and thank you for explaining certain things. they understood a little bit more and that's really beautiful to see. >> exactly and it's reflective as well. i've been that only woman in the boardroom before, the only hispanic woman in the boardroom before. it is a very interesting feeling. you had some great interviews and we'll continue to talk about that. of course we'll continue the big

>> good morning, marcus. >> let's talk about juneteenth. i know here in the san jose area i know the african-american services agency sponsors the juneteenth festival and it was the only one in the bay area that was continuing. talk about why it was so important for you to make sure the event happened. >> it talks about our freedom in this country and talks about a time when we got together as african-americans to celebrate, to unite and to empower one another. i think during the pandemic as well as black lives matter it was important to us in the south bay to make sure that we created a space and a place to empower our community. >> and so talk to me about why it's so important to share the story because i've spoken to a lot of people who say i never knew about juneteenth. it certainly wasn't taught in school, i know, coming up for me.

how do we share the message to those just finding out about it? >> definitely. it is a part of american history. some would say it's black history but juneteenth is history in regards to what freedom means to all people. we need to share in the lesson and it wasn't prevalent at all and so i think that it is important that leaders and states recognize and companies recognize juneteenth and the freedom that goes with that lesson. >> new york governor cuomo actually pushing for that right now. milan, thank you for being a part of the conversation this morning. >> happy juneteenth, everybody. >> you, too. there are special events happening, the official end of slavery here in the united

states. in the south bay there's a march for freedom day in santa clara county that starts at 3:00 p.m. at the santa clara university. at lake merritt amphitheater, that events kicks off at 4:00 p.m. then the new beginnings community church is holding a virtual event at 7:00 p.m. to talk about faith, race and justice. an american pastime from the 1950s is making a small comeback during the pandemic. >> that's right. the san mateo event center is converting an empty parking lot for tonight's showing of "dodgeball." a true underdog story. tomorrow night it's napoleon dynamite. san mateo is taking the lead. the gates will open at 7:30 tonight. cost is $35 per vehicle

and the santa cruz area. we're tracking a cooldown. marcus? thanks, vianey. new details this morning. california's police chiefs are throwing their support behind a plan they believe would help lead to reforms statewide. police chiefs association is endorsing an entire package of reforms that includes one plan to aggressively weed out bad officers with repeated history of complaints. it would also call for a periodic checks to ensure officers are mentally stable. officers could also lose training certification of any out-of-bounds behavior. vallejo police department is banning the use of the sleeper hold, the neck restraint used to subdue a combative suspect. the chief says it's the right thing to do as the department focuses on reform and presented the findings of an internal review of the department. it found 45 recommendations for improvement. now to decision 2020

the rally doesn't want to do it but says they're contractually obligated. the state supreme court took up the case after two lawyers sued to stop the rally. this, of course, file video of a previous rally. the biggest question is do they have standing? you have to prove in court you, yourself, would be hurt by someone's actions and those lawyers have no plans to attend. one of the litigants bringing the action tells the local news there this is not a question of whether additional people will be affected and dying in tulsa, it's a question of how many. the lawyer for the other side, the arena, says we don't argue that the cdc classifies events like this as the highest possible risk. a different court taking up the emergency appeal by the trump administration to stop the sale of john bolton's new book. the justice department and the white house say the book contains secrets and bolton is in breach of contract. president trump has had a tough time in court recently.

yes. if you're in the inland areas this cooldown will not seem much. we have the marine layer rolling through. look at san francisco. this is a live look right now. you can see the tower peeking through. the time bar at the top where it says hour by hour, notice the fog, that's the marine layer i'm talking about. the low clouds, 50s right now through about 7:00 a.m. i'm fast forwarding this all the way through about 3:00 notice how it lingers. we'll still be about 90 degrees as well as fremont, the san jose area. topping out in the upper 80s by tomorrow morning. we're still going to see that marine layer, cool 50s. the same you'll be hearing tomorrow is the official start of summer. so the summer solstice at 2:44 p.m. that will be again tomorrow.
